공간환경계획 수립을 위한환경정보의 체계화와 개선방안 (Systematizing and Improving of Spatial Environment Data for the Establishment of Spatial Environment Planning)

  • 환경정책기본법에 근거하여 수립되는 환경보전계획은 친환경적인 공간구축을 위한 활용 가능성과 잠재성에도 불구하고 선언적이면서 형식적인 계획으로 사실상 인지되고 있다. 이러한 인식의 중요한 요인 중의 하나는 공간개발과 직접적인 관련성이 있는 공간계획(도시기본계획 등)이나 도시개발계획과의 연계성을 확보하지 못한 것에 기인하며, 이는 공간환경계획이라는 계획 간의 연계수단의 필요성으로 종결된다. 이에 환경보전계획의 활용성과 계획 간의 연계성 확보를 위한 공간환경계획의 수립을 위해 선행되어야 할 공간환경정보의 체계화를 제안하고자 하며, 이를 위해 기존의 환경정보를 파악하고 공간환경계획과의 연계방안에 대해서 살펴보고자 하였다. 이와 관련해서 국가차원 및 지자체 차원에서 구축하고 있는 공간정보시스템을 살펴보고, 환경매체별로 활용 가능한 공간정보를 분류하였다. 또한 9개의 환경매체별로 공간환경계획에 포함될 수 있는 공간정보 및 계획 항목을 도출하여, 기존의 공간정보시스템, 공간환경 현황정보, 공간환경 관리계획으로 이어지는 연계체계를 구축하였다. 나아가, 공간환경계획 활성화를 위해 공간환경정보 구축에 관한 개선사항을 제안하였다. 체계적인 공간정보 구축은 공간환경계획 수립을 용이하게 함으로써 환경보전계획을 강화하고 위상을 높임은 물론, 관련 공간계획과의 연계성 강화에도 기여할 것이다.

전라남도 중소도시의 공간계획 관리 방안 연구 (A Study on Spatial Planning Management Methods in Small and Medium Cities in Jeollanam-do)

  • This study conducted a management system and business analysis related to urban and architecture in local small and medium cities. The current status of the management department of the master plans, which were established based on the laws related to the spatial environment and implemented projects based on them, was analyzed, and the problems were derived. The basic urban master plan of the local government is classified as a hierarchical higher plan than other plans established within the same city, but there was a problem in that the timing of each plan was different. As a problem, the contents of the sub-plan were not included in the upper plan, or the opposite phenomenon occurred. In addition, the management entity of the master plan and sub-projects was different. To solve this problem, it is necessary to form a consistent structure of systematic planning and management subjects. In addition, in the future planning stage, it is necessary to establish a master plan establishment system according to hierarchies. This study is meaningful in that it can be used to establish a master plan establishment system according to hierarchy in the future planning stage and to establish the same management entity as the master plan in the projects stage.

도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 - (Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

자연환경 기반형 관광.휴양목적지 시설물에 대한 방문객 공간인지도 분석 - 남이섬 관광지 사례를 중심으로 - (Analysis of Spatial Cognition of Visitors to Natural Environment-based Tourism.Resort Facilities - A Case Study of NAMI Island -)

  • 본 연구는 관광지 시설물에 대한 방문객의 공간인지도 분석을 통해 방문객의 공간인지도 향상을 위한 시설물 계획 및 관리적 측면의 개선방안과 시사점을 제시하는데 목적이 있다. 연구의 목적달성을 위해 방문객의 시설물에 대한 공간인지도와 시설물 특성 및 방문객 특성 등의 공간인지도 영향요소에 대한 연구모형을 설정하였으며, 이를 토대로 남이섬 관광지 방문객을 대상으로 실증분석을 수행하였다. 분석결과, 시설물 유형, 입지 등의 시설물 특성과 성별, 연령, 안내지도 사용 등의 방문객 특성이 방문객의 공간인지도와 통계적으로 유의한 것으로 나타났다. 또한 남이섬의 경우에는 식 음료시설에 대한 매력성, 상징성 강화 등의 재정비가 요구되며, 종반부 시설물에 대한 정보제공 시설의 추가설치 및 재배치가 필요한 것으로 분석되었다. 본 연구의 결과는 관광지 시설물의 효율적인 계획과 관리를 위해 시설물 및 방문객 특성 등의 공간인지도 영향요소에 대한 면밀한 분석과 반영의 필요성을 시사한다. 특히, 방문객의 공간인지도는 관광지의 공간적 성격과도 연관성이 있으며, 여성의 공간인지도 향상을 위해 시설물의 독특성이 중요한 요소로 작용하고 있는 것으로 분석되었다. 또한, 본 연구의 결과는 관광지 시설물의 계획과 관리에 있어 관광지 정보제공 기능이 관광지의 공간구조의 복잡성과 관계없이 방문객의 공간인지도 향상을 위해 중요한 요소임을 시사하고 있다.

