Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.
To data, there was no systematic basis for establishing the content and allowed levels of general contamination substances in the Korean groundwater quality standards for non-drinking water. Recently, use of specific procedures for deriving valid groundwater quality standards have become mandatory. This study first investigated the methodology for deriving groundwater quality standards in the European Commission (EC), considering background groundwater quality and domestic and international standards related to water quality. Furthermore, this study investigated the existing specified procedure of standards related to water quality (e.g. surface water, drinking water, and wastewater). Our findings showed that EC and Member States presented the methods for deriving groundwater threshold values for general chemicals. Finally, we have proposed the following procedures of deriving Korean groundwater quality: (1) Selection of groundwater pollutant population, (2) selection and monitoring of priority substances, (3) monitoring, (4) selection of groundwater quality standard candidates, (5) selection of new substances and values for groundwater quality standards.
음용수 및 생활용수로 이용되고 있는 농촌 지역 천부대수층 음용지하수를 대상으로 계절적·공간적 수리지화학적 특성과 수질 저하 원인을 분석하였다. 지하수 관정이 설치된 대수층은 지표로부터 전답토, 풍화토, 풍화암, 기반암으로 구성되어 있으며 음용지하수의 대부분은 풍화토와 풍화암에 형성된 지하수가 이용되는 것으로 조사되었다. 음용지하수의 지화학적 유형은 대부분 오염물로 분류되고 있는 NO3−와 Cl− 이온의 영향을 받는 것으로 보이며 또한 상류로부터 유출된 오염물들이 하류 방향으로 이동하면서 불규칙적으로 분포하는 오염원에 의해 농도 증가가 일어나고 있는 것으로 나타났다. 음용지하수내 주 양이온 성분은 계절에 따라 큰 변화를 보이지 않으며 NO3−와 Cl− 성분은 배경 지하수에 비해 고농도 분포를 보여 외부로부터의 오염원 유입을 나타내주고 있다. 전기전도도 변화에 따른 주요 오염물 농도는 양의 상관관계를 보여 지하수 수질에 주요 오염물들의 영향이 크게 작용하고 있는 것을 보여준다. 오염물질 상관성 분석과 Ternary plot 분석 결과, 유기질 비료 내 오염물 성분은 음용지하수의 NO3−, Cl−, SO42−와 양의 상관관계를 보여주어 유기질 비료가 음용지하수내 주 오염원임을 보여준다. 또한 유기질 비료의 NO3−와 Cl−과 함께 가축분뇨 등 다른 오염원에 의해 추가적으로 발생된 SO42−가 수질을 저하시키는 주요 요인으로 분석되었다. 음용지하수 및 오염원내 포함되어 있는 오염물질 성분은 농도 분포에 있어 차이가 크지만 각각의 음용지하수를 구성하는 성분 비율 특성 그리고 오염물질 상호간의 상관성 분석을 이용하게 되면 음용지하수 수질 저하 요인 분석에 매우 유용한 정보를 제공해줄 수 있을 것으로 판단된다.
우리나라 지하수수질측정망은 2007년 현재 환경부가 관리하고 있는 오염우려지역 781개 지점 및 일반지역 1,240개 지점과 건설교통부에서 관리하고 있는 국가지하수관측망 478지점을 합쳐 총 2,499지점으로 구성되어 운영되고 있다. 1999년 이후 측정망 운영에 따른 지하수의 수질분석 결과를 매년 발표하고 있지만, 지하수수질측정망 지점에 대한 관정의 현황 정보는 제공하지 못하였다. 이에 본 연구에서는 지하수수질측정망의 운영현황, 지점선정 및 관정 정보등 현황을 평가하여 특성을 파악하고자 하였으며, 이를 통하여 향후 지하수수질측정망의 개선방안을 고찰하고자 하였다.
비음용 목적의 지하수에 대한 국내 수질기준은 기준항목 및 기준치설정에 근거가 명시되지 않아 체계적인 기준설정체계 마련이 시급한 실정이다. 본 연구에서는 비음용 목적의 특정유해물질에 대한 위해성기반 한국 지하수 수질기준 설정체계를 마련하기 위해 흡입 및 피부접촉 노출경로를 고려한 위해성을 반영하고 있는 선진국의 지하수기준 설정근거를 분석하였으며, 국내 타 수질 관련 매체의 기준 설정 체계를 바탕으로 향후 한국 지하수기준의 설정체계를 제안하였다 모니터링 우선항목 선정, 모니터링 수행, 위해성평가, 지하수 수질기준 후보물질 선정, 특정유해물질 지하수 수질기준 신규항목 선정 및 항목별 기준치 설정 단계로 제안하였다.
