How to Create Small-sized Cities as Local Contents: Focusing on the Case of 'Town-stay' in Korea and Japan (로컬콘텐츠로서의 소도시 만들기: 한국과 일본의 마을스테이 사례를 중심으로)

  • Due to the recent population decrease and urban decline, it has become increasingly important to induce qualitative changes in the city itself and create a differentiated development model. Local culture, based on its uniqueness and diversity, generates the expansion and ripple effect of various contents through creative utilization. In this study, we examine a new local content approach called "town-stay (village hotel)" that develops cultural content and creates a place-making in terms of creating a sustainable ecosystem with cultural vitality. While the uniqueness and creativity of individual content can make a region's attractiveness stand out, we have seen in the case of small-sized cities in Korea and Japan that content elements (place, story, people) can be materialized into area-level content called town-stay(village hotel). The local contents are densely presented in a specific area to increase visibility and expand into a variety of content that reveals regional connections. Local creators, who are the core actors, understand locality, induce active activities, and pursue sustainable development that promotes not only economic value but also community solidarity.

  • This study aims to provide methods and policy implications for vitalizing the regional regeneration of local small cities through utilizing idle spaces, with Hongcheon-gun as a case. Hongcheon-gun has been changed into cultural and art space since it was selected as the venue of Gangwon Triennales, and it is an example region that vitalized local areas by utilizing idle spaces on the basis of its placeness and characteristics. For the effective future utilization of idle spaces and regional regeneration, however, first, the survey of local resources is required for the systematic management and utilization of idle spaces. Second, foundations for the management and operation of idle spaces should be constructed. Third, methods for utilization should be sought in consideration of the characteristics of idle spaces and local conditions. Fourth, connected projects should be vitalized in consideration of possibilities for the regeneration and utilization of idle spaces.

Interpretation of Physical Geographic Meaning of Village Names in Geoje City, South Korea (거제시 마을 이름에 대한 자연지리적 해석 -지형.기상.토양 관련 마을 이름을 중심으로-)

  • This paper deals with the village names in Geoje City[Geoje Island], Hundreds of village names in the city are found to be based on some environmental features such as landforms, weather, and soil of the island. A considerable number of village names in the city are derived from the mountainous landforms with steep slopes or from the extremely indented coastlines with many small islands, and some village names are originated from the weather and soil. In this paper, it is realized that the village names often reflect the environments perception of the residents and that they can give some clues to the environment's changes of the places.

A Study on the Industrial Complexes in the Region of Liege, Belgium (벨지움 Liege지방의 산업단지 연구)

  • This study aims to investigate the changing trend of the industrial complexes in the region of Liege, Belgium. The accessibility to the expressway and to the central city, the favorable atmosphere of the community, and the pleasant natural environment are the important factors in locating the industrial complexes in suburban areas. Since the 1970s the industrial complexes are developed generally on a medium or small scale coexisting with manufacturing firms and service business, but the business parks, the service parks and the science parks are developed in some strategic places. The industrial complexes are filled up with relocated firms rather than new established firms, and the industrial structure is diversified with the increase of service business. As manufacturing firms emigrated from the central city to suburban areas, the central city suffers from some serious problems such as the increased unemployment, the decreased population, the appearance of industrial ruined spaces and the worse of finance by the decreased tax sources. The local government tries to solve these problems by enacting some policies in order to revive the manufacturing firms in the central city, but with little avail.

  • In 2013, the Japanese bookstore company CCC entrusted the management and operation of the library as the designated administrator of Takeo City Library. The library has a commercial facility in the hall and uses its own classification system. It was reported the number of visiting users was increased as 3.7 times in the first year of the reopening and it has attracted the attention of the public. The purpose of this study is to investigate the background, current status and operational characteristics of the Takeo City Library by conducting the literature review, content analysis of newspaper articles and interview survey on the library. As a result of the research, newspaper articles positively assessed the fact that the library provided a 'multicultural space' to small city residents, increased visitors, and local economic effects, but pointed out that the operating deficit continued, and the problem occurred in the selection of collections.

Proposed Color Scheme with Feng Shui Significance - Focused on the Bonmyeonggung of business owners - (전통풍수의 상징적 의미를 체용(體用)한 간판 배색 제안 - 사업주의 본명궁을 중심으로 -)

  • The purpose of this study is to propose a new direction for color schemes of city signages to provide psychological stability to business owners and improve business value. Types of city sign color schemes and Feng Shui awareness of business owners were examined. Color schemes for signs were proposed, reflecting city landscape colors, color perception theory, and the Feng Shui Sangsaeng Sanggeuk theory. Results of the study can be summarized as follows. First, in order to secure colorscape quality of existing city buildings, signs should be small and consist of only three or fewer colors. Second, existing signage colors and the Feng Shui ideas of business owners have something in common with the five traditional cardinal colors. Thus, it can be interpreted that Feng Shui ideas are deeply rooted in the color use awareness of the Korean people. Third, background colors of signages can reflect the idea of innate Sangsaeng according to the Bonmyeonggung of business owners. The concept of acquired Sanggeuk can also be applied to other design elements such as characters. Fourth, as a second choice according to the function of sign, city landscape or preference of business owner, etc., the background color can remain a color of Sangsaeng, while other design elements such as characters can use a color scheme corresponding to Bihwasaek. Fifth, signs can create a statement and stand out using lightness contrast or saturation contrast theories. A variety of sign color schemes are also possible just by altering the lightness and saturation levels.

