Development of the NII (National Infrastructure) can help unleash an Information revolution that will change forever the way people 1ive, work. and interact with each other. Nonetheless. the present Information Infrastructure In Korea loaves a lot to be Improved In order to realize the vision of Information society. The establishment of the KII (korea Information Infrastructure) does not merely mean the construction of physical network that enables the transmission of various modes of information such as voice, data, and image. It further implies the creation of a new kind of social overhead capital, ranging from the establishment of social and cultural which are conductive to seamless flow of information. For the successful implementation of the KII, it is critical to build the public consensus on the importance and necessity of informatization. At the same time, careful consideration should be given to the institutional factors such as timely and adequate supply of specialized personnel, the updating of policy and regulations, and the strengthening of interntional cooperation.

A Study on Macroscopic Future maintenance Investment Scale for National SOC Infrastructure (국가 사회기반시설물에 대한 거시적 관점의 미래 유지보수 투자규모에 관한 연구)

  • It is important to estimate the future maintenance budget of all SOC infrastructure at the national strategic level. In this study, Based on a currently available statistics data, we predicted future maintenance investment for all SOC infrastructure in Korea. We have studied the applicable prediction models, and we developed the prediction models that can calculated the future maintenance cost by a real expenditure date. The subjects of facilities are bridges, tunnels, pavements, harbors, dams, airports, water supply, rivers and port. As a result of total estimated cost, eight types of SOC infrastructures are about 23 trillion won for the next 10years, and the most expensive facilities are road pavements and bridges.

  • The aim of this study is to develop suitability site indicator of urban-rural return to fishing and to analysis priority of the indicators. The study is based on literature review, expert survey and AHP(Analytic Hierarchy Process) methods. This study found 5 factors(natural environment, acceptance environment, social overhead capital, economy, fishing environment) and 21 detail variables. as a result of AHP, fisheries resources, acquisition convenience of fishing license, income(except fishing), attitude of local resident, one-person household income, high income fishing were showed high priority. This result indicate that economic foundation is most important factor for suitable site of the returning.

  • Main infrastructures, such as levee, dam, bridge, road, etc., are very important due to not only the means of support for social and industrial activities in normal situation but also the means of protection of life and property during disaster occurrence. In spite of this importance of infrastructures, however, any disaster management systems that actively use these infrastructures are not developed yet. Moreover, infrastructures are not usually included in emergency action plans, thus it occurs second and third impact on communities and industries due to collapsing or damage of infrastructures. Therefore, the authors in this paper analyzed previous research, SWOT, STEEP, and patents and technical journals and conducted a technology need survey ni order to understand the trend of disaster management system as well as suggest main research fields and detail research items. The results of this paper will be a foundation of developing an advanced infrastructure integrated system of maintenance and disaster mitigation and contribute our nation to have an active response system by using infrastructure.

User Costs Evaluation due to the Bridge Reconstruction Period (교량의 재가설 공사기간에 따른 사용자비용 평가)

  • As critical infrastructure, bridges play an indispensable role in facilitating the distribution of goods. When bridges reach their end of useful life or get damaged by natural disasters such as earthquakes or storms, they have to be removed and reconstructed. When bridges in service need to be reconstructed, user costs occur from vehicle detours and traffic congestions, and social costs occur from noise and dust during construction periods. However, these user and social costs are not considered during reconstruction and the evaluation methods of those costs are vague. Thus, there is lack of appropriate bridge types that consider these costs. Therefore, this paper identifies the social overhead costs that occur during bridge reconstruction, which is also called, users' socioeconomic values. Next, it proposes a method to evaluate user costs during bridge reconstruction, and appraises the method. User costs are evaluated based on traffic information, social and material volumes including the bridge's daily traffic volume, peak hours, detour distance and time. In addition, time delay costs due to traffic operational costs and bridge reconstruction are also taken into consideration.

