A Study on the Influence of Navigational Environment on Mariner's Behavior for Collision Avoidance

  • The safety degree of navigation for collision avoidance is closely related with the combination between mariner's behavior and navigational environment. The condition of navigational environment is mainly decided by navigable waters, ship traffic, rule of road, sea state, weather and so on. Especially, the condition of navigable waters and ship traffic in navigational environment are ones of the important factors to attain safe navigation when mariners are underway and crossing, head on or overtaking situation. Thus this paper is to analyze the characteristics of mariner's behavior for collision avoidance caused by ship traffic and navigable waters by analyzing the contents of questionnaire and the results of international collaborative research. As a result, it can be concluded that the density of ship traffic and the area of navigable waters affect mariner's ship handling for collision avoidance.

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

  • 2006년 영일만 신항이 개장될 경우 포항항 진입 수역은 선박 통항량이 증가하고 중대형 선박들의 입출항이 가속화될 것이다. 그러나 포항항 일부 진입 수역에는 여전히 항행 위험 요소가 존재하고 있다 즉, 호미곶 인근 해역에서의 무질서한 항행 및 교통이 폭주하고 있어 통항 안전성을 고찰하기 위하여 해상교통조사를 실시하였다. 또한 해상교통조사 결과를 선종별 및 톤수별로 통계 처리하고 통항 선박의 항적 분포 등을 토대로 통항 선박의 주요 통항로 및 통항 특성을 분석하였으며, 향후 포항항 진입 수역의 항로지정에 활용하고자 한다.

Vessel traffic geometric probability approaches with AIS data in active shipping lane for subsea pipeline quantitative risk assessment against third-party impact

  • A subsea pipeline designed across active shipping lane prones to failure against external interferences such as anchorage activities, hence risk assessment is essential. It requires quantifying the geometric probability derived from ship traffic distribution based on Automatic Identification System (AIS) data. The actual probability density function from historical vessel traffic data is ideal, as for rapid assessment, conceptual study, when the AIS data is scarce or when the local vessels traffic are not utilised with AIS. Recommended practices suggest the probability distribution is assumed as a single peak Gaussian. This study compares several fitted Gaussian distributions and Monte Carlo simulation based on actual ship traffic data in main ship direction in an active shipping lane across a subsea pipeline. The results shows that a Gaussian distribution with five peaks is required to represent the ship traffic data, providing an error of 0.23%, while a single peak Gaussian distribution and the Monte Carlo simulation with one hundred million realisation provide an error of 1.32% and 0.79% respectively. Thus, it can be concluded that the multi-peak Gaussian distribution can represent the actual ship traffic distribution in the main direction, but it is less representative for ship traffic distribution in other direction. The geometric probability is utilised in a quantitative risk assessment (QRA) for subsea pipeline against vessel anchor dropping and dragging and vessel sinking.

  • There are certain guidelines on the channel design such as domestic guidelines(Korean and japanese, etc.)and international guideline known as PIANC Rules(Permanent International Association of Navigation Congresses Rules), in the world These rules have considered many factors such as natural conditions, ship maneuverability and geographical features etc. But it is contented toot the area of these rules toot are meant to facilitate the ease of ship-handling is insufficient. To satisfy this point in design process, it is necessary to take into account the difficulties encountered in ship-handling within these inland waterways. Because many vessels are navigating at the same time within these waterways, the specific navigable traffic volume should be considered with regard to the standard process of route designing. It must also be considered with regard to the volume of navigable traffic bemuse of ship-handling difficulty toot arises within the same waterway with varying amounts of traffic volume because toot ship-handling/manueverability is directly influenced by these factors. This paper aims to propose a new approach to the design of standard inland water route considering the traffic volume and the shape of waterway. Also consider the relationship among these factors may affect to the ship-handling difficulties.

