A New Bank-card Number Identification Algorithm Based on Convolutional Deep Learning Neural Network

  • Recently bank card number recognition plays an important role in improving payment efficiency. In this paper we propose a new bank-card number identification algorithm. The proposed algorithm consists of three modules which include edge detection, candidate region generation, and recognition. The module of 'edge detection' is used to obtain the possible digital region. The module of 'candidate region generation' has the role to expand the length of the digital region to obtain the candidate card number regions, i.e. to obtain the final bank card number location. And the module of 'recognition' has Convolutional deep learning Neural Network (CNN) to identify the final bank card numbers. Experimental results show that the identification rate of the proposed algorithm is 95% for the card numbers, which shows 20% better than that of conventional algorithm or method.

  • 지역의 전통문화자원은 독특한 문화적 특성을 가지고 있어 차별화 가능성이 높은 콘텐츠 자원이다. 따라서 지역 문화자원을 콘텐츠로 개발하면 경제적 가치 창출과 함께 지역을 상징하는 브랜드로 활용할 수 있다. 본 논문에서는 전남 지역의 전통문화자원을 활용하여 콘텐츠 소재로 활용하고 전남도에서 추진하는 '남도 르네상스' 사업 콘텐츠와의 연계성을 강화하기 위한 방안을 제안한다. 전남 시군의 자원 요소와 분석을 통해 지역 간 협업을 위해 콘텐츠 연관성을 갖는 지역으로 7개 권역을 제안한다. 권역별 상징성을 갖는 스토리를 발굴하고 체계화 할 수 있도록 "스토리 사랑방'을 제안한다. 개발된 이야기 자원을 실감미디어 제작 기술과 가상현실 플랫폼 등을 통해 체험형 콘텐츠로 개발하고 관광 콘텐츠로 확장하여 콘텐츠 창구효과로 확대한다. 이를 통해 상대적으로 콘텐츠 사업화 기반이 취약한 시군의 콘텐츠 경쟁력을 높일 수 있다. 또한 지역 간 협력 거버넌스 확대로 공동 콘텐츠 개발 기회를 높이고 관광 콘텐츠로 활용성을 높여 지역경제 발전과 관련 산업 발전에 기여할 수 있다.

한-아세안 민관 네트워크기반의 스마트시티 수출을 위한 거점 HUB 플랫폼 개발에 관한 연구 (A study on the Development of a Smart city Export HUB Platform based on Korea-ASEAN Public-Private Network)

  • 최근 아세안은 우리나라의 새로운 생산기지이자 소비시장으로서 각 지역에서 생산 네트워크의 활용에 대한 관심이 높아지고 있다. 특히 아세안 국가의 도시화는 상대적으로 빠른 속도로 진행되고 있으며, 각 국가들은 주거, 교통, 물류, 방범, 방재 등 낙후된 기초 인프라 시설 개선을 위해 첨단 ICT와 결합한 스마트시티 사업을 추진하고 있다. 본 연구의 목적은 국내 우수한 스마트시티 솔루션을 보유한 기업들이 아세안 국가와의 네트워크를 통해 스마트시티 구축에 참여할 수 있도록 Web 기반의 스마트시티 수출 거점 HUB 플랫폼을 개발하는 데 있다. 이러한 플랫폼을 통해 아세안 국가의 스마트시티 구축에 대한 수요를 확보할 수 있으며, 한-아세안 민관 네트워크 구축을 통해 향후 아세안 국가에서 계획 중인 스마트시티를 보다 혁신적으로 추진할 수 있다. 또한 국내 우수 기업들과 협업을 통해 실제 도시에 적용이 가능하게 되면, 세계적인 스마트시티 플랫폼 모델로 자리매김할 수 있을 것으로 기대된다.

스마트-독립전력망을 사용한 소규모 태양광 발전소의 건설과 운영: 한국-탄자니아 적정기술 거점센터의 사례 (Construction and Operation of Small Solar Plant Using Smart-Off-Grid: Case of Tanzania-Korea Innovative Technology and Energy Center)

  • 안정적인 전력 공급은 해당 지역의 생활수준 개선과 소득 수준에 중요한 역할을 하기 때문에, 공적개발원조 (Official Development Assistance, 이하 ODA)의 중요한 목표중에 하나이다. 하지만 수많은 개도국의 교외지역은 국가 전력망과 제대로 연결되지 못하여 전력을 전혀 공급 받지 못하고 있고, 국가 전력망과 연결된 일부 받는 지역도 전력 용량의 한계로 인해 수시로 정전이 일어나고 있는 상황이며, 이는 해당 지역의 소득 수준 향상과 생활수준 개선에 큰 장애요소로써 작용하고 있다. 서울대학교가 넬슨-만델라 아프리카 과학기술원 (Nelson-Mandela African Institution of Science and Technolgoy, 이하 NM-AIST)과 협력하여 건립된 한국-탄자니아 적정기술거점센터 (Korea-Tanzania Innovative Technology and Energy Center, 이하 iTEC)은 이러한 문제를 해결하기 위해, 전력이 공급되지 않는 탄자니아 교외지역에 스마트-독립전력망을 활용한 소규모 태양광 발전소를 건설하고, 이와 연계된 사업을 진행함으로써, 이러한 문제를 해결하고자 한다. 이를 위해 킬리만자로 (Kilimanajaro) 주 음카라마 (Mkalama) 마을과 아루샤 (Arusha) 주 응구르도토(Ngurdoto) 마을에 각각 10 kW, 7 kW급 태양광 발전소를 건설하여, 각각 50 여가구에 전력을 공급하고 있다. 또한, 이에 대한 데이터를 수집하고 발전소와 배전 시스템의 운영을 위해 스마트 모니터링 시스템을 설치하였다. 이를 통해 고장 진단, 사용량 측정 등 다양한 기능을 수행하고 있다. ITEC에서는 이러한 스마트-독립전력망을 활용한 소규모 태양광 발전소 건설과 전력 공급, 그리고 다양한 연계사업 진행을 통해 지속가능한 개발도상국 농촌 주민의 소득수준과 삶의 질 향상을 도모하고 있다.

