Background. A midwife is a medical professional who has a nursing license, and is also licensed as a midwife with one additional year of education. In this globalization era, a midwife's role is increasing in importance for women and children's health care worldwide. Purpose. The primary purpose was to analyze midwifery education programs in Korea and other nations. The secondary purpose was to define strategies to improve midwifery education and practice, and to extend the role of a midwife women and children's health care in Korea. Methods & Results. 1) The definition of a midwife and midwifery practice recognized internationally by World Health Organization (WHO) and International Council of Nurse Midwives (ICNM) was identified. 2) Midwifery education programs of Korea, U.S.A., Sweden, Australia, and Japan, were investigated and discussed. 3) Core competencies for the basic midwifery practice suggested by ACNM of the U.S.A. were reviewed as standard of midwifery practice. 4) As for the midwifery education system, a Masters degree program in a college of nursing is suggested. 5) The role of a midwife includes not only health care of childbirth women and newborn babies, but also a lifelong health care of women as well as her family and children. Conclusion. An effort to extend the midwife's role and to improve service is imperative. The Laws/Acts related to midwives should be revised in regard to education, and practices, and the national examination for midwifery licensure needs revision to qualify for international approval. Also, midwifery curriculum and standards of practice need to be evaluated periodically, and an effective system needs to be established to renew midwife licenses.

The SVC (Scalable Video Coding) scheme can be effectively used for reducing the redundancy and for improving the coding efficiency but, it requires very high computational complexities. In order to accelerate the successful standardization and commercialization of the Advanced Terrestrial-DMB service, it is necessary to overcome this problem. For this aim, in this paper, we propose an efficient aggregated encoder control algorithm, which shows better performances than the conventional control scheme. Computer simulation result shows that the proposed scheme performs about up to 0.3dB better than those of the conventional scheme. Additionally, based on this control scheme, we propose a fast mode decision method by constraining the redundant coding modes based on the statistical properties of the quantization parameter in the spatial scalable encoder. Through computer simulations, it is shown that the proposed control schemes reduce the heavy computational burden up to 12% compared to the conventional scheme, while keeping the objective visual qualify very high.

This paper proposes a P2P(Peer-to-Peer) streaming protocol which allows various QoS(Qualify of Service) requirements of video streaming to be supported for various personal IPTV applications in ubiquitous Internet environments. The proposed P2P streaming protocol takes fairly short startup delay, guarantees end-to-end delay bound and bandwidth requirements, and supports reliability level of video streaming for an IPTV application. The QoS-based P2P streaming protocol can properly use not only the advantages of scalability, availability, and ubiquity of P2P streaming but also complement its disadvantages of performance and reliability so that various types of personal IPTV applications can be properly implemented in the existing broadband Internet environments.
Background : To shorten processing time for variety of medical affairs of the patient at the outpatient clinic of a big hospital is very important to qualify medical care of the patient. Therefore, patient's waiting time for medical examination is often utilized as a strong tool to evaluate patient satisfaction with a medical care provided. We performed this study to investigate factors delaying related with waiting time for medical examination. Methods : The data were collected from June 26 to July 30, 1999. A total 275 case of medical treatment and 5,634 patients who visited outpatient clinics of a tertiary hospital were subjected to evaluate the waiting time. The data were analyzed using frequency, t-test, ANOVA, $X^2$-test by SPSS Windows 7.5 program. Results : The mean patient's waiting time objectively evaluated ($30.9{\pm}33.9$ min) was longer than that subjectively by patient evaluated ($25.1{\pm}26.2$ min). Patient waiting time objectively evaluated was influenced by the starting time of medical examination, consultation hours, patients arriving time etc, as expected. The time discrepancy between two evaluations was influenced by several causative factors. Regarding the degree of patients accepted waiting time with the medical examination is 20 min. Conclusion : The results show that, besides the starting time of medical examination, consultation hours and patients arriving time, influence the patient's subjective evaluation of waiting time for medical examination and his satisfaction related with the service in the big hospital. In order to improve patient satisfaction related with waiting time for medical examination, it will be effective examination rather than to shorten the real processing time within the consultation room.

