It has been talked about the responsibility of the South-North Korean e-market place(e-MP) collaboration project every you since 2003. However, the feasibility as the business has not been dealt with in detail due to the uncertain environment as well as the complicated procedures of the project. The research focuses on the workable mechanism of the South-North Korean E-Market Place collaboration project. The feasibility of the project results from the newly installed fiber telecommunication network as well as the 1 billion dollars of the trading volume between South and North Korea. The research analyzes on the capabilities as well as willingness of the South and North Korea for the e-MP, and concludes with two paradigms of the future tasks. First, the unified but step-wise structure should be made to promote the project by the political committee (South and North Korea EC Committee) and the economical administration body (South and North Korea EC Corporation). Second, the market-oriented resolution system such as South and North Korea Arbitration Body should be involved to create legal environment. Above all, the discussion should be on the main body of e-MP settlement to abolish the psychological as well as practical barriers to enter the South-North Korean electronic commerce.

The trade volume between South and North Korea has reached 1 billion dollars in year 2005. This means the economic motives may prevail over the political concerns between two regimes from now on. At the same time, the direct telecommunication lines installed to promote the IT collaboration. Based on these monumental issues, the research focuses on the workable mechanism of the South-North Korean e-Market Place(e-MP) collaboration project. The research analyzes on the capabilities as well as willingness of the South and North Korea for the e-MP, and concludes with four stepwise approach to promote the South and North Korean e-MP. The first step initiates the web marketing integration, and then the second step provides the legal environments. The third step promotes the on-/off- trade-automation via infrastructure collaboration, and the final step expands and deepens the flexibility as well as openness of the e-MP.

Among the science and engineering fields in North Korean Academy of Sciences, geology occupies about 10 percent of the total number of departments. An analysis of major geologic research fields in North Korea, based on the number of authors of 2000-200l publications in a representative journal "Geology and Geography", shows the proportions as follows: mineralogy and petrology (31.0%), stratigraphy and paleontology (12.3%), economic geology and geochemistry (11.6%), geophysics and structural geology (14.2%), and applied geology (31.0%). This proportion is similar to that in South Korea in 1960s and shows that geologic research activity in North Korea is concentrated for the purpose of mineral resources exploration. The academic collaboration between South and North Korea in near future should include the researches on the reconstruction of geologic history in Korean peninsula and Northeast Asia and the environmental restoration from mining-related environmental pollution in North Korea. For active academic interchange between South and North Korea, efforts to overcome the academic gap are requisite. Frequent joint symposia, interchange programme of post-doctoral fellows, and cooperative researches on specific topics are recommended for this effort.

In order to encourage collaboration with North Korea in astronomy research field, we have studied the astronomical almanacs published in South and North Korea. The almanac contains fundamental astronomical data including not only daily calendar data but also unique characteristics selected by necessity in each country. We compared the South and North Korean astronomical almanacs in terms of contents, detailed descriptions, unique items, and so forth. We used the 2017 almanac for South Korea and 1993 almanac which is useful for this research for North Korea. We found that there were several differences between South and North Korean almanacs. The North Korean almanac is published for the astronomer or navigator, thus it has supplementary information about spherical astronomy such as precession of the north pole and position of celestial bodies. Whereas the South Korean almanac is published for the general public, and it distinctively contains luni-solar calendar, 24 solar terms, national holidays, etc. This study could be helpful for research cooperation between South and North Korea in astronomy.

We summarize our preliminary study on the research cooperation method in the astronomy field between Republic of Korea (South Korea) and Democratic People's Republic of Korea (North Korea). To investigate the recent astronomical activities of North Korea, we have surveyed the published records of research papers and international collaborations associated with North Korean astronomers. We found only 4 astronomical papers among the identified 260 SCI papers related to North Korean researchers for the past 11 years. North Korean astronomers had very few interactions with the international astronomical society before rejoining IAU in 2012. Recently, North Korea made several astronomical research exchanges with China and Netherlands. They seemed to attend several international conferences and present their research results. We have studied possibilities to establish international networks to encourage the cooperation between South and North, and suggest to start collaboration in the historical astronomy. The collaboration can be expanded gradually to other fields in astronomy. There are many obvious political difficulties to have interactions with North Koreans. However, it will be necessary to make a long-term plan considering the reunification.

