Aid to navigation is a navigational aid facility that informs a sailing vessel of its location and direction as well as a location of a specific obstacle by means of a light, shape, color, sound, radio wave, etc. It can be valuable in improving the safety of day and night vessel navigation at sea. For the safety of the tug boat, the minimum equipment requirements for each type of tug boat are arranged. Despite these preparations, the collision accidents between tug boats, barges, and light buoys can occur when the tug boat turns due to the length of the tow-line, tidal current, and the barge's momentum etc. The purpose of this study was to propose the basic system that analyzes the physical relationship between two vessels regarding the tug boat-barge-light buoy dynamics and propagate the corresponding data through the aid to navigation management & operation systems in use at each regional oceans and fisheries.

Oil pollution of the ocean is a major environmental problem, especially in its coastal zones. Synthetic aperture radar (SAR) flown on satellites, such as ERS-2 and Envisat, has been proved to be a useful tool in oil spill monitoring due to its wide coverage, day and night, and all-weather capability. The total 120 SAR images containing oil spill over the East China Sea were collected and analyzed, ranging in date from July 23, 2002 to November 11, 2005. After preprocessed, SAR images were segmented by adaptive threshold method. The oil spill images were incorporated into GIS after distinguished from look-like phenomena, finally we presented the oil spills distribution map for the East China Sea. The wide-swath and quick-looks SAR imagery for mapping of oil spill distribution over large marine areas were proved to be useful when full resolution data are not available. After the temporal and spatial distribution of the oil spills were analyzed, we found that most of oil spills were distributed along the main ship routes, which means the illegal discharge by ships, and the occurrence of oil spill detected on SAR images acquired during morning and summer is much higher than during evening and winter.
Several planktonic dinoflagellates, including Cochlodinium polykrikoides (p), are known to produce red tides responsible for massive fish kills and serious economic loss in turbid Northwest Pacific (Korean and neighboring) coastal waters during summer and fall seasons. In order to mitigate the impacts of these red tides, it is therefore very essential to detect, monitor and forecast their development and movement using currently available remote sensing technology because traditional ship-based field sampling and analysis are very limited in both space and temporal frequency. Satellite ocean color sensors, such as Sea-viewing Wide Field-of-view Sensor (SeaWiFS), are ideal instruments for detecting and monitoring these blooms because they provide relatively high frequency synoptic information over large areas. Thus, the present study attempts to evaluate the red tide index methods (previously developed by Ahn and Shanmugam et al., 2006) to identify potential areas of red tides from SeaWiFS imagery in Korean and neighboring waters. Findings revealed that the standard spectral ratio algorithms (OC4 and LCA) applied to SeaWiFS imagery yielded large errors in Chl retrievals for coastal areas, besides providing false information about the encountered red tides in the focused waters. On the contrary, the RI coupled with the standard spectral ratios yielded comprehensive information about various ranges of algal blooms, while RCA Chl showing a good agreement with in-situ data led to enhanced understanding of the spatial and temporal variability of the recent red tide occurrences in high scattering and absorbing waters off the Korean and Chinese coasts. The results suggest that the red tide index methods for the early detection of red tides blooms can provide state managers with accurate identification of the extent and location of blooms as a management tool.

This paper presents calculated results of the free-surface flow around a Series 60($C_B=0.6$) model. Three-dimensional Navier-Sotkes equations are solved and Baldwin-Lomax algebraic turbulence model is adopted to simulate the high Reynolds-number flow. To reduce computational efforts, velocity components near the wall are extrapolated with a the solved by using the Implicit Approximate Factorization method[2]. The successive-over-relaxation method is used for solving pressure-Poisson equation when obtaining the pressure field projecting the divergence-free velocity field. To simulate the free-surface flows more precisely, the numerical scheme solving the equation for the kinematic boundary condition is very important. In this paper, there numerical schemes are employed and the results are compared with the available experimental data.

This paper deal with the validation of correction method of ice strength and thickness to the sea trial condition based on the ice model test results. It is very difficult to conduct the model test corresponding to the sea trial condition exactly. In addition, the available sea trial data is not sufficient for the validation of correction method. In the present study, the model test results of Terry-Fox ice breker have been used to compare the corrected results of sea trial test by varying its thickness and strength of model ice. The HSVA and ITTC methods have been applied to the present comparisions and the required power has been also validated by using the HSVA method. There are rather good agreement between the sea trial result and model test corrected by the HSVA and ITTC method. The more comparisons are expected to be carried out in near future.

Recently, many research works on the icebreaking vessels have been published as the possibility of passing Arctic routes has been increasing. The model ship test on the pack ice model in the ice basin is actively carried out as a way to investigate the performance of icebreaking vessels. In this test, the concentration of pack ice is important since it directly affects the performance. However, it is difficult to measure the concentration because not only the pack ice has uneven shape but also it keeps floating around in the basin. In this paper, an algorithm to identify the concentration of pack ice is introduced. From a digital image of pack ice obtained in the ice basin, the goal is to measure the area of pack ice using an image processing technique. Instead of the general global binarization that yields numerical errors in this problem, a local binarization technique, coupled with image subdivision based on the quadtree structure, is developed. The concentration results obtained by the developed algorithm are compared with the manually measured data to prove its accuracy.

