A Study on the Development of Educational Programs for LNG Bunkering in Consideration of the Safety System

  • This paper aims at presenting bunkering educational programs for LNG fueled ship taking into consideration existing similar education programs and safety systems at the international level in order to enhance both seafarers' and vessels' safety. Heavy fuel oil has typically been used as fuel of ship propulsion. The competitiveness of the fuel oil is recently getting weak in terms of cost and environmental aspects. Liquefied natural gas is introduced for ship propulsion in the maritime field as a new energy source replacing heavy fuel oil. In order to prepare for installation and operation of LNG fueled propulsion ship on board, International Maritime Organization has discussed this subject for about 10 years. As a result of the discussion on such ships in IMO, the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels entered into force on the year 2015. International organizations and several countries therefore drives actively entire researches and other businesses with a view to providing equipment and system of LNG bunkering. The systems are divided into ship-to-ship transfer, terminal / pipeline-to-ship transfer and truck-to-ship transfer. By adopting transfer system of LNG bunkering, many human resources will be needed in these areas on scene as well as on managing, operating, trading, finance, design of LNG bunkering industries. LNG bunkering is just in the beginning stage. Hence, this paper reviews and proposes professional educational programs of LNG bunkering in consideration of technical aspects of the safety system of LNG bunkering based on the types of bunkering systems.

  • Development of safety monitoring system for workers in the ship building industry is currently under progress using RFID(Radio Frequency IDentification) for successful development of the U-BUSS(Ubiquitous- Safety User Safety System). For decades, RFID technology has become a key technology to provide the real-time location system of worker and is variously used for safety monitoring system to increase productivity, improve the blasting quality and enhance the safety of working condition in the ship building industry In this paper, 2.45GHz band RTLS(Real Time Location System) technologies and the ubiquitous safety monitoring system of the ship yard's blasting cell are described.

  • The Automatic Identification System (AIS) will provide valuable navigational information to the coastal passenger ship to which RADAR did not cover until now. 112 skippers of coastal passenger ship who are using AIS plotter responded that the AIS is very useful to their safety and they are using the AIS effectively regardless of number of seafarers, ship's speed and navigation time. It is required that all coastal ships should install the AIS to improve the safety navigation in the coastal navigation area.

  • In order to evaluate the safety of navigation at sea and the safety of mooring ship on berthing, it is necessary that the wave and wind induced ship dynamic motion should be measured in real time domain for the validity of theoretical evaluation method such as sea-keeping performance and safety of mooring. In this paper, the basic design of sensors is discussed and some system configurations were shown. The developed system mainly consists of 4 kinds of sensors such as three dimensional accelerator, two dimensional tilt sensor, two displacement sensors and azimuth sensor. Using the this measuring system, it can be obtained the 6 degrees of freedom of ship dynamic motions at sea and on berthing such as rolling, pitching, yawing, sway, heave, surge under the external forces.

Safety Assessment of Ship Navigation at Yeocheon Harbor for 320,000DWT VLCC (여천항에서의 32만 DWT급 원유 운반선의 선박운항 안전성 평가)

  • It is well known that simulation study in the preliminary design stage of harbors or berths is of great use, since it can provide helpful informations to the designer from the view point of ship navigations. In this paper, a brief review is made in the safety assessment of ship navigation for a 320,000 DWT VLCC entering Yecocheon harbor area, which is carried out by shiphandling simulator system. The geographic data base for the harbor as well as the mathematical models of the ship and environmental effects are designed and developed. Based in the on-site inspections and interviews with pilots in Yeocheon area, basic maneuvering plans and consistence with real operation conditions. Berthing and deberthing maneuvering simulations as well as approaching and departing simulations are carried out by 3 experienced navigators according to the maneuvering plans and environmental scenarios. The simulation results are analysed in various ways to evaluate the quantitative and qualitative maneuvering difficulties and thereby to assess the safety of ship navigation in that area.

  • There are winds and waves in the sea, and they are changed frequently in accordance with the weather. By analyzing them which have the closest relation to the ship's safe voyage. evaluating the seakeeping performance and then taking a proper action, navigators should carry out safe navigation on the sea. A ship in seaways suffers continuous disturbances by irregular waves, and ship motions with irregular waves cannot be easily described as a system model which is adequate to a control system. But, in general, for seakeeping analysis, ship motions in irregular seas can be estimated by the superposition of the motion responses in regular wave components of the sea spectrum. After comparing and analyzing the winds and waves in major sea areas, this paper evaluates the navigational safety of ships on the Korean coast with potential dangerous seakeeping performance using the weather information provided by land. The conclusion is as follows : (1) It is possible that the safety of ships could be secured more accurately by evaluating the seakeeping performance of ships. (2) When the weather is bad, the departure of ships could be controlled by evaluating the navigational safety of ships. (3) When a ship is placed in commission in any area, this evaluation could be used to decide the type and size of ship in use.
