This paper describes an integrity evaluation method for emergency diesel generator(EDG) and rotor part of EDG. EDG is a very important equipment in the nuclear power plant(NPP). EDG supplies electricity to the safety-related equipments for the safety shut down of NPP in an emergency situation of earthquake. The safety of the rotor part of EDG is also important during seismic impact from earthquake. The finite element modelling of the EDG including rotor part was constructed. The modal analysis of EDG was firstly performed. The first natural frequency was calculated and revealed higher than the cutoff frequency of seismic spectrum. Then the stress analysis was done to compare with the allowable stress. The safety of the rotor part was investigated by the finite element analysis of the rotor and journal bearing interaction to find film thickness and critical speed. The seismic load was applied to rotor part in a manner that the load was a weighted static load. Analysis results showed that the maximum stress was within the range of allowable stress and the film thickness is larger than the permissible minimum thickness, and the critical speed was out of the operating speed. Hence, the structural and dynamic integrity of EDG could be confirmed by the numerical analysis method used in this paper. However, dynamic analysis of a rotating rotor and supporting bearing with the seismic impact needs to be investigated in a more rigorous method since the seismic load to the rotating part complicates the behavior of rotating system.
The laws and policies governing Korea's game regulations are becoming more and more topics for debate as we enter the Age of Internet. The nature of the basis for Internet regulations and policies are not rooted in freedom of speech or fundamental values of democracy, but rather focused on solving real-world problems such as protection of the youth. Furthermore, the reality is that regulatory devices for keeping the social order such as regulating gambling are being applied directly to games without consideration on the characteristics of Internet gaming, raising concerns that the expansion of constitutional values and innovative empowerment inherent to the Internet are being weakened. The Geun-Hye Park Administration which succeeded Myung-Bak Lee's Administration, even went so far as to implement the so-called "Shutdown Policy", which prohibits access to Internet games during pre-defined time zones and also instigated a time zone selection rule. In order to curb the gambling nature of Internet games, government-led policies such as the mandatory personal identification and prohibition of player selection or in other words mandatory random player selection are being implemented. These institutions can inhibit freedom of speech, which is the basis of democracy, violate the right of equality through unreasonable discrimination between domestic and foreign service providers, and infringe upon the principles of administrative law, such as laws, due process in policies, and balance in among policies and governmental bodies. Going forward, if Korea's Internet game regulations and polices is to develop in a rational manner, regulatory frameworks will need to be designed to protect the nature of the Internet and its innovative values that enable the realization of constitutional values; for example, the Internet acting as the "catalytic media for freedom of expression as a fundamental human right ", which has already been acknowledged by the Korea's Constitutional Court. At the same time, transparent procedures should be put into place that will allow diverse participation of stakeholders including game service providers, game users, the youth and parents in the legislation and enforcement process of regulatory institutions; policies will also need to be transformed to enable not only regulatory laws but also self-regulation system to be established. And in this process, scientific and empirical analysis on the expected effects before introducing regulations and the results of enforcing regulations after being introduced will need to be strengthened.
There has been a growing interest on the effect of volcanic eruption on the aviation safety, air travel and economy especially after the eruption of Eyjafjallajokull in Iceland. Since volcanic eruption is influential on a large geographic region, the effect usually extends to other neighboring countries. Korea also has an active volcano named Mountain Baekdu. Hence, the need to estimate in advance the quantitative impact of the potential eruption of Mt. Baekdu on South Korean air transportation system. However, previous studies with quantitative estimation were confined to the calculation of the direct economic loss from shut down of the airports, grounding of airlines, and trade deficits caused by the eruption. Therefore, this paper introduces a new approach to assess more accurate impact simultaneously considering volcanic ash dispersal and aviation routes. This approach is then applied to a virtual scenario to predict the damage to air traffic. With further development, this method can help estimate the damage in the air transportation industry in more accurate and faster ways. Prediction outcomes can also be utilized in setting up the emergency response plan for the air transportation industry and contribute to the creation of more proactive and predictive measures in the future.

