In 19th May 2014, the government announced that KCG(Korea Coast Guard) is dissolved regarding responsibility for recently accident which is Sewol ferry disaster. But KCG, a central administrative agency is responsible for protecting maritime sovereignty of South Korea; the most basic and indispensable organization. Furthermore, The purpose of KCG is to provide the safety of the public and keeping of public order by prescribing matters necessary for the securement of maritime security, maintenance of public order and protection of marine resources & facilities. Therefore, In this article, I would like to suggest tentatively named FRAMEWORK ACT ON KOREA COAST GUARD's management plan which could reflect the scope of functions. It means we examine the current state of KCG, and would like to signpost for the most ideal way of legal system in Korea Coast Guard. Finally, this treatise is expected that this research can be a guideline contribute to improving Korea Coast Guard relevant laws even a little.

Following a preceding study if Shin et al.(2004), wave fields for a month if September if 2003 are simulated based on the modified WAM cycle 4 model that enables the precise wave hindcasting with fine spatial meshes, and characteristics of extreme waves at the south roast if Koreo are analyzed The accuracy if applied wave model is verified by comparing computed wave parameters and corresponding ones measured at Ieodo ocean research station. The wave hindasting if typhoon 'Maemi' with an hour time interval reveals the extreme wave characteristics at 4 primary locations if south coast of Korea as follows: 1) At the front sea of Chaguido in the south of Jeju-do, the maximum significant wave height, moon wave period and mean wave direction appear to be 7.41m, 13.65s and $6.4^{\circ}$, respectively at 16:00 KST if Sep. 12, 2003. 2) At the entrance of Masan Bay, 12.50m, 13.65s and $1.2^{\circ}$ at 21:00 KST if Sep. 12. 3) At the front sea of Suyoung Bay, 13.85m, 13.81s and $0.2^{\circ}$ at 22;00 KST if Sep. 12. 4) At the front sea of Ulsan port, 11.00m, 13.25s and $28^{\circ}$ at 23:00 KST if Sep.
A substantial part of South Africa is subject to more than one strong wind source. The effect of that on extreme winds is that higher quantiles are usually estimated with a mixed strong wind climate estimation method, compared to the traditional Gumbel approach based on a single population. The differences in the estimated quantiles between the two methods depend on the values of the Gumbel distribution parameters for the different strong wind mechanisms involved. Cluster analysis of the distribution parameters provides a characterization of the effect of the relative differences in their values, and therefore the dominance of the different strong wind mechanisms. For gusts, cold fronts tend to dominate over the coastal and high-lying areas, while other mechanisms, especially thunderstorms, are dominant over the lower-lying areas in the interior. For the hourly mean wind speeds cold fronts are dominant in the south-west, south and east of the country. On the West Coast the ridging of the Atlantic Ocean high-pressure system dominate in the south, while the presence of a deep trough or coastal low pressure system is the main strong wind mechanism in the north. In the central interior cold fronts tend to share their influence almost equally with other synoptic-scale mechanisms.
Isozyme and AFLP analyses were examined to estimate the utilities of them as a genetic marker. The utilities were evaluated by genetic divergence and relationships among the four distinct abalone species; Haliotis discus hannai collected from northeast coast of Japan and Yellow-Sea coast of China, H. rufescens collected from west coast of USA, H rubra collected from southeast coast of Australia and H midae collected from Cape Town of South Africa. Isozyme and AFLP analyses showed a clear genetic divergence between every pair of species. Genetic relationships among the low species estimated by isozyme and AFLP analyses reflected to geographical distribution and morphological characteristics. In conclusion, Isozyme and AFLP analyses are suitable genetic markers far estimates of genetic divergence and relationship among abalone species.
Seagrass meadows are important biogenic habitats for a wide variety of marine animals and plants, a source of organic carbon for commercially important animals, and act as a nutrient filter in estuarine and coastal ecosystems. As such, mapping the distribution of seagrass beds provides us with an important component of management and conservation strategies. To survey seagrass distribution within Deukryang Bay, we directly observed seagrass beds using SCUBA in Boseong-gun, Goheung-gun, and Jangheung-gun. Seagrass distribution in Geogeum and Gumdang islands were not observed. Specifically, we monitored the distribution area, species composition, morphology, density, and biomass of seagrass meadows. Seagarss beds were mapped for Daikum-ri coast, Deukryang island, Yongjeong-ri coast, Samsan-ri coast and Ongam-ri coast. Total seagrass coverage in Deukryang Bay was $5.1\;km^2$, $4.8\;km^2$ of which was Zostera marina, $0.3\;km^2$ Z. caulescence and $0.01\;km^2$ Z. japonica. Z. japonica was found in intertidal zones, Z. marina was found from the intertidal to subtidal zones of 2 m MSL (mean sea level) depth, and Z. caulescence was found in subtidal zones of 2.5-5 m MSL.