교육 수요 조사를 통한 스마트 수산 양식 분야의 융합형 인재 양성 교육 프로그램 개발 방향 설정을 위한 탐색적 연구 (An exploratory study on establishment of a development direction on education training program for cultivating convergence human resources in smart aquaculture through a demand survey)

  • The objective of this study is to develop education programs for cultivating smart aquaculture experts through a education demand survey of industries, high school students, university (graduate) students and field workers. The industry demand analysis was conducted as an in-depth interview on representives from seven companies. Education demand surveys were conducted on 96 students and field workers in the Jeonnam region. Results on the demand survey were analyzed using frequency analysis and cross-analysis. The company representatives responded that they want to participated in internship and retraining programs to proactively secure manpowers with convergence capabilities about smart aquaculture. Seven companies preferred manpowers with basic competencies on ICT (Information and Communications Technologies) or aquaculture. The most respondents in the demand survey want to participate in the education program for experience on advanced technology, self-development and enhancement of work capability. On the other hand, some respondents said that the education is time-consuming and that the education program does not fit their level. Thus, the education program should be developed in a way to minimize the spatial and temporal limitations of education targets and to improve understanding of non-majors by reflecting the demands of human resources in the industrial field.

Smart Specialisation Strategy and the Role of Strong Clusters: As a Development Leverage in Asia

  • In this increasingly globalised and rapidly-changing world, the various challenges that can arise are also increasingly globalised and complex. These may range from economic, environmental, societal or even demographic challenges. Solutions should therefore be applicable world-wide, but they need to be properly adapted to the specifications and needs at the regional and country level. This implies that past models of centralised innovation can be progressively substituted by new approaches based on openness and strategic collaboration between the various players involved. There are various models of openness and collaboration in research, development and innovation creating scientific networks at different levels. This paper is designed in a way to present the concept of smart specialisation and clusters and how they are linked and contribute to the support of Smart Specialisation Strategy in the Asian countries. The following paragraphs describe how smart specialisation is applied and the importance of clusters in developing a S3 strategy. In addition, the status of cluster policies in Asia as well as the steps towards S3 are also presented. The status of cluster policies and their steps towards S3 policies in Asia are described. The approach of China to adopt S3 in their R&I policy is also presented. The scope of this paper, is to demonstrate the policy framework of cluster and S3 policies in the region of Asia and how they are applied. China has been further analysed as a case, since they are more active in applying such policies.

A New Policy of Spatial Development of Kazakhstan on the Principles of Inclusiveness and Smart Specialization

  • The aim of this study is theoretical and methodological justification of formation of a new policy of spatial development of Kazakhstan's economy, which is based on the principles of inclusiveness and smart specialization. Unlike previous research, the scientific significance of the obtained results consists in the conceptual justification of the basic theoretical concepts; spatial development, covering issues of concentration, specialization, and location of production. In this study, we used scientific methods: conceptual approach involves studying various concepts of spatial development on the principle of inclusive growth and smart specialization; economic analysis allows conducting a brief assessment of the economic status of regions for a certain period; structured approach involves to the formation of new policy of spatial development. Based on this research we conclude that most successful regions have formed based on principles of inclusiveness and smart specialization, which increases opportunities for well-functioning synergistic mechanism in the field of advanced technologies with subsequent access to global markets.

Real-Time Rotation-Invariant Face Detection Using Combined Depth Estimation and Ellipse Fitting

  • This paper reports a combined depth- and model-based face detection and tracking approach. The proposed algorithm consists of four functional modules; i) color-based candidate region extraction, ii) generation of the depth histogram for handling occlusion, iii) rotation-invariant face region detection using ellipse fitting, and iv) face tracking based on motion prediction. This technique solved the occlusion problem under complicated environment by detecting the face candidate region based on the depth-based histogram and skin colors. The angle of rotation was estimated by the ellipse fitting method in the detected candidate regions. The face region was finally determined by inversely rotating the candidate regions by the estimated angle using Haar-like features that were robustly trained robustly by the frontal face.

Extraction of Infrared Target based on Gaussian Mixture Model

  • We propose a method for target detection in Infrared images. In order to effectively detect a target region from an image with noises and clutters, spatial information of the target is first considered by analyzing pixel distributions of projections in horizontal and vertical directions. These distributions are represented as Gaussian distributions, and Gaussian Mixture Model is created from these distributions in order to find thresholding points of the target region. Through analyzing the calculated Gaussian Mixture Model, the target region is detected by eliminating various backgrounds such as noises and clutters. This is performed by using a novel thresholding method which can effectively detect the target region. As experimental results, the proposed method has achieved better performance than existing methods.

Dynamic buckling of smart sandwich beam subjected to electric field based on hyperbolic piezoelasticity theory

  • In this paper, dynamic buckling of the smart subjected to blast load subjected to electric field is studied. The sandwich structure is rested on Pasternak foundation with springs and shear elements. Applying piezoelasticity theory and hyperbolic shear deformation beam theory (HSDBT), the motion equations are derived by energy method. For calculating the dynamic instability region (DIR) of the sandwich structure, differential quadrature method (DQM) along with Bolotin method is used. The aim of this study is to investigate the effects of applied voltage, geometrical parameters of structure and boundary conditions on the DIR of the structure. The results show that applying negative voltage, the DIR will be happened at higher excitation frequencies. In addition, the clamped-clamped beam leads to higher excitation frequency with respect to simply supported boundary condition.