비무장지대(Demilitarized Zone : DMZ)는 군사분계선(Military Demarcation Line : MDL)을 경계로 남북으로 각각 2km씩을 비무장지대로 설정하기로 협정으로 정했지만 지난 65년 동안 무장이 가득한 지대로 유지되어왔다. 남쪽의 경우 민간인 통제선(Civilian Control Zone : CCZ) 이북 지역과 그 배후의 접경지역은 사람들의 출입이 오랫동안 제한되어 오히려 비무장지대보다 자연이 상대적으로 더 잘 보전되어왔다. 자연유산(natural heritage)은 자연생태계의 보호할 가치가 있는 생물과 그 서식지, 그리고 무생물 자원으로 정의된다. 비무장지대에서는 다양한 생물들과 습지를 비롯한 서식지와 지형들이 있음이 여러 조사를 통해 확인되고 있다. 비무장지대는 완벽하고 보전이 잘 되어 있는 서식 공간은 아니었다. 하지만 한반도에서 그만한 다양성과 규모를 가진 공간이 없고, 향후 관리 방향에 따라 복원이 가능한 최적의 장소로서 의의가 있다. 그러므로 비무장지대와 잘 보호된 일부 민통선 이북 지역을 포함한 그 일원의 서식지 유형(habitat type)을 파악하고 지도를 만들어 관리한다면 한반도에서 멸종 위기에 있는 종들이나 멸종한 종들을 서식하게 하는 최적 장소가 될 것이다. 이때 한강 하구와 동해의 석호(lagoon) 등을 포함하는 것이 필요하다. 비무장지대 일원의 조사와 보호 노력을 남북 공동으로 진행해야 하므로, 특히 비무장지대 내부를 남북 과학자와 국제 전문가를 포함하여 국제 과학조사를 추진하고 장기 계획을 세워 보전과 지속 가능한 이용 방안을 모색하는 것이 필요하다.

Objectives: This article aims to clarify the understanding and publication status of both The Treasured Mirror of Eastern Medicine (Donguibogam) and some of its recent research progress made in North Korea, as well as their influences upon the academic of Koryo medicine in North Korea. Methods: Analysis was carried out based on various reference books, dictionaries and Korean translation of Donguibogam (1964 Ver.) published by North Korea, as well as the North Korean quarterly medical journal, Koryo Medicine. Results: The academic of Koryo medicine in North Korea regards Donguibogam, a Korean medical classic as it was written by native Korean physicians and it became an important ground material for basic research and clinical study. Various terminologies used in the original version of Donguibogam were defined as unscientific and superstitious by North Korean academics, which were then subsequently removed from the Korean translation of Donguibogam (1964 Ver.) published by North Korea. Therefore, this version cannot be seen as a complete edition of Donguibogam. Conclusions: The Donguibogam is known as one of the 'three major books of Koryo medicine' in North Korea. As a treasure of East-Asian traditional medical classic, Donguibogam is expected to become the medium for a closer research collaboration between the North and South Koreas including China in the future.

본 논문은 남북한 공연프로그램 교류·협력에 있어서 향후 예상되는 문제점을 북한저작권법상 공연 관련 조항을 중심으로 살펴보았다. 북한의 저작권법은 국제사회의 보편적인 규정과는 상당한 차이가 있거나 미비된 것이 많았다. 즉, 북한 저작권법의 기조와 원칙의 문제, 체제에 반하는 저작물의 불인정 문제, 남한저작물의 저작권리에 대한 호혜평등의 문제, 저작 인접권 및 재산권의 문제, 저작인격권의 무기한 보호문제, 온라인 저작물에 대한 권리보호의 불비문제 등이다. 한편, 단기적으로 상호 교류협력이 가능한 공연프로그램은 민족가극, 연극 및 뮤지컬, 축제이벤트 등이다. 그러나 지속적인 교류·협력 활성화하기 위해서는 남북한 상이한 저작권 규정 내용에 대한 법적·제도적 개선방안이 필요하다. 대외적으로는, 남북한이 각종 국제저작권 사용계약을 공동 체결하는 등 국제저작권 무대에서 공조할 필요성도 있으며, 이를 통해서 쌍방이 신뢰를 구축하고 민족정서를 담은 공연프로그램의 해외 진출까지도 염두해야 할 것이다.

남북의 상호이해, 신뢰회복, 이질감 완화를 위해 대내외적 정치적인 변수에 상관없이 남북방송교류는 지속되어야 한다. 이를 위해 기존의 사회문화적, 단발적인 남북방송교류를 비정치적인 분야인 방송기술협력을 기반으로 한 장기적이고 지속적인 프로젝트형 남북방송교류로 전환하는 하는 것이 필요하다. 본고는 평화공존과 협력이라는 방향성 아래 남북이 상생할 수 있는 효과적인 방송기술협력 방안을 모색하고자 한다.

On our return to India from Germany, we have worked on the development of parabolic solar concentrators with input and collaboration of German and Austrian inventors. We have gradually improved the solar technologies to include food processing based on inputs and feedback from users to fulfill their specific requirements. We will discuss the acceptability and commercialisation of various systems that we have successfully developed, their implications and their benefit. These success stories can work as multipliers. These concentrators can have various other applications. The Global Treaty Kyoto Protocol's CDM (Clean Development Mechanism) can result in a win-win situation for both developing and developed nations and the world environment at large - whereby developed nations get carbon credits by supporting renewable energy projects in developing nations. North-South dialogue and South-South dialogue can effectively foster global co-operation meaningfully to benefit People and environments ensuring sustainable development and protection of Our planet Earth, our only HOME!!!
