An Assessment of Records Management Practice in Selected Local Government Councils in Ogun State, Nigeria

  • What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.

  • For Knowledge Information Governance, integration search mechanism of Knowledge Information is required in various industries. But when Knowledge Information system constructs in each professional field, it developed and used its own metadata format. Accordingly, if distributed information system searches using metadata, heterogeneous problems are occurred among metadata. For integration search, it needs a consistency management of metadata. Therefore, this paper defines a standard metadata that represent standard metadata as surveying a used metadata in each field systems. Also, we propose a metadata registry integration framework for Knowledge Information Governance. It enables an integration search service without a metadata modification of existing system. Through the proposed framework, it can registries and manages efficiently the existing metadata. Also, it enables a semantically extended search using semantic relation between metadata.

  • 본 논문에서는 개방형 GIS웹서비스의 레지스트리를 구축하기 위해 참조될 수 있는 OGC의 표준들을 중심으로 하여 다양한 GIS 비즈니스의 유형별로 적용 가능한 기술사양과 적합한 구현모델 등을 분석하여 효율적인 GIS 웹서비스 네트워크를 형성할 수 있도록 모델을 제시하고자 한다. 이를 위해 본 논문에서는, GIS 비즈니스 모델을 서비스기반모델에 따라 참여주체를 규정하고 각각의 구성형태에 따른 모델을 분류한다. 또한, 각각의 분류된 모델유형에 대해 GIS웹서비스 레지스트리로서 참조되고 고려되어야 하는 특성들을 도출하여 가능한 분석관점도 함께 제시한다.

  • 웹 서비스(web services)는 표준화된 XML 메시지를 통해 네트워크상에서 접근 가능한 연산들의 집합을 기술하는 인터페이스로 정의된다[1]. 이러한 웹 서비스는 크게 서비스 교환과 기술(description), 그리고 등록(registration)과 발견(discovery)이라는 개발 단계를 가지고 있으며, 각각의 단계에서 사용되어지는 기술에는 SOAP, WSDL, UDDI 등이 존재한다. 본 논문에서는 웹 서비스에 관한 정보를 저장하기 위해 개발된 UDDI 레지스트리에 웹 서비스에 관한 정보를 등록하고 검색/발견할 수 있도록 지원해주는 웹 서비스 등록/검색 도구의 기능들을 정의하고, 개발에 필요한 사항들을 기술한다.

Principles of Chemical Risk Assessment: The ATSDR Perspective

  • Hazardous wastes released into the general environment are of concern to the public and to public health authorities. In response to this concern, the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (commonly called Superfund), was enacted in 1980 to provide a framework for environmental, public health, and legal actions concerning uncontrolled releases of hazardous substances. The Agency for Toxic Substances and Disease Registry (ATSDR) was created by Superfund to address the public health issues of hazardous wastes in the community environment. Two key Agency programs, Public Health Assessments and Toxicological Profiles, are designed to assess the risk to human health of exposures to hazardous substances that migrate from waste sites or through emergency releases (e.g., chemical spills). The Agency's public health assessment is a structured process that permits ATSDR to identify which waste sites or other point sources require traditional public health actions (e.g.. human exposure studies, health studies, registries, health surveillance, health advisories). The ATSDR qualitative public health assessment complements the U.S. Environmental Protection Agency's quantitative risk assessment. For Superfund purposes, both assessments are sitespecific. ATSDR's toxicological profiles are prepared for priority hazardous substances found most frequently at Superfund sites. Each profile presents the current toxicologic and human health effects information about the substance being profiled. Each profile also contains Minimal Risk Levels (MRLs), a type of risk assessment value. This paper covers ATSDR's experience in conducting public health assessments and developing MRLs, and it relates this experience to recommendations on how to improve chemical risk assessments.

Relationship between Income and Healthcare Utilization in Cancer Patients (암환자의 소득수준과 의료이용의 관련성)

