A Study on the Measures for Export Promotion of Small and Medium Enterprise in Korea (중소기업 수출지원제도 개선에 관한 연구)

  • These days, Korean government has been expanding Free Trade Agreement (FTA) with major countries. Expansion of FTA, which means opening up the markets, can be the opportunity to develop for those enterprises with global competency; however, it surely brings disadvantages to such small and medium enterprises which function as an outsourcing and a subcontracted to large enterprises. For Korean economy to overcome the national income of US$20,000 and to jump up to the level of advanced countries, it is imperative to perceive a limit to the large enterprises only. Not only the leading efforts of small and medium enterprises to double the exports, but also realizing the policy reform for the consistent and intimate policy between the government and companies have to be proceeded. Therefore, primarily in this study, first, it includes the overview of the change in trade-environment in an era of FTA, governmental system and policy to support export for the small and medium enterprises; secondly, examination of the export capacity and some problematic factors in export for small and medium enterprises. Ultimately, it is suggested both reinforcement for global competency of the small and medium enterprises and an alternative policy for the support system in the time expecting export expansion.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • In this paper, we analyze the inventory and inspect cost of small-to-medium-sized enterprises which are getting orders from large enterprises using JIT(just in time) system. So far, we have not found the good inventory and inspect cost formula for the small-to-medium-sized enterprises. In this paper, we first survey the inventory and inspect strategy and cost formula of the small-to-medium-sized enterprises in this country. We are trying to mathematical modelling of several cases depending on the inventory and inspect strategy of large enterprises. We suggest inventory and inspect several cost formula by using the method minimizing the total cost of the small-to-medium-sized enterprises. We also give some numerical examples for your understanding.

  • In this Paper, We analyzed influence Factor to TPM Performance in medium and small enterprises by empirically. By Literature survey, We hypothesize education training and 5S influence to individual improvement, independence maintenance, planning and foresight, which also influence to flexibility, total equipment performance, quality, which finally influence to lower cost, delivery date. To analyze empirically, we survey questionnaire in medium and small enterprises being below 300 people. From statistical analysis, 7 hypotheses are rejected, which is different existing research. This is analyzed that reflect actuality that medium and small enterprises is different from large enterprises. We expect that result of this treatise does concentration effort in important factor to get TPM performance in medium and small enterprises.

The Interactive Relationship between Small and Medium-sized Enterprises' Clusters and Regional Economic Growth

  • Purpose - This paper aims to explain the interactive relationship between small and medium-sized enterprises' clusters and regional economic growth, with Jiangsu Province as an illustrative example. It focuses on studying the promotional effects, if any, of small and medium-sized enterprises' cluster-development on regional economic growth, and vice-versa. Research design, data, and methodology - Data were collected from the Jiangsu Statistical Yearbook and the China Industrial Economic Statistical Yearbook, by selecting 26 industries as the research subjects. The sample interval selection is 1981-2012. The data were analyzed with the dynamic panel system using stata 12.0. Results - 1) The small and medium-sized enterprises' cluster degree and Jiangsu's economic growth have a long-term stable equilibrium relationship. 2) In the short term, they have a dynamic adjustment 3) The enterprises' cluster degree leads to regional economic growth in Jiangsu, but not vice-versa. Conclusions - Small and medium-sized enterprises' clusters have an important promotional effect on Jiangsu's economic growth, especially industries with high degree of agglomeration. Therefore, the formation of these clusters can significantly improve economic growth.

Unlike the large scale enterprises in those days, hower, many small & medium enterprises especially the enterprises which are engaged in the manufacturing industry-aren't participate in information's rank due to the lack of funds, manpower, insufficient management environments, and manager or staff's lack of cognition as to information. So, this paper make a base of establishment for ISP through the establishment of ERP that is used to management activity for small & medium manufacturing enterprises. A way for small & medium enterprises' ERP construction is SMERP S/W for the small & medium enterprises' ERP package which is offered by the Korea chamber of commerce & industry. And, that is applied to the real management environment.