Polymer Electrolyte Membrane Fuel Cell (PEMFC) is a power generation system to convert chemical energy of fuels and oxidants to electricity directly by electrochemical reactions. As a catalyst support for PEMFCs, carbon black has been generally used due to its large surface area and high electrical conductivity. However, under certain circumstances (start up/shut down, fuel starvation, ice formation etc.), carbon supports are subjected to serve corrosion in the presence of water. Therefore, it would be desirable to switch carbon supports to corrosion-resistive support materials such as metal oxide. $TiO_2$ has been attractive as a support with its stability in fuel cell operation atmosphere, low cost, commercial availability, and the ease to control size and structure. However, low electrical conductivity of $TiO_2$ still inhibits its application to catalyst support for PEMFCs. In this paper, to explore feasibility of $TiO_2$ as a catalyst support for PEMFCs, $TiO_2$ nanofibers were synthesized by electrospinning and calcinated at 600, 700, 800 and $900^{\circ}C$. Effects of calcination temperature on crystal structure and electrical conductivity of electrospun $TiO_2$ nanofibers were examined. Electrical conductivity of $TiO_2$ nanofibers increased significantly with increasing calcination temperature from $600^{\circ}C$ to $700^{\circ}C$ and then increased gradually with increasing the calcination temperature from $700^{\circ}C$ to $900^{\circ}C$. It was revealed that the remarkable increase in electrical conductivity could be attributed to phase transition of $TiO_2$ nanofibers from anatase to rutile at the temperature range from $600^{\circ}C$ to $700^{\circ}C$.
The Purpose of this study is to test whether Braess Paradox (BP) can be revealed in a real world network. Fer the study, Namsan 2nd tunnel case is chosen, which was shut down for 3 years for repair works. The revelation of BP is determined by analyzing network-wise traffic impacts followed by the tunnel closure. The analysis is conducted using a network simulation model called SECOMM developed for the congestion management of the Seoul metropolitan area. Also, the existence of BP is further identified by a before-after traffic survey result of the major arterials nearby the Namsan 2nd tunnel. The model estimation expected that the closure of Namsan 2nd tunnel improve the network-wise average traffic speed from 21.95km/h to 22.21km/h when the travel demand in the study area and congestion Pricing scheme on Namsan 1st & 3rd tunnels remain unchanged. In addition, the real world monitoring results of the corridors surrounding Namsan 2nd tunnel show that the average speed increases from 29.53km/h to 30.37km/h after the closure. These findings clearly identify the BP Phenomenon is revealed in this case.
This is a study of Jinminso. The purpose of the study is to search and analyze the documents about Jinminso. The data is composed with the first hand historical documents both government documents and civil newspapers which are searched by internet. Based on the documents found, it is safe to say that Jinminso has existed and functioned as an indoor almshouse for the poor. It was established in June 25, 1898 by civil people with donated money in order to reduce the burden of Emperor and to share the love and care for their people with a brotherhood mind. The Jinminso resident were the poor, the sick, the orphans, widows, elderly living alone, and the disabled. They received food, clothes, and shelter. However, Emperor Gojong ordered to shut down Jinminso, and it was closed in Sept. 25, in 1898. The main reason was inappropriate collection of money for the agency operation from the merchants. When Jinminso was closed, all the inmates became homeless. The founders asked to reopen it, and it was accepted but this time was opened as a government agency in 1899. Jinminso imposes great meanings. One, Jinminso was not just an office but a direct service agency housing hundreds of poor people; two, poverty was understood as social problem not just a local district problem; three, rules and regulations were prepared to set up a system of modern age social welfare. The findings provide a clue how the government and society perceived poverty and the poor during the time of late 1800s to early 1900s. The existence of Jinminso will pose many new question.