  • Electrical energy is an essential component in present societies, which is an important basis for our technological society. In the design of new power infrastructure, it is important to consider the psychological aspects of how our culture considers and aspects its development as an integral component of the community environment. The construction of new high voltage overhead transmission lines has become a controversial issue for public policy of government due to social opposition. The members of community are concerned about how these power lines may have an impact on their lives, basically caused by their effects on health and safety. The landscape and visual impact is one of the most impact that can be easily perceived for local community. The computer 3D simulation of new landscape is illustrated by a real life use corresponding to the selection of the power line route with least observability for local community. This paper used ArcGIS(geographic information system tool) for planning, survey, basic route and detailed route, route for implementation of transmission line corridor. Also, the paper showed the map of natural environment, living environment, safety and altitude using database of power line corridor, and transmission siting model was developed by this study. The suggested landscape of computer simulation with lowest visibility on a power line zone can contribute to reducing oppositions of local community and accelerating the construction of new power lines.

  • 민간 주도형 사회간접자본 (social overhead capital :SOC) 사업은 BOT(build-operate-transfer)를 비롯하여 대상 프로젝트의 정부 정책 등의 여러 환경의 변경에 따라 다양하게 변형되어 적용되어 BTL(build-lease-transfer), BOO (build-own-operate)등의 여러 기법들을 사용된다. 민간 SOC 사업은 프로 젝트의 규모와 장기에 걸친 공사의 불확실성 때문에 프로젝트의 경제성 분석을 하는 것은 복잡하다. 일반적으로 사용하고 있는 현금흐름 할인모형(discount cash flow model; DCF)은 미래의 불확실성 변수들을 적절히 반영하지 못한다는 한계점을 가지고 있지만 현실적으로 많이 쓰이고 있는 방식이다. 본 논문은 옵션기반모형에 근거한, BOT-옵션가치평가(BOT-OV)모형을 국내 민간 SOC 사업의 경제성 분석을 위해 적용한다. BOT-OV모형을 적용하는 것이 기존 순현재가치(net present value; NPV)방식을 통하여 프로젝트 가치 평가 할 때보다 더 정밀한 경제적 타당성 평가를 할 수 있다는 것을 확인하여 기존의 NPV 평가방식의 방법을 대체할 수 있는 가능성을 확인하는데 의의가 있다고 할 수 있다.

  • Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.

  • Since the nation's currency crisis in 1997. Korea reioined the USD 10.000 per capita income group after collapse of per capita income to USD 6.000 due to the minus GDP growth and sharp hike of exchange rate. It has also been expected for Korea to achieve per capita income of USD 20.000. provided that it maintains $10\%$ export increase rate. $5\%$ nominal GDP growth rate. $3\%$ consumer price index. $2\%$ increase in KRW/USD exchange rate. and $1\%$ net population increase rate. Yet. it should be noted that the nation needs to fulfill the necessity of various SOC infrastructure investment in order to achieve this goal. This paper will address the prospects for the future direction of the national SOC policies through the historical examination of the industrialized nations. such as U.S.A.. U.K.. France. and Japan. with regard to the relationships between economic growth and SOC provision. Some efforts will be made to forecast the optimal budget allocation of the national SOC, in particular, between highway and railway sectors.

CMP: A Context Information-based Routing Scheme with Energy-based Message Prioritization for Delay Tolerant Networks

  • Communication infrastructure supports wide variety of mobile services such as photo and file sharing, location tracking, social network services and instant messaging. However, instances like power-loss and natural disasters disrupt these communication infrastructures unable to render support to these mobile services. Delay-tolerant networks (DTNs) offer a solution to these problems at hand. By utilizing mobility and opportunistic contacts among mobile devices, a plausible communication network can be establish and enable support to mobile applications. This paper presents an energy-efficient, reliable message delivery routing scheme with message prioritization rules for DTN. It uses the context information of nodes (mobile devices) such as the contact history (location and time of contact), speed/velocity, moving direction to determine the best forwarders among nodes in the network. The remaining energy of the nodes is also used to determine the message types a node can deliver successfully. The simulation results show that proposed approach outperforms Epidemic and Prophet routing schemes in terms of delivery ratio, overhead ratio, delivered messages per types and remaining energy.
