Relentless competition and price cutting race make small/medium software business very difficult to maintain their business. Especially small software businesses are often at a disadvantage when they try to win government contracts, Due to the characteristics and importance of software industry, there is no doubt that government support for mall/medium software business is indispensible. In fact, the development of the US software industry has been strongly influenced by government policy during postware period. This paper attempts to examine the general small/medium business supporting policies currently implemented. In addition, policies in the construction industry and the US federal government are explored, in order to find appropriate roles the government should play.
There are various stakeholders in the blockchain ecosystem. Since the emergence of Ethereum, many transactions have been made using smart contracts, and a wider range of stakeholders are participating, including not only developers, but also investors, banks, companies, and general users. However, various stakeholders have a problem in that it is difficult and complicated to check the state of smart contracts. If it becomes difficult to check the state, the reliability of the smart contract will be lowered and the utilization will be lowered. Also, if the state check is difficult and complicated for the developer, it will be difficult to provide high quality due to the difficulty of testing and debugging the smart contract developed by the developer. In this research, we propose a design and implementation method of the Ethereum Smart Contract State Monitoring System that enables various stakeholders and developers to easily and continuously check the state of smart contracts and analyze them using historical data.
The National Conference of Commissioners on Uniform State Laws promulgated the Uniform Computer Information Transactions Act (UCITA) in 1999. In 2000 and 2002, this Act was also Amended. UCITA provides a comprehensive set of rules for licensing computer information, whether computer software or other clearly identified forms of computer information. Computerized databases and computerized music are other examples of computer information that would be subject to UCITA. It would also govern access contracts to sites containing computer information, whether on or off the Internet. UCITA would not govern contracts, even though they may be licensing contracts, for the traditional distribution of movies, books, periodicals, newspapers, or the like. Part 8 of UCITA provides a remedy structure somewhat modeled on that of Article 2 but adapted in significant respects to the different context of a computer information transaction. For example, 808 of UCITA recognizes the focus in a license context for a licensor's remedy should properly be on recovery for benefit conferred or for lost profit, rather than on damage measurement by a substitute transaction, where the license is non-exclusive so additional transactions are permitted and there is very little cost in reproduction of the information and its redistribution. Section 816 of UCITA also contains very important limitations on the generally recognized common law right of self-help as applicable in the electronic context.

IAs smart device penetration rate is more than 90%, mobile transaction ratio using smart device is increasing. Smart contracts are used in various areas of real life including smart trading. By applying smart contracts to the platform for smart transactions through block-chain technology, the threat of hacking or forgery can be reduced. However, various threats to devices in smart transactions can pose a threat to the use of block chain Etherium, an important element in privilege and personal information management. Smart contract used in block chain Ethereum includes important information or transaction details of users. Therefore, in case of an attack of privilege elevation, it is very likely to exploit transaction details or forge or tamper with personal information inquiry. In this paper, we propose a detection and countermeasure method for privilege escalation attack, which is especially important for block chain for secure smart transaction using block chain Ethereum. When comparing the results of this study with the results of similar applications and researches, we showed about 12~13% improvement in performance and suggested the future countermeasures through packet analysis.

Based on its technological elements (distribution, encryption, immutability, tokenisation, decentralisation, and smart contracts), blockchain has drawn considerable attention in various industries and verticals. Still, the strategic adoption of blockchain is in its early stages because of the current barriers and challenges in the areas of 'customer experience', 'business models', and 'operational processes.' This work delivers a comprehensive synopsis of the fundamental challenges faced by blockchain adopters in their digital journey, based on a literature survey. The authors leveraged MAXQDA software and the theory, context, characteristics, and methodology (TCCM) framework to develop themes, findings, and evidence for adoption barriers. The research evaluates the literature on blockchain adoption challenges and offers research insights and managerial agendas for future inferences.

