Maritime security incidents by pirates and by terrorists increase, but maritime incidents investigation models are limited to figure out the maritime security incidents. This paper provides the analysis model for maritime security incidents. To develop this analysis model, this categorizes five threat factors, the ship, the cargo type, port system, human factor, information flow system, makes the risk assessment matrix to quantify the risk related to threat factors and classifies four priority categories of risk assessment matrix. Also, this model makes from the frameworks which include a variety of security initiatives implementing in stakeholder levels like international organizations, individual governments, shipping companies, and the ship. Therefore, this paper develops the Analysis for Maritime Security Management model based on various security initiatives responding to the stakeholder levels of maritime security management and top-bottom/bottom-up decision trees, and shows the validity through verifying the real maritime security incident of M/V Petro Ranger.
Vessels can operate with their Automatic Identification System (AIS) turned off, prompting the development of strategies to identify them. Among these, utilizing satellites to collect radio frequency (RF) data in the absence of AIS has emerged as the most effective and practical approach. The purpose of this study is to develop a matching algorithm for RF with AIS data and find the RF's applicability to classify a suspected ship. Thus, a matching procedure utilizing three RF datasets and AIS data was employed to identify ships in the Yellow Sea and the Korea Strait. The matching procedure was conducted based on the proximity to AIS points, ensuring accuracy through various distance-based sections, including 2 km, 3 km, and 6 km from the AIS-based estimated points. Within the RF coverage, the matching results from the first RF dataset and AIS data identified a total of 798 ships, with an overall matching rate of 78%. In the cases of the second and third RF datasets, 803 and 825 ships were matched, resulting in an overall matching rate of 84.3% and 74.5%, respectively. The observed results were partially influenced by differences in RF and AIS coverage. Within the overlapped region of RF and AIS data, the matching rate ranged from 80.2% to 98.7%, with an average of 89.3%, with no duplicate matches to the same ship.

The International Maritime Organization is establishing international agreements on maritime safety and security to prepare for the introduction of autonomous ships. In Korea, the industry is focusing on autonomous navigation system technology development, and to reduce accidents involving coastal ships, research on autonomous ship technology application plans for coastal ships is in progress. Interest in autonomously operated ships is increasing worldwide, and maritime demonstrations for verification of developed technologies are being pursued. In this study, a basic investigation was conducted on the design of a demonstration ship and an onshore platform (remote support center) using digital twin technology for application to coastal ships. To apply digital twin technology, an 8-m small battery-powered electric propulsion ship was selected as the target. The basic design of the twin-integrated platform was developed. The ship navigation and operation data were stored on a server system, and remote-control commands of the electric propulsion ship was achieved through communication between the ship and the onshore platform. Ship performance management, operation and operation optimization, and predictive control are possible using this digital twin technology. This safe and economical digital twin technology is applicable to ships responding to crisis scenarios.

Along with the development of information and communication technology, maritime communication systems also have been actively studied for navigation and communication equipment aiming at safety, efficiency, accuracy and security. However, for fishing ship over 100km far from the coast, it is difficult to manage such as location and status of ship. In this study, a network monitoring system, including a secure 460-Network and a 460-Gateway, is designed and developed according with the requirements of the IEC (International Electro-Technical Commission) 61162-460 network standard for the safety and security of networks on board ships. At present, internal or external unauthorized access to or malicious attack on a ship's on board systems are possible threats to the safe operation of a ship's network. To secure the ship's network, a 460-Network was designed and implemented by using a 460-Switch, 460-Nodes, and a 460-Gateway that contains firewalls and a DMZ (Demilitarized Zone) with various application servers. In addition, a 460-firewall was used to block all traffic from unauthorized networks. 460-NMS (Network Monitoring System) is a network-monitoring software application that was developed by using an simple network management protocol (SNMP) SharpNet library with the .Net 4.5 framework and a backhand SQLite database management system, which is used to manage network information. 460-NMS receives network information from a 460-Switch by utilizing SNMP, SNMP Trap, and Syslog. 460-NMS monitors the 460-Network load, traffic flow, current network status, network failure, and unknown devices connected to the network. It notifies the network administrator via alarms, notifications, or warnings in case any network problem occurs. Once developed, 460-NMS was tested both in a laboratory environment and for a real ship network that had been installed by the manufacturer and was confirmed to comply with the IEC 61162-460 requirements. Network safety and security issues onboard ships could be solved by designing a secure 460-Network along with a 460-Gateway and by constantly monitoring the 460-Network according to the requirements of the IEC 61162-460 network standard.

Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

The shipboard combat system is a key system for naval combat that supports a command and control process cycle consisting of Detect - Control - Engage in real time to ensure ship viability and conduct combat missions. Modern combat systems were developed on the basis of Open Architecture(OA) to maximize acceptance of latest technology and interoperability between systems, and actively introduced the COTS(Commercial-of-the-shelf). However, as a result of that, vulnerabilities inherent in COTS SW and HW also occurred in the combat system. The importance of combat system cybersecurity is being emphasized but cybersecurity research reflecting the characteristics of the combat system is still lacking in Korea. Therefore, in this paper, we systematically identify combat system threats by applying Data Flow Diagram, Microsoft STRIDE threat modelling methodology. The threats were analyzed using the Attack Tree & Misuse case. Finally we derived the applicable security requirements which can be used at stages of planning and designing combat system and verified security requirements through NIST 800-53 security control items.
In this study, the scope of previous logistics security were focused only on port and ship. Because of it now extends to the overall (export and import) supply chain areas and in regards with supply security programs in the international level, it reviewed supply chain security programs categorized them into 'ships and port security system', 'container screening system', 'logistics chain authorization system' which are expanded to be adopted in the international level. The major features of those programs are summarized as in building risk management system, providing information ahead, selectivity test and benefits to AEO authorized companies in the customs administration level. The government and companies which are to ensure supply chain security and trade facilitation in order to cope actively with international customs administrative atmosphere need to do the followings : First, they need to build an intra-government integrated supply chain security and make efforts to conclude AEO MRA in order to increase trade competitiveness among major trading countries. Second, they need to build supply chain risk management system in order to enhance management performance through overseas market and company level strategy to obtain and maintain AEO authorization in the company level.
