The effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency (사회복지공무원의 복지의식이 직무가치관과 직무효과성에 미치는 영향)

  • The objective of this study is to empirically examine the effect that social welfare officials' awareness of welfare, who play the core role in delivering public welfare service, has on their sense of duty value and duty efficiency. The implications this study suggests are as follows; First, this study has a meaning in that it empirically proved the social welfare officials' awareness level of welfare. Second, this study provided the specific theoretical basis for the approaches and alternatives for the need to improve social welfare officials' awareness of welfare and operate the desirable welfare policy and system, by examining the effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency. Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have. Based on the study results above, we suggest the activation of studies on social welfare officials' awareness of welfare, the need to regularly educate social welfare officials about welfare policy, system and value, the need to improve social welfare officials' positive awareness of welfare and their duty performance through deciding welfare policy toward the direction of enhancing social equality and equalization, and the need to improve social welfare officials' work system.

Study on Development of Educational Program for Social Welfare Officials' Social Welfare Values (사회복지 공무원을 위한 사회복지가치 교육프로그램 개발 연구)

  • This study was conducted to develop the educational program for enhancing newly hired social welfare and reshuffled officials' welfare value. To this end, it verified social welfare officials' perceptions on welfare mind and value, and drew educational necessity through interviews with professionals and incumbent officials, and thus developed the educational program of welfare value. The findings can be summarized: First, educational contents were designed for them to directly share three factors in social welfare value and also think examples observed in the field. Second, the educational method was organized to share opinions each other through discussions and presentations and provide feedbacks. From the findings, the following suggestion can be found. It is necessary to systematically develop and implement the educational program adjusted for each position from the lowest to the highest, in order for social welfare officials to internalize the fundamental welfare value that they should have.

  • The purpose of this study was to suggest the effective methods for human resource management of social welfare officials through empirical analysis on the relationship between professionalism and job attitude. This study came from the academic background that there have been few previous studies about social welfare officials' professionalism so far. To achieve this purpose, it empirically analyzed professionalism and job attitude through survey to social welfare officials. And as a result, it showed that the elements of professionalism have a significant effect on the variables of job attitude, such as job satisfaction, organizational commitment, and job commitment. Based on this result, it suggested theoretical and political implication that can improve the level of professionalism and job attitude of social welfare officials.

  • The purpose of this study was to verify how organizational fairness affects organizational commitment to social welfare officials, and to examine the mediating effect of organizational support. Social welfare officials have tried to find out what factors can be more adapted to the organization and immersed in the organizational aspect, as overwork and poor working conditions are becoming a problem. As the subject and method of the study, a questionnaire survey was conducted on 172 social welfare officials in P and U cities in northern Gyeonggi Province, and analyzed using multiple regression analysis. As a result of the study, organizational fairness of social welfare officials had a positive effect on organizational commitment, and organizational support had a partial mediating effect. Based on the results of this study, administrative and policy implications for the organizational adaptation and commitment of public officials in charge of social welfare were presented.

A Phenomenological Study of the Relationship Experience of Social Welfare Public Officials with Clients (사회복지전담공무원의 클라이언트 관계경험에 관한 현상학적 연구)

  • The purpose of this study is to understand the relationship experience of social welfare dedicated public officials with clients. To achieve this purpose, we collected data through in-depth interviews with social welfare dedicated public officials, and analysed the data using by phenomenological approach. The results of study are as follows; the clients relationship experiences of social welfare dedicated public officials are figured in the five categories, seven themes and 28 sub-themes. The categories are 'the context of the relationship', 'the subjects of the relationship', 'the impact of the relationship', 'the conditions of the relationship', 'the aspects of the relationship'. Based on these results, we suggested some policies and practice guidelines to consider in order to support the improvement of the relationship between social welfare dedicated public officials.

Opinions on 'Dagagu' Housing Purchase and Public Rental Program of Public Officials and Professionals in the Area of Social Welfare (다가구주택 매입임대사업에 대한 공무원 및 전문가 의견 조사)

  • The purpose of this study was to identify the perceptions on 'Dagagu' Housing Purchase and Public Rental Program of public officials and professionals in the area of social welfare to suggest ideas for improvement of this program. Data were collected from 146 public officials and 108 professionals in the area of social welfare. Respondents showed that the perception on this program was not high, especially respondents working in Seoul showed lower perceptions than respondents in other localities in spite of experience of pilot program executed in Seoul. Respondents also thought that this program will take an realistic role to improve housing welfare for urban poor. Other opinions to practice this program were also suggested.

  • The purpose of this study is to investigate practical measures to provide a better welfare services in public sector through analyzing differences according to socio-demographic characteristics about the quality service of public welfare that social welfare officials perceive personally. The questionnaire has been conducted among 401 social welfare officials with 5 factors: tangibles, reliability, responsiveness, empathy and assurances. With the results, the age was the most conspicuous difference in five factors of quality service in general. The quality of welfare service appears lower level as the official works close to community members. Additionally, the analysis shows that social welfare officials have relatively low perception about reliability, responsiveness and empathy. The official in charge of social welfare needs to have a neighborhood-centered value orientation, and be a social worker and official in the field of substantive welfare. Therefore, this study has a meaning to suggest some directions of social welfare transition and basic delivery system by identifying their understanding.

A Study on the Job Stress of Social Welfare Officials and Administrative Officials

  • The purpose of this study is to present theoretical and policy implications based on the results of the empirical analysis of job stress in consideration of insufficient prior research on the level of job stress by public officials in charge of social welfare and public officials in general administration. For this purpose, social welfare and general administrative positions working at the City Hall of G Metropolitan City and five autonomous districts(including the Dong community service center) were selected as subjects for research. The data analysis used the SPSS statistical program to obtain technical statistics based on the average of the lower variables of the job stress. According to the analysis, there is a difference in the subjective perception level of public officials in charge of social welfare and public officials in general administration in both internal factors of job, such as job demands and job autonomy and external factors of job, such as job insecurity, organizational system, conflict of relations, inadequate compensation, and job culture. Based on this, it presented policy measures that require the granting of self-esteem of public officials in charge of social welfare, improvement of their duties, and adjustment of their workload to an appropriate level.

A study of social welfare officials' recognition about improving 'National Basic Livelihood Security Program' (국민기초생활보장제도 개선에 대한 사회복지전담공무원의 인식 연구)

  • This research has analyzed the options of improving 'National Basic Livelihood Security Program' and factors influencing on them, focusing on the 345 social welfare officials' recognition and assessment of the program. As a result of the analysis, some difference has been identified in the assessment of respective options in accordance with how social welfare officials recognize and assess the program and its recipients. The assessments as to the options of improving restrictions on the able-bodied poors, implementation of the individual benefit method, and so forth were shown differently according to the age; years of service; amount of work; rationality of the criteria for selecting recipients; levels of payment by the 'National Basic Livelihood Security Program'; possibility of the recipients' exit from poverty; achievements of the self-supporting program; and evaluation of the program improvement efforts of the government. Based on this result of analysis, key tasks and improvement options for the 'National Basic Livelihood Security Program' have been explored on the occasion of the 10th anniversary of the program.
