This document presents the JES(Joint Element Structure) method that has been adopted for the firs time in our country for the construction of the structure crossing under the railroad without open excavation. Front Jacking Method, Tubular Roof Construction Method, New Tubular Roof Method and Joint Element Structure Method are commonly used for the construction of structures crossing under the railroad. JES Method, frequently used in Japan recently, is a new method to construct the structures crossing under the railroad in a safe manner and in a relatively short period of time by utilizing the steel elements with the joints through which the load in the vertical angle to the axial direction is transferred to the next element. The elements are tied to each other through the joints to form the permanent walls of a Rahmen structure under the road without open excavation and without limitation to the length in a convenient way. Through the case study in the project of a Subway Box Culvert Improvement for the Gyeonguiseon Railroad in front of Yonsei University using the JES Method, the cost and period of construction in various types of soil is investigated compared to the Front Jacking Method. Furthermore, by analyzing the results of instrumentation measurements carried out throughout the construction, comparison between the actual displacement in the ground and the predicted displacement in the design is made to provide the considerations to be counted for the design. In conclusion, comparison in the field of economic feasibility, constructability and safety between the JES Method and Front Jacking Method, which is most frequently adopted in our country at present, is made to present the JES Method as a new alternative for the non-open excavation construction method for the structures crossing under the railway.

In construction project, an error in quantity information immediately leads to an error in the quotation, highly reliable quantity calculation is required for successful performance of a project. But there is a difficulty in the current situation for the person in charge to review all calculation sheets for quantity review as the quotation work has to be performed in a short period of time. Accordingly, it is thought that a review plan is required to secure reliability on calculated results and the review plan should be able to be carried out within insufficient quotation periods. In the present paper, it is intended to present a plan that enables quantity to be reviewed with the minimum number of persons within the shortest period of time through an algorithm of calculating a verification quantity. The suggested algorithm allows the result of quantity calculation work carried out earlier based on 2-dimensional drawing to be compared, not with an accurate quantity, but within an error range.

Remodeling the existing building structure by recycling has great advantages compared with reconstruction in terms of environmentally contributions and reduced use of national resources. And no matter the existing floor area ratio, extension up to 30% of the exclusive using area and short project period have made remodeling a good alternative to reconstruction. However, the residents of aged housings that were being remodeled are either abandoning the remodeling project and turning to reconstruction. The main reason is remodeling project cannot increase the number of householders. In principal, it is prohibited to increase the number of floors during remodeling due to matters of safety. That is, all remodeling construction costs are borne by the residents, which leads to great financial pressure. Therefore, in order to improve these conditions, the residents' burden of remodeling charges should be reduced, and one of the ways to do so is to increase the number of householders. In this study, there will be suggestions of alternatives, including the story increase during remodeling, and compare the burden of remodeling charges on each of the residents, between proposed alternatives and the current remodeling plans by calculating the construction costs in order to prepare a foundation for a system that will promote remodeling.
The reason that compulsory removals of a low-quality housing redevelopment such as involuntary or unintentional migration present a problem for urban communities is that whether involuntary movers adapt themselves to their new home has an influence on the urban communities that surround them. Moreover, involuntary emigrants have higher probability of choosing faulty residential areas than voluntary emigrants do. This gives rise to a problem of another residential migration for involuntary movers. In order to solve these problems, there is a need for a new housing policy that enables original residents to come back to their old community. However studies for resettlement had not conducted subjects about housing redevelopment characteristics which influences the involuntary movers directly. Instead personal microscopic characteristics such as statistics of resettlement, the moving distance, the reason of moving, improvement of living environment, had been main subjects of farmer studies. So the purpose of this study is to analyze an analysis of the relationship between resettlement and housing redevelopment characteristics. The data used in this study was obtained at 47 areas designated by Seoul (metropolis) since 1990 for redevelopment. Cluster Analysis Is used for dividing high rate of resettlement with low rate of resettlement and Regression Analysis is used for the analysis of the relationship between resettlement and housing redevelopment characteristics. The results of examining the effects of a redeveloped housing complex on returning residents at 47 areas designated by Seoul (metropolis) since 1990 fur redevelopment are as follows: First, A housing complex with a high returning rate (remove-in rate?) has no state/public land, unauthorized building owners who are in the low-income brackets, and few interested parties such as union members. This is the characteristic of a redeveloped housing complex with a short-period project span. On the contrary, a housing complex that has a low returning rate is crowded by state/public land, and numerous unauthorized building owners, and interested parties. Second, According to the linear regression analysis, among the factors that affect returning residents, 'physical properties(characteristics) of a region', 'population properties within a region', and 'properties of a project span' indicate a negative(-)influence whereas 'properties of a complex density' shows a positive(+) influence. In a nutshell, the more the physical properties, population properties, projectspan properties, the lower the returning rate and the more the complex density properties, the higher the returning rate. In detail, an area with many small land and new/large buildings, a high population, and a long project duration has a low returning rate of original residents while an area holding large capacity and buildings with many number of floors (multiple-storied building) has a high returning rate.

