An English Translation Study on the Ninth through Fifteenth Issue about Pulse Diagnosis of "Classic of Difficult Issues(難經)" ("난경(難經)" 맥진조(脈診條) 중 구난(九難)~십오난(十五難)의 영역(英譯) 연구(硏究))

  • Globalization describes a process by which regional cultures have become integrated through a global network of communication. In order to communicate among different cultural groups, standardization of terminology is one of the most important steps among its processes. In the field of oriental medicine, there have been continuous efforts to communicate through various methods. Translation of oriental medical classics is one of the significant approaches in terms of transmitting medical theories and clinical experiences of thousands of years to the people of different cultural backgrounds. However, previous translation studies have had difficulties in delivering its underlying principles and assumptions due to lack of standardization of terminology. "WHO International Standard Terminologies on Traditional Medicine in the Western Pacific Region(WHO-IST)" is the outcome of developing standard terminologies on oriental medicine based on mutual agreement of researchers of Korea, China and Japan. As a movement to find more efficient methodology for communication between heterogeneous communities, this study aims to translate parts of "Classic of difficult issues(難經)" into English adopting "WHO-IST" hoping to set a model of translation study.

Approaches to and Issues in Research on Multi-Cultural Family Homes (다문화가정 주거의 연구를 위한 접근방법과 쟁점)

  • As cultural diversity has gained a great deal of attention and the social fabric of Korean society is redefined, the number of studies on multi-cultural family homes has been growing in the area of human ecology, but relevant research is rarely found on the subject of housing. While the emphasis of housing research is on multidisciplinary approaches and empirical research is highly valued, a theoretical and methodological platform for discussing the new rising agenda of multi-cultural family homes is lacking. The purpose of this study was to explore approaches to and to discuss the issues in research for multi-cultural family homes in terms of housing theories and multidisciplinary approaches. To understand the housing related needs of multi-cultural families, this study highlights social constructionism, the ecological perspective, and feminist epistemology. These three multidisciplinary approaches were useful for generating an ontological analysis of multi-cultural family homes. Further, this study highlights two housing related theories, the microsociological and housing pathways approaches, for dealing with multi-cultural family homes. In conclusion, the five approaches were useful for exploring issues in housing research on multi-cultural family homes with appropriate research methods like hermeneutics, quantitative, and qualitative methods, and field research. Insights into using perspectives and holistic approaches might be useful for solving the problems of multi-cultural family homes in Korea.

A Classification Study on the Consumer Product Safety Management Target for CSR Consumer Issues (CSR 소비자이슈를 위한 생활용품 안전관리대상 유형 분류형태 연구)

  • Among the themes for CSR(Corporate Social Responsibility), consumer issues include protecting the health and safety of consumers who purchase and use the products. In particular, ensuring product safety is a major theme of consumer issues for corporate social responsibility. Currently, the government implements the Electrical Appliances and Consumer Products Safety Control Act for product safety management and selects products that may harmful to consumers as safety control items, and manages the products by designating them as 4 types of safety certification, safety confirmation, supplier conformity verification, and safety standard compliance. In this paper, we propose management plans for the establishment of a more reasonable classification type of safety management target for 48 items of consumer products to be controlled by the act, and confirm the validity of the plan. First, we perform cluster analysis using data for CISS (Consumer Injury Surveillance System) to derive a new classification type of the safety management target. Next, we compare the results of the cluster analysis with the classification type of the act and the existing scenario classification method RAS (Risk Assessment by Scenario) and the causal network method RAMP (Risk Assessment Method based on Probability). Based on these results, we propose two new plans of safety management target classification and verify its validity.

Influence of Hospital Social Responsibility Activities on Organizational Health and Customer Orientation (의료기관의 사회적 책임활동(HSR)이 조직건강성과 고객지향성에 미치는 영향)

  • Objectives: This study was conducted to analyze the effect of hospital social responsibility(HSR) activities on organizational health and customer orientation. Methods: We conducted an online survey with hospital employees and analyzed the questionnaires of 206 selected respondents. A regression analysis was performed to determine the relationship between independent and dependent variables. Results: First, 'consumer issues', 'community involvement and development', and 'fair operating practice' factors in HSR influenced 'medical environment suitability' in organizational health. The 'fair operating practice' factor in HSR affected 'management environment suitability' and 'community orientation' in organizational health. The 'labor practices' factor in HSR affected 'practices suitability' and 'vitality' in organizational health. Second, the activities on 'consumer issues' and 'environment' in HSR have influenced 'Reliability', 'Reactivity' and 'Tangibility' in Customer Orientation. The activities on 'consumer issues' have affected 'Empathy'. Conclusions: The results of this study provide a positive direction for medical institutions as they conduct HSR activities and provide a basis for establishing effective HSR strategies.

