An Efficiency Analysis of Fishery Output in Coastal Areas of China

  • The purpose of this study is to measure the productivity of fisheries in China's coastal areas (including inland and marine fisheries) and to analyze the factors influencing the development of fishery economy in each province by comparing regional differences. The input indicators used for efficiency analysis are fish farms, ships and staff numbers, and the output indicators are fish catch and net income. In this paper, we used six years of data from 2013-2018 and DEA-Malmquist index was used to analyze the efficiency of coastal fisheries production in 11 areas of China's coast. According to the analysis from 2013 to 2018, the fishery output efficiency in China's coastal areas has improved to some extent, but most provinces and regions are characterized by technological progress, and the technological efficiency still needs to be further improved. The conclusion can provide reference for the development planning and policy measures of regional fishery industry in China's coastal areas.

Application of a Dynamic Positioning System to a Maritime Autonomous Surface Ship (MASS)

  • The development and introduction of a Maritime Autonomous Surface Ship (MASS) are some of the most important changes leading to the fourth industrial era in the maritime area. The term 'MASS' refers to a ship operating independently, without human intervention, to reduce maritime accidents caused by human errors. Recent UK findings MASS also noted that particularly the dynamic positioning system will be considered to apply as newly function to a MASS. The DP system, a ship system developed decades ago and used for specific purposes like offshore operations, provides various functions to facilitate the accurate movements of the vessel, and operators can make decisions within the DP system, in addition to the ordinary ship system. In this paper, it would like to present the connection and application method with the main technical elements of the DP system in connection with the main technology of the DP system to achieve the safe operation of a MASS. In particular, among various position reference systems, the capability plot function of DP system, and the "follow target" mode in the operation mode are attractive functions that can contribute to the safe operation of autonomous ships.

Tracking of ARPA Radar Signals Based on UK-PDAF and Fusion with AIS Data

  • To maintain the existing systems of ships and introduce autonomous operation technology, it is necessary to improve situational awareness through the sensor fusion of the automatic identification system (AIS) and automatic radar plotting aid (ARPA), which are installed sensors. This study proposes an algorithm for determining whether AIS and ARPA signals are sent to the same ship in real time. To minimize the number of errors caused by the time series and abnormal phenomena of heterogeneous signals, a tracking method based on the combination of the unscented Kalman filter and probabilistic data association filter is performed on ARPA radar signals, and a position prediction method is applied to AIS signals. Especially, the proposed algorithm determines whether the signal is for the same vessel by comparing motion-related components among data of heterogeneous signals to which the corresponding method is applied. Finally, a measurement test is conducted on a training ship. In this process, the proposed algorithm is validated using the AIS and ARPA signal data received by the voyage data recorder for the same ship. In addition, the proposed algorithm is verified by comparing the test results with those obtained from raw data. Therefore, it is recommended to use a sensor fusion algorithm that considers the characteristics of sensors to improve the situational awareness accuracy of existing ship systems.

  • 항로표지는 해상상황 정보를 수집하고 선박들의 항해에 안전을 도모하기 위해 설치 및 운용되고 있다. 관련해 개별 지방청에서 운영되는 데이터를 빅데이터 형태로 활용하고자 하는 경우 수집된 데이터의 품질에 대한 평가가 이루어져야 한다. 본 논문에서는 수집된 항로표지 데이터의 누락 정보를 중심으로 데이터 수집에 있어 장애 생성의 주된 원인을 찾고자 하였다. 수집된 데이터의 분석 결과 기상악화와 표지의 전압이 하락한 날에 데이터 결측 발생률이 톺음을 확인할 수 있었다. 이를 통해 기상 상황, 표지의 전압 상태 그리고 수집된 데이터 개수의 비교를 통해 기상악화가 영향을 미쳤을 수 있음을 확인하였다.

A Study on Estimating the Appropriate Fee of Aids to Navigation Service for the Pyeongtaek Regional Office of Oceans and Fisheries (평택지방해양수산청의 적정 항로표지이용료 추정에 관한 연구)

  • Aids to Navigation (AtoN) contribute to preventing marine accidents and protecting marine environment by providing various information such as location information etc. to ships. Recognizing the importance of the AtoN, a 24 won of the AtoN service fee is charged for ships entering and leaving international trade ports. However, while the 24 won of the AtoN service fee has been maintained since its establishment in 1999, the demand for new roles of the AtoN service for autonomous shipping and smart port operations, etc. has gradually increasing with the change of shipping and port 4.0. Thus the purpose of this study was to estimate the appropriate level of the AtoN service fee in accordance with such changes in the shipping and port industries. To accomplish this, a method of recovering the total cost was introduced to the PROOF (Pyeongtaek Regional Office of Ocean and Fisheries). It is estimated that there are four cases in which estimation of the AtoN service fee is estimated in two cases year by year and conversion year, the AtoNs of PROOF are classified into the all and part of a ship using the trade port. As a result of the estimation, the AtoN service fee of PROOF is estimated at 53.78-71.62 won (as of 2019), and 29.78-47.62 won is higher than the today at 24 won. The results of this study can be used as useful basic data for the operation of budgets and policy management considering the role of the AtoN.

