The ICT Operation Performance by a New ICT Investment and Policy Consistency of Government Organizations (정부조직의 신규 ICT 투자와 정책 일관성에 따른 ICT 운영 성과)

  • The purpose of this study is to examine an organizational ICT(Information and Communication Technology) performance by ICT investment and policy consistency of government organizations. As the rapid development of ICT is becoming an essential element of social culture, the ICT operation of bureaucratic government also is becoming important. The central government has invested substantially new ICT for improving the quality of nationwide service and to promote administrative efficiency. However, various departments of government occur frequently duplication investments of ICT, and budget conflicts between organizations caused difficulties in maximizing ICT competency. I will confirm the ICT operational performance by ICT investment behavior and organizational work competency as well as the significance of ICT policy consistency. The method of study used a structural equation. The research model set ICT investment behavior as independent variables, organizational work competencies and policy consistency as mediations, and operational performance as dependencies. As a result of the research, New ICT interests show negative effects that caused work change between government organizations and government-funded body. But, New ICT convergence shows positive effects on increasing the two competency variables. The two competency variables show negative effects that caused changes in ICT policy consistency and show no impact on the ICT operational performance. The ICT policy consistency shows a positive effect on enhancing ICT operational performance. The study contribution explain updated the contingency theory and because the ICT policy consistency is essential, negotiation between government organizations will be important. Future research will require a qualitative study through interviews in government organizations about consistency enhance of ICT policy.

A New Approach to Income Inequality in South Korea (한국의 소득불평등에 관한 새로운 접근)

  • This paper attempts to provide a new theoretical approach and an empirical analysis based on it to interrogate the structure of household income inequality and its changes in South Korea in the 2010s. Previous research on inequality in sociology, labor economics and feminism has focused on local inequalities which derive from specific spaces of society. For a comprehensive understanding of social inequality in totality, it requires a discussion of global inequality beyond local inequalities. Thus, a synthetic approach that integrates local inequalities, encompassing class, the labor market, population, and family. By using regression-based inequality decomposition, we decompose the contribution of gender, level of education, employment status, occupation, household composition and wealth to household income inequality. This paper shows that household and wealth, as well as the factors discussed in the previous research, are significant factors affecting household income inequality in South Korea.

No Association between Polymorphisms of Vitamin D and Oxytocin Receptor Genes and Autistic Spectrum Disorder in a Sample of Turkish Children

  • Objective: Autism spectrum disorder (ASD) is a neurodevelopmental disorder characterized by impairment in social skills and communication with repetitive behaviors. Etiology is still unclear although it is thought to develop with interaction of genes and environmental factors. Oxytocin has extensive effects on intrauterine brain development. Vitamin D, affects neural development and differentiation and contributes to the regulation of around 900 genes including oxytocin receptor gene. In the present study, the contribution of D vitamin receptor and oxytocin receptor gene polymorphisms in the development of ASD in Turkish community was investigated. To our knowledge, this is the first study examining these two associated genes together in the literature. Methods: Eighty-five patients diagnosed with ASD according to DSM-5 who were referred to outpatient clinics of Child and Adolescent Psychiatry of Başkent University and Mersin University and 52 healthy, age and gender-matched controls were included in the present study. Vitamin D receptor gene rs731236 (Taq1), rs2228570 (Fok1), rs1544410 (Bsm1), rs7975232 (Apa1) polymorphisms and oxytocin receptor gene rs1042778 and rs2268493 polymorphisms were investigated using real time polymerase chain reaction method. Results: No significant difference between groups in terms of distribution of genotype and alleles in each of polymorphisms for these genes could be found. Conclusion: Knowledge of genes and polymorphisms associated with the development of ASD may be beneficial for early diagnosis and future treatment. Further studies with larger populations are required to demonstrate molecular pathways which may play part in the development of ASD in Turkey.

What has Changed at Seoul National University Since the Transition to Corporations? Exploratory Analysis of Internal Members' Perceptions and Experiences (서울대는 법인화 이후 무엇이 변화되었나? 내부 구성원의 인식과 경험 탐색적 분석)

  • The purpose of this study is to explore and analyze what has changed in Seoul National University (SNU) since its incorporation, focusing on the perceptions and experiences of its internal members. To this end, semi-structured interviews were conducted with members of SNU, professors, staff, and students. The interview results were presented by categorizing them into changes in the overall evaluation of the incorporation, positive and negative changes, education, research, social contribution, and operating system. Overall, with regard to the changes after incorporation, the members of SNU showed a common perception that it was difficult to feel the change or that there was little change. As for positive changes, they mentioned the expansion of university finances, increased autonomy in operation, and improved responsiveness to environmental changes. As for negative changes, they mentioned the ambiguity of SNU's legal status, and the excessive increase of direct and aggressive influence from outside. In the last part, the main findings were summarized and their meaning and implications were discussed.

Co-orientation Analysis of Workers' and Managers' Perceptions on Untact Work (비대면 근무에 대한 근로자와 관리자의 인식에 관한 상호지향성 분석)

  • Recently many organizations have adopted 'untact' work due to social distancing caused by Coronavirus-19. To clarify some controversy about the effectiveness from 'untact' work, it is necessary to examine the cognition of organizational members. This study identified issues in 'untact' work from the literature review, analyzed the content of in-depth interviews with workers and managers experiencing 'untact' work, and compared both groups' cognition by applying the co-orientation model. Both groups pointed out the communication difficulty as the top disadvantage and showed no significant differences in job satisfaction, organizational commitment, and work-life balance. However, the two groups showed significant differences in their cognition about performance evaluation (agreement and workers' congruence) and productivity enhancement (workers' accuracy). This paper has an academic contribution in that it has focused on cognitive gaps between workers and managers, urges organizations to devise ways to reduce the gaps, and suggests future studies with quantitative approaches.

