The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.
The purpose of this study is to explore the possibility of using crowdsourcing as a means to expand the participation of citizens in the process of smart urban regeneration New Deal policy. Using mobile devices, they built a crowdsourcing prototype system that enables residents to provide location-based ideas and opinions about the urban regeneration New Deal policy and share and manage the collected data. The system was applied to the actual urban regeneration New Deal project site to draw implications. The main research results are as follows. First, crowdsourcing is a means of strengthening expertise by utilizing collective intelligence dispersed among local residents. Through the online platform developed in this study, various ideas and opinions of the community can be collected. Second, the procedural legitimacy and transparency of the rehabilitation project can be secured by expanding the participation opportunities of the residents. Third, the efficiency of project promotion can be improved through participation of residents using online platform.
This study aims to investigate the urban regeneration policies in Japan especially focusing "New Town" regeneration. New Town projects were launched in major Japanese cities, aiming to form a designed urban housing area and a mass supply of quality housing, in order to solve the lack of housing and urban sprawl which became a serious issue due to the over-concentration of population and industries in the city during the period of rapid economic growth. Tama New Town and Kohoku New Town are well-known development projects in 1970s and 80s; They attract wide attention again as urban regeneration policies focusing on a Smart city as well as Private-Public Partnership.
This study aims to suggest the direction of urban regeneration policies of Gangwon-do in accordance with COVID-19 outbreak, and the results are as follows. First, it is inevitable to urgently execute the project from the perspective of cities and counties in Gangwon-do, where the promotion of urban regeneration projects has been delayed due to COVID-19 incident. As a result, it is highly likely to cause the employees overloaded and have negative effect on achieving the goals of urban regeneration, so, it is necessary to provide support measures at the government and provincial level, such as the actual execution index and the adjusting time of start and completion of particular business. Second, as the uncertainty of COVID-19 continues, it needs to strengthen the operation and monitoring of urban regeneration support centers in Gangwon-do and examine the changes in business operation plans in advance. In particular, the decrease in visitors to traditional markets and restaurants is expected to have a direct effect on small business owners engaged in the service industry. Therefore, it is necessary to actively consider the utilization plans of smart city regeneration, such as online shopping and non-contact payment. Third, it is necessary to phase in smart urban regeneration training focused on information weakness to narrow the digital gap, in preparation for general lifestyle changes such as contactless and non-face-to-face interactions. At a time when new light is being shed on local areas, which are quieter than heavily populated cities, a project that reflects the regional characteristics and culture of Gangwon-do is necessary.
The purpose of this study is to suggest diagnosis indicators and checklist for urban regeneration projects by Korea Land & Housing Corporation(LH). There are already deprivation indices in the Urban Regeneration Act but not any additional guidelines in the practical aspect. In order to use the diagnosis indicators, the central government should supply more specific checklist to the actors in the regeneration field. The key actor of many stakeholders is LH as an operator and implementer in the regeneration projects. So far, LH has developed housing and cities and there haven't been any obvious changes to realize public benefit in the deteriorated area. From now on, It has to plan, implement, and manage a lot of regeneration projects entirely. Therefore, It is necessary to develope and apply the diagnosis indicators and checklist based on projects. This paper came up with the 6 factors related with LH business field : housing, urban infrastructure, public service, private service, environment, and smart city. For these, 32 diagnosis indicators and 72 checklists were selected that can include both physical and qualitative indicators. These can be used not only for the selection of regeneration projects but also for the process monitoring such as planning and implementation.
글로벌 스마트도시 추진 동향을 기반으로 2018년 '4차산업혁명위원회'는 국내 스마트도시 정책의 방향과 관련하여 '지속가능성'과 '사람중심'을 핵심 키워드로 선정하였다. 이에 따라 국내 스마트도시사업 추진단계별로 적극적인 시민중심의 혁신 방법론인 리빙랩 프로그램을 적용하고 있다. 스마트도시는 리빙랩을 통해 시민이 중심이 되어 지역문제를 발굴하고, 공공·전문가와 함께 시민의 니즈(Needs)를 반영한 해결방안 도출을 통해 지속가능한 도시문제 해결방안 및 지역발전 방안을 마련하고 있다. 그러나 상대적으로 오랜 시간 운영된 도시재생사업과 비교할 때 스마트도시사업의 시민참여는 그 수준이나 지속가능성에서 상당한 차이가 있는 것으로 나타났다. 이에 본 연구는 2018년부터 2019년까지 추진된 스마트도시사업에서 수행한 리빙랩 프로그램 사례를 대상으로 도시재생사업 단계별 시민참여 특성과의 비교 분석과 Arnstein의 '참여의 사다리' 모형을 기준으로 한 시민참여 활동 수준진단을 수행하였다. 진단결과, 스마트도시사업에서 수행된 리빙랩에 나타난 시민참여 활동은 스마트도시서비스의 선정이나 해결책 구성 등에 상대적으로 높은 수준의 권한을 기반으로 지역주민의 수요에 맞는 스마트도시서비스를 선택하고 지역에 맞는 서비스의 기술수준이 결정되는 데 큰 영향을 보이고 있었다. 그러나 스마트도시 구축사업만을 위한 단발성 성격의 시민참여단 모집으로 사업 종료 후 에는 대부분의 시민참여활동이 중단되고 있었다. 이에 반해 도시재생사업의 시민참여 활동은 지역공동체 중심으로 사업 계획 단계부터 사업 종료 후 운영단계까지 지속적인 운영·관리 방안이 도출되고 있었다. 본 연구는 이와 같은 도시재생사업과 스마트도시사업간의 시민참여의 특성 비교와 수준진단을 통해 보다 지속가능한 스마트도시 구현을 위한 시민참여활성화 방안을 제시하였다.