A Study on The Common Dimensions of Timber Framework of Folk House in Yeosu City (여수지역 재래 민가(在來 民家) 가구(架構) 구성의 공통치수에 관한 연구)

  • This study investigated the basic data of architectural design about framework dimensions inherent in a folk house of Yeosu city generally and systematically. We investigated the common dimensions of framework constitution for folk house (main building) seen a lot in Yeosu city. Most of the folk houses in Yeosu city were common people houses built from the end of 19th century to the 1960s and have maintained the same style for a long time. As a result of the study, common dimensions were calculated in two ways. One is Front toi/3ryang house and the other is Front/back toi/2kozu5ryang house. Front/back toi house was large in the case of full width, total height, and member thickness but, width of the front kan is no big difference. In other words, the scale of Front toi house and Front/back toi house is difference only in the rest except front kan (width). Among calculated common dimensions, the front kan of Front toi house and Front/back toi house in the plan, the kitchen is the widest, and the size is the same at 8.7 chucks degree. The next became small little by little in order of room 1(main room), room 2(center room), room 3(end room). As a result, the size of the room 3 of Front toi house reaches 7.7 chucks, and room 3 of Front/back toi house reaches 8.0 chucks. In the section dimensions, pillar height is in sum of floor height and pillar core height, Front toi house is 7.9 chucks, and Front/back toi house is 8.2 chucks. The investigation of basic data of architectural design is not only makes possible to grasp specific and simple to three-dimensional universal aspect on framework dimensions, but also documentation of folk house design know-how is done, and the architectural design standards of Korean folk house is written in the contents according to the area.

The Tentative Plans of Adaptive Reuse of Korean Traditional Houses (Han ok) in Urban Area : Focusing on the Elderly Housing in Seoun-dong, Cheongju (도시한옥의 적응적 재생 모델시안 연구 -청주 서운동의 노인계층을 위한 모델링 사례를 통하여-)

  • When the castle of the city was destructed from 1911 through 1915 in Cheongju, the city's spatial structure was reorganized and "Han-ok Housing", a dwelling site filled with Korean traditional houses, was newly formed around the former castle site. These days, the Han-ok housing in Seoun-dong, Cheongju in which elderly couples and senior citizens live is enclosed by modernized roads and three or four-story buildings, leaving the housing as an isolated island in the city block. Nonetheless, the Han-ok housing not only plays an important role in sustaining the historic and local identity of the city, but also offers environmental benefits in terms of daylighting and ventilation. The purpose of this study is to reorganize the housing suitable for those who currently live and recreate it by adding new functionality. Consequently, three strategies are established; the conservation of existing building through the improvement of existing facilities; the conversion of vacant buildings into a new use; and the creation of the urban mid-rise Han-ok housing at street sides. The first strategy has a significance in that the traditional building's single wing plan, small room sizes and lack of storages now cause great inconvenience for current life style. The second strategy also promotes the practical use of abandoned buildings through alterations and additions. Finally, the creation of the urban mid-rise Han-ok housing that is accomplished by the combination of reinforced concrete and wooden structure interacts with or respond to the city's development. As a result, this study for the adaptive reuse of Han-ok housing proves how the traditional properties can be maintained in a careful manner and how its creative reuse can be achieved.

Forecast of Land use Change for Efficient Development of Urban-Agricultural city (도농도시의 효율적 개발을 위한 토지이용변화예측)

  • This study attempts to analyze changes in land use patterns in a compound urban and agricultural city Kimje-si, using LANDSAT TM imagery and to forecast future changes accordingly. As a new approach to supervised classification, HSB(Hue, Saturation, Brightness)-transformed images were used to select training zones, and in doing so classification accuracy increased by more than 5 percent. Land use changes were forecasted by using a cellular automaton algorithm developed by applying Markov Chain techniques, and by taking into account classification results and GIS data, such as population of the pertinent region by area, DEMs, road networks, water systems. Upon comparing the results of the forecast of the land use changes, it appears that geographical features had the greatest influence on the changes. Moreover, a forecast of post-2030 land use change patterns demonstrates that 21.67 percent of mountain lands in Kimje-si is likely to be farmland, and 13.11 percent is likely to become city areas. The major changes are likely to occur in small mountain lands located in the heart of the city. Based on the study result, it seems certain that forecasting future land use changes can help plan land use in a compound urban and agricultural city to procure food resources.

The Situations and Challenges for Enhancing Participation in Social Welfare Activities of the Rural Women′s Organization in rural Korea : Case Study of Kimpo Living Improvement Group (농촌여성단체의 사회복지활동 -김포시 생활개선회를 중심으로-)

  • This paper studied the present condition of social welfare activities of Living Condition Improving Committee of Kimpo City in order to activate the social welfare services of women agricultural organizations. The main results are as follows; First, the general characteristics of the respondents in this study are forty or fifty years of age with above high school education with main income source of agriculture and middle class women living in agricultural communities more than 10 years. Second, considering the present and future planned activities of the Living Condition Improving Committee of Kimpo City this study finds that there is high expectation of helping poor people and joining voluntary services. Third, the members of the Living Condition Improving Committee of Kimpo City have actively participated in the local welfare service programs however, there is significant difference among people according to the age, living standard and joining period. Fourth, out of social welfare activities managed by the Living Condition Improving Committee of Kimpo City the welfare service activities for old people and local community are most active and the participants in the welfare service activities for women and the youngsters are small. Thus, according to this study the Living Condition Improving Committee of Kimpo City should consider the following three points in order to activate the social welfare service activities; First, as the members are expecting to expand the individual activities and to enhance the private improvement, the social welfare service activities should meet with the demands to improve self satisfaction of the participants. Second, new programs should be developed after reviewing the current programs in order to meet with the need of the members. Third, as the committee has not established a network system with government administrative organizations and relating institutions, and as its activities are concentrated in particular areas the committee should establish a new system to provide more efficient services in line with the cooperation with public organization and welfare resource suppliers.