As a part of the back-end fuel cycle, transportation of spent nuclear fuel (SNF) from nuclear power plants (NPPs) to a fuel storage facility is very important in establishing a nuclear fuel cycle. In Korea, the accumulated amount of SNF in the NPP pools is troublesome since the temporary storage facilities at these NPP pools are expected to be full of SNF within ten years. Therefore, Korea cannot help but plan for the construction of an interim storage facility to solve this problem in the near future. Especially, a decision on several factors, such as where the interim storage facility should be located, how many casks a transport ship can carry at a time and how many casks are initially required, affect the configuration of the transportation system. In order to analyze the various possible candidate scenarios, we assumed four cases for the interim storage facility location, three cases for the load capacity that a transport ship can carry and two cases for the total amount of casks used for transportation. First, this study considered the currently accumulated amount of SNF in Korea, and the amount of SNF generated from NPPs until all NPPs are shut down. Then, how much SNF per year must be transported from the NPPs to an interim storage facility was calculated during an assumed transportation period. Second, 24 candidate transportation scenarios were constructed by a combination of the decision factors. To construct viable yearly transportation schedules for the selected 24 scenarios, we created a spreadsheet program named TranScenario, which was developed by using MS EXCEL. TranScenario can help schedulers input shipping routes and allocate transportation casks. Also, TranScenario provides information on the cask distribution in the NPPs and in the interim storage facility automatically, by displaying it in real time according to the shipping routes, cask types and cask numbers that the user generates. Once a yearly transportation schedule is established, TranScenario provides some statistical information, such as the voyage time, the availability of the interim storage facility, the number of transported casks sent from the NPPs, and the number of transported casks received at the interim storage facility. By using this information, users can verify and validate a yearly transportation schedule. In this way, the 24 candidate scenarios could be constructed easily. Finally, these 24 scenarios were compared in terms of their operation cost.
In former times the protection of our environment didn't play an important role due to the fact that emissions and effluents were not considered as serious impacts. However, opinions and scientific measurements meanwhile confirmed that the impacts are more serious than expected. Thus measures to protect our earth has to be taken into consideration. A part of these measures in the Environmental Impact Assessment (EIA). One of the most important parts of the EIA is the collection of basic datas and the following evaluation. Experience out of the daily business of Gerling Consulting Group shows that the content of the EIA has to be revised and enlarged in certain fields. The historical development demonstrated that in areas in which the population and the industrial activities reached high concentration there is a high necessity to develop strict environmental laws and regulations. Maximum values of the concentration of hazardous materials were fixed concerning the emission into and water. Companies not following these regulations were punished. The total amount of environmental offences increased rapidly during the last decade, at least in Germany. During this development the public consciousness concerning environmental affairs increased as well in the industrialized countries. But it could clearly be seen that the development in the field of environmental protection went into the wrong direction. The technologies to protect the environment became more and more sophisticated and terms as: "state of the art" guided more and more to lower emissions, Filtertechnologies and wastewater treatment for example reached a high technical level-but all these sophisticated technologies has one and the same characteristic: they were end-of-the pipe solutions. A second effect was that this kind of environmental protection costs a lot of money. High investments are necessary to reduce the dust emission by another ppm! Could this be the correct way? In Germany the discussion started that the environmental laws reduce the attractivity to invest or to enlarge existing investments within the country. Other countries seem to be not so strict with controlling the environmental laws which means it's simply cheaper to produce in Portugal or Greece. Everybody however knows that this is not the correct way and does not solve the environmental problems. This question is already an important question of the EIA. But it was never really checked in a wholistic approach. Environmental risks have to be taken into considerations during the execution of an EIA. This means that the environmental risks have to be reduced down to a capable risk-level. Environmental risks have to be considered within the phase of planning, during the operation of a plant and after shut down. The experience shows that most of the environmental relevant accidents were and caused by human fault. Even in highly protected plants the human risk-factor can not be excluded during evaluation of the risk-potential. Thus the approach of an EIA has to regard technical evaluations as well as organizational thoughts and the human factor. An environmental risk is a threat to the environment. An analysis of the risk concerning the organizational and human aspect however never was properly executed during an EIA. A possible solution could be to use an instrument as the actual EMAS (Environmental Management System) of the EC for more accurate evaluation of the impact to the environment during an EIA. Organizations or investors could demonstrate by an approved EMAS or even by showing their installment of EMAS that not only the technical level of the planned investment meets the requested standards but as well the actual or planned management is able to reduce the environmental impact down to a bearable level.
