This study analyzes previous research on 'The Self-Governance of the Commons' to overcome 'The Tragedy of the Commons', and derives elements for successful commons management. These factors are compared and analyzed with the social and economic attributes of the Jeju Haenyeo community, a successful community self-governance model. In addition, in the recently changing environment, it is revealed whether this internal community mechanism can be useful in the future. The goal is to reveal what social and economic factors will help the sustainability of the Jeju haenyeo community in the future. As a result of analyzing the internal operating mechanism of the Jeju haenyeo community, the production and distribution system that improves trust and reciprocity, the inherent sense of community, the division of roles between formal and informal organizations, and the institutionalized explicit and implicit norms within the organization served as internal and external strengths of community sustainability. However, the closure of the network, the crisis of productivity, the weakening of homogeneity, and the emergence of new subjects acted as internal and external weaknesses. In conclusion, for the sustainability of the Jeju Haenyeo community, it is necessary to reorganize the reproductive function of labor using the haenyeo school, to maintain clarity on the subject of livelihood and cultural transmission, and guarantee the income of Haenyeo.
The missing child problem is no more a personal problem. It became a social problem that all parents must consider. To this, this study applies USN/RFID technology integrated with GIS for the prevention of missing child. Although RFID is not designed for location sensing, but now it is regarded as a device to facilitate real time location awareness. Such advantages of RFID can be integrated with 4S(GIS/GPS/LBS/GNSS) achieving much synergy effects. In order to prevent kidnapping and missing child, it is necessary to provide a missing child preventing system using a ubiquitous computing system. Therefore, the missing child preventing system has been developed using high-tech such as RFID, GPS network, CCTV, and mobile communication. The effectiveness of the missing child prevention system can be improved through an accurate location tracking technology. This study propose and test a location sensing system using the active RFID tags. This study verifies technical applied service, and presents a system configuration model. Finally, this paper confirms missing child prevention system utilization possibility.
Recently, environmentally friendly technology are becoming important due to reconsideration about climate change and environmental pollution. In addition, as well as technical skills and social interaction through an analysis of the nonlinear transition management and policy implementation are emerging. This study of the development of photovoltaic industry in Korea 10 years analyze with strategic niche management (SNM) based on the theoretical and multi-layered perspective (MLP) is used as the analytical framework. Through the analysis of the photovoltaic industry technology-commercialization phase was investigated. This conventional overall and step-by-step model for technical management is proposed to replace exiting linear and narrow method and through the case study its validity was confirmed.

Today, the development of information and communication technology is rapidly increasing the number of users of network-based service, and enables real-time information sharing among users on the Internet. There are various methods in the information sharing process, and information sharing based on portal service is generally used. However, the process of information sharing serves as a cause of illegal activities in order to amplify the social interest of the relevant stakeholders. Public opinion attack using macro function can distort normal public opinion, so security measures are urgent. Therefore, security measures are urgently needed. Macro attacks are generally defined as attacks in which illegal users acquire multiple IP or ID to manipulate public opinion on the content of a particular web page. In this paper, we analyze network path information based on traceback for macro attack of a specific user, and then detect multiple access of the user. This is a macro attack when the access path information for a specific web page and the user information are matched more than once. In addition, when multiple ID is accessed for a specific web page in the same region, it is not possible to distort the overall public opinion on a specific web page by analyzing the threshold count value.

The scientific paper studies the impact of tourism and traveling on the economic level of development of countries at the macro level and its relationship with other sectors of the economy. Tourism is one of the budget-forming factors of every economy. This work describes the main trends in the development of tourism. It is determined that about one third of tourism revenues are generated by the food sector, i.e., the culinary niche of tourism. Culinary tourism is a new direction of tourism, but it is developing quite dynamically in the EU. Culinary is an important part of rural tourism in the EU and culinary tourism is actively promoted at fairs and festivals. In recent years rural tourism has been developing both at the international level and in Ukraine, primarily due to its features, which include the implementation of the principles of sustainable community development, preservation of local traditions and cultural values, gastronomic events to promote them. The aim of the article is to study the theoretical aspects of the development of gastronomic tourism in the world, to analyze the actual condition of gastronomic tourism in the EU and Ukraine, identifying prospects and ways to develop regional gastronomic tourism. The methodological and informational basis of the work is analytical reports and researches related to the development of event tourism and statistics. Systematic and logistical approaches to the studied problems were used to achieve this goal. Various general scientific and special research methods were also used. Based on PESTLE analysis, key aspects of the external environment of gastronomic tourism in Ukraine are identified. We took into account the principles of sustainable development: political, economic, social, technological, legal and environmental. The main trends in the development of gastronomic tourism in the world are studied and it is found that the greatest development in the coming years will be the trend of combining gastronomic and event tourism on the basis of sustainable development. The main preconditions and possibilities of introduction of this holistic approach to the strategy of development of the tourist branch of Ukraine are determined. A model of sustainable value chain of gastronomic tourism in the region is formed and the main advantages of its implementation are identified: formation of a regional brand, preservation of culinary traditions, development of green farming, minimization of negative impact on the environment, sustainable development of communities.

