Soil environment has not received much attention from the environmental impact assessor community although soil contamination may affect human health and the eco-system. This study was the first trial to discuss the role and importance of soil environment in the environmental impact assessment(EIA) and suggest possible environmental impact assessment schemes for soil. The objectives of the study were to show the effects of soil contamination on human health, the environment and the social community, suggest efficient EIA schemes in Korea and establish the basic concepts of soil environment assessment involving fate and transport of contaminants and its risk.
This study developed preliminary assessment methodology for priority listing of soil and groundwater contamination sources, considering source characteristics, local environments and risk receptors. Source characteristics were evaluated by scoring relative risk of contamination sources. Local environments were evaluated by scoring annual rainfall, hydraulic conductivity of aquifer, and annual groundwater use. Risk receptors were evaluated by scoring local population, direct distance to surface water, direct distance to drinking-water wells. Scores of each parameter were allocated by analysing distribution of parameter values obtained from government databases. Distributed scores of source characteristics local environments: risk receptors were 12 : 12 : 12. The preliminary assessment scored 0 to 36 for each soil and groundwater sources. Inventory of soil and groundwater sources consisted of 7 categories. This study applied the preliminary assessment methodology to Manan-Gu, Anyang City, Korea. The number of car repair and washing facility was the largest in the contamination source inventory. Petroleum storage facilities showed the highest assessment score. The preliminary assessment methodology also indicated that Anyang-Dong was the priority section among Anyang-Dong, Suksu-Dong, Bakdal-Dong. This study is the first trial for relative ranking soil and groundwater contamination sources by considering source and local characteristics. Therefore, further researches and revision of the preliminary assessment methodology need to be pursued for various applications.
For a given soil-contaminated site, a level of soil contamination is characterized and decisions on risk may be made from the risk assessment. The study evaluated critical design factors for the determination of sample size in the sampling design plan and the assessment of soil contaminant- leaching to groundwater. Two variables, the minimum relative detectable difference (T) and coefficient of variation (CV) were evaluated for the sample size determination. The minimum number of samples can be appropriately determined by CV under a T value greater than or equal to 0.2. Soil-contaminant leaching to groundwater was evaluated by using the Soil Screening Level equation of U.S. Environmental Protection Agency and the Risk Based Screening Level equation of American Society for Testing and Materials, with the same input parameters. The groundwater concentrations estimated from soil contaminant concentrations were significantly affected by the Darcy velocity of groundwater and the organic content of soil.

Attempts were made to increase an efficiency of soil contamination investigation systems (SCISs) including Soil Network and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies on industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act (SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Network and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.
BACKGROUND: Metal mines were actively developed in the early twentieth century in Korea; however, most of these mines were closed and abandoned without proper management. Therefore, toxic metal contamination in the vicinity of Korean abandoned metal mines has been reported. A risk assessment for these metals was performed for residents near by abandoned Sanyang metal mine. METHODS AND RESULTS: Soil and groundwater samples were collected from May to October 2007 around the mine. After pretreatment of these samples, metal concentrations were measured and then a risk assessment was performed using the Korean soil-contamination risk assessment guidelines. Cancer risk was the highest from inhalation of Pb-contaminated soil, followed in descending order by As-contaminated soil inhalation and water ingestion. The sum of carcinogenic risks was $3.35{\times}10^{-3}$. The noncarcinogenic risk was observed for inhalation of Hg-contaminated soil (5.71). CONCLUSION: Inhalation of soil in dust was the principal pathway to cause the health risk and most of the risk was attributed to As, Pb,Cd, and Hg contamination.
A risk assessment of environmental media was performed for the inhabitants in the area of the abandoned Nokdong metal mine. Soil, groundwater, and crop samples were collected from September to October 2008 around the mine. After pretreatment of these samples, metal concentrations were measured, and a risk assessment was performed using the Korean soil-contamination risk assessment guidelines. Lead (Pb) and arsenic (As) intake rates were the highest for inhalation of soil dust. The cancer risks from ingestion of As-contaminated groundwater, inhalation of As-, Cd-, and Pb-contaminated soils, and contact of As-contaminated soils exceeded the acceptable risk. The sum of all carcinogenic risks was $9.29{\times}10^{-3}$. The non-carcinogenic risk was highest for ingestion of As-contaminated water (11.0), followed, in descending order, by inhalation of Hg-contaminated soil and ingestion of Pb-contaminated water. Most of the risks were associated with As, Cd, Pb, and Hg contamination, and therefore, these metals were considered to be potential toxic carcinogens and non-carcinogens for humans in this area. In this study, the non-carcinogenic risks of ingestion of contaminated water or crops, as well as those associated with the inhalation of soil dust were observed.

