Study on Reorganization of the Functional Hierarchy of Arterial Road in CBD : Seomyeon Area in Pusan Metropolitan City (도심부 도로 기능별 위계 재편에 관한 연구 : 부산광역시 서면 도심을 중심으로)

  • PURPOSES : Owing to the growth of income and socio-economic levels, demands from road users have diversified. Accordingly, new road policies are being actively sought. The metropolitan city government of Busan has been focused on constructing and expanding roads to accommodate the increasing traffic demand. Given the increase in functional characteristics, we need to re-evaluate the hierarchy and function of roads, and specifically remodel the road planning and operations that fit into their functions. METHODS : First, this study focuses on introducing the minimum condition required to redefine the hierarchy of the roads. Second, the authors propose a new model that identifies the impact level of road hierarchy adopting discriminated analysis technique. RESULTS : Authors suggest that we redefine the hierarchy of roads in the central business distinct in Busan, and specifically the arterial roads in Busan, namely, Joonang-daero and Gaya-ro. These roads need to be reequipped with cross walks, a lower speed limit, and exclusive bus lanes to improve their accessibility. CONCLUSIONS : The authors found that the sub-arterial and collector roads have been subjected to excessive loads, owing to inappropriate functions being assigned to the main arterial road. Moreover, given that through traffic is concentrated on the sub-arterial and collector roads, over-speeding and other safety issues are consequently created.

SEVERE ACCIDENT ISSUES RAISED BY THE FUKUSHIMA ACCIDENT AND IMPROVEMENTS SUGGESTED

  • This paper revisits the Fukushima accident to draw lessons in the aspect of nuclear safety considering the fact that the Fukushima accident resulted in core damage for three nuclear power plants simultaneously and that there is a high possibility of a failure of the integrity of reactor vessel and primary containment vessel. A brief review on the accident progression at Fukushima nuclear power plants is discussed to highlight the nature and characteristic of the event. As the severe accident management measures at the Fukushima Daiich nuclear power plants seem to be not fully effective, limitations of current severe accident management strategy are discussed to identify the areas for the potential improvements including core cooling strategy, containment venting, hydrogen control, depressurization of primary system, and proper indication of event progression. The gap between the Fukushima accident event progression and current understanding of severe accident phenomenology including the core damage, reactor vessel failure, containment failure, and hydrogen explosion are discussed. Adequacy of current safety goals are also discussed in view of the socio-economic impact of the Fukushima accident. As a conclusion, it is suggested that an investigation on a coherent integrated safety principle for the severe accident and development of innovative mitigation features is necessary for robust and resilient nuclear power system.

A Data Envelopment Analysis Model for Evaluation of Efficiency of Deep-Sea Fishing Industry (원양어업의 효율성 평가를 위한 자료포락 분석 모형)

  • In Korea, deep-sea fishing industry is faced with pressure of being thrown out of business, because of the upcoming unfavorable business conditions such as the fishing regulation of coastal countries, Korea-US Free Trade Agreement(KORUS FTA), and the other socio-economic changes. Hence, we present an evaluation of future business competitive for the deep-sea fishing industry so that the government can develop a concession plan for the deep-sea fishing industry by utilizing the results of this study. In efficiency analysis of deep-sea fishing industry, the decision maker may have two problems: (1) how to deal with multiple inputs and outputs of deep-sea fishing industry and (2) how to assign the weights on different inputs and outputs, In this paper, we proposed to use Data Envelopment Analysis (DEA) to estimate efficiency of deep-sea fishing industry with multiple inputs and outputs. In the DEA, The direct impact of KORUS FTA, fishing regulation of coastal countries, fishing charges, and competitive fishing conditions were used as input parameters while the profitability and secured fishing quarters, as outputs. The results of DEA-BCC model indicate that 6 out of 12 DUMs have better efficiency under variable return to scale assumption.

Suggestions for improvement of domestic Digital Cultural Heritage from the analysis of EPOCH project (EPOCH 프로젝트를 바탕으로 한 국내 디지털 문화유산 발전방향의 제안)

  • As digital cultural heritages have been applied to various fields, more systematic research on the domestic digital cultural heritage need to be improved. The EPOCH project by European Union contributed to standardization of ICT+CH domain, creation of network between different organization, and study of socio-economic impact of digital cultural heritage. We can find a way to improve domestic digital cultural heritage projects by analyzing EPOCH project in each management technique culture view. Based on these analysis this paper suggests the necessity to establish an independent research domain for digital cultural heritage, investment in heritage sites by private companies, and research to fit better with the user's need, and study on business administration in digital cultural heritages.

Problems Related to Construction and Building Materials in Libya

  • The broad aim of this paper is to provide a detailed understanding of the post-war problems associated with materials for reconstruction in Libya, and to identify key problems and obstructions. Theoretical and empirical studies are being conducted in Libya. The theoretical study focuses on materials for construction and the key issues such as sources, transport and storage of materials, as well as their impact on the national economy, the nation's socio-economic development and the environment. This empirical study employed questionnaires, observations and a series of interviews with researchers, academics, suppliers and manufacturers, supported by the researcher's three decades of experience of working in the construction industry and its associated processes and operations. The empirical study illustrated that materials for post-disaster reconstruction in Libya suffer from external problems related to policies and decision-making in terms of availability of materials, fluctuation of prices of materials, specifications, building codes, legislation and regulations, and internal problems related to the construction and building material's key players: construction companies, consultancy firms, manufacturers and suppliers.