  • Purpose: The purpose of this study is to examine the relationship between the income level and the healthcare utilization by health insurance type in all cancer patients in year 2005. Methods: The target population was cancer patients with health insurance who used healthcare as a diagnosis code (C00-C97) from January 1 to December 31 of 2005. The Korea Central Cancer Registry Center's Cancer Patient Registry Data, the list of cancer patients of the National Health Insurance Corporation, and the claim data of the Health Insurance Review & Assessment Service were used. The I was the wealthiest, followed by II, III, IV. The V was the poorest in this study. For the analysis, the $x^2$-test, ANOVA (and Kruskal-Wallis test), and regression were used. Results: Outpatient and hospitalization medical expenses, and outpatient visit days of cancer patients with self-employed health insurance were highest in I (p<.001, respectively), and the hospitalization days were the highest in II (p<.001, respectively). Outpatient and hospitalization medical expenses, and outpatient visit and hospitalization days of cancer patients with occupational health insurance were the highest in I (p<.001, respectively). Outpatient and hospitalization medical expenses, and outpatient visit and hospitalization days in cancer patients were higher in I compared to V, and higher in II and III, IV compared to V (p<.001, respectively). Conclusion: Supporting plan for cancer patients' outpatient healthcare utilization are necessary. Moreover, we should make specialized strategy for low income cancer patients with self-employed health insurance when we develop quality improvement policy for inpatient service.

Korean Multicenter Registry of ELUVIA Stent for Femoropopliteal Artery Disease: K-ELUVIA Registry

  • Background and Objectives: The K-ELUVIA study aimed to investigate the clinical effectiveness and safety of EluviaTM, a polymer-coated, paclitaxel-eluting stent, for femoropopliteal artery disease using data from a prospective Korean multicenter registry. Methods: A total of 105 patients with femoropopliteal artery disease who received endovascular treatment (EVT) with EluviaTM stents at 7 Korean sites were enrolled in a prospective cohort and followed for 2 years. The primary endpoint was the 2-year clinical patency. The secondary endpoint was 2-year freedom from clinically driven target lesion revascularization (TLR). Results: Mean patient age was 68.2±10.4 years, and most patients (82.7%) were male. Mean lesion length was 168.3±117.6 mm. Chronic total occlusion was found in 57.7% of patients. Trans-Atlantic Inter-Society Consensus for the Management of Peripheral Arterial Disease (TASC II) type C or D lesions were present in 46.1% of patients. Procedural success was achieved in 99.0% of patients. The clinical patency rate was 84.4% at 1 year after EVT and 76.3% at 2 years post-EVT. The freedom from TLR rate was 89.1% at 1 year after EVT and 79.1% at 2 years post-EVT. Chronic total occlusion (hazard ratio [HR], 3.53; 95% confidence interval [CI], 1.08-11.67; p=0.039) and smaller mean stent diameter (HR, 0.40; 95% CI, 0.16-0.98; p=0.044) were identified as independent predictors of loss of clinical patency at 2 years. Conclusions: The K-ELUVIA study demonstrated favorable 2-year clinical effectiveness and safety outcomes of Eluvia stent for femoropopliteal artery lesions in real-world practice.

  • Web Service which consists of SOAP, WSDL and UDDI is a software system that enables interactions of heterogeneous systems on networks with standardized XML message. Especially, UDDI is a registry for supporting the registration of a service by service publisher and discovery of a service by service requester. The preliminary studies are just about publishing and searching services. It presents the researches about UDDI study for improvement of searching a service and extended UDDI design for improvement of reusability with service components aspects. In this paper, we suggest not only features about publishing and searching services of existing UDDI system but also novel UDDI data structures and API for a reusable service model. In addition, we design and implement an extended UDDI system for publishing and finding the reusable services. Therefore, by using proposed UDDI systems, service developers reduce development costs and time through developing a service application reusing the already implemented services. In addition, it can expect to ensure the quality of services by reusing the proven services.

  • Web services (WS) present a new promising software technology, which provides application-to-application interaction. They are built on the top of existing web protocol and based on open XML standards. Web services are described using WSDL, and the UDDI is a integration directory provide registry of Web Services descriptions. WSDL provides information of Web Services but it is getting more and more important to know more than those provided by WSDL. From WSDL we can not get the information like usage of WS, performance of WS, complexity of WS, usability of WS with other web service. In this paper, we proposed a new method for Web Services so called Public Web Services Analyzer (PWSA). This technique is based on analyzing various public UDDI registries in order to get various kinds of statistics of web services. Those statistics will be used by both web services developers and consumers for finding them suitable services for their needs. PWSA guarantees that it can provide enough information to find right web services for both Web Services Consumers and Web Service Developers.

  • This paper provides a model which is used for SOA based system's quality evaluation. This model make evaluation with "Reliability, Usability, Efficiency, Usability and Maintainability", these five aspects which were reference from ISO/IEC 9126. A systems based on SOA was tested by this model in these five aspects. As the results of the evaluation this system satisfied 61.45% users including Service Requester and Service Registry.
