Development of Marine Consulting Business in Advanced Shipping Countries -Use of Simulation for Safety Management as Part of an Effort toward the Revival of Maritime Society-

  • It has already been two decades or more ever since the shipping and its related industries began to mature in advanced shipping countries. During that period, such countries have made various attempts for the survival of the industries. The advent of the so-called flags of convenience in a big way for the purpose of replacing crew members of their own expensive seamen by those of developing countries and the emergence of ship management companies, which are literally engaged in the management of ships, are the results of such movements. Some countries have been making efforts, as measures for the continued existence of the maritime industries, to create new marine-related businesses without regard to the traditional concepts of the industries. The movement toward the restructuring of a maritime society in Norway is well known as a typical example of such endeavors. The business of marine consultancy relating to maritime safety management field in our country is also a business that came into existence in such a stream toward the revitalization of the maritime society. In this paper, as well as placing in focus the current picture and problems of marine industries in our country, we would like to present approaches to tackle these problems employed by advanced industrial nations in the West, that is, moves toward the revival of maritime communities. Next, we propose, as one of the answers to solve such problems, the further development of a consulting business which takes advantage of simulators. Lastly, we show specific examples of application of a simulator to the consulting business, while commenting on the effects of its use.

Forecasting Bunker Price Using System Dynamics (시스템 다이내믹스를 활용한 선박 연료유 가격 예측)

  • The purpose of this study is to utilize the system dynamics to carry out a medium and long-term forecasting analysis of the bunker price. In order to secure accurate bunker price forecast, a quantitative analysis was established based on the casual loop diagram between various variables that affects bunker price. Based on various configuration variables such as crude oil price which affects crude oil consumption & production, GDP and exchange rate which influences economic changes and freight rate which is decided by supply and demand in shipping and logistic market were used in accordance with System Dynamics to forecast bunker price and then objectivity was verified through MAPEs. Based on the result of this study, bunker price is expected to rise until 2029 compared to 2016 but it will not be near the surge sighted in 2012. This study holds value in two ways. First, it supports shipping companies to efficiently manage its fleet, offering comprehensive bunker price risk management by presenting structural relationship between various variables affecting bunker price. Second, rational result derived from bunker price forecast by utilizing dynamic casual loop between various variables.

Forecasting the BDI during the Period of 2012 (2012 BDI의 예측)

  • In much the same way as the US Lehman crisis of 2008-2009 severely impacted the European economy through financial market dislocation, a European banking crisis would materially impact the US economy through a generalized increase in global risk aversion. A deepening of the European crisis could very well derail the US economic recovery and have a harmful impact on the Asian economies. This kind of vicious circle could be a bad news to the shipping companies. The purpose of the study is to predict the Baltic Dry Index representing the shipping business during the period of 2012 using the ARIMA-type models. This include the ARIMA and Intervention-ARIMA models. This article introduces the four ARIMA models and six Intervention-ARIMA models. The monthly data cover the period January 2000 through October 2011. The out-of-sample forecasting performance is also calculated. Forecasting performance is measured by three summary statistics: root mean squared percent error, mean absolute percent error and mean percent error. The root mean squared percent errors, however, are somewhat higher than normally expected. This reveals that it is very difficult to predict the BDI The ARIMA-type models show that the shipping market will be bearish in 2012. These pessimistic ex-ante forecasts are supported by the Hodrick-Prescott filtering technique.

Analysis of Characteristics of Coastal Passenger Ships on the Voyage Scheduling using Panel Regression Analysis (패널회귀분석을 이용한 연안여객선 취항계획 특성분석에 관한 연구)

  • The aim of this study is to analyse a characteristic analysis of coastal passenger vessels' voyage scheduling using the Panel Regression Analysis. The GLS and Fixed Effect Analysis show that the number of canceled flights and passenger transport performance have a positive impact on the voyage scheduling, and that the freight transport performance and freight income vary from model to model. Also, through the LSDV and OLS analysis, the trend of cluster formation by regional office was confirmed. This indicates that there are frequent changes in passenger ship companies and ships, and in-depth plans are needed in various respects rather than the expansion of unconditional ships. Subsequent studies need to generate more detailed and practical results by further analysis of detailed factors, dividing them by route and vessel type.

Mathematical Model for Liner Shipping Alliance Problem (컨테이너 정기선 선사의 전략적 제휴를 위한 수리적 모형 연구)

  • This paper suggested an efficient mathematical model for strategic alliance of liner shipping companies. Even though a few previous research papers proposed the mathematical models for container slot chartering and allocation under liner shipping, those models were nonlinear and very difficult to solve. So their models had limits to apply them to real world problems. On the other hand, the model suggested in this paper is easy to solve and apply to real world problems because it is a integer linear programming model. This paper tried to apply the model to the same example problem as used in existing research paper. Excel add-in program, Premium Solver Platform was used to solve the problem and the optimal allocation and slot chartering for containers were able to be found easily. The result also showed that the total container shipping cost for applying the strategic alliance model was reduced compared to non-strategic alliance model.