A Proposal of a Keyword Extraction System for Detecting Social Issues (사회문제 해결형 기술수요 발굴을 위한 키워드 추출 시스템 제안)

  • To discover significant social issues such as unemployment, economy crisis, social welfare etc. that are urgent issues to be solved in a modern society, in the existing approach, researchers usually collect opinions from professional experts and scholars through either online or offline surveys. However, such a method does not seem to be effective from time to time. As usual, due to the problem of expense, a large number of survey replies are seldom gathered. In some cases, it is also hard to find out professional persons dealing with specific social issues. Thus, the sample set is often small and may have some bias. Furthermore, regarding a social issue, several experts may make totally different conclusions because each expert has his subjective point of view and different background. In this case, it is considerably hard to figure out what current social issues are and which social issues are really important. To surmount the shortcomings of the current approach, in this paper, we develop a prototype system that semi-automatically detects social issue keywords representing social issues and problems from about 1.3 million news articles issued by about 10 major domestic presses in Korea from June 2009 until July 2012. Our proposed system consists of (1) collecting and extracting texts from the collected news articles, (2) identifying only news articles related to social issues, (3) analyzing the lexical items of Korean sentences, (4) finding a set of topics regarding social keywords over time based on probabilistic topic modeling, (5) matching relevant paragraphs to a given topic, and (6) visualizing social keywords for easy understanding. In particular, we propose a novel matching algorithm relying on generative models. The goal of our proposed matching algorithm is to best match paragraphs to each topic. Technically, using a topic model such as Latent Dirichlet Allocation (LDA), we can obtain a set of topics, each of which has relevant terms and their probability values. In our problem, given a set of text documents (e.g., news articles), LDA shows a set of topic clusters, and then each topic cluster is labeled by human annotators, where each topic label stands for a social keyword. For example, suppose there is a topic (e.g., Topic1 = {(unemployment, 0.4), (layoff, 0.3), (business, 0.3)}) and then a human annotator labels "Unemployment Problem" on Topic1. In this example, it is non-trivial to understand what happened to the unemployment problem in our society. In other words, taking a look at only social keywords, we have no idea of the detailed events occurring in our society. To tackle this matter, we develop the matching algorithm that computes the probability value of a paragraph given a topic, relying on (i) topic terms and (ii) their probability values. For instance, given a set of text documents, we segment each text document to paragraphs. In the meantime, using LDA, we can extract a set of topics from the text documents. Based on our matching process, each paragraph is assigned to a topic, indicating that the paragraph best matches the topic. Finally, each topic has several best matched paragraphs. Furthermore, assuming there are a topic (e.g., Unemployment Problem) and the best matched paragraph (e.g., Up to 300 workers lost their jobs in XXX company at Seoul). In this case, we can grasp the detailed information of the social keyword such as "300 workers", "unemployment", "XXX company", and "Seoul". In addition, our system visualizes social keywords over time. Therefore, through our matching process and keyword visualization, most researchers will be able to detect social issues easily and quickly. Through this prototype system, we have detected various social issues appearing in our society and also showed effectiveness of our proposed methods according to our experimental results. Improving Public Medical and Social Services Market Management: Application of Information Technologies

  • This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

Examining the Debate of Social Security Pension Reform in the United States by 1996 (미국의 사회보장연금 개혁논쟁에 관한 고찰)

  • The purpose of this paper is to examine the issues and the characteristics of the recent social security pension debate in the United States. For the purpose the transforming process from the funded system to the pay-as-you-go system in the 1930s, three alternatives of social security reform proposed by the Social Security Administration in 1996, and the other various alternatives proposed by the politicians, the business leaders and the scholars were analysed. While the alternatives were compared, the critical issues could be identified. The core issues were as follows. First, the individual accounts should be newly made or not? Second, who is the main administrator, government or private investment companies? Third, what is important, the inter-generational and the vertical income redistribution effect or the individual equity in social security pension system? Besides, the different positions of the social forces were also examined. The supporters of privatizing the social security pension, supporters of IA and PSA, prefer the value of equity, the effect of promoting savings, the private management of the social security funds, and the investment of the funds to the private capital markets. The supporters of pay-as-you-go system, supporters of MB, prefer the inter-generational and the vertical income redistribution effect of social security pension, and were convinced that fundamental changes of the systems are not necessary, and the insolvency problem could be overcome through a few reform, for example, increasing the rate and decreasing the benefits.

  • The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.

The Understanding of a Social Enterprise from the Christian Perspective: Focused on a Missional Church (기독교적 관점에서 본 사회적 기업 이해: 선교적 교회를 중심으로)

  • The purpose of this study was to show how to utilize social enterprise in the Christian aspect, especially from the view of the missional church, and to show how to help the community develop. Social enterprises appeared when the government and non-governmental organizations felt limitation in dealing with social issues such as rapid urbanization, unemployment, and economic polarization that occurred due to high industrialization. Because social enterprises differ from countries and there are various kinds of social enterprises even in each country, there is no common international definition; it is not easy to define it with one word. However, several common values could be found through this study. As social enterprises developed in the world, the missional church was introduced to a Christian world around the same time. Through analysis of social enterprises and the missional church, A researcher found five common elements between them: time of first appearance, background of appearance, business value, focus of activities, and base elements. In addition, I discussed applicable suggestions that the missional church cooperated with social enterprises to make a healthier community.