This study suggests a method to grade groundwater quality quantitatively using statistical approaches for evaluating the quality of groundwater in wells included in the Groundwater Quality Monitoring Network (GQMN). The proposed analysis method is applied to GQMN data from 2001 to 2008 for nitrate nitrogen, chloride, trichloroethylene, potential of hydrogen (pH), and electrical conductivity. The analysis results are obtained as groundwater quality grades of the groundwater representing each of the monitoring stations. The degree of groundwater contamination is analysed for water quality parameters, district, and usage. The results show that the degree of groundwater contamination is relatively high by nitrate nitrogen, bacteria and electrical conductivity and at Seoul, Incheon, Gwangju, Gyeonggido and Jeollado. The degree of contamination by nitrate nitrogen and trichloroethylene is especially high when the groundwater is used for agricultural and industrial water, respectively. It is evaluated that potable groudnwater in GQMN is significantly vulnerable to nitrate nitrogen and bacteria contamination.
본 연구에서는 도시개발 시 저영향개발(Low Impact Development, LID) 기법을 적용하였을 때, 토양 지하수 환경과 생태경관에 미치는 영향을 총체적으로 평가하는 방법의 framework 구축을 목적으로 문헌조사 연구를 수행하였다. 그 결과 토양 지하수 환경생태 건강성은 (i) 수리지질학적 지하수 오염 취약성, (ii) 생화학적 오염도와 (iii) 토양의 오염 정화능력의 여러 요소들에 의해서 측정되어 종합 및 평가되는 것이라는 개념을 설정하였고, 이들 각각의 요소에 미치는 영향 평가를 위한 측정 항목 선정과 각 요소의 측정치를 종합화해서 등급화 및 지표화하는 방법을 제시하였다. 또한 토양 지하수 환경 건강성과 기존의 환경 영향 평가에서 고려하는 생태 및 경관 요소를 GIS(Geographic Information System)와 AHP(Analytic Hierachy Process) 기반을 활용 및 접목하여 토양 지하수뿐만 아니라 생태 경관 등 LID의 자연환경에 미치는 영향을 총체적으로 평가하는 측정 항목 및 지표 산정과 그에 따른 활용 방법을 제시하였다. LID 기술의 계획 및 설계 단계에서 활용할 수 있는 최적화를 위해서 LCIA(Life Cycle Impact Assessment) 방법상의 framework로 활용하는 것을 본 연구에서는 제안하였다.
To utilize a closed municipal solid waste landfill site in environmentally secure conditions, it is necessary to verify the stabilization level of landfill leachate. To assess leachate stabilization of an open-dumping municipal solid waste landfill (Noeun Landfill) which is located at the upper drainage basin of Namhan River which flows into Lake Paldang utilized for Seoul Metropolitan water supplies, the surrounding characteristics of the landfill site was surveyed. After then, leachate, groundwater and soil samples from this landfill were chemically analyzed, and the analysis results were evaluated by "The Criteria of Landfill Waste Stabilization(CLWS)", "Discharge Criteria of Landfill Leachate", "The Criteria of Domestic Use in Groundwater Quality", and "Soil Contamination Criteria" promulgated by Korean Ministry of Environment. The closed open-dumping landfill was equipped with the final soil cover, 3 groundwater monitoring wells and poor landfill gas extraction devices for the post-closure management of the landfill. BOD/CODcr ratios in leachate were less than or slightly higher than 1/10. This results seemed to imply that the leachate stabilization level of this landfill based on the CLWS was almost completed. Qualities of groundwater sampled from monitoring wells located at outside of landfill were adequate for "The Criteria of Domestic Use in Groundwater Quality". Finally, concentrations of soil contaminants that were likely to be influenced by this landfill site were adequate to "Soil Contamination Criteria".
Ecological Risk Assessment (ERA) supports a decision-making process such as establishment of environmental quality criteria. Soil quality criteria (SQC) are essential to protect soil organisms from the exposure to various soil contaminants. In this study, ERA methodologies of advanced countries for soil pollution were extensively compared to propose the ERA approach suitable for soil ecosystem in Korea. The soil ERAs in European Chemical Bureau(ECB), The Netherlands, and Canada can be classified as deterministic ecological risk assessment (DERA), and probabilistic ecological risk assessment (PERA) based on species sensitivity distribution (SSD). We propose three ERA methods according to abundance and reliability of soil ecotoxicity data. The method considered land use such as residential/agricultural, and industrial/commercial uses. The taxonomic groups of soil organism were classified as 'Class' level including different trophic levels (Magnoliopsida or Liliopsida, Clitellata, and Insecta or Secernentea). This study can be used to estimate the soil quality criteria to protect soil biota.