A study of the economic effects of weather and climate information on marine logistics (해상운송업의 기상기후정보 경제적 효과에 관한 연구)

  • Weather seems to influence industries in a variety of ways. On a day-to-day basis, it is the most volatile external factor influencing consumer and market behavior. And, because weather is constantly changing, industries must deal with a continuously shifting array of opportunities and risks. This study aims to examine how climate and weather changes and information, as external environmental factors, have affected the Korean industries, particularly marine shipping and logistics. To find out the economic value of marine weather information, we use measurable results of VVOS(Vessel and Voyage Optimization Services) in the ocean shipping, which the marine weather software tool can save fuel costs up to 4%. When the fuel saving is same as VVOS's performance, the saving of Korean flag ship is estimated about 62 billion won and the saving of total flag ship is estimated about 519 billion won. However, coastal shipping companies have been struggling with the heavy weather factors, such as wave height, wave period and wind. Major findings are that wind and wave height have a significant negative effect on cargo transport, while wave period has a significant positive effect on cargo transport. And to conclude, when we use efficiently the marine weather information, we can increase cargo transport and save fuel costs etc.

Study on the Introduction of Safety Management Level Evaluation System for Shipping Company by Imitation Strategy (모방전략을 이용한 해운선사 안전관리 수준 평가제도 도입방안 연구)

  • Maritime transportation circumstance is changing rapidly in accordance with the increase of cargo volume between countries and increase of marine leisure activities by improvement of quality of life. And the circumstance for ship operation is also changing due to aging of seafarers and increasing of foreign seafarers. To cope with such changes in maritime environment well, it requires higher safety management skills from shipping companies, the main subject in charge of the safety matter. In this paper, we analyzed domestic and foreign similar system, and then applied imitation strategies for introduction of an unific evaluation and management system that was consist of marine accidents, port state control, ISM Code and so on from shipping companies. We defined that the imitation industry and system are converted accident ration of construction industry and traffic safety excellence company of road transportation, and then extracted relevant law, evaluation index, incentive system as a imitation subject. We also proposed scheme that introduction of basis law, and evaluation tool with marine accidents ratio, port state control & ism code result, and incentives such as immunity of safety inspection or reduction of commission for introduction of company's safety management level evaluation system. Finally, we proposed the imitation timing and plan in stages for system's sustainable development through the prompt introduction and continuous enforcement.

A Study on the Revision of the Notification Form and Procedures of Marine Incident (준해양사고 통보서식 및 절차 개정에 관한 연구)

  • Accident prevention is more important than follow-up, which is based on Heinrich's law. The marine incident system is a very meaningful system that can prevent similar accidents, and was introduced in 2010 in Korea in accordance with the enforcement of the Code for the Investigation of Marine Casualties and Incidents (CI Code). Based on the CI Code, ship owners or ship operators are required to notify the Central Chief Inspector using the designated notification form in the event of a marine incident, but the number of voluntary notifications is still small. In this regard, this study intends to provide a direction for improvement by conducting an in-depth analysis focusing on the lack of notification procedures and forms of the marine incident system. To this end, we analyzed related regulations, cases of excellent overseas shipping countries such as the United Kingdom and Singapore, cases of similar domestic transportation systems such as aviation and railways, and marine incident notification procedures and forms of leading shipping companies. Major improvements in the notification process include the transition of the marine incidents to voluntary reporting, the expansion of the reporting subjects, and the identification of the security of the informer's identity. The main contents of the notification form revision include the use of the term "reporting" instead of "notification," the content of the identity guarantee in the notification form, and the increase in statistical value through the expansion of optional entries.

An Information Sharing Platform for Eurasia Transportation Logistics Network from Korean perspective (유라시아 교통물류 네트워크 기반 구축을 위한 한국적 시각에서의 정보공유 플랫폼 도입방안)

  • Recently, with the US protection trade trend, South Korea 's exports to the US have shrunk and the need to pioneer emerging markets in Eurasia has increased. Due to the bankruptcy of Hanjin Shipping, a large Korean national shipping company, the necessity of securing transportation that can replace the Asian - European shipping route has emerged. Moreover, as the international trade and logistics environment is rapidly changing due to the spread of electronic commerce, it is time to prepare for the environment where IT technology is applied to international logistics activities. Therefore, this study was carried out to establish information strategy of Eurasia logistics information sharing platform from Korean perspective through comparison of logistics information level of Eurasian countries. This study aims at standardization direction for supporting logistics activities between Eurasian countries, providing customs clearance and logistics services without interruption, providing information for expanding business of trade companies, and building information linkage infrastructure for expanding cooperation between logistics companies across countries. Through this study, it is expected that logistics activities through information sharing among countries will be actively carried out.

  • As international trade has been increased, the competition of major ports is getting hard. The objective of this competition is that to get more cargoes, so port managements and operators are struggling to obtain cargoes. In addition the competition structure has classified several forms bemuse of specialization, integration and subdivision of port players. In this paper, therefore, we analyze the change of competition structure by port players' development characteristics. In the result of this study, competition structure is divided into five groups as among nations, among ports, among container terminal operation companies, among global container terminal operation companies and among container terminal operation companies operated by shipping companies. And they have showed not only competition but also co-operation partly in order to get strategic position.
