A Study on the Variation of Motion Characteristics in Small Vessels Navigation with Respect to Incident Angle (소형선박 운항 중 입사각에 따른 운동특성 변화 연구)

  • Different incident angles concerning ocean conditions and weather greatly influence small vessel navigation. Particularly for small vessels, different incident angles result in distinct motion characteristics closely related to stability. Based on actual coastal wave data, this study conducted simulations and experiments to analyze the motion characteristics of small vessels navigating in irregular waves. The analysis revealed that significant motions primarily occurred at lower speeds from the bow sea. In contrast, as the speed increased, the roll motions due to the bow sea decreased, but those due to the stern seas increased. Consequently, adjusting the incident wave angles according to vessel speed can enhance stability and navigational efficiency for small vessels.

  • Since many RFMOs have been established, various measures to protect small island developing States have been enacted. WCPFC CMM 2017-01 also enacted various measures for that purpose. However, it is notable that CMM 2017-01 has enacted a measure in a manner to reduce benefits of the small island developing States in relation to the vessel charter scheme, although it has made another exception. This study aims to draw implications in establishing Korea's fisheries policy and making an appropriate strategy of the fisheries industries in Korea, through analyses of the charter issue in the WCPFC CMM 2017-01. This paper examines an issue of the vessel charter scheme in the WCPFC CMM 2017-01 comparing with the flag of convenience issue. It concludes that it is recommended to further restrict the application of the vessel charter scheme in the WCPFC CMM 2017-01 and to repeal it ultimately. Finally, this paper draws implications for the Korean government to participate in the WCPFC in a manner to reflect its positions and to harmonize interests of the fishing States and the small island developing States, considering various joint venture business with such States. It further draws implications for the fisheries industries in Korea to actively participate in the WCPFC to maximize their interests.

The disposal process for scrapped FRP fishing vessels (감척으로 인한 FRP 어선의 처리방안)

  • A scrapped fiber-reinforced plastic(FRP) fishing vessel causes many environmental problems, because technology development for recycling FRP vessel has not been adequately addressed. FRP is a main material for constructing a small coastal fishing vessel that is an object of reduction policy. Therefore, the FRP wastes derived a scrapped fishing vessel are increasing. In this study, I investigated an effective disposal process for FRP through the analysis of the actual conditions of scrapped FRP fishing vessel. The treatment processes of scrapped FRP fishing vessel are carried out with oil-removing, dismantling, intermediated processing(crushing), and then reclaiming follows burning in the final processing in Korea. However, in Japan, several recycling methods have been developed, for example, the incineration including thermal recovery, the use of cement-reclamation, and the use of asphalt concrete aggregate, because the method of reclaiming after incinerating which is generally used in Korea produces a toxic by-product such as dioxin.

A Fast Lower Extremity Vessel Segmentation Method for Large CT Data Sets Using 3-Dimensional Seeded Region Growing and Branch Classification

  • Segmenting vessels in lower extremity CT images is very difficult because of gray level variation, connection to bones, and their small sizes. Instead of segmenting vessels, we propose an approach that segments bones and subtracts them from the original CT images. The subtracted images can contain not only connected vessel structures but also isolated vessels, which are very difficult to detect using conventional vessel segmentation methods. The proposed method initially grows a 3-dimensional (3D) volume with a seeded region growing (SRG) using an adaptive threshold and then detects junctions and forked branches. The forked branches are classified into either bone branches or vessel branches based on appearance, shape, size change, and moving velocity of the branch. The final volume is re-grown by collecting connected bone branches. The algorithm has produced promising results for segmenting bone structures in several tens of vessel-enhanced CT image data sets of lower extremities.

  • The purpose of this paper is to evaluate the direct vessel injection design from a pressurized thermal shock(PTS) viewpoint for the Combustion Engineering System 80+ A break of the main steam line from zero power and a 0.05 ft$^2$small break loss-of-coolant accident (LOCA) from full power were selected as the potential PTS events. In order to investigate the stratification effects in the reactor downcomer region, the fluid mixing analysis was performed using the COMMIX-IB code for steam line break and using the REMIX code for 0.05 ft$^2$small break LOCA. The stress distributions within the reactor vessel walls experiencing the pressure and the temperature transients were calculated using the OCA-P code for both events. The results of the analysis showed that a small break LOCA without decay heat presented the greatest challenge to the vessel, however, there is no crack initiation through end-of-life of the vessel with consideration of decay heat.

  • In order to prevent the maritime accident, all seafarers who work on fishing vessels over G/T 20 tons are required to undergo the basic safety training by the Seafarer's Act. 45% of domestic crews have boarded on the fishing vessels. However, the fishermen have been trained in accordance with the STCW(International convention on standards of training certification and watch-keeping for seafarers) Convention. But safety training courses for seaman do not reflect on the safety equipment and the limitation of the fishing vessel in the training contents which is organized in accordance with the merchant ship by STCW convention and code. Most of the fishing vessels are small fishing boat of less than G/T 80 tons. Small fishing vessels are operating with only a minimum of safety equipment that has been defined by the fishing vessel safety equipment standard. Due to the safety training that does not fit the situation of the fishing boat, the level of satisfaction by the crews onboard is low for the training. Furthermore, there is a difficulty in achieving the goal of safety education. In order to carry out the safety training that is suitable for fishermen, it is required to provide appropriate standards for the safety education of workers of small fishing boat, by understanding the current state of the domestic fishing vessels. The purpose of this study is to define the aforementioned problems and to provide the standard for the safety education of fishermen. In order to complete the purpose, the research team has conducted a analyzation for registered domestic fishing vessel and safety equipment standard.

In Vivo Experiment of Tissue-Engineered Artificial Vessel (조직공학적 인조혈관의 생체 내 이식 실험)

  • The number of patients with coronary artery disease and peripheral vascular disease are increasing, and the need of small diameter vessel is also increasing. We developed small diameter artificial vessel and experimented in vivo. We got allogenic valve from mongrel dogs, and removed all cells from the allogenic valve. Then, we seeded autologous bone marrow cells onto the decellularized scaffold. After implantation of artificial vessel into the canine carotid artery, we performed angiography regularly. In case of vessel occlusion or at 8 weeks after operation, we euthanized dogs, and retrieved the implanted artificial vessels. Control vessels were all occluded except one (which developed aneurysmal dilatation). But autologous cell seeded vascular graft were patent by 4 weeks in one, by 6 in one and by 8 weeks in two. Histologic examination of patent vessel revealed similar structure to native artery. Tissue-engineered vascular graft manufactured with decellularized allogenic matrix and autologous bone marrow cells showed that tissue engineered graft had similar structure to native artery.
