Improvement Measures on the Construction Education of Specialized High Schools for Training Construction Skilled Workers (건설기능인력 양성을 위한 특성화 고등학교 건설교육 개선방안)

  • The construction industry has a higher dependency on manpower than other industries, requiring a supply of high quality skilled workers. But negative perceptions regarding the construction industry have continued to reduce the inflow of young workers into the industry, and the existing skilled workforce is aging. In response, as a solution for training young construction skilled manpower, training programs for young construction skilled workers have been implemented by specialized high schools. But the current status of career paths chosen by the graduates of these specialized high schools did not show a substantial influx of workers into the construction industry. In this regard, with the purpose of promoting an influx of young construction skilled manpower into the industry, this study analyzed the goals and problems of construction education in specialized high schools in South Korea, and suggested a method for improvement.

  • Can examine cause that the construction industry is faced in crisis of skill exhaustion in two sides. One is the tribe of actuality production manpower by entry evasion and graying of young man class specially new manpower to the tribe of skill manpower. Another is qualitative decline of skill manpower. Generally, problem of the systematic knowledge tribe and the picking up tribe about new technology etc, exists because learn skill for shoulder beyond in spot. In cutting phenomenon of skill that is depended on personal relationships availability with skilled worker in hereafter, problem that worker who is old or enter through rain skilled worker does not learn all life skill is detected. These problems institute entry of young man class and necessity of systematic vocational education training specially new human strength strongly. This study does presentation of way to promote construction industry entry of young man class and improvement way of vocational education training system that can do to train these by function manpower by purpose.

  • The construction industry is an industry heavily dependent on manpower, and high-quality skilled workers are needed to ensure smooth construction. However, workers who entered the construction industry did not acquire professional skills or receive other education through apprenticeship education. In this study, the necessity of professional functional education and education plan were analyzed and presented in order to cultivate quality functional manpower.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

A Human Resources Study of the Landscape Architecture Industry in Korea (국내 조경산업의 기술인력 현황과 수급 예측)

  • In the industry of landscape architecture, in which the core of production is manpower, the management of manpower is of utmost importance. The industry of landscape architecture, however, is highly sensitive to economic shifts and policy changes; this sensitivity renders the management of manpower-maintaining the balance between supply and demand-often times difficult. Currently, this vicious circle appears to persist in the sense that the industry suffers from a lack of skilled employees, and a new body of skilled laborers from the paucity of jobs. This study, in analyzing current manpower management as well as the prospective supply and demand in the field, looks forward to the stability of the supply and demand in landscape architecture in the nation. According to this study, the number of new skilled laborers-those who have a higher credential than that of "landscape architect-engineer"-is expected to increase by 10% per year. The number of new skilled laborers being 1,137 in 2008, it can be inferred that there will be a new group of 1,251 skilled laborers in the field in 2009. Meanwhile, estimating that the number of current skilled laborers in the field of landscape architecture is 14,783, the demand for new skilled laborers remains approximately 540. The supply of 1,251 skilled laborers outnumbers the demand of 540 by nearly 230%. Hence, the educational institutions of landscape architecture must be prepared to deal with this imbalance between the excessive supply and the lesser demand of skilled laborers. The issue of the excessive supply of manpower is particularly critical, because it may well undermine the competitiveness of the industry as a whole: compared to other related industries such as architecture and civil engineering, for instance. With the customary validation of long work experience no longer in effect, the need for an engineer's license will keep on increasing. It is time that educational institutions took this issue into full account and helped their students to be better qualified and more competent.

System Dynamics Modeling Approach for Manpower Planning and Policy Analysis

  • The objective of this paper is to demonstrate how System Dynamics Approach may be used to develop new ways of analyzing and projecting manpower requirements and resources. For this purpose, a System Dynamics Model is presented as an example. An examination of the model will show that a System Dynamics modeling approach is an innovative and useful tool for manpower policy analysis and planning. Second, with minor modifications, the model may be used for manpower policy analysis and planning for any skilled personnel in Korea. For example, a similar model nay be built for engineers to analyze the effects of alternative policies about engineering education, sur as the number of available places in the various institutions of training, scholarships and loans, and the duration of training. An engineer's model may also be used to make the projections of the supply and requirements of engineers in the future according to various alternative assumptions where each assumption represents a policy option.

Aging of Korean Nuclear Manpower and Implications of Manpower Policy: Statistical Analysis on Nuclear Organizations (한국 원자력 인력의 고령화와 인력정책의 함의: 원자력 관련기관 인력통계 분석)

  • In Korea, there are increasing concerns on nuclear manpower demand and supply due to construction of domestic nuclear power plants and exporting nuclear power plant. In addition, aging of nuclear manpower is another important concern for stable nuclear manpower demand and supply. A shortage of skilled high-quality human resources resulted in massive retirements of senior workers may seriously undermine Korean nuclear competitiveness. This paper analyzed current state of aging of nuclear manpower based on statistical analysis on Korean nuclear organizations. The data used in this paper is manpower statistics of domestic nuclear organizations surveyed in 2001 and 2010. This paper analyzed trends of manpower change for 10 years and based on these analyses, has reviewed the level of the aging nuclear manpower by surveyed organization and integrated. Finally, this paper suggested to direction of manpower recruitment to cope with aging nuclear manpower and alternatives to find a solution to problems of nuclear manpower demand and supply.

  • After getting through the financial crisis, Korean government has promoted Local Industry Promotion Project across the country by realizing the needs to overcome structural recession and promote self-growth. Therefore researching current manpower status and manpower demand in shipbuilding industry, which is the strategic industry of Jeonnam province, is very critical to enhance the competitiveness and efficiently manage training professional manpower. In this respect, this study mentioned some issues and provided the improvements for the research on demand for Professional manpower training project in Shipbuilding industry of Jeonnam province. It was shown that the aging trend of professional workforce, short in skilled/professional manpower and lack of education & training institutions are critical problems of shipbuilding industry in Jeonnam province. To improve these problems, various support policies such as strengthening networks among related agencies and companies or universities are strongly recommended.

  • The recent plant order of oversea in domestic engineering and Construction Companies have been growing since 2003. In 2006, the total order came out 2.54 billion dollar. And in a quarter of 2007, the Ministry of Commerce announced that total order already came out 900 million dollar. They expect that the plant industry in the global market will be grown more in near future. However, even though there is growing plant businesses in oversea specially focused on the Middle East area, the domestic large engineering and Construction Company now face up the shortage of specialty manpower. Moreover, the domestic small and medium enterprises have same problems as large companies have. The plant construction industry is expanding rapidly, but the supply of specialty manpower can not follow its growing business. Also, most new supplied manpower is the person who graduated recently and received the degree in the different civil engineering track other than the plant major track, they are required to be re-educated. So, it is unable to deploy in short time. Also, there is shortage of manpower in the Construction Management financing division. Consequently, this project will study the efficient method of training for specialty manpower, provide the solutions.

A Study on the Safety Consciousness Survey of Old Workers (노령근로자의 안전의식 설문조사에 관한 연구)

  • Recently unemployed construction workers are increasing because of construction recession. But the lack of manpower occurs at the same time, in construction sites. So, the excess of workforce supply and demand exists in construction sites. Construction companies have a difficulty in seeking young skilled workers due to this problem. In this study, construction accidents reported by Korean Occupational Safety and Health Agency from 2007 to 2010 were analyzed. It has shown that 50-54, 45-49 and 55-59 year old workers formed 22%, 18% and 17% respectively. This means that old workers becomes a real problem in construction. This research has shown that old workers didn't have much more accidents than young workers, construction accidents related to the employment period of workers.