This paper proposes partial sharing and trading of digital content as a method of sharing blockchain idurium-based digital content. The platform has three characteristics and aims to improve the existing digital content sales platform. First, it increases the efficiency of sharing and trading through partial sharing and trading systems of digital content. ERC-20, the standard API for Ethereum token smart contracts, was introduced to ensure compatibility among applications such as wallets and decentralized exchanges. However, many compatibility vulnerability problems have existed because there is no rigorous functional specifications for each API nor conformance review tools for the standard. In this paper, we proposed a new review procedure and a tool to perform the procedure to review if ERC-20 token smart contract programs for the Ethereum blockchain conform to the de facto standards. Based on the knowledge from an analysis on the ERC-20 API functional behavior of the top 100 token smart contract programs in the existing Ethereum blockchain, a new specification for the de facto standard for ERC-20 API was explicitly defined. The new specification enabled us to design a systematic review method for Ethereum smart contract programs. We developed a tool to support this review method and we evaluated a few benchmark programs with the tool.
Purpose - The purpose of this paper is to study how flexibility and mutuality in determining trade terms impact logistics efficiency in the context of relational theory. Additionally, the effect of relational contracts on logistical efficiency relative to the value of the goods being traded is investigated. Design/methodology - According to the relational contract theory, we developed 17 factors utilizing a 7-point Likert scale to measure variables related to flexibility, mutuality, logistics efficiency, and the added value of goods. The survey occurred over four months, and was distributed directly, and via email, phone, and online Google surveys. A total of 403 surveys were collected out of 1,800 distributed, and 380 were analyzed. The principal respondents were import/export companies and members of the Korea International Trade Association and the Korea Small and Medium Business Export-Import Association. The collected data were analyzed using frequency analysis, exploratory factor analysis, and correlation analysis using SPSS ver. 26.0 statistical software, and hypothesis test results were derived using Process Macro ver. 3.5. Findings - This study provides evidence that negotiation flexibility for trade terms affects the efficiency of the logistics process, and the mutuality of such arrangements is shown to be associated with the flexibility and efficiency of logistics processes. Additionally, it has been established that companies whose trade goods possess a low degree of added value may experience increased efficiency in logistics operations if they agree to trade terms that are both flexible and mutually beneficial with their counterparts. Originality/value - This study suggests that in an environment of rapidly shifting global logistics and unpredictable related costs, trade companies may be able to improve logistics efficiency by establishing flexible, mutually beneficial trade terms when entering into contracts. Furthermore, it is suggested that companies dealing in low-value-added products may improve the logistical performance of approaching trade from a perspective of relational contracts.
The Internet is a wonderland that can be enjoyed by the young, old, and those in-between. It is also a vast commercial market where many contracts are formed every second. The Internet and E-Commerce have created new situations that have generated sweeping proposals for fundamental changes in contract law. During the first half of the 20th Century. when many businesses expanded their geographic scope, there was a tremendous desire for uniform treatment of contracts for the sale of goods throughout the U.S.A. and the whole world. That same dynamic is now occurring in E-Commerce. There is a general recognition of the desirability of uniform contract law to govern E-commerce, but to date that does not exist, though there are extensive proposals for reform of contract law on the Internet. E-Commerce is currently plagued by some of the same problems that led to the passage of the UCC. In the absence of uniform legislation, state-by-state differences are inevitable with respect to E-Commerce. State-by-state differences in E-Commerce contract law is widely viewed as undesirable. To deal with this problem, a number of uniform bills have been proposed including UCITA, UETA, and revisions to Article 2 of the UCC (Subpart B). The thrust of these uniform acts is to create legal parity between paper records and electronic records. There is considerable resistance by consumer groups to this parity and progress towards Passage of UCITA, UETA, and revised Article 2 has been slow. The UCITA covers licenses of computer software but does not cover the sale oil goods on the Internet. The scope of the UCITA includes computer software. multimedia interactive products, computer data and databases, and Internet and online information, The UETA deals comprehensively with E-Commerce and contract law. The UCC covers the sale of goods, which does not necessarily involve E-Commerce. The basic principles of contract law are modified to deal with Internet transactions. Intent is inferred from the operations of electronic agents and "signatures" can occur with a response to an invitation to click to accept.
Due to increased concern about the distributed web application, the interest in EJB - server-side Java component architecture that enables to make out Business Logic without writing codes related to complicated distributed framework - is also increasing. Despite of these increased interest, However, efforts for reliability of these systems have been insufficient. Thus, in this paper, we propose specification technique for applying DbC approach, which can elevate the reliability of software in the Object-Oriented system development, in writing formal specification of EJB-based application. Through this specification technique, developers can gain reliability in the EJB-based application development.
