A Study on the Adequacy of Maritime Safety Training for Fisheries Seafarers (어선 종사자에 대한 안전교육 적정성에 관한 연구)

  • In order to prevent the maritime accident, all seafarers who work on fishing vessels over G/T 20 tons are required to undergo the basic safety training by the Seafarer's Act. 45% of domestic crews have boarded on the fishing vessels. However, the fishermen have been trained in accordance with the STCW(International convention on standards of training certification and watch-keeping for seafarers) Convention. But safety training courses for seaman do not reflect on the safety equipment and the limitation of the fishing vessel in the training contents which is organized in accordance with the merchant ship by STCW convention and code. Most of the fishing vessels are small fishing boat of less than G/T 80 tons. Small fishing vessels are operating with only a minimum of safety equipment that has been defined by the fishing vessel safety equipment standard. Due to the safety training that does not fit the situation of the fishing boat, the level of satisfaction by the crews onboard is low for the training. Furthermore, there is a difficulty in achieving the goal of safety education. In order to carry out the safety training that is suitable for fishermen, it is required to provide appropriate standards for the safety education of workers of small fishing boat, by understanding the current state of the domestic fishing vessels. The purpose of this study is to define the aforementioned problems and to provide the standard for the safety education of fishermen. In order to complete the purpose, the research team has conducted a analyzation for registered domestic fishing vessel and safety equipment standard.

  • A new algorithm is proposed for the automatic detection of pulmonary blood vessels by simulating the human recognition process by the pyramid images. Large and wide vessels are detected from the most compressed level, followed by the detection of small and narrow ones from the less compressed images with FCM(fuzzy c means). As the proposed algorithm detects blood vessels orderly according to their size, there is no need to consdier the variation of parameters and the brance points which should be considered in other detection algorithms.

  • Small vessels of less then 20 tonnage and leisure boats such as motor boats, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea. As a result, these small vessels and leisure boats have remained within the blind area of maritime safety and environment protection. Among these vessels and boats, some leisure boats such as motor boats of 20 horse power or more(excluding motor boats equipped with engine inside the vehicles), water motorcycles and rubber boats of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea. In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

Anatomic Study of the Vessels of the Digital Nerves in the Fingers (손가락 신경의 혈관 구조에 대한 해부학적 연구)

  • Purpose: The vessels of peripheral nerves have been extensively studied since Breidenbach used vascularizd nerve grafts. Tayor and Pinel studied the course and distribution of the vessels of peripheral nerves. However, the vessels of digital nerves are still not well known. The objective of this study was to prove vessels of digital nerves and to investigate the pathway of that. Materials and Methods: 36 patients and 2 fresh human cadavers were studied under the microscope and histologic sections under the light microscope.. Results: We found that digital nerves had own arterioles and venules as well as peripheral nerves. This small vessels of digital nerves paralleled the digital nerves or run in a spiral. Digital nerves were abundantly vascularized throught their length by a succession of vessels and by their repeated divisions and anastomoses. Conclusion: The clinical implications of this results can be discussed in relation to the dissection of nerves, the possibility of vasculized nerve grafts.

  • The auther presents two simplified methods of stability analysis for small vessels. The paper includes a brief review of some excellent papers recently published. The righting arm and moment of inertia of trimmed waterplane resulted from two methods are compared with. The conclusion is reached that CTTM is more adequate than CTM to ensure statical stability for vessels.

  • A PHE (Process Heat Exchanger) in a nuclear hydrogen system is a key component required to transfer heat energy of $950^{\circ}C$ generated in a VHTR (Very High Temperature gas cooled Reactor) to the chemical reaction that yields a large quantity of hydrogen. A small-scale PHE prototype made of Hastelloy-X is being tested in a small-scale gas loop at Korea Atomic Energy Research Institute. Previous research on the high-temperature structural analysis of the small-scale PHE prototype had been performed only using parent material properties. In this study, high-temperature structural analysis using weld properties in weld zone was performed and the analysis results compared with the previous research.