Overseas construction orders of domestic companies had been increased significantly in a short period from $10.9 billion in 2005 to $64.9 billion in 2012. However experts are concerned that quality of growth will not support quantitative growth. This study suggest concentrate competencies for not only winning in bid but also successful execution of domestic companies. 4 Steps which are Pre-Marketing, Bid-Preparation, Bidding, Contract Phase are defined for competency assessment. After drawing specific tasks by phase, survey asking importance and capability of the tasks to the person in charge of bidding and site was conducted by utilizing Likert 7 point scale. According to the result of IPA analysis, domestic construction companies need to ensure internal competencies; Project risk review, Bid team organization, and external competencies; Client needs grasp, Localization strategy, Cooperation establishment. Hearafter domestic construction companies will be able to utilize the result of the study for setting bidding strategy for winning in bid and improving earning rate.

In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital. But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project. A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 7 improvement method were presented from a perspective of Special Purpose Company (SPC), which could be accepted by both of SPC and government agencies. The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of SPC to make a contribution to the vitalization of domestic BTL projects.
This study aimed to understand the current status of science and engineering university(SEU) R&D operations depending on the research project characteristics(e.g., stages and characteristics), then provide implications for future university R&D support systems and related policies. Hence, an online survey targeting SEU R&D recipients was conducted between October 4th to November 5th, 2021. Analyzing 445 valid data using the Apriori algorithm, 16 association rules for R&D operation according to the research project characteristics show that regardless of research characteristics, SEU's R&D projects, particularly in applied research, were funded or operated under the leadership of government or public institutions. For basic research, individual researchers had a higher level of autonomy in determining research topics; yet, they had a short duration (3 years) and a unit of evaluation period of more than 3 years. These findings can be empirical evidence for revealing the relationship among various variables in operating SEUs' R&D.

This note provides technical guide on three issues associated with establishing and automatically running regional ocean forecasting systems: (1) a strategy for continuous production of hourly-interval three-day ocean forecast data, (2) the daily download of ocean and atmospheric forecasting data (i.e., HYCOM and NOAA/NCEP GFS data), which are provided by outside institutions and used as initial condition, surface forcing, and boundary data for regional ocean models, and (3) error notifications to numerical model managers through the Short Message Service (SMS). Guidance on dealing with these three issues is illustrated via solutions implemented by the Korea Hydrographic and Oceanographic Agency, since in embarking on this project we found that this procedural information was not readily available elsewhere. This technical guide is based on our experiences and lessons learned during the process of establishing and operating regional ocean forecasting systems for the East Sea and the Yellow and East China Seas over the 5 year period of 2012-2016. The fundamental approach and techniques outlined in this guide are of use to anyone wanting to establish an automatic regional and coastal ocean forecasting system.
This study analyzed the achievement characteristics of 21st Century Frontier R&D Program depending on the subject of study, type, period in order to provide necessary data required during planning and execution of the large scale R&D projects. 21st Century Frontier R&D Program is a representative national R&D project that has been supported for a decade. The research achievements were analyzed for researchers who participated in each four projects completed in 2010 and 2011 among 16 R&D projects of 21st Century Frontier R&D Program promoted by Ministry of Education, Science and Technology. The research is summarized as follows. First, the achievements varied depending on the main agent such as universities, R&D institutions, and industries. The achievement of universities includes significantly larger publications than those of R&D institutions and industries. Second, the rate of overseas patent application and registration were higher in industries significantly than those in other research agents. Third, the achievements differed depending on research type such as basic, applied, and development researches, and the development researches exhibited significantly higher achievements in domestic patent application and registration, overseas patent application, and technology transfer. Fourth, in terms of the research period, long-term projects show significantly larger number of domestic patent applications than those from short-term projects. Fifth, when achievements like the publication and overseas patent application were classified in such fields as bio, nano, and energy environment R&D, bio and nano fields showed higher achievement than the energy environment field. This research could empirically confirm that the achievement characteristics of large scale and long-term government support R&D projects vary for each research properties.

Ernst May considered the working class with bipolar standpoint. Ernst May and His team considered working class and those families not only as object of relief but also as potential 'modern citizens' to be disciplined; he sympathize poor conditions of working class while discriminating them by their labor charge. Acceptance of Socially Disadvantaged group in construction were also proceeded in means of recession of cost. Even Ernst May and his team did not achieved the goals that they thought they could, their Siedlung and house designs articulated the sense of modernity, which presented in rationalization with highly practical manner. Those are realized in 3 directions; respectful considerations for existing traditional factors, application of extendable logics of physical/social hygiene, and reflection of issues with standardization and mass production.