A Survey of Application Layer Protocols of Internet of Things

  • The technological advancements of the last two decades directed the era of the Internet of Things (IoT). IoT enables billions of devices to connect through the internet and share their information and resources on a global level. These devices can be anything, from smartphones to embedded sensors. The main purpose of IoT is to make devices capable of achieving the desired goal with minimal to no human intervention. Although it hascome as a social and economic blessing, it still brought forward many security risks. This paper focuses on providing a survey of the most commonly used application layer protocols in the IoT domain, namely, Constrained Application Protocol (CoAP), Message Queuing Telemetry Transport (MQTT), Advanced Message Queuing Protocol (AMQP), and Extensible Messaging and Presence Protocol (XMPP). MQTT, AMQP, and XMPP use TCP for device-to-device communication, while CoAP utilizes UDP to achieve this purpose. MQTT and AMQP are based on a publish/subscribe model, CoAP uses the request/reply model for its structuring. In addition to this, the quality of service provision of MQTT, AMQP, and CoAP is not very high, especially when the deliverance of messages is concerned. The selection of protocols for each application is very a tedious task.This survey discusses the architectures, advantages, disadvantages, and applications of each of these protocols. The main contribution of this work is to describe each of the aforementioned application protocols in detail as well as providing their thorough comparative analysis. This survey will be helpful to the developers in selecting the protocol ideal for their system and/or application.

  • Under the Act on Medical Technicians, etc. in Korea, medical technicians are supposed to perform their duties under the guidance of a doctor or dentist. However, considering the actual work behavior, domestic and international trends, and the level of education of medical technicians, professionalism must be recognized. Such a professional and independent operating system must guarantee the autonomy of medical technicians, and it can be said that changes are necessary in law. In other words, it is necessary to change to "request and prescription" rather than "supervision" according to the needs of the times when the concept of "request" and "cooperation" is applied in many countries and an excellent curriculum. These changes can be called the demands of the times and changes for the improvement of medical services and social contribution.

Moderating Effect of Support on the Relationship between Customer Violence Experience and Mental Health of Customer Service Workers (고객응대 근로자의 고객 폭력 경험과 정신건강과의 관계에서 동료지지의 조절효과)

  • Purpose: The purpose of this study was to examine the impact of encounters with customer violence on the mental health of customer service workers, and to verify the moderating effect of coworker support. Methods: Workers who indicated that they engaged directly with individuals other than coworkers for more than 25% of their working hours, such as customers, passengers, students, and patients, were the focus of the 6th Korean Working Conditions Survey in 2020. A total of 13,682 people were chosen as the final research subjects, responses from dishonest respondents who had picked "don't know/no answer" or indicated "reject" to pertinent topics such mental health level, were discarded. After adjusting for socio-demographic and vocational characteristics that influence mental health in customer service workers, a hierarchical regression analysis was executed, which incorporated input on customer violence experiences, coworker support, and interaction terms on a step-by-step basis. Results: It transpired that interactions with customer violence had a negative impact on workers' mental health. Additionally, it was shown that workers' mental health status as coworker support increased. Conclusion: This study's limitations include differences in the period the questions were posed, and limitations in interpretation to all workers. And it is difficult to determine the relationship between the frequency of customer violence, occupational characteristics and mental health. Despite its limitations, this study makes an important contribution toward fostering an environment where coworkers can continue to help one another.

"Say Hello to Vietnam!": A Multimodal Analysis of British Travel Blogs

  • This paper reports the findings of a multimodal study conducted on 10 travel blog posts about Vietnam by seven British professional travel bloggers. The study takes a sociolinguistic view to tourism by seeing travel blogs as a source for linguistic and other semiotic materials while considering language as situated practice for the social construction of fundamental categories such as "human," "society," and "nation." It borrows concepts from Halliday's Systemic Functional Linguistics for interpersonal metafunction to develop an analytical framework to study how the co-occurrence of text and still images in these travel blog posts formulated the portrayal of Vietnam as a tourism destination and indicated the main sociolinguistic features of the blogs. The analysis of appreciation values and interactive qualities encoded in evaluative adjectives and still images show that Vietnam is generally portrayed as a country of identity and diversity. It provides tourists with positive experiences in terms of places of interest, food and local lifestyles and is cost-competitive. Strangerhood and authenticity are two outstanding sociolinguistic features exhibited in these travel blog posts. The findings of this study also underline the co-contribution of the linguistic sign, in this case evaluative adjectives, and the visual sign, in this case still images, as interpersonal meaning-making resources. To portray Vietnam, still images served as integral elements to evidence the credibility of verbal narrations. To unveil sociolinguistic characteristics of travel blogs, still images supported the linguistic realizations of authenticity and strangerhood on the posts, and in some case delivered an even stronger message than words. Not only does the study present a source of feedback from international travelers to tourism practice in Vietnam, but it also provides insights into multimodal analysis of tourism discourse which remains an under-researched area in Vietnam.

  • This study aims to analysis the types of features of confucian values of China normal university students. To achieve this purpose, Q methodology is applied. This study was conducted at Sichuan Normal University in China. Total 42 students and 47 statements collected through literature research. The implementation were formed in four types, statism, traditionalism, nominalism, and naturalism. Through this study, from the perspective of international relations, family relations, and friendship, all four type of features were presented intellectualized intelligentiae. The common feature of the four types is gender role, and the cognition of gender role is changing, and women will becoming an independent individual. Although confucian values had made great contribution for the development of Chinese traditional culture, it is an undeniable fact that some ideas not according with the modern social demand for development are hidden in the back.And we should look at and appreciate confucian values from a comprehensive and dialectic view.
