고속선의 새로운 국제안전규칙 -화재안전규칙에 대하여- (International Code of Safety Regulation for High Speed Craft - as compared with Fire Safety Regulation-)

  • The application of all regulations during building phase, plus constant vigilance in operation is essential to reducing the risk of fire aboard. A Safety by design approach is increasingly important. Fire safety regulation can solve problems which are hard to be solved by HSC code(International Code of Safety for High Speed Craft). Recently HSC code is applied for ship design development or guidance to the designer and demonstrates many advantages. In this pages, ship fire Safety are realistically modeled as ship design and the shipboard fires & muster stations are analyzed using HSC Code.

연안여객선사 안전관리 운영 효율성 분석 : 안전경영지표 평가항목 개발을 중심으로 (Analysis of Safety Management Efficiency by Coastal Passenger Ship Companies : Development of Safety Management Evaluation Standards)

  • 본 연구는 연안여객선사의 안전관리 운영 효율성을 분석하기 위한 기초연구로 적절한 안전경영지표 평가항목을 설계하고 연안여객선사를 대상으로 평가항목의 유효성을 검증하는데 목적이 있다. 이를 위해 먼저 연안여객운송사업자의 안전관리책임자, 공무원(선박검사관), 여객선 운항관리자 등으로 구성된 전문가 그룹을 통해 연안여객선사의 자발적 안전관리 활동을 평가하기 위한 5개의 평가항목과 14개의 세부 평가요인을 선정하고 사전검증 및 테스트를 통해 객관성을 제고하였다. 이 안전경영지표 평가항목을 이용하여 44개 연안여객선사에 대한 자발적 안전관리 수준을 평가하였다. 그리고 평가항목의 유효성을 검증하기 위하여 안전경영지표 평가항목 결과와 중대해양사고 비율을 비교분석하여 평가항목의 타당성을 확인하였다. 이를 통해 자발적 안전경영 수준이 높은 업체일수록 중대해양사고가 발생하지 않고 자발적 안전관리에 무관심하거나 소홀한 업체는 상대적으로 높은 중대해양사고가 발생하고 있는 것을 알 수 있었다. 이처럼 안전경영지표 평가항목 선정을 통해 연안여객선사의 안전관리 운영 효율성을 분석하는데 중요한 항목을 객관적인 관점에서 도출하였다. 따라서 향후 안전관리 효율성 분석을 위한 기초자료로 활용될 수 있을 것이다.

  • Ship Pilotage is one of the most important parts in the construction and development of Shanghai International Shipping Center as it has the fundamental function for the promotion and speed-up of the ship navigation and cargo operation. Recently, Shanghai Maritime University and Shanghai Harbour Pilotage Administration Station had carried out a research project of 'Study on Ship Safety Pilotage in the Shanghai Harbour by Way of FSA (Formal Safety Assessment)'. The aim of this project is to put out some proposes of the decision-making for the improvement of the safety pilotage in Shanghai habour through the way of the FSA. Now these proposes of the decision-making have been adopted and conducted in practice and satisfactory results have been achieved. In the paper, some detailed information, methods and ideas about this research project have been introduced and explained for improving the safety pilotage in Shanghai Harbour.

Safety analysis and design of full balanced hoist vertical shiplifts

  • The safety relating to leakage of water and pitch instability of ship chambers of the full balanced hoist vertical shiplifts has been the focus of adoption of the type of vertical shiplifts. This paper aims to remove the doubts through theoretical and engineering researches. The leakage and pitch stability of ship chambers of full balanced hoist vertical ship lifts are investigated on the basis of theoretical analysis and exploration of engineering measures. Regarding the issue of leakage of ship chambers, a mathematical model on leaking process is built and corresponding formula and coping measures are obtained which can be applied in control program of ship lifts by linking with monitoring. The concept of safety grade is put forward to seek the best technical and economic index and the corresponding technical measures are for different grades of ship lift is suggested. For the issue of pitch instability, a methodology of combining theoretical deduction and summary of achievements of design and operation of the type of the full balanced hoist shiplifts is adopted, and the formula for design about pitch stability of ship chambers is derived.

Identification of Impact Factors in Ship-to-Ship Mooring Through Sensitivity Analysis

  • With the recent increase in the volume of liquid cargo transportation, there is a need for STS( Ship To Ship) globally. In the case of the STS mooring, the safety assessment should be conducted according to other criteria because mooring is different from the general mooring at the quay, but there is no separate standard in Korea. Thus in this study, STS mooring simulation and sensitivity analysis using OPTIMOOR program, the numerical analysis program, was conducted to identify the characteristics of the STS mooring. The target sea modeled the Yeosu port anchorage in Korea and the target ship was selected as the case of VLCC (Very Large Crude Oil Carrier)-VLCC. Through the numerical simulation and sensitivity analysis, the characteristics of STS mooring were identified. Also based on these results, we focused on establishing the standard for STS mooring safety assessment. Numerical simulation results show that the STS mooring safety can be changed according to a ship's cargo loading condition, pre-tension of mooring line, sea depth, encounter angle with the weather, and the weather condition. Additionally, the risk matrix is prepared to establish the safe external force range in the corresponding sea area. This result can be used to understand the mooring characteristics of STS and contribute to the revision of mooring safety assessment criteria.

수치 모형선에 의한 제한수역에서의 조종성능 측정 (Measurement of Maneuverability in the Restricted Area by Numerical Model Ship)

  • 제한수역에서는 Bank cushion과 Squat의 작용으로 인하여 선체의 운동특성이 변한다. 실선을 통한 제한수역에서의 조종성능의 측정은 선박의 안전 때문에 어려운 실정이다. 본 연구에서 제한수역에서의 측벽효과와 Squat에 관한 정보를 얻기 위해 수치모델을 이용하여 선박의 운동을 모사하였다. 선박과 안벽의 거리가 좁을수록 선수방위는 많이 변하였다. 선수방위의 최대 변화치는 선폭에 대한 이안거리의 비(D/B)=0.2에서 $22.37^{\circ}$를 나타내었다. Squat는 속력이 빠를수록 흘수가 작을수록 커졌다. Squat의 최대치는 흘수에 대한 수심(H/d)=1.25, 속력 8knot일 때 0.29m였다. 선박의 안전운항을 위하여 제한수역에서는 감속이 가장 중요한 요소인 것으로 나타났다.

  • Small vessels of less then 20 tonnage and leisure boats such as motor boats, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea. As a result, these small vessels and leisure boats have remained within the blind area of maritime safety and environment protection. Among these vessels and boats, some leisure boats such as motor boats of 20 horse power or more(excluding motor boats equipped with engine inside the vehicles), water motorcycles and rubber boats of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea. In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.