국내 3대 주요 컨테이너항만의 장래 컨테이너선박 교통량 추정 (The Estimation of the Future Container Ship Traffic for Three Major Ports in Korea)

  • 컨테이너항만의 물동량이 증가하는 추세에서 장래에 발생될 컨테이너선박의 교통량을 예측한다면 항만의 효율적인 계획과 운영관리를 사전에 수립할 수 있다. 해상교통 관점에서도 컨테이너선박의 입 출항 척수를 장기적으로 추정하고, 이를 근거로 해상교통수요를 원활하게 처리할 수 있는 합리적인 방안을 계획할 수 있다. 따라서 본 연구에서는 전국항만 기본계획에서 제시된 부산항, 광양항, 인천항의 컨테이너 물동량 예측자료를 토대로 각 항만에 대한 컨테이너선의 장래 입 출항 교통량을 추정하였다. 이를 위해서 컨테이너선박의 척당 물동량 추세를 ARIMA 모형을 통해 예측하고, 계절지수를 산출하였다. 이와 같이 예측된 척당 물동량을 2011년, 2015년, 그리고 2020년의 컨테이너 물동량에 대비시켜 발생예상의 해상교통량을 추정하였다.

  • 해상교통시스템은 선박, 조선자, 선박과 조선자를 둘러싼 환경으로 구성되어 있다. 항행환경은 조선환경, 교통환경, 정보사회환경으로 분류하며, 항로설계는 조선환경의 일부를 설정하는 것이다. 본 연구는 항만설비 중 항로설계기준의 적정성을 확인하기 위하여 조선자의 입장에서 직선항로와 항로만곡부에서의 조선부담감을 정량적으로 평가한 것이다. 환경스트레스모델을 이용하여 대상항로에서 항로폭, 선박전장, 선속 등의 요소를 고려하여 선박조종 난이도를 평가하고, 그 상관관계를 구하였으며 조선부담의 경감방안을 제시하였다.

  • 해상교통관제센터(Vessel Traffic Service, VTS)에서 항해중인 선박의 효과적인 관리를 위해 선박에 영향을 주는 외력에 대한 평가가 필요하다. 해상교통 빅데이터는 크게 선박 제원 및 통항정보 등 선박에 의하여 수집되는 정보가 있으며, 다른 하나는 해역에 관련된 바람, 파고, 조류흐름의 외력정보가 있다. 본 연구에서는 이러한 해상교통 빅데이터를 활용하여 선박에 영향을 주는 외력영향을 평가하는 방법에 대해 제안한다. 해상교통 빅데이터를 활용하기 위하여 바람, 파도, 조류 정보, 대수속력(Speed Over Water, SOW)에 대한 정보로 구성되는 해역외력코드(Waterway External Force Code)를 사용하였다. 해역외력코드를 데이터베이스로 하여 그 결과로서 선박에 작용하는 외력영향을 추정하였다.

부산남항 선박통항 안전성 향상을 위한 해상교통량 조사 (Marine traffic survey to improve safety of vessel traffic at Busan South Port)

  • To establish a vessel safety management system for improving the safety of vessel's traffic and preventing vessel's traffic accidents, the state of marine traffic in the Busan South Port was investigated and analyzed as preliminary survey of the countermeasures. As a result of the study, there are 1,158 vessels in a day, 48 vessels in an hour, and the maximum traffic is about 118 vessels between 16:00 and 17:00 hours everyday, which requires to establish and operate a traffic control system necessarily for ensuring vessel's traffic safety. Furthermore, passages of tanker, passenger ship, cargo vessel and government vessel showed to sail along main traffic lane to be obtained enough sea depth at the survey area. However, passages of fishing vessel and launch showed to sail freely at all survey area owing to outstanding maneuverability and a shallow draft. Some vessels of launch sailed along main traffic lane, but other vessels crossed to sail it. The passages to cross main traffic lane is higher the risk of collision. Therefore, safety measures are urgently needed for the operation of the Busan South Port management system and the prevention of marine pollution.