This study investigated the distribution of spotted seals, Phoca largha, inhabiting the coast of Baekryongdo. Monitoring of spotted seals in Baekryongdo was conducted between June 2006 and November 2008, using a 5-ton fishing vessel 1hour before low tide. The monthly maximum number of observed seals was 274 in September 2006, 139 in September 2007, and 213 in August 2008. Average observed monthly counts were largest in August and September. Relatively more spotted seals were observed when there were few cloudy days and plenty of sunshine. Bycatch, stranding, and observations of spotted seals have been reported along the coast of the Korean peninsula since 2000, and spotted seals were observed four times in the western coastal region, three times in the southeastern region, and 12 times on the east coast. This suggests that spotted seals inhabiting Baekryongdo migrate to the East Sea via the West and South seas as individuals or in groups.
The climate of a given region is determined by the combination of the various climatic elements. But among them, the temperature is the most important element to classify the climatic type. The author attempted to classify the climatic types in Korea by making a analysis of the characteristics of temperature distribution. To accomplish the study, the author analyzed the daily and yearly range of temperature, the warmest and coldest months, continentality and oceanicity, thermal anomaly, and relative temperature, etc. The data of 153 weather stations are used for the analysis of the above five criteria. As a result of the study, the climate of Korea can be divided into three types, namely, the continental, coastal and intermediate(or transitional) type. The Pronounced continental type is appeared in the northern part of highland area. And the coastal type is limited to the east and south coast areas, and the southern part of the west coast area. The continentality is larger, and the oceanicity smaller, than those of Siberia, Mongolia and the inland area of China where the continental climate is most remarkable in the world. The reason why the west coast area is more continental than the east coast area may be due to the terrain effect and the warm current going north along the east coastline.
It was studied the relationship between the red tide occurrence and the meteorological and oceanographic factors, the choice of potential area for red tide occurrence, and the satellite monitoring for red tide. From 1990 through 2001, the red tide continuously appeared and the number of red tide occurrence increased every year. Then, the red tide bloomed during the periods of July and August. An important meteorological factor governing the mechanisms of the increasing in number of red tide occurrence was heavy precipitation. Oceanographic factors of favorable marine environmental conditions for the red tide formation included warm water temperature, low salinity, high suspended solid, low phosphorus, low nitrogen. A common condition for the red tide occurrence was heavy precipitation 2∼4 days earlier, and the favorable conditions for the red tide formation were high air temperature, proper sunshine and light winds for the day in red tide occurrence. From satellite images, it was possible to monitor the spatial distributions and concentrations of red tide. It was founded the potential areas for red tide occurrence in August 2000 by CIS conception: Yeosu∼Dolsan coast, Gamak bay, Namhae coast, Marado coast, Goheung coast, Deukryang bay, respectively.
The time variation in the Kuroshio is studied by use of nine observed distances of the main Kuroshio axis from the Japanese coast. The observed distances over 1975 - 1995 are estimated from the Prompt Report of Oceanographic Conditions published by Hydrographic Department of the Maritime Safety Agency of Japan. It is shown that large sea level difference between Naze and Nishinoomote, which represents the volume transport of the southern inflow south of Kyushu, coincides with larger distance of the Kuroshio in the upstream area from off Kyushu to off eastern Kii Peninsula and smaller distance in the downstream area from off Omae-zaki to off Boso Peninsula. In contrast, large sea level difference between Nishinoomote and Aburatsu, which represents the volume transport of northern inflow south of Kyushu, corresponds to smaller distance in the upstream area and larger distance in the downstream area. Path dynamics of the Kuroshio is discussed with reference to the variation in Volume transport south of Kyushu.

Camera monitoring data for 5 years from January 2009 to January 2014 are analyzed to investigate changes in beach erosion on Sangju, Gujora and Haeundae beaches on the South sea and Jungmun beach on the south shore of Jeju Island. The data show the time series of beach area changes obtained from digital orthoimages rectified from oblique images taken near the beaches by cameras. Each beach has different sediment sizes and shapes, but faces the South and is eroded mainly during Typhoons. However, each beach often responds differently to the same Typhoon, and some beaches outside the influence of the Typhoon are also eroded. This study shows that high frequency data of beach area changes obtained from cameras can effectively analyze the seasonal changes in beach area.
