Fiscal Policy and Redistribution in a Small Open Economy with Aging Population

  • This paper sets up a two agent small open economy with monopolistically competitive firms and catching up with the Joneses to investigate the labor and capital Laffer curve, taking into account aging population along the line of Auray et al. (2016), Galí and Monacelli (2005), and Trabandt and Uhlig (2011). The paper finds that the higher the market power of firms is, the larger the consumption inequality between asset holders and non-asset holders is in the economy with aging population. It also finds that there is room for government to increase the tax revenue by raising tax rates under the economy with higher markup, as households will work more hours to compensate for their loss of labor income to tax hikes. The expected maximum tax revenue is likely to shrink with progressive taxations, since non-asset holders with additional dividend income work less and consume more. The paper finds that the fiscal multiplier decreases with the degree of progressive redistribution.

  • Most of European countries have certain support measures of small holder organic producers in their policy system but they need to be more positive with this issue. Recent EU regulations and any other governmental organic farming measures are hardly emphasising on small holders' issues except a few measures. In order to secure small producer organic farming, the extensive efforts are needed. Developing new logos and differential support system for small producer organic at every aspects from production, marketing and public procurement level will become more positive actions to take, for example.

A Case Study on Measures to Revitalize Small Libraries of the Type through Operational Diagnostic (운영진단을 통한 유형별 작은도서관 사례분석 연구)

  • This study intended to support the effective operation of libraries by suggesting measures to resolve the problems of small libraries that experience operational difficulties caused by lack of expertise. To achieve this, the study selected 22 small libraries among the nationwide small libraries by grades, types, and users, and then conducted interviews with their operating staffs. Based on the findings of the study, certain library facilitation measures were suggested, including the provision of incentives for librarian certificate holders, the free distribution of book management programs and their training, regular book supply policies of local governments, differential supports for operation evaluation, the establishment of user service guidelines, and cooperations with public libraries.

  • Decentralized Identity is based on the concept of self-sovereign identity, in which holders manage and provide their own credentials. However, a procedure is required to obtain credentials from issuers, and there is a risk of mess personal information leaking due to negligence of the issuers. In this paper, we propose a peer decentralized identity system based on Peer DID technology that allows only participants to verify their identity in 1:1 or 1:N small groups by matching the holder with the issuer. It is directly connected to a mobile device using short-range wireless communications such as bluetooth, and the holders create and provide their own credentials in person to the other party, thus fully realizing the self-sovereignty identity. The proposed system can simplify the identification process, improve security and privacy, and reduce costs. Furthermore, an extended architecture is possible to connect the proposed system and the distributed ledger to identify users in other domains. In the future, based on various technologies, it is also necessary to expand research on identity systems that can be utilized for human-to-thing and things-to-things authentication.

Study on Screening Examination of Small Boat Operator's Certificate of Competency (소형선박조종사 면허시험 전형제도에 관한 연구)

  • Small boat operator's certificate of competency took up 39.0% of total license holders and required for at least 19,000 boats in 2013, was proposed the improvement items by reviewing the acts and criteria related to the current test and analyzed the questions of set at examinations. About 31% of questions of the current written test are unsuitable for the target boat and operational knowledge of the operator. It is appropriate that the subject categorization criteria and contents of the subjects will be improved to include practical details related to safe ship operation, and the number of questions increased according to each subject category in amended examination after January 1st, 2017. The interview test should be improved so that the questions can be forwarded in a clear manner through formulation of practical problems, photos, etc. considering the real situations such as high age/low education status of testee and it is necessary to lengthen the interview time per testee. The test and interview personnel should consist of a human resource pool with experience in small boat operator training and workers of related areas familiar with field terminology. Furthermore, the test should be divided into small boats of 2 to 5 tons and those exceeding 5 tons according to the tonnage of small boats.