In this study, soil environmental impact assessment using risk-based approach was compared with that using concentration-based approach. For this, heavy metal contaminant exposure was characterized in an abandoned mine area. According to the estimated carcinogenic and non-carcinogenic risks, soil ingestion was identified as the most dominant exposure pathway. When contaminant concentrations exceeded the Korean Soil Contamination Warning Standards, their corresponding risk values also exceeded the Total Soil Risk Standard. Even the cases of satisfying the Korean Soil Contamination Warning Standards mostly showed higher risk levels than the Total Soil Risk Standard, re-confirming a more sensitivity of the risk-based assessment than concentration-based assessment. However, the in-depth analysis of the estimated non-carcinogenic risk values revealed a few cases for soil contact pathway showing contaminant concentrations higher than the Korean Soil Contamination Warning Standards although their non-carcinogenic risk values satisfied the level of Hazard Index Standard. The findings from this study support a necessity of shifting policy paradigm from concentration-based approach into risk-based approach for reliable risk assessment in abandoned mine areas, and also suggest a necessity of further fundamental studies regarding risk factors and standards.
The objectives of soil investigation in risk assessment of contaminated sites are to characterize the level and area of contamination, and provide the important physical and chemical properties of contaminated sites for later exposure assessment. This study suggests two soil investigation strategies to be considered in the soil risk assessment in Korea. First, soil investigation for characterizing soil properties is additionally required to the current investigation method that has focused on chemical analysis. Second, application of statistical concepts to soil investigation plan and soil data analysis are required for confidential decison-making on contamination and determining the exposure soil concentration. This study provides a practical soil investigation strategy to involve the current Korean soil analysis guidance with the minimum sample number required for satisfying statistical limits.
In this work, soil environment policy which should be taken into account at brownfield redevelopment projects was deduced from investigation on their environmental impact assessment statements. Soil contamination sources such as small-scale factories were found at a few large-scale brownfield projects, so contaminated soils did often exist at these sites. Especially, military facilities within the sites caused severe soil contamination problems. Therefore, soil environment policy was presented in detail to solve soil contamination problem at brownfield redevelopment projects. Furthermore, land-use planning focusing on greening (soil and vegetation) should be pursued at brownfield redevelopment projects in order to maximize environmental benefits of greenspace.

Risk and exposure assessment for subsurface environment is very important for both aspects of health and environmental protection as well as making decision of remedial goal for engineering activities. Exposure due to hazardous chemicals in the subsurface environment is essential to assess risk lev121 to individual person, especially from soil and groundwater environmental media. In this paper, the status of soil and groundwater contamination is presented to discuss on the problem for environmental risk assessment. The methodologies of fate and exposure models are also discussed by conducting the case studies of exposure assessment for heavy metals, organic compounds, and dioxin compounds. In addition, the structure of exposure models and available data for model calculation are examined to make clear more realistic exposure scenarios and the application to the practical environmental issues. Three kinds of advanced remediation techniques for soil and groundwater contamination are described in this paper, The most practical method for VOCs is the bio-remediation technique in which biological process due to consortium of microorganisms can be applied. For more effective remediation of soil contaminated by heavy metals we have adopted the soil flushing technique and clean-up system using electro-kinetic method. We have also developed the advanced techniques of geo-melting method for soil contaminated by DXNs and PCB compounds. These techniques are planed to introduce and to apply for a lot of contaminated sites in Japan.
