  • Since the provision of Permanent Affordable Housing in the early 1990's, it is confronted with the need to strengthen its welfare service due to aging of its facilities and the declining welfare system for its tenants. In addition, the aging population of tenants is on the rise, increasing the group of tenants that are in need of care. The local social community center has entered into the community of permanent affordable housing and takes partial responsibility in the tenant's social welfare. However, social community center is mainly responsible for providing welfare service to its local residents and thus limited in its ability to satisfy welfare service to tenants of permanent affordable housing. Therefore, it is required to renew the existing welfare system to better suit social demands of tenants according to its specific social group and the characteristics of housing complex. This study aims to propose methods that can strengthen welfare service and analyze the characteristics of welfare service by investigating the existing conditions of welfare system for the tenants in permanent affordable housing complex. For this purpose, this study presents with categories of service standards, by breaking down and codifying welfare service and propose applicable mixed-use service in pre-existing permanent affordable housing.

  • Social welfare facilities are used by a wide range of local residents, including vulnerable populations such as the elderly, children, and people with disabilities. During emergencies like fires, confusion can arise as these individuals try to evacuate. Evacuation simulation results have shown that utilizing evacuation systems based on specific evacuation scenarios can significantly decrease the time required for evacuation compared to general evacuation procedures. By anticipating potential fires based on changes in social and facility environments, appropriate evacuation scenarios can be developed and applied to evacuation systems, thus contributing to the safety and security of individuals during emergencies. In conclusion, for social welfare facilities that serve a large number of people, it is necessary to expand the focus on performance-based design depending on the size of the facility, and to continuously develop and train for appropriate evacuation scenarios that align with changing facility environments.

  • Growing attention of a society to protecting weak people leads an increase of various social welfare facilities. Therefore, safety of the occupants at emergency situations, such as fire, must be considered as an important factor during the design and operation of those facilities. In this paper an exploratory study is carried out on a method quantitatively assessing the human evacuation safety of social welfare facilities. A evacuation simulation method, being routinely used in the evacuation analysis of passenger ships deriving 'Evacuability' as a quantity of safety, is applied to assess the human safety of a facility for single-moms. Based on the simulation results, the main factors that must be considered while carrying out the evacuation simulation for the human safety assessment of the facility are investigated.

Methods: Researchers interviewed management of four existing welfare programs by churces in order to understand operation of social welfare program for elders by churches. The second step was case study of four churches in Suwon City area. The potential for social welfare space use for elders was examined. • This study has examined layout of communal outdoor space and welfare facilities in the nation's very first senior apartment complex in Segok-dong, Gangnam-gu that has been developed by Seoul City. In order for this space to play a role as a center of communication: 1) A center space of community should be created at the point of intersection of main moving lines of pedestrians. 2) Hierarchical area should be set up between main moving lines of walking and communal outdoor space. 3) It should be designed in a way to reflect demands of seniors and be accommodated their activities and behaviors. 4) It should be functionally connected to local infrastructure facilities so that it can promote social exchanges among seniors. Points to be considered in welfare facilities: 1) They should be placed at the center of the complex to provide convenience to all seniors. 2) Area of senior citizen center should be subject to flexible legal regulation in light of the unique characteristics of the Complex. 3) in case that welfare facilities are installed in the same space, intermediate space is required to alleviate collision between private space and public space. 4) Senior assistance facilities should put more emphasis on running programs that make good use of the space than on securing the space itself.