  • The status of small and medium-sized enterprises has been changed into more independent business entities rather than simply subcontractor so that the utilization of specialized knowledge has been much more necessary for the survival in the market. However, small and medium-sized enterprises, it is difficult to sufficient investment in knowledge services due to limited resources relative to large enterprises and demand for knowledge services business of government support is growing. For this reason, it is important to measure accurately the demand for knowledge services of small and medium-sized enterprises in knowledge management for effective utilization of knowledge service. In this study, we analyzed previous studies on small and medium-sized enterprises knowledge services that can be utilized in a comprehensive way. As a result, we developed knowledge service needs assessment model based on five critical success factors for continual growth and 12 types of knowledge service. This model has been modified and supplemented through expert meeting using delphi research method and topic modeling analysis using secondary data. This study is attempted to appropriately measure necessary knowledge services for small and medium-sized enterprises so that generated the evaluation model of knowledge service demands, comprehensively dealing with core knowledge services for many kinds of business entities. It is expected that the developed model will be a useful tool to understand and evaluate knowledge services demands of enterprises.

  • Technical innovation is very important in the small and medium enterprises. All successful innovation stars from a creative ideas, it be a new application for a technology, the satisfaction of a new identified need or of an old need in a new way, or the manufacture of a product by a different method. The purpose of this study is to investigate into the implementation effect of IMS(information management system) for information in small and medium enterprises. This research analysis was done as to small and medium enterprises of 24. The Results for this research analysis was as follows. First, the satisfaction scored 4.10 in information level up of the small and medium enterprises. Second, increased effect productivity scored 3.37 in samples of 17. Thrid, increased management efficiency productivity scored 3.14 in samples of 17.

Overseas Expansion Support to Small and Medium Enterprises: The Case of Japan and Germany (중소기업 해외진출지원에 관한 연구: 일본과 독일의 지원정책사례를 중심으로)

  • Purpose - This research analyzes overseas expansion support systems for small- and medium-sized enterprises in Germany and Japan. Germany and Japan have developed overseas expansion support policies for such enterprises. The study then explores the implications for Korea and its local governments. Research design, data, and methodology - We did a comparative analysis of Japan and Germany and their support for overseas expansion of small and medium companies. Data were mainly collected from the Ministry of Economy, Trade and Industry (Japan) and the Germany Trade and Invest (Germany) agency through statistics and literature surveys, and analysis studies. Results - First, human resources cultivation and funding support policies, which both Germany and Japan use as part of small- and medium-sized enterprise policies, should be modified to Korean circumstances and to reflect its own small- and medium-sized enterprise support needs. Second, both the German policies that support overseas expansion of small- and medium-sized enterprises and those of Japan's include the philosophy and methods that put an emphasis on these enterprises, despite the fact that there are big differences in the overseas policies in these two countries. Third, German and Japanese governments are embracing the idea that small- and medium-sized enterprises are key to their national economies and implementing policies based on the ratio occupied by these enterprises in the domestic consumption or GDP. In other words, Germany and Japan consider small- and medium-sized enterprises as central to their nation's industry, and assess them as economic industry that should definitely exist for the continued survival of big businesses, and not just as merely supplemental to big business. Fourth, whereas Germany emphasizes support to product exhibition in its overseas expansion support policies, Japan is providing integrated support containing foreign direct investment to small- and medium-sized enterprises. Fifth, there are differences in the overseas expansion support in Germany and Japan in terms of their support to big business. Whereas Germany considers support to big business unnecessary, Japan is implementing active support policies to areas corresponding to big business. Korea will have to benchmark the policies of Germany and Japan, and decide whether or not to give full support to small- and medium-sized enterprises, while excluding areas supporting big business. Conclusions - Based on this analysis of German and Japanese overseas expansion support policies, we need to choose the policies that will engender a solid outcome and derive modified policies for the circumstances of Korea. Additionally, we can use the comparison of the overseas support policies of Japan and Germany to choose small- and medium-sized enterprise overseas expansion support policies for Korea. However, we cannot provide specific overseas support policies by industry. This point will be referenced as a limitation of this study. In future research, we expect that some researchers will take an empirical approach to exploring Korean overseas expansion support through collecting cases of overseas support policies and interviewing policy authorities.
