A Study on the Improvement of Manning Standards of Small Vessel Operator in the Ship Officer's Act (선박직원법상 소형선박조종사의 승무기준 개선에 관한 연구)

  • The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation cf current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and proposes its improvement scheme to secure the safe operation of vessels.

A Study on the Tug's Minimum Manning Levels (예인선의 최저승무기준에 관한 고찰)

  • About 90.5 % of barge-towing tugs weigh less than 200 gross tonnage and most are served by the master alone. They are also not subject to the regulations on the working hours and manning levels stipulated in the Seafarers' Act. Therefore, the master of barge-towing tugs cannot take sufficient rest during the navigational watch. Moreover, barge-towing tugs do not satisfy the human seaworthiness due to the inevitable performance of the navigational watch which must be alternately undertaken with an unqualified person, called the "Boatswain". Furthermore, there are many cases in which the master or owner of a tug fails to comply with the additionally required minimum manning levels stipulated in the Ship Of icers' Act when a tug tows a barge. This study reviews the following: (1) the regulations on the working hours and manning levels that are stipulated in the Seafarers' Act, (2) the regulations on the minimum manning levels for ship of icers of the tug's deck part that are stipulated in the Ship officers' Act, (3) marine accidents in the barge-towing tugs. As a result I suggested that one additional deck officer should be on board when a tug tows a barge through the revision of the minimum manning level for ship of icer on the deck part in order to prevent marine accidents of tugs effectively. Especially, the Act on the Punishment, etc. of the Serious Accident came into effect on January 27, 2022. If marine casualties occur continuously at sea due by the same cause, and the cause of such marine casualties would be turned out by the fatigue of the ship of icer caused by insufficient institutional arrangements, the administrator of competent Authorities of Maritime and Port could be punished, so it seems to prepare for it.

On the Development of Seakeeping Performance Evaluation System with Establishment a Safety Space (안전공간 설정에 의한 선박 내항성능의 평가시스템 개발에 관한 연구)

  • The recently-developed automated vessels require a system which evaluates the operating conditions of the ship at present position from weather information as well as sensors ; forecasting the operations condition in the state to come in foreseeable future ; and suggests the optimum course and speed for ship's safety. According to a study, deck wetness, propeller racing, slamming. rolling, vertical acceleration, lateral acceleration, vertical bending moment at midship etc. were chosen as the factors for evaluating seakeeping performance. As a matter of act, there is no developing the hardware of a system which could consider all the factors on seakeeping performance. This study introduces a theoretical method which makes it possible to evaluate the seakeeping performance by applying a theory from reliability engineering, and thereby establishing a safety space. The author adopts rolling and pitching as the factors on seakeeping performance by clarifying the correlation of stochastic processes the factors presently adopted for evaluation system in consideration of the safety of human being, cargoes and the ship. This method of evaluation shall be of much use in developing the practical system of seakeeping performance of a ship in waves.

  • This study focuses on improving quality management system of naval ships to enhance safety. Recently, there were problems caused by the lack of quality management system when building Korea naval ships. Foreign naval ships are designed and built through certification by professional organizations in the commercial sector to reduce budget and enhance ship safety. Merchant ships are designed, built, operated and maintained by the organizations in accordance with the Ship Safety Act. When naval ships are exported, the ordering country requires the certification from the international classification to ensure the safety and reliability of ships. Through this study, as a method of improving the quality management system of naval ships, design verification, equipment certification and construction survey using expertise of the organizations are proposed when designing and building the naval ships.

Evaluation of the Ship′s Navigational Safety Using Dangerousness on the Korean Coast (연안 여객선의 내항성능 위험도를 이용한 항해 안전성 평가에 관한 연구)

  • There are winds and waves in the sea, and they are changed frequently in accordance with the weather. By analyzing then which have the closest relation to the ship's safe voyage, evaluating the seakeeping performance and then taking a proper act on, navigators should carry out safe navigation on the sea A ship in seaways suffers continuous disturbances by irregular waves, and ship motions with irregular waves cannot be easily described as a system model which is adequate to a control system. But, in general, for seakeeping analysis, ship motions in irregular seas can be estimated by the superposition of the motion responses in regular wave components of the sea spectrum. After comparing and analyzing the winds and waves in major sea areas, this paper evaluates the navigational safety of ships on the Korean coast with potential dangerous seakeeping performance using the weather information provided by land The conclusion is as follows: (1) It is possible that the safety of ships could be secured more accurately by evaluating the seakeeping performance of ships. (2) When the weather is bad, the departure of ships could be controlled by evaluating the navigational safety of ships. (3) When a ship is placed in commission in any area, this evaluation could be used to decide the type and size of ship in use.

  • The maritime industry, responsible for 80% of global freight transport, heavily pollutes the environment through traditional fossil fuels. The International Maritime Organization aims to reduce sulfur and greenhouse gas emissions, but faces technical and financial challenges. Hydrogen fuel cells present a promising alternative with high efficiency and low emissions. This study examines the legal and regulatory frameworks needed for hydrogen bunkering across land, port, and sea. Key legislation includes the High-pressure Gas Safety Control Act, Hydrogen Economy Promotion and Hydrogen Safety Management Act, Harbor Act, Harbor Authority Act, Marine Transportation Act, and Harbor Transport Business Act. The study identifies overlapping regulations and proposes integrated solutions. The findings underscore the necessity of strict safety standards and legislative amendments to recognize hydrogen as a ship fuel. Establishing a comprehensive legal framework is essential for safe and efficient hydrogen bunkering. Continuous updates through international cooperation and standardized regulations are crucial for adopting hydrogen fuel cells, ensuring a sustainable and environmentally friendly maritime industry.

  • This paper provides a study on the application and proposals of safety culture, new public management and social amplification of risk framework via ship accidents in Korea. This document analyzes what are the concept of safety culture, new public management as well as social amplification and risk framework and describes how 3 issues act, harmonize, interrelate through M/V Sewol accident. Korean government is needed to apply social amplification of risk framework to the in order to promote the safety culture in the maritime administration. Hence, this paper proposes safety framework in order to prevent and resolve future unexpected accident especially for maritime field.
