A Study on the development of Ship Collision Avoidance Support Program considered Speed (속력을 고려한 선박충돌회피지원 프로그램 개발에 관한 연구)

  • In this paper, we have studied the ship collision avoidance support on the basis of 'Ship Collision Avoidance Model considered a Speed' for the purpose of the decrease of the human error, caused ship collisions, at sea and the effective support of avoiding ship collisions. The program has been reflected the speed of a target ship, had not been considered in a preceding study. Besides, the program will effectively support a maneuver for a collision avoidance, through the display of a feasible area and the method of a collision avoidance using the own ship's turning characteristic about the action of target ship's course and velocity.

  • In this paper, as a fundamental study of ship collision avoidance supporting system in close quarters situation, we propose ship collision avoidance support model for decreasing ship collision accidents those have occurred due to navigator's unsuitable maneuvering in close encounter. This model will effectively support maneuvering for collision avoidance through displaying the feasible area and the method of collision avoidance using own ship's turning characteristic about action of target ship's keeping course and velocity.

  • The safety degree of navigation for collision avoidance is closely related with the combination between mariner's behavior and navigational environment. The condition of navigational environment is mainly decided by navigable waters, ship traffic, rule of road, sea state, weather and so on. Especially, the condition of navigable waters and ship traffic in navigational environment are ones of the important factors to attain safe navigation when mariners are underway and crossing, head on or overtaking situation. Thus this paper is to analyze the characteristics of mariner's behavior for collision avoidance caused by ship traffic and navigable waters by analyzing the contents of questionnaire and the results of international collaborative research. As a result, it can be concluded that the density of ship traffic and the area of navigable waters affect mariner's ship handling for collision avoidance.

  • Ships' collision accident has often occurred in congested waterways or in harbour areas. To examine the cause of collision accident may be necessary to prevention against another similar one. We discuss the construction of ship-manoeuvring-simulator system used for reproducing ships' collision phenomenon The system consists of one simulator bridge for own ship and two control consoles for own ship and target ship. Own ship and target ship are linked each other, and are simultaneously manoeuvred in simulator bridge or at control console respectively. And a simulator experiment for reproducing ships' collision phenomenon and for examining the cause of accident is carried out. Through the present case study, we find out that the constructed simulator system is very useful for reproducing ships' collision phenomenon and for examining the cause of accident.

  • It is very important to understand the intention of a target ship to prevent collisions in multiple-ship situations. However, considering the intentions of a large number of ships at the same time is a great burden for the officer who must establish a collision avoidance plan. With a distributed algorithm, a ship can exchange information with a large number of target ships and search for a safe course. In this paper, I have applied a Distributed Stochastic Search Algorithm (DSSA), a distributed algorithm, for ship collision avoidance. A ship chooses the course that offers the greatest cost reduction or keeps its current course according to probability and constraints. DSSA is divided into five types according to the probability and constraints mentioned. In this paper, the five types of DSSA are applied for ship collision avoidance, and the effects on ship collision avoidance are analyzed. In addition, I have investigated which DSSA type is most suitable for collision avoidance. The experimental results show that the DSSA-A and B schemes offered effective ship collision avoidance. This algorithm is expected to be applicable for ship collision avoidance in a distributed system.

A Study on Playback of Ship Collision Accident Using Free Running Model Test (자유항주 모형시험을 활용한 선박 충돌사고 재현에 관한 연구)

  • According to Korea Maritime Safety Tribunal, there have been 14,100 maritime accidents from 2017 to 2021. Among those accidents, ship collision accidents have been up to 1,275 cases. But in the accidents relating to small ships like a fishing vessel, analyzing the causes of the accidents would depend on statements of the persons related because there is often no navigational data. But those statements can be incorrect and give rise to disagreements between them so that it causes conflicts with each other during the trial. So a replay system of ship collision accident (RESCA) has been developed in order to reproduce the ship collision accident by using AIS, V-PASS or radar data. But the reproduced trajectory of ship collision accident is needed to be verified because it can be unreasonable physically. So a method to verify the reproduced trajectory and collect the physical data on ship collision accident is newly designed by using free running test. In the RESCA, the accident is reproduced using the navigational data from the trajectory for a ship and measured from free running model test for the other ship at the same time. Through free running test, the behavior of the model ship is transformed from model scale into real scale. In order to check into the accuracy of the new method, free running model tests by using RESCA are carried out on the actual ship collision accidents.

  • Recently, ship collision accidents account for $20%{\sim}34%$ of domestic marine accidents, also have increased continually. In this paper, therefore we propose the development of Ship Collision A voidance Support program for decreasing ship collision accidents. This program has been developed on the basis of CCAS-Model. A CCAS-Model has ship's maneuvering performance and has been studied for the propose of supporting to avoid ship collision in close quarters. Besides. the program will effectively support maneuvering for collision avoidance through display of the feasible area and the method of collision avoidance using own ship's turning characteristic about action of target ship's keeping course and velocity in various encounter.

  • From a point of view of suggesting the method to avoid ship's collision, the speed of ships has to be considered sufficiently according to encounter angle of ships. But the new safe-guard ring of ship's collision avoidance support model in the close quarters is established assuming that the ratio of own ship' speed to a target ship's speed is less than about 1.7. Therefore in this paper, as doing a study concerned with the establishment of safe-guard ring reflected the encounter angle and the speed of ships, we will propose the new model of ship collision avoidance for safe maneuver of ship's collision avoidance.

  • Up to now a lot of the study on ship collision avoidance systems has proceeded actively. However the frequency of ship collision accidents didn't decreased. If there is collision risk in close quarters situation none the less manouvering ship for collision avoidance according to the system, only use of TCPA and DCPA as input factor for collision risk decision is not useful to avoiding collision action. For the recent 5 years by the analysis of first observation distance about approaching ship in domestic collision accidents, nearly $45\%$ of accidents is close first observation less than 2 miles. Therefor it is essential part for safety navigations to study for collision avoidance action in close encounter. In this paper, as foundation study of supporting collision avoidance manoeuvring for navigators, we proposed ship collision avoidance support model in close quarters situation through analysis of collision accidents for effective getting rid of the causes.