본 연구는 버스환승정보센터의 디지털기기에 마이크로 인터렉션을 적용하여 UI를 설계한다. UI를 설계하면서 디지털기기에 사용이 어려운 고령자의 특성을 물리적, 인지적 기준으로 분류하고 문제점을 파악하여 지금까지 연구되어온 타이포그래픽, 컬러 등의 그래픽적 요소가 아닌 마이크로인터렉션 효과를 적용하여 고령자에게 디지털기기의 사용성을 높이기 위한 UI를 설계하였다.
최근 한국 여름 기후의 열대화 현상이 급속화 됨에 따라 잦은 장마와 태풍으로 인해 방제 약품이 씻겨나가 방제가 제대로 안되는 경우가 많아졌다. 이는 식물과 작물들이 병해에 약해지는 계기를 만들었다. 따라서 본 논문에서는 그 중 실내 농사가 어려운 감귤에 중점을 잡고 감귤에서 주로 나타나는 흑점 영상 인식에 대한 모델을 제안하였다. HSV 공간으로의 변환과 LBP 기법을 통해 간단하지만 인식률을 높일 수 있는 방안을 마련하고자 했다. 자원과 계산을 효율적으로 사용하기 위해 모델을 간략화 하였으며 추후 스마트팜의 연구에 도움이 될 수 있을 것이라 기대한다.
본 연구는 「도시재생 활성화 및 지원에 관한 특별법」에 따라 2017년부터 시작된 도시재생 뉴딜사업(이하 '뉴딜사업')의 종류가 다양해짐에 따라 데이터 기반의 정확한 쇠퇴진단과 사업유형 예측이 중요하다고 판단되어, 전국 읍면동을 대상으로 가장 적합한 뉴딜사업 유형을 판별할 수 있는 적용 모형 개발을 위한 연구를 수행하였다. 적용 모형 개발을 위한 데이터는 통계지리정보서비스(SGIS)와 도시재생정보체계의 '도시재생 종합정보 개방체계'를 통해 수집하고 데이터 전처리를 거쳐 분석 모델을 위한 데이터를 구축하였다. 적용 모형은 다항 회귀분석과 다항 로지스틱 회귀분석을 통해 4가지 모형을 도출하였다. 4가지 모형의 적용 가능성과 유효성 검증을 위해 서울특별시를 대상으로 각 모형별로 기존에 선정된 뉴딜사업지에 공간분포도를 비교 분석한 결과 DI-54 모형이 가장 높은 일치율을 확인할 수 있었다. 또한 DI-54 모형을 전국 954개 도시 쇠퇴지역에 적용해본 결과에서도 적합 도시재생 사업유형 판별에 활용 가능성을 확인할 수 있었다.
최근 도시재생을 통해 도심 속 유휴공간의 재활용 방안에 한 관심도가 높아지고 있다. 이에 유휴공간을 재생하여 새로운 부가가치를 창출해 내기 위한 다양한 연구가 진행 중이다. 본 연구는 유형별 유휴공간의 재생이 주민 삶의 질과 지역경제 활성화에 어떠한 영향 관계 및 구조를 가지고 있는지 알아보기 위한 목적으로 진행되었다. 연구가설은 Smart PLS 3.0 패키지로 적합성 및 통계적 유의성 분석을 실시하여 검증하였다. 연구 결과 총 11개의 가설 중 '경제기반형 PLS 구조모형'에서는 6개의 가설이, '근린재생형 PLS 구조모형'에서는 4개의 가설이 검증되었다. 그 결과를 크게 몇 가지로 요약할 수 있는데, 첫째, 유휴공간의 재생(경제기반형, 근린재생형)을 통해 거주민의 삶의 질과 지역경제활성화를 동시에 만족하려면 문화적 차원에 대한 부문을 공통적으로 고려해야 한다. 둘째, 물리적 차원이 주민 삶의 질에 미치는 영향은 '경제기반형 PLS 구조모형'에서만 유의한 것으로 나타났다. 셋째, 사회적 차원은 '근린재생형 PLS 구조모형'에서만 유의한 것으로 도출되었다. 본 연구는 유휴공간의 재생에 관한 실증 결과를 분석했으며, PLS 구조 모형의 유형별 차이가 존재함을 밝혔다는 것에 의의가 존재한다.
