본 연구는 사회복지 연구의 주요 경향을 비판적으로 고찰하면서 페미니스트 인식론과 사회복지 연구의 절합을 모색하고자 한다. 구체적으로는 "한국사회복지학"에 게재된 양적 질적 연구의 주요 경향과 여성에 관한 연구를 분석하고, 방법론 및 인식론적 쟁점을 논의하면서 페미니스트 인식론의 내용과 사회복지적 함의를 살펴보았다. 페미니스트 인식론으로부터 출발하는 연구는 실증주의적 전통에서 출발하는 객관성의 개념을 재고하고, 지식구축 과정에 작용하는 권력관계와 주체-타자와의 관계를 성찰하게 하여 연구자와 연구참여자와의 민주적이고 변증법적인 관계를 새롭게 정립시킨다는 점에서 사회복지 연구에 대안적 전망을 제시할 수 있다. 따라서 본 연구자들은 페미니스트 인식론과의 조우가 억압받는 사람들의 삶으로부터 사고를 시작하는 사회복지(학)의 비판적 이론과 실천적 전망을 회복시켜 줄 것이라 기대한다.

Recently, the concept of empowerment has become popular within social work practice. Despite of this trends, we have little empirical knowledge about what empowerment practice is and how it is applicable to practice settings in Korea. This study explored how social workers perceived and experienced the concept of empowerment. We used qualitative method to solve this questions. Individual and focus group interviews were conducted to 7 social workers serving in diverse settings. Research results are as follows: Participants had common perceptions of empowerment concept despite of the different settings. They perceived power as confidence, independence, self-control. The client/worker relationships were open, nonhierarchial egalitarian and characterized by mutuality and reciprocity. They emphasized the nature of empowerment as circular and diffusive process. Also, they orientated long term practice related to impatience of social workers. Finally, those who participated in this study challenged and reinterpreted the existing traditional "professionalism". We concluded that empowerment practice might demand infinite energies, social worker's creativity, trust of clients, and that empowerment practice would be a new approach in social work practice which influence on much more population because of its diffuseness.

From Foucault's Perspective of power, this study is trying to illuminate the characteristics and limitations of 'empowerment' which is widely accepted as a central value and practice skill of social work. Notwithstanding the superficial consensus on the empowerment, the author shows that it is a confusing concept with contrasting expectations and conflicting methodologies or only a wishful rhetorical jargon. Furthermore, he argues that the empowerment is not just a value-free intervention skill working outside the ruling power but a ruling-discourse or power-mechanism of a liberal society which makes citizens responsible voluntarily. For a theoretical background for these arguments, the 2nd chapter reviews Foucault's theory of power. The 1st part of the 3rd chapter summarizes the historical background of empowerment practice and its methodological characteristics and meanings, the 2nd part reviews the existing critics on the conceptual and practical limitations of empowerment, and the last part reveals, based upon Foucault's theory of power, that the empowerment is a typical mode of ruling power in liberal societies. The author expects that this study may warn the moral and intellectual superiority complex of social work discourse and help stimulate the ethical sensibility and responsibility in social work practice.

본 연구는 사회복지학에서의 실행연구 이해와 적용을 높이기 위해 실행연구의 연구 설계 과정에 따라 실행연구 사례를 소개하면서, 사회복지학에서의 유용성을 논의하고자 한 것이다. 즉, '장애인거주시설에서의 이용자 참여 매뉴얼 개발 연구'의 수행 과정을 설명하고, 실행연구과정에서 연구참여자들에게 어떠한 변화가 나타나는지 질적 양적 자료 분석을 통해 실행연구의 효과를 살펴보았다. 이와 함께 실행연구의 사회복지학에의 유용성은 무엇인지를 논의하였다. 이 연구는 국내 최초로 사회복지학에서의 실행연구를 적용한 연구 수행과정 및 그 효과를 탐색함으로써, 사회복지학 실행연구의 이해 및 확산에 기여할 것으로 본다.

사회복지실천기술은 사회복지실천의 3대 요소 중의 하나임에도 불구하고 이에 대한 연구는 매우 부족하다. 그 이유는 사회복지사의 사회복지실천기술 활용을 측정할 수 있는 도구의 부재와도 관련이 있다. 본 연구는 이러한 문제를 인식하고 사회복지사들이 실천현장에서 사용하는 실천기술이 어떤 것이고 어느 정도인지를 측정할 수 있도록 하기 위하여 한국어판 Practice Skills Inventory(PSI)를 개발하고 평가하는 목적을 갖고 수행되었다. 임상현장에서 활동하는 의료사회복지사와 정신보건사회복지사 310명을 대상으로 한국어판 PSI를 평가한 결과 한국어판 PSI도 영어판 PSI와 마찬가지로 4개 요인으로 구성된 척도로 확인되었다. 또한, 한국어판 PSI는 양호한 수준의 신뢰도와 타당도를 가지고 있는 것으로 평가되어 비록 PSI가 외국에서 개발된 척도이나 국내 사회복지사의 사회복지실천기술을 측정하는데 유용한 도구임이 입증되었다. 마지막으로 사회복지 연구, 실천, 교육을 위한 함의가 제공되었다.

서울시에서 추진하고 있는 복지생태계조성사업, 마을공동체지향복지관 변화지원 사업과 최근 발의된 <마을공동체기본법> 등 주민주도성은 지역복지활동의 방향성으로 중요하게 부상하고 있는 개념이다. 그러나 주민주도성 개념이 무엇인지에 대한 합의 없이 사용되고 있어, 현장에서 활용되는데 한계가 지적되고 있다. 본 연구는 개념도 연구법(Concept mapping)을 적용하여 서울시내 복지관의 실무자 10명을 대상으로 주민주도성에 대한 59개의 진술문을 생성하여 개념지도를 그리고 다차원척도분석과 위계적 군집분석을 실시하여 총 6개의 범주를 도출하였다. 6개의 범주는 "참여유도", "실천", "절차", "인식과 관심 확장", "의견표출", "태도와 정서"로 명명할 수 있었으며, 주민주도성 개념에서 "실천"이 핵심범주로 드러났다. 본 연구는 주민주도성의 개념에 대해 실제 사회복지실천현장의 실무자들은 어떻게 정의하고 있는지, 또 주민주도성을 실현하기 위해 사회복지사의 역할은 어떠해야 하는지에 대한 고민을 논의하고 향후 합의된 정의를 만들어가는 첫 시도로서 그 의의가 있다.