This research proposes a methodology to evaluate the rationality of passengers' route choice who make trips within Seoul metropolitan subway based on smart card data. The rationality of user route choice is divided into the degree of determinacy and similarity concepts as basic principle. Determinacy is the degree to which the route selected by the passenger is identical to the system optimal path. Similarity indicates the degree to which the route is similar to the system optimal path. The K-path search method is used for path enumeration, which allows for measurement of determinacy. To assess determinacy within similarity, transfer tag data of private operators is used. Consequently, the concept of similarity applied to the model is such that the passenger's path choice is identical to the path taken using the tag reader. Results show that the determinacy of appearance of the shortest path (K=1) is 90.4%, while the similarity of appearance as K=(2-10) is 7.9%, summing to 98.3%. This indicates that trips on the metropolitan subway network are being rationally explained. 1.7% of irrational trips are attributed to the unexplainable error term that occurs due to the diversity of passengers.

Building Ukraine as an independent, sovereign state requires the education of a citizen-patriot, able to live and work in a democracy, ensure the unity of Ukraine, feel constant responsibility for themselves, their people, country, seek to make a real contribution to the reform process. Modern modernization of the education system requires the search for new information and communication technologies that can ensure the formation of a citizen with an active civic position, which involves not only students mastering the rights and responsibilities of citizens, convincing them of the feasibility of democratic transformation of society, patriotic qualities and feelings, but also the identification of motivated civic actions. The pandemic and hostilities have led to significant changes in the field of education around the world, they have caused educational problems in Ukraine. At the beginning of the quarantine in the spring of 2020, all educational institutions in the emergency mode switched to distance learning. Intensive use of information and communication technologies in the life of modern society has led to a rethinking of the content of education and training of future professionals: the main role is played not so much by the information itself as the ability to work with it, critically comprehend and produce new knowledge; the main thing is not the amount of information, but its quality; information is needed for further practical application and transformation into knowledge, and the ability to work with information becomes one of the important competencies of the modern specialist in the new transformation of society: from information to the knowledge society. In this context, one of the main forms of training is distance learning, which is able to respond to the challenges of society. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civic responsibility of the individual during the use of information and communication technologies are highlighted. The structure of civil responsibility as a holistic system of information and communication technologies is outlined, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically.The constituent elements of the structural part of the model of civic culture of the individual are analyzed.
Purpose: The purpose of this study is to quantitatively present the carbon dioxide(CO2) emission change according to the application of autonomous driving technology at the network level for waste vehicles in the metropolitan area. Method: The target year was set to 2030, and the analysis method estimated the carbon dioxide (CO2) emissions for each road link through user equilibrium assignment when unapplied scenario. The application scenario performed traffic assignment using route data on the premise that the group was running in accordance with the application of autonomous driving technology to waste vehicles. In addition, the other means estimated the carbon dioxide emissions through user balance allocation by reflecting the results of the waste vehicle allocation. Result: As a result of the analysis, carbon dioxide(CO2) emissions were found to be reduced by about 56.9ton/day from the national network level, and the Seoul metropolitan area was analyzed to be reduced by about 54.7ton/day. Conclusion: This study quantitatively presented environmental impacts among various social effects that autonomous driving technology will bring, and in the future, development of various analytical methodologies and related studies should be continuously conducted.

Modern production requires production staff who have design competence, experience and skills to work in various types of work integrated into professional activities. Possession of digital design methods significantly expands the opportunities for professional activities of qualified workers. The purpose of our study was to study the impact of pedagogical conditions on the formation of design competence of future qualified workers in a group work. We have identified a set of pedagogical conditions that promote the development of professionally oriented artistic and technical creativity of workers in the conditions of curricular and extracurricular activities, which include motivational-target, procedural-semantic, organizational-technological, and subject-oriented. It is shown that the formation of design competence is determined by motivational, informational-active and reflection criteria, which are aimed at motivational-value, cognitive, operational-active, creative, social and emotional components of this competence. The methodology of the research is highlighted, which includes the use of the following methods: determination of the personality's motivational sphere in order to identify strong and weak motives of students activity; multiple intelligence to identify students talents in the direction of practical intelligence, which is important for design competence; determining the level of creative activity to identify manifestations of students creative abilities; identifying the type of students innovative thinking in order to develop motivation for success; factor-criterion model, developed on the basis of a qualimetric approach, which is used to identify the level of design competence formation in accordance with its components. The results of the study showed that the creation of separate pedagogical conditions in the institution of vocational education and training (VET) had a positive impact on the development of design competence, which shows the potential of artistic and technical design in the development of professional creativity of future qualified workers taking into account the environmental approach.

The Purpose of this study is to construct an objective and systematic analysis Model based on Big Data to improve the transportation convenience of citizens and formulate efficient policies in Urban Information and Public Transportation accessibility in sustainable Smart Cities following the 4th Industrial Revolution. It is also to derive the methodology of developing a Big Data-Based public transport accessibility and policy management Platform using a sustainable Urban Public DB and a Private DB. To this end, Detailed Living Areas made a division and the accessibility of basic living amenities of Gwangju Metropolitan City, and the Public Transportation system based on Big Data were analyzed. As a result, it was Proposed to construct a Big Data-based Urban Information and Public Transportation accessibility Platform, such as 1) Using Big Data for public transportation network evaluation, 2) Supporting Transportation means/service decision-making based on Big Data, 3) Providing urban traffic network monitoring services, and 4) Analyzing parking demand sources and providing improvement measures.
