In this paper, various units of industrial disaster safety threats as well as local and national facilities unit real-time detection and prevention refer to the corresponding system goes into disaster management preparedness, prevention, response recovery of phase I systematic ICT skills that can be managed more efficiently. The prospect of security services industries is as followings. First, integrated security system will be increased in the security service sphere of collective housing such as apartments. Second, the needs to security services with high-tech electronic security system and systematic security service against crimes will be increased. Third, the needs to crime prevention and disaster prevention service including information security service by means of internet and information and communication technology will be increased. Fourth, perhaps domestic market of security service will be reshaped in relation with localization trend and entrance of foreign security service companies to our country. With these conclusions I think that the departments of universities related to security services will focus on their social roles.

The substance of this study can be summarized as follows. In introduction, this paper traces the factors of the advent of social care insurance in Germany and Japan and Premises that it is necessary to study social care insurance. In Chapter II, this paper examines the new idea of the recent social security system in japan, centering on the limit of social security policy today, the increase in the number of the poor and the needy and securing financial resources for elder welfare. In Chapter III, this paper studies the process of materialization for the introduction of social care insurance by considering the process of making "Outline of the Bill of Social Care Insurance System" and the general frame of the system in this "Outline". In Chapter IV, this paper explains the facilities in charge and the system of them, the contents and methods of social care insurance, all the arrangements needed in the process of practice, and the like, in connection with all the arrangements for and practical problem of social care insurance which will take effect in earnest in April, 2000 in Japan.

The purpose of this study is to examine the legal attribute of subsidiarity principle on the National Basic Livelihood Security Act. The principle of subsidiarity is applied to the regulation for 'fundamental principle of benefits' on the National Basic Livelihood Security Act, therefore it functions as legal theory. However, due to its both positive and negative characteristics it becomes to be interpreted and applied in a different meaning depending on the normative characteristics of related laws. In brief, as the passive meaning of subsidiarity principle guarantees the freedom of civilian by limiting national power, it is reasonable in social control norm like criminal law. However, as nation's active role of intervention and support is required in order to protect basic standard of human life according to the principle of Social(welfare)State, the active meaning of subsidiarity principle is reasonable in Social Security law, especially in public assistance. Hence, the principle of subsidiarity on the National Basic Livelihood Security Act becomes to realize, justice, goal fitness and legal stability when it is operated by system with interpreting in an active meaning.

The new social reality emerging amid the global rise of communication links and integration processes acutely emphasizes the problems of communication in large and small social systems. The method of their communication becomes one of the keys to ensuring global security. It has become the mission of humanitarian education to prepare the younger generations for life in a changing world with no image of the future and increasing uncertainty. In psychological and pedagogical research, there is a growing scientific interest in the problems of interaction of the individual with the social environment. The mental trace of a person's practice in society shapes the experience of social interaction, which constitutes simultaneously the source, tool, and condition for the emergence and development of personality. The study outlines the methodological foundations for the study of individual experiences of social interaction. A hypothesis about the productivity of the functional matrix method is tested. Materials for the training of specialists in the humanities include interdisciplinary approaches to the study and transformation of the experience of social interaction and systematic methodology for the study of complex objects. Fundamental to the study is the systematic-dialectical method, and the matrix method is employed as the instrumental-technological method. The paper presents the results of a multidisciplinary overview of scientific literature concerning the essential characteristics and functions of social interaction and the respective experience. The overview points to the fragmented nature of scientific understanding of the elements of experience outside its integrity and systemic properties. Based on the formula "personality interacts with the social environment", the study presents an algorithm for the application of a systematic methodology for the study of complex objects, which made it possible to identify the system parameters of experience at three levels of cognition and develop the reference structural and functional matrices for the didactic system of its pedagogical enrichment.

We are confronted by increase in old people due to the improvement in medical science, public hygiene and socioeconimic status in 20th century. But our medical security system for old people dees not meet the need for medical service of old people. Current medical insurance system restricts term and extent in allowance although the characteristics of the disease of the aged people need medical care of Bong duration and high cost. And in the medicaid system the speciality of the aged people is not recognized and the budget of the government is scanty. In addition many old people to our country are in economic distress due to low income. But the government authority does not give sufficient consideration for eld people in law, policy and budget. To improve social security system for old people it is necessary to increase the budget for the security of old people, to enhance the traditional respect for the aged, to improve medical security system by improving the accessibility to medical service and by expanding the allowance of medical insurance, and to expand the public welfare institutions. And these are roles for all the family. the society and the nation as well as the aged people themselves.

This study investigated the perceived usability of the Blackboard learning management system (LMS) amongst students at Umm Al-Qura University. A quantitative approach was employed to explore the potential relationship between Blackboard usability and social media platform usage. Additionally, the study aimed to identify other factors influencing perceived usability. Data were collected through a three-section questionnaire distributed electronically to a sample of students (n=544). The findings, based on System Usability Scale (SUS) scores, revealed that the overall perceived usability of Blackboard resided near the midpoint of the scale, indicating an "acceptable" level. A potential negative correlation emerged between social media usage time and perceived Blackboard usability. Students who reported lower social media usage exhibited higher SUS scores. Training on Blackboard usage demonstrably exerted a positive influence on perceived usability. Gender was not identified as a statistically significant factor. An analysis of student support methods revealed that seeking help from a friend was the most prevalent approach, followed by search engines, university technical support, and social media platforms. The findings suggest that implementing strategies to improve Blackboard usability at Umm Al-Qura University could be achieved through readily accessible training materials and the exploration of alternative support channels.

This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.
