A Study on Criticism of Korean Social Welfare Studies in the Early Formative Period -focused on the First Generation's Introductory Texts and the Perspective of Historicism- (한국 사회복지학 비평 -형성 초기 1세대의 개론서와 역사주의 관점 중심으로-)

  • This study has aimed to observe the starting point of Korean social welfare studies with the perspective of historicism. Basically, this study has focused on the following research question; by what kind of influences and contents had been built Korean social welfare studies in the early days? The collected data from introductory texts which had been written by the first generation of Korean social welfare studies was analyzed according to the framework as follows; 1) historical summary of the texts, 2) individual historical disposition of the writers, 3) historical application of the principle terms, and 4) historical context of the contents for social welfare studies. As results, some issues related with the formation of Korean social welfare studies are stressed as follows; 1) data collecting from the first generation of the researchers and writers for recovering the introductory texts, 2) study of the influences of christianity, 3) study on the influences of aid agencies from oversees, 4) study on the influence of the mixed with American and Japanese social welfare studies, and 5) study on the examination of developing process of Korean social welfare studies afterward. Finally, the limit of this study that the individual history of writers could not cope detailed and deeply is mentioned.

Review about validity of criticism regarding Beveridge report's social security principles and assumptions (베버리지 보고서의 사회보장 원칙과 가정에 대한 비판의 타당성 검토)

  • Beveridge report has been supported by domestic and overseas since the second world war and has considerately effected on welfare policy of many countries including UK. But criticism regarding his social security's principles assumptions continuously has been proposed since the 1990s. Certainly, no one might object to the truth that there might be no possibility to come true Beveridge's principles and assumptions. However according to this studies, some of these criticisms were based on wrong understanding, interpretation or recent situation and policy which was executed differently from Beveridge's meaning. It's shown that Beveridge has been more misestimated than what he has to be suffered. Therefore from now on, it is constructive to endeavor to set up the better principles and assumption of social security which can adhere to social solidarity and universalism as well as preserve and improve welfare state' ideology and value considering transformed circumstances rather than criticize Beveridge's principles and assumptions that was suitable for that time.

  • This study examines how disability pride of people having acquired visual impairment can be constructed. The theme is explored with the Japanese TV drama "Challenged". The paradigms regarding construction of disability pride and acceptance of disability are fundamentally different. In this context it can be said that a criticism of disability acceptance theory has something with a criticism of medical model of disability. It is main character Hanawa and chairman of teachers, and principal who were noticeable specifically at the point of forming disability pride, and these characters show a common feature that social idealism is embodied in their awareness. Other characters of the drama show a change of their consciousness to social idealism. As a conclusion this study suggests importances of humanistic and social scientific analysis as well as of educational effects achieved by means of drama.

Debating Universal Basic Income in South Korea (기본소득 논쟁 제대로 하기)

  • Since 2016, public and political interest on basic income has been increased beyond academic interest. The recent debate on basic income has expanded on issues regarding to the concrete implementation of basic income moving further than the debate on conception of the basic income in the abstract level. This study examines major critiques of basic income which was raised from social policy area and makes a counter-argument on these critiques. Major points summarized as follows. First, the problem of jobs and social insurance exclusion is not serious enough to call for basic income. Second, existing social security systems will be crowded out by excessive financial burden if basic income is introduced. Third, policies to cultivate citizens' capacities to cope with a technological change should be given priority over basic income. This study disputes these critiques by counter arguing four points. First, it is necessary to reconstruct welfare state based on basic income, given the labor market changes, such as long-term trend of employment change, newly emerging employment of platform companies, and inconsistency of platform labor and social insurance. Second, hypothesis of crowding-out effect on social security system is just a criticism that can be applied to the basic income initiative of the right-wing. Also, it is unable to find a logical basis or evidence of this hypothesis from the historical process of welfare state development or previous studies. Third, it is necessary to discuss how to reconfigure existing social security system and basic income which are complementary to each other and also have consistency with labor market as a configuration, not as a matter of choosing between basic income and social security system. Fourth, de-laborization does not mean a refusal to labor but a free choice, and the basic principle of social security is not needs but right. In conclusion, in order to develop more productive debate on basic income, it requires more sophisticated discussion and criticism from the point of view of the distributive justice; the debate on the sustainability of social insurance-centered welfare states; and debates on the political realization of basic income.

A Study on the Career Mobility of Reporters at Local Newspapers (지역신문 기자들의 경력 이동 연구)

  • This study set out to investigate the reality of local press and changes to the occupational identity of reporters through the job mobility of reporters at local newspapers. The study examined what reasons the reporters had when they retired from one of three paper newspapers in Daejeon, where they moved to, and how their career mobility was. Some of them remained in the field of journalism including paper newspapers of the same kind and Internet newspapers, and others moved to various areas including politics, administration, academy, economy, and culture and art. The biggest number of them said they left their old paper newspapers because of poor wages and welfare benefits and absence of future visions. Their decision of leaving their old paper newspapers was also influenced by restructuring, restrictions to coverage and reporting, and great workload. Before the IMF foreign currency crisis in 1997, the press labor market was a typical internal labor market with the practitioners joining a newspaper in open recruitment and climbing up the promotion ladder from a common reporter through Deputy Head and Head of a department to Director of a bureau. The emergence of new media and the financial difficulties of newspaper corporations were currently making the internal labor market worse. Reporters made active use of social capital such as regionalism, alumni ties, and news beats rather than changing jobs by increasing their professionalism through self-development, thus causing side effects including the weakened supervision and criticism functions of local newspapers and damaging their occupational identity as reporters.
