An analytic study on the hull characteristics of ship accidents at low capsizing speeds (저속으로 전복되는 선박사고의 선체 특성에 대한 해석적 연구)

  • The capsizing speed of an unstable vessel with a lost restoring moment can be understood as a unique response to an accident situation, and is naturally affected by such parameters as moment of inertia, metacentric height, and transverse damping coefficient of the hull in the case of free roll motion. Additionally, it is supposed that the analysis of capsize accidents can be further simplified when a vessel's leaning velocity is shown to be quite low. Therefore, capsize accidents with low leaning speeds are desirably categorized in view of rescuing strategies, as opposed to fast capsize accidents, since the attitude of the declining hull can be properly estimated, which allows rescuers to have more time for helping accident cases. This study focuses on deriving some analytical equations based on the roll decay ratio parameter, which describes how a hull under a low-speed capsize is related to the situational hull characteristics. The suggested equations are applied to a particular ship to disclose the analytical responses from the model ship. It was confirmed that the results show the general characteristics of slow capsizing ships.

Sea Prince of V.L.C.C also made a big oil poullution accident owing to Typhoon "Paei" at front sea of Yeu Choun on Jul. 25. 1995. The large or small scall scale of oil poullution accident frequently was occurred about 300-350 cases per ine(1) year. The separating tank composited with multi-divided bulkhead for ffective oil and sea water separating by settling and flotation principle. As use the above natural princile and equipment, we can remove the large quantity oil by developed oil skimming ship.ming ship.

Analysis of risk factors of the fisherman's in coastal purse seine fishery using the accident compensation insurance proceeds payment data of NFFC (수협 어선원 재해보상보험 자료를 이용한 연안선망어업 위험요인 분석)

  • In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.

  • Marine accidents are increasing as time goes on, in spite of lots of efforts are given. Marine accidents can be classified 3 categories those are ship's condition, navigator's condition and weather condition. In this paper, statistical analysis were carried using marine accidents data from 1997 to 2006. In order to analyze accident rate by time zone, ship's speed and finding distant, SPSS variance analysis was carried out. Results are followed. There was significant difference between time zone 20${\sim}$04 hours and other time zones. The accident rate in daytime was bigger than that at night. In case of the speed at collision, the speed of 5${\sim}$10 knot has significant difference to other speed cases. In finding distant cases, the case of less than 1 mile has significant difference to other distant cases.

  • Four accidents occurred between 2020 and 2022 after car ferries built according to a coastal passenger ship modernization plan collided with other ships or came into contact with the dock when entering Jeju Port. Accidents primarily occurred owing to careless ship handling and drift by wind during ship handled by herself using bow and stern thrusters without tugboats. Accordingly, in this study, we analyzed the collision accident focusing on car ferry H and the critical wind speed at which the ship cannot be controlled using its own power, tugboat operation plan in increasing wind speed were proposed based on the power required for the ship to berth parallel to the pier without a tugboat considering the external force and moment generated while the ship is berthing. A analysis of the critical wind speed of car ferry H by relative wind direction when using tugboats or not according to the loading status and the berthing speed, showed that one tugboat should be used at the stern when the lateral wind speed is over 10 m/s and two tugboats should be used when the lateral wind speed is over 14m/s berthing at Jeju port.

Empirical Analysis on the Apportionment System of Causation Ratio in the Ship Collision (선박충돌사고 원인제공비율 산정제도에 대한 실증적 고찰)

  • In December 1998, Act on the investigation and inquiry into marine accidents was amended by inserting new Paragraph (2) of Article 4, which states "Where two or more persons are related to the occurrence of a marine accident when the Maritime Safety Tribunal(hereinafter referred to as the "MST") examines the causes of a marine accident as provides for under Paragraph (1), the MST may disclose the extent to which each responsible person is related to the cause of the marine accident". Based on this new Paragraph, the apportionment system of causation ratio in the ship collision was introduced in February 1999. However the apportionment system is adopted 12 years ago, public debate has continued about the positive and negative aspects of the system. Thus some groups advocate the system for the advantages, but other groups argue that this system should be abolished. Therefore, at first, this study analyzes the adopting background and the main reasons of the pros and cons discussion on the apportionment system of causation ratio in the ship collision. Then we conduct a survey analysis to investigate stakeholder's satisfaction of this new system in the ship collision cases. Finally this study suggests the policy proposal to improve the apportionment system of causation ratio in the ship collision.

  • Maritime safety and marine environmental protection are the most important topic in marine society. But, so many marine accidents have been occurred with the development of marine transportation industry. On the other side, ship is being operated under a highly dynamic environment and many factors are related with ship's collision Nowadays, the increasing tendency to the human errors of ship's collision is remarkable, and the investigation of the human errors has been heavily concentrated. This study analysed on the human errors of ship's collision related to the negligence of lookout and classified basic error type using GEMS(Generic Error Modeling System) dynamic model.

  • When designing a ship, ergonomic considerations are crucial when minimizing a navigator's fatigue due to the burden of work, and to appropriately operate the navigational equipment for each given situation by helping the operator to understand the surroundings as well as the physical functions of the ship. However, insufficient consideration of ergonomic elements in the actual design of ship Bridges is lowering the performance of safe navigation and allows for the possibility of operation or readout errors. Consequently, these errors lead to an increase in maritime accidents. Therefore, this study conducted a usability evaluation on the importance of and the usage frequency of navigational equipment, their influence on actual navigation, and the possibility of error upon operation or readout between training ship officers, to derive an optimized layout that includes the consideration of ergonomic factors for on-Bridge navigational equipment, which are currently arranged differently according to their type or size. The optimized layout of on-Bridge navigational equipment was carried out based on the evaluation results, using the Lingo program. Through the process of optimization, revised layouts of on-Bridge navigational equipments(control and display device) were suggested, considering emergency situations(ship collision, stranding, fire and explosion, sinking, etc.) during navigation.

A Study on Course Stability of Towed Damaged-ship under Wind Pressure (풍압력하에서 피예항중인 손상선박의 침로안정성에 관한 연구)

  • This paper is related with one of safety plans to rescue a damaged-ship whether by collision, grounding or internal accident. We discuss the problem on course stability of damaged-ship while towed under severe wind pressure. The characteristic equation to assess the stability on course, is derived from sway and yaw coupled motion of towing and towed vessels with wind effect. Through the numerical calculation on course stability of towing and towed vessels system, the relationship between the course stability of a towed damaged-ship and wind direction or towrope length, is clarified with the parameters of weather and damage conditions.