Multi-Device-to-Multi-Device Communication for Efficient Contents Distribution on Board the Ship (선박 내 효과적인 콘텐츠 분배를 위한 다중 단말 간 직접통신)

  • Internet traffic is rapidly increasing due to the spread of personal smart devices. It causes serious burden on base stations and access points which are installed in buildings, buses, trains, and ships. We consider a communication scenario aboard a cruise ship and propose efficient contents distribution schemes to alleviate the burden of access points with multi-device-to-multi-device(MD2MD) communication. The proposed transmission method is based on the hybrid STBC-SM scheme. We compare the error performance of MD2MD communication system on the cruise ship using space-time block coding (STBC) scheme, spatial multiplexing (SM) scheme. The proposed MD2MD communication system is expected to adopt in the ship-area-network (SAN) with efficient contents distribution and reliable communication.

  • We have studied on the maritime navigation with functions of navigation route search and maritime safety information for small-size fishery ships, fishing boats, yachts, and boats in coastal seas. We have designed a smart phone application which is more exact information on marine obstacles of islands, aquafarms, and rocks by using land navigation techniques. Our navigation system is relatively easy to be used for costal navigation and may be a substitute for expensive ECDIS(Electronic Chart Display and Information System). Our system consists of maritime navigation databases to manage necessary maritime data and a mobile application to support maritime navigation for operators. We believe that our research findings can improve safety navigation in coastal seas by supporting lower cost, no time-consuming installation and maintenance, and easy-to-use operations.

Hydrodynamic interactions and coupled dynamics between a container ship and multiple mobile harbors

  • As the size of container ships continues to increase, not many existing harbors can host the super-container ship due to its increased draft and the corresponding dredging requires huge budget. In addition, the minimization of waiting and loading/offloading time is the most important factor in harbor competitiveness. In this regard, mobile-harbor concept has been developed in Korea to achieve much improved harbor capacity and efficiency. In developing the concept, one of the most important elements is the operability of crane between two or more floating bodies in side-by-side arrangement. The container ship is to be stationed through a hawser connection to an outside-harbor fixed-pile station with the depth allowing its large draft. The mobile harbors with smart cranes are berthed to the sides of its hull for loading/offloading containers and transportation. For successful operation, the relative motions between the two or more floating bodies with hawser/fender connections have to be within allowable range. Therefore, the reliable prediction of the relative motions of the multiple floating bodies with realistic mooring system is essential to find the best hull particulars, hawser/mooring/fender arrangement, and crane/docking-station design. Time-domain multi-hull-mooring coupled dynamic analysis program is used to assess the hydrodynamic interactions among the multiple floating bodies and the global performance of the system. Both collinear and non-collinear wind-wave-current environments are applied to the system. It is found that the non-collinear case can equally be functional in dynamics view compared to the collinear case but undesirable phenomena associated with vessel responses and hawser tensions can also happen at certain conditions, so more care needs to be taken.

  • The important field of research on ship operation is related to the high efficiency of transportation, the convenience of maneuvering ships and the safety of navigation. For these purposes, many intelligent technologies for ship automation have been required and studied. As a way of practical application for a smart ship based on network system, this paper proposes the intelligent control system for ship steering gear based on TCP/IP and desires to testify the validity of the proposal by applying the fuzzy control model to the steering gear system. As study method, the fuzzy inference was adopted to build the maneuvering models of steersman and then the network system was implemented using the TCP/IP Socket programming. Lastly, the miniature steering control system was designed to testify for its effectiveness.

Changes in the Hydrodynamic Characteristics of Ships During Port Maneuvers

  • To reach a port, a ship must pass through a shallow water zone where seabed effects alter the hydrodynamics acting on the ship. This study examined the maneuvering characteristics of an autonomous surface ship at 3-DOF (Degree of freedom) motion in deep water and shallow water based on the in-port speed of 1.54 m/s. The CFD (Computational fluid dynamics) method was used as a specialized tool in naval hydrodynamics based on the RANS (Reynolds-averaged Navier-Stoke) solver for maneuvering prediction. A virtual captive model test in CFD with various constrained motions, such as static drift, circular motion, and combined circular motion with drift, was performed to determine the hydrodynamic forces and moments of the ship. In addition, a model test was performed in a square tank for a static drift test in deep water to verify the accuracy of the CFD method by comparing the hydrodynamic forces and moments. The results showed changes in hydrodynamic forces and moments in deep and shallow water, with the latter increasing dramatically in very shallow water. The velocity fields demonstrated an increasing change in velocity as water became shallower. The least-squares method was applied to obtain the hydrodynamic coefficients by distinguishing a linear and non-linear model of the hydrodynamic force models. The course stability, maneuverability, and collision avoidance ability were evaluated from the estimated hydrodynamic coefficients. The hydrodynamic characteristics showed that the course stability improved in extremely shallow water. The maneuverability was satisfied with IMO (2002) except for extremely shallow water, and collision avoidance ability was a good performance in deep and shallow water.