The current maritime industry is expected to have a significant impact on the role of maritime-related technologies and systems, especially seafarers, in the rapidly changing Fourth Industrial Revolution. The Maritime Autonomous Surface Ship (MASS) aims to reduce the number of safety accidents and improve seafarers' working environment. With regard to MASS, the International Maritime Organization has been trying to minimize unexpected impact in the maritime education and training sector by establishing international conventions such as the Standards of Training, Certification and Watchkeeping for Seafarers. However, domestic designated educational institutions have not yet established an education and training scheme to develop seafarers who will be on board for MASS. Therefore, this paper reviews the technology of MASS, analyzes the changes in education and training in order to upgrade the qualifications, and suggests the competencies of smart seafarers equipped with the integrated management ability required for Artificial Intelligence, Big Data, Cybersecurity, and the Digital System Revolution through education and training. In addition, this study provides basic information for the education and training of seafarers who are optimized for the rapidly changing technological environment.
In this study, the Eulerian/Lagrangian one-way coupling method is proposed to predict flow noise due to Blade-Tip Vortex Cavitation (BTVC). The proposed method consists of four sequential steps: flow field simulation using Computational Fluid Dynamics (CFD) techniques, reconstruction of wing-tip vortex using vortex model, generation of BTVC using bubble dynamics model and acoustic wave prediction using the acoustic analogy. Because the CFD prediction of tip vortex structure generally suffers from severe under-prediction of its strength along the steamwise direction due to the intrinsic numerical damping of CFD schemes and excessive turbulence intensity, the wing-tip vortex along the freestream direction is regenerated by using the vortex modeling. Then, the bubble dynamics model based on the Rayleigh-Plesset equation was employed to simulate the generation and variation of BTVC. Finally, the flow noise due to BTVC is predicted by modeling each of spherical bubbles as a monople source whose strength is proportional to the rate of time-variation of bubble volume. The validity of the proposed numerical methods is confirmed by comparing the predicted results with the measured data.
The purpose of this study is to examine parental attitudes perceived by juvenile delinquents and to provide the basic material on the problem of juvenile delinquency. For this purpose, this study examines 1) the relation-ship between the juvenile delinquents' social demographic characteristics and the juvenile delinquents' view of parental attitudes 2) the correlation between the juvenile delinquents' social demographic characteristics and the content and the motive of delinquency, 3) the content and the motive of delinquency in accordance with the juvenile delinquents' view of parental attitudes. For the subject of this study, 318 juvenile delinquents who were in the custody of the institution in An-Yang were selected, and questionnaire sheets were used. Of 318 questionnaire sheets, 221 sheets were analyzed by statistical methods, and the data were analyzed by frequency, percentage, average, t-test, x-test, and F-test; 1. There is a significant difference in the juvenile delinquents' view of their fathers in accordance with their fathers' age. Namely, the younger the father is, the more the juvenile delinquent wants his father to be less negative. There is a significant difference in the juvenile delinquents' view of their mothers according to the existence of step-sibling. Juveniles with step-siblings deny their mothers' inconsistent attitude more than the juveniles without a step-sibling. 2. The social demographic characteristics influencing the content of juvenile delinquency are juvenile's age, the degree of education, the father's age, the style of possessing house and the region of a dwelling. The motive of delinquency show a significant difference according to the juvenile's age. 3. According to the results of studying the correlation between the view of parental attitudes and the content and the motive of delinquency, there is a significant difference in the father's protective attitude, and the content of delinquency as well as in the mother's positive denial, her rigid control, her inconsistent attitude and the content of delinquency. The subordinate domains are opposite to the traditional conception that the father is stern and the mother is peronssive. Today our society encourages the parents' equal and democratic attitude toward their children and the juvenile's view of parental attitudes is discordant with the reality. The juvenile delinquents' view of parental attitudes reflects the equalitariansim of the contemporary society but is influenced by the traditional view of the parents.
On 15 December 2015, China seized an underwater drone belonging to the U.S. in the South China Sea. The underwater drone was then about to be retrieved by the Bowditch, a U.S. naval ship.Although China returned the underwater drone to the U.S. on 20 December 2016, the incident resulted in the considerable controversy involving the use of underwater drones. The reason for this is that the seizure of the underwater drone happened in the exclusive economic zone (hereafter referred to as "EEZ") of the Philippines. Part XIII of the United Nations Convention on the Law of the Sea (hereafter referred to as "UNCLOS") governs the matters of marine scientific research (hereafter referred to as "MSR"). If a State intends to use an underwater drone in the EEZ of another coastal State for the purpose of MSR, the former has to obtain the consent of the latter in accordance with relevant provisions included in Part XIII of the UNCLOS. However, it is not obvious whether the consent of a coastal State should be required to launch an underwater drone in the EEZ of the State for the purpose of hydrographic surveying or military surveying. Maritime powers such as the U.S. regard hydrographic surveying or military surveying as part of "other internationally lawful uses of the sea related to these freedoms, such as those associated with the operation of ships, aircraft and submarine cables and pipelines" found in Article 58(1) of the UNCLOS, or part of the freedom of the high seas. This interpretation is not incompatible with the implications that the UNCLOS has. Nevertheless, Korea cannot accept this kind of interpretation that is supported by maritime powers. The freedom of hydrographic surveying or military surveying could imply that the EEZ of Korea would be full of underwater drones launched by China, Japan or even Russia. Hence, Korea should claim that the data collected for the purpose of MSR cannot be distinguished from that collected for the purpose of hydrographic surveying or military surveying. This means that hydrographic surveying or military surveying without the consent of a coastal State in the EEZ of the State should not be permitted.
