The study, recognizing the seriousness of such second-convictions of sexual violence offenders and supplementing the problems noticed from an integral electronic monitoring anklet, which only offers simple location information, would like to propose a Prevention System against Second-Convictions of Sexual Violence Offenders by using Smart Electronic Monitoring Anklet. Proposed System is anticipated to be able to prevent second-convictions of sexual violence offenders as the data of offenders from Smart Electronic Monitoring Anklet with various sensors and the data from Integrated DB of Judicial Authorities is comparatively analyzed, allowing anticipative actions at each stage based on the analyzed data regarding sexual violence.

Objectives : The current study investigated the personality characteristics of the sexual offender using the Minnesota Multiphasic Personality Inventory (MMPI) test commonly used in clinical medicine. Methods : 30 sexual offenders (30 male) completed the Korean version of the MMPI. 20 of the 30 sexual offenders were patients with paraphilia. The sexual offenders had been admitted to the Institute of Forensic Psychiatry Ministry of Justice, Gongju, for sexual violence. Results : The MMPI scores of the sexual offenders were significantly higher on the psychopathic deviate (Pd), masculinity-feminity (Mf), paranoia (Pa), psychasthenia (Pt), schizophrenia (Sc) than the comparison group. And The MMPI scores of the sexual offenders had higher values for hypochondriasis (Hs), depression (D), hysteria (Hy), hypomania (Ma), social introversion (Si) than the comparison group, but were not significantly higher. Conclusion : Sexual offenders may be antisocial, paranoid, schizoid or psychasthenic. They seem to have psychotic psychopathology rather than neurotic psychopathology. These results suggested that the psychopatholgy of sexual offenders may be different to the control group.

Method: During 1-20 July 2004, 339 students from five universities in Busan, Korea, responded to a written questionnaire. The SPSS Program calculated descriptive statistics, chi square test, and logistic regression analysis of the data. Result: Of the total respondents, 69.3% (62.6% of the males and 77.2% of the females), reported that they were victims of sexual harassment. Conversely, 72.5% (males 84.3%; females 58.4%), indicated that they were sexual harassment offenders. Characteristics of the reported victims were significantly different in terms of class year, proportion of males to females in their academic department, and group norms regarding sexually harassing behavior. Self-esteem and self-assertiveness were higher among those with no sexual harassment experiences (131.77 and 132.81, respectively; p<0.05). Correlation analysis indicated that self-esteem and self-assertiveness were correlated (r=0.509, p<0.01). Factors influencing the perception of sexual harassment include: three to four months of clinical practice (${\beta}=0.361$), experience of sexual harassment (${\beta}=-0.551$), and self-esteem (${\beta}=0.503$). Method: The study evaluate the efficiency of existing models and proposed model systems, and compare and review what features and operational differences exist from existing models. Result: The proposed model will collect data from related agencies on sexual violence offenders with a high risk of recidivism and classify them into three risk groups through risk algorithms to provide social adaptation services for each risk group. In addition, by monitoring primary social support matching data, storing and re-analyzing the results data to rematch social support services, the model differs from the existing model in preventing recidivism of sexual violence offenders from a long-term perspective. Conclusion: The proposed model of this study is meaningful in that it proposed the basic data of a response system to prevent recidivism from a long-term perspective of sexual offenders with the highest risk of recidivism by collecting and analyzing data on sexual offenders.