  • As the issuance of type certificate and production certificate for KC-100 Naraon, Korea is ranked as the State of Design and the State of Manufacture for civil aircraft specified in the Convention on International Civil Aviation. It means that another responsibilities are imposed and new frameworks are required for the airworthiness management including the continuing airworthiness. So far the minimum airworthiness management system was sufficient as the State of Registry for the aircraft operations and safety management. However, we need to establish and maintain the airworthiness management system for the effective certification and oversight of our air operators and approval holders. This paper introduces the new obligations under the Convention on International Civil Aviation, reviews the current aviation regulations and procedures and presents the strategy for the establishment of the regulatory system to ensure the airworthiness of aircraft.

  • In IRR(Integral Rocket-Ramjet), the booster is integrated into the ramjet combustor. Such combustors do not contain combustor liners or flame holders within the combustor due to the limited volume and flame stabilization depends on the recirculation zones formed by the sudden expansion region between the inlet duct and the combustor. A numerical study was conducted on the effect of flame holder which could be added to the inlet duct of IRR. Two different types of flame holder installations, flame holder without sudden expansion region and flame holder with small sudden expansion region, were compared and showed different flame shapes and pressure rise in the combustor.

The Study of FAA's certification policy for approving the ground use of deicing/anti-icing fluids on airplane (항공기용 결빙방지액의 지상 사용승인을 위한 FAA의 최근 인증정책 연구)

  • This study describes the Federal Aviation Administration(FAA) certification policy for approving the use of Type II, III, and IV deicing/anti-icing fluids on small category airplanes. These fluids can be characterized as non-Newtonian, pseudo-plastic fluids, also known as "thickened" fluids. Deicing fluids are used before takeoff to remove frost or ice contamination, while anti-icing fluids are used before takeoff to prevent frost or ice contamination from occurring for a period of time(referred to as "holdover time") after application. Thickened deicing/anti-icing fluids can affect airplane performance and handling characteristics and their residue may cause stiff or frozen flight controls. This study also describes an approval process that may be used by type certificate holders and applicants for a type certificate under parts 23 to support operational use of these fluids on their airplanes.

  • A study on housing and management of dairy cows was conducted in three villages. All activities of husbandry related to the housing and the condition of the cows were observed and farmers were interviewed using a questionnaire. The main type of housing was a tie stall mostly in the back yard area with a gable or shed type roof. Inside the shed the temperature ranged from 17 to $29^{\circ}C$ and the relative humidity ranged from 62 to 73%. Drainage and manure handling was poor which lead to poor cleanliness of the stables and animal skins. The floor space was mostly wide and the roof level was low (less than 2.5 m). The slope of the floor (1-3%) was sufficient, the roughness of the floor was of medium quality. The shape and size of the feed trough was good with a surface of mostly irregular forms. Concentrate was mixed with water and offered in liquid form in pails made from plastic or from parts of rubber car tires. Hoof length was too long which could lead to unstable position and self injury. It is concluded that the housing conditions of dairy cattle need to be improved in order to improve the condition of the animals and the production performance.

A Minimally Invasive lumbar Spine Surgery Technique Using a Modified Thoracoport : Proposal of a New Tubular Retractor

  • Recently the trend of surgical procedure for treatment of lumbar benign disease is a minimally invasive surgery due to small incision, minimal blood loss, and a short hospital day. By using a microscope or an endoscope, and other surgical equipment, a delicate manipulation in a narrow space became feasible, consequently, to secure a wider view with small incision, appropriate retractors are required. But the various tubular retractor systems are expensive and have some problems. We modified Thoracoport [Auto Suture Co., Norwalk, CT] by making a window at the distal end of trocar and used it as a tubular retractor in surgical procedure for treatment of lumbar benign disease. This modified tubular retractor is docked closely on the curved lamina and provides a wider view. We used it as a tubular retractor also in lumbar bilateral decompression involving a unilateral approach. But this trocar has the limited sizes [diameter and length], and also it is difficult to fix the retractor or change the direction of retractor. And then, we propose a more modified Thoracoport with various sizes and attaching the settling holders to the head of tubular retractor to be able to fix the retractor.