The Impact of Oil Palm Farming on Household Income and Expenditure in Indonesia

  • Indonesia is the largest exporter of palm oil in the world. The province of West Sulawesi is the second-largest palm oil producer in Indonesia. This study examines the contributions of oil palm farming to total household income and the factors affecting the household expenditure of oil palm smallholders in West Sulawesi, Indonesia. This study also identifies the problems related to oil palm production in the province. Primary data were collected from 174 oil palm smallholders using a standardized questionnaire in the Lariang sub-district, Pasangkayu, West Sulawesi, Indonesia. Several statistical tools were employed to analyze the data. The study estimated the average household income of the smallholders at IDR 30,417,441 per year, out of which 85,8% comes from oil palm farming, followed by non-oil palm farming (8%) and off farming (6.2%). On the other hand, the average household expenditure was found to be IDR 23,476,069 per year which 66% goes for food consumption and 34% for non-food consumption. The findings revealed that household expenditure of the oil palm smallholders is strongly and positively affected by a number of factors such as household income, education level, family size, earning members in the family, number of children attending school, and amount of credit taken by the household.

Hazard-Consistent Ground Displacement Estimation for Seismic Input of Underground Utility Tunnels in Korea (국내 재해도에 상응하는 공동구의 지반변위 산정)

  • Underground utility tunnels, which contribute to supply of electricity, communication, water and heat, are critical lifelines of an urban area. In case service is discontinued or functional disruption happens, there will be a huge socio-economic impact. For the improved seismic design and evaluation of underground structures, this study proposes a ground displacement measure when the site is subjected to a scenario earthquake based on hazard-consistent source spectra and site amplification/attenuation. This measure provides a rational estimation of ground displacement and can be an alternative to existing response displacement methods.

Climate Change Impact Analysis on Water Supply Reliability and Flood Risk using Combined Rainfall-runoff and Reservoir Modeling (강우유출-저수지 연계 모의를 통한 기후변화의 이수안전도 및 홍수위험도 영향 분석: 합천 및 섬진강댐 유역 사례)

  • 본 연구에서는 기후변화가 다목적 댐의 수자원 관리에 미치는 영향을 분석하기 위해, 기후변화 시나리오를 기반으로 강우-유출과 저수지 운영 모형을 연계 모의하고, 갈수 시 물 공급과 홍수라는 두가지 상반된 위험 요소를 동시에 분석하는 방법론을 제안하고, 국내 댐 유역에 대해 적용성을 평가한다. 기후변화 시나리오로는 공통사회경제경로(Shared Socio-economic Pathway; SSP) 중 SSP2-4.5와 SSP5-8.5를 선택하고, 편이보정 후 2015-2100년의 미래 기후 자료를 구축한다. 수문과정의 불확실성을 고려하기 위해, GR4J, IHACRES, TAU 등 세가지 집중형 수문 모형으로 댐 유입량을 모의하고, 저수지의 물 공급 및 홍수 조절을 고려한 저수지 운영 모의를 수행하고, 기간별 이수안전도와 홍수위험도를 산정한다. 적용 유역으로는 다목적 댐인 합천댐과 섬진강댐의 상류유역을 선택하여, 제안된 방법론의 적정성을 평가한다. 초기 분석 결과, 먼 미래(2081-2100년) 기간에 대해 이수안전도 보다 홍수위험도의 변화가 컸으며, 근 미래의 변화는 먼 미래 보다 상대적으로 적고 뚜렷한 경향을 찾기 어려웠다. 본 연구에서는 다중 수문모형을 활용한 댐 유입량 모의불확실성 개선 방안과 미래 기후에 대한 이수안전도 및 홍수위험도 분석 결과의 함의에 대해 중점적으로 토의한다.

The Structural Relationship between the Possibility of Socioeconomic Class Elevation of Workers and Related Variables

  • Purpose: The purpose of this study is to analyze the structural relationship between the possibility of socioeconomic class elevation of wage earners, happiness and organizational commitment, and life satisfaction. Research design, data and methodology: Data from the 24th fiscal year (2021) of the Korea Labor Panel data were used for analysis. Only wage earners who measured job satisfaction and organizational engagement were analyzed, and a sample of 9,138 respondents was finally used, excluding missing values. Structural Equation Modeling was performed using AMOS 23.0, and Maximum Likelihood Estimation (MLE) was used as a model estimation method. Results: First, the hypothetical structural model set up for the study was found to be suitable. Second, the Possibility of Socioeconomic Class Elevation of wage earners, happiness, and organizational commitment were found to have a direct impact on life satisfaction. Third, the possibility of improving the socio-economic status of wage earners affects life satisfaction, and happiness and organizational commitment appear to have a partially mediating effect. Conclusions: This study is significant in that it has increased interest in organizational participation and life satisfaction, which were not covered in previous studies on the possibility of wage workers moving up the socioeconomic class.

Sensitivity Analysis of Drought Impact Factors Using a Structural Equation Model and Bayesian Networks (구조방정식모형과 베이지안 네트워크를 활용한 가뭄 영향인자의 민감도 분석)

  • Drought occurs extensively over a long period and causes great socio-economic damage. Since drought risk consists of social, environmental, physical, and economic factors along with meteorological and hydrological factors, it is important to quantitatively identify their impacts on drought risk. This study investigated the relationship among drought hazard, vulnerability, response capacity, and risk in Chungcheongbuk-do using a structural equation model and evaluated their impacts on drought risk using Bayesian networks. We also performed sensitivity analysis to investigate how the factors change drought risk. Overall results showed that Chungju-si had the highest risk of drought. The risk was calculated as the largest even when the hazard and response capacity were changed. However, when the vulnerability was changed, Eumseong-gun had the greatest risk. The sensitivity analysis showed that Jeungpyeong-gun had the highest sensitivity, and Jecheon-si, Eumseong-gun, and Okcheon-gun had highest individual sensitivities with hazard, vulnerability, and response capacity, respectively. This study concluded that it is possible to identify impact factors on drought risk using regional characteristics, and to prepare appropriate drought countermeasures considering regional drought risk.