아파트 단지 내 경로당의 평면유형에 따른 공간변용 (Spatial Transfigurations by Floor Plan Type of Elderly Center in Apartment Complex)

  • The purposes of the study were to try configuring categorization of floor plans of elderly centers located in apartment complexes and to find out the spatial transfigurations regarding floor plan types. The data for the analysis of the study were collected from 56 elderly centers of apartment complexes in Ulsan by observations and interviews from July 3 through 13, 2012. The results are as follows. Firstly, the floor plans of the elderly centers were categorized into six types, which were 2R+L+K, 2R+LK, 1R+L+K/1R+LK, 1RL+K, 1RLK, and 2R+K/1R+K(no living room). Secondly, there were no salient differences among the plan types for the characteristics of physical environment of the centers. The types of 2R+L+K were relatively big in size and two thirds of the centers had gender-segregated rooms. Lastly, spatial transfigurations was found in sixty-percent of the centers, which included change of spatial arrangement, functional change, and functional addition. Interestingly, the more the spaces were segregated, the more the spatial transfigurations were performed in the way for the integration of functions of the rooms.

Database Modeling and Environmental Information for a Radioactive Waste Repository Site

  • For the safe management of nuclear facilities, including a radioactive waste repository, data about the facility site and the surrounding environment must be collected and managed systematically. This is particularly true for a radwaste repository, which has to be institutionally controlled for a long period after closure. The objectives of this study are (1) to establish a systematical management plan for information about a radwaste repository site and its environment, and (2) to design a database management program for this information, based on the Relative Database Management System (RDBMS). The spatial data are designed by the geodatabase, which is a new object, based on the RDBMS, to manage spatial information related to the database. To meet this requirement, a new program called 'Site Information and Total Environmental data management System (SITES)' is being developed. The scope that produced from the first step of the present study for development of the SITES is introduced. The database is designed to combine spatial and attribute data, and is designed for the establishment of the Geographic Information System (GIS). The hardware and software systems are designed with consideration given to the total data management of the items within the radioactive environment.

  • 우리나라 지방자치단체의 정보화사업은 1995년 건설교통부에서 국가지리정보체계 구축사업으로 대축척의 수치지도를 구축하고, 이와 관련 GIS 업무시스템들이 구축되면서 본격화되었다. 그러나 GIS업무시스템별 정보화의 추진은 데이터의 중복 구축, 표준기술의 중복현상으로 이들을 체계적으로 관리하며 효율적으로 활용할수 있는 기틀마련에 대한 요구가 증대하였고, 이러한 요구에 따라 Enterprise GIS도입에 대한 필요성이 논의되었다. 서울시도 Enterprise GIS 개념을 토대로 한 공간데이타웨어하우스를 구축 및 운영하여 여러 가지 결실을 보았지만 활용성의 부족, 정보화 환경의 급격한 변화등은 Enterprise GIS를 고도화해야 할 필요성을 제기하였다. 본 연구에서는 서울시를 사례로 데이터중심의 아키텍처에서 서비스중심 아키텍처로 지방자치단체의 Enterprise GIS를 고도화하기 위한 전략을 제시하고자 한다.

재래시장 리모델링 사업에서의 공간 구성요소에 관한 연구 (A Study on the Spatial Factors in Traditional Retail Market Remodeling)

  • The government is in progress the traditional retail market redevelopment and remodeling due to atrophy of the traditional retail market in accordant to opening of the circulation market and changing of the consuming patterns. However, it seemed that primitive project was limited to the environment improvement scope. As the shopping environment which is comfortable to the consumers is provided and the design which considers a traditional retail market specific quality is applied from business plan early. It will be useful for the management normalization of traditional retail market actually. The spatial factors were analyzed as follows. 1. The circulation of consumer should be secured to make boundary line of the pass way. 2. The display booth should be standardized for the security of sight. 3. The signage panel should be consolidated in according to the plan. 4. The street vendor's handcart and tent should be arranged for circulations and the vision line.

주민의식과 입지특성에 따른 농촌마을 환경영향시설의 정비방향 (Improvement Plan of Environment-Impacting Facilities by Inhabitants Consciousness and Spatial Characteristics in Rural Areas)

  • In this study, thirteen villages in Chonnam province were selected as case study sites and the spatial distribution of the facilities in the villages was examined to provide basic information fur the establishment of rural plans. According to the questionnaire survey, various problem such as environmental pollution, position, scene, management etc. was brought owing to cattle shed, and dissension was more or less seen by scale of facilities, management of facilities and waste, regional factor(stock farming management condition, life style and attitude of inhabitants) and topographical factor (height, position physical aspect of a mountain, distance with water resources etc.) etc.. The facilities could be classified into 6 types based on the their spatial locations: 1) Type 1, facilities located at the waterside; 2) Type 2, facilities located at the entrance of village; 3) Type 3 facilities, scattered in the residential area: 4) Type 4 facilities, collectivized in village; 5) Type 5 facilities, adjoining village; and 6) Type 6 facilities, scattered irregularly inside and outside of village. Based on the classification, possible implementations for the reduction of environmental impacts were suggested. The results of this study could be used as an example of study on the distribution, classification, and rearrangement of environment-impacting facilities in rural areas for improvement of their roles in providing amenity resources.