The Quantitative Analysis on the Criterion Elements for Collision Avoidance Action in Collision Avoidance maneuver and Its Application (피항조선시의 피항개시기준요소의 양적파악 및 그 이용에 관한 연구)

  • The Steering and Sailing Rules of International Regulation for Preventing Collisions at Sea now in use direct actions to avoid collision when two power-driven vessels are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision. But these rules do not refer to the minimum relative distances and safety relative distances between two vessels when they should take such actions.In this paper the ship's collision avoiding actions being analyzed from a viewpoint of ship motions, the mathematical formulas to calculate such relative distances necessary for taking actions to avoid collision were worked out. The values of maneuvering indices being figured out through experiments of 20 actual ships of small, medium, large and mammoth size and applied to calculating formulas, the minimum relative distances and safety relative distances were calculated. The main results were as follows. 1. It was confirmed that the criterion elements for collision avoiding actions in head-on situation of two vessels shall be the minimum relative distances and safety relative distances between them. 2. On the assumption that two vessels same in size and condition were approaching each other in head-on situation, the minimum relative distance of small vessel(GT : 160~650tons) was found to be about 4.7 times her own length, and those of medium (GT:2,300~4,500tons),large(GT:15,000~62,000tons) and mommoth (GT:91,000~194,000tons) vessels were found to be about 5.2 times, about 5.2 times and about 6.1 times their own lengths respectively. 3. On the assumption that two vessels same in size and condition were approaching each other in head-on situation, the safe relative distance of small vessel (GT : 160~650tons) was found to be about 6.8 times her own length, and those of medium (GT : 2,300~4,500tons), large (GT: 15,000~62,000tons) and mammoth (GT : 91,000~194,000tons) vessels were found to be about 9.0 times, about 6.3 times, and about 8.0 times their own lengths respectively. 4. It is considered to be helpful for the safety of ship handling that the sufficient safe relative distances for every vessels shall be more than about 12~14 times which are 2 times minimum relative distance, their own length on above assumption.

  • In recent days, many manufacturing factories have been established and operated along riversides or on sea coasts. In consequence thereof, modern inland vessels with their small draught but large carrying capacity have been developed to operate as a single unit or in convoy with a barge. Knowledge in the behaviour of inland cargo vessels in shallow water exists presumably in U.S.A., U.S.S.R. and West Germany Literature available on this subject is quite limited. Model tests were carried out, both in calm water and in waves to obtain hull lines, which not only improve the seaworthiness of inland vessels but also permit to run in convey with other vessels on inland waterways. The results, which to some extent have also been tested in full scale, are entirely satisfactory. This paper discribes the resistance of some newly developed inland water cargo vessels.

Estimating the Economic Effectiveness of Increasing Mesh Sizes in the Small Yellow Croaker Gillnet fishery (참조기 유자망어업의 망목 확대에 따른 경제적 효과분석)

  • For rebuilding and managing fish stocks and fisheries, the biological and socioeconomic evaluations on fisheries management regulations are important. This study aimed to estimate the economic effectiveness of different mesh sizes in the yellow croaker gillnet fishery. In particular, by comparing economic effects of mesh sizes, 50mm and 52mm, it aimed to provide the economic validity for increasing mesh sizes. Analytical results showed that the fishing revenue was higher in the vessels using a mesh size over 52mm than that in the vessels using a mesh size less than 50mm. In addition, the effect of fishing cost reduction was also larger in the vessels using a mesh size over 52mm than that in the vessels using a mesh size less than 50mm.

The Theoretical Study on the GM Inference of the Small Fishing Vessels (소형어선의 GM추정에 관한 이론적 연구)

  • In Korea, most of small fishing vessels whose lengths are under 24m frequently cause maritime accidents due to flood and capsize. In this situation, however, there are no stability criteria and data for small fishing vessels. In this paper, the authors investigated data of 10 real ships which were built since 1990, and derived equations for evaluating ship's stability using Genetic Programming. Also, the validity of GM estimation using Genetic Programming was shown with comparison of GM value by GM value by foreign standards. More data of real ships are needed for the application of these theory to ship design process.