We present a generalized version of principal ratio combining (PRC)[1], which is a near-optimum decoding scheme for space-time trellis codes in quasi-static flat fading environments. In [1], the performance penalty increases as the number of receive antennas increases. In the proposed scheme, receive antennas are divided into K groups, and the PRC decoding method is applied to each group. This shows a flexible tradeoff between performance and decoding complexity by choosing the appropriate K. Moreover, we also propose the performance index(PI) to easily predict the decoding performance among the possible different(receive antenna) configurations.

This study was to propose a basic model of specialization in home economics for vocational high school development in JellaNamdo. The results were summarized as follows. First. based on the changes in economic environment into service industry and national educational policy and local vocational educational Policy, it may be good time to socially discuss special vocational high school in home economics in JellaNamdo in the light of meeting local students' demand. Secondly, considering local students' preference and the conditions of local economy and industry. Thirdly, the system for specialization in home economics of vacational high school may be suggested. The basic model was organized plans of system reformation by stages, a substantial plans, and academic or employment course development. System reformation plans was that the high school-concentrated district should be first selected by area and department and one high school should be selected as special high school in home economics. Then specific method should proceed school name, the measure to recruit students, specific method for reorganizing department. and curriculum. Finally, the annual plan to establish new department and to recruit students should be Prepared. Substantial plans were to actually forward such methods to reorganize system and to enhance the qualify of vocational high school education. the method for making substantial should be studied further It may include: the methods to ensure special teachers, training room, and facilities. the prospect and direction of career development, employment, or initiation, special research, and the application to educational environment. The systems for mobile communication services of fourth generation use OFDM (Orthogonal Frequency Division Multiplexing) scheme that ran transmit large amounts of data to support the multimedia services, and consist of several types of cell, such as Macro Cell, Pico Cell, Femto Cell to improve the qualify of service. According to subdivision of communication region, superposition of cells in co-channel different from conventional single cell is used, but it cause inter band interference between systems. In particular, an OFDM signal consists of a number of independently modulated subcarriers, and superposition of these subcarriers causes a problem that ran give a large PAPR. Increased PAPR induces signal distortion passing through components such as power amplifier so that inter band interference is caused by out-of-band spectrum radiation. In order to minimize the inter band interference, this paper applies PAPR reduction scheme and analyzes the out-of-band spectrum radiation when the signal passes through nonlinear components such an power amplifier.
This study was peformed by questionnaire to investigate satisfaction for the menu qualify of Korean traditional food of Japanese tourists. The subjects of this study consisted of 280 Japanese tourists using the Gyeongju and Busan hotel. The results were summarized as follows: 63.9% of the subjects responded that frequency of visiting was 1-2 times a year and 42.1% responded that motivation of visiting was for tour and understanding of korea. Companion with friend scored high as 40.4%, and intention of revisiting was high on 'normal'. On overall satisfaction on korean traditional foods, 'satisfy' scored high as 43.2%. 61.1% of the subjects responded that the taste was the most important factor of food. On frequency of eating, 'over 8 times' scored high as 27.9%, and on motivation of eating, 'with visiting Korea' scored high as 48.2%. On satisfaction for the menu quality of korean traditional food, the highest item was 'taste(3.82 point)' and 'nutrition(3.82 point)', and but 'Japanese mark on menu(2.47 point)', 'Japanese mark on ingredient(2.61 point)' scored low. Overall satisfaction for korean traditional food had an effect on intention of revisiting, and therefore, improving the quality of the traditional food and the strategy for the classification of desires are earnestly requested.
The purposes of this study were to (a) measuring attitude and satisfaction of Yonsei university students towards contracted vs. rented university foodservices, (b) determine university students' overall satisfaction & perception regarding the factors improved towards university foodservice and (c) provide recommendation on marketing strategies for university foodservices. Questionnaires were hand delivered to 600 Yonsei University students by designated coordinators. A total of 549 questionnaires were usable; resulting in an 93% response rate. The survey was conducted between October 12 to October 18, 1995. Statistical data analysis was completed using the SAS Programs for descriptive analysis, T-test, ${\chi}^2-test$, ANOVA, Factor Analysis and Stepwise Multiple Regression. The results of this study can be summarized as follows: 1. Performance mean score for contracted foodservice management in terms of food, menu, price, hygiene, facilities was higher than for rented foodservice management. 2. The average satisfaction score for contracted foodservice management in terms of price was lower than for rented foodservice management. There was no gap between contracted foodservice management and rented foodservice management in overall satisfaction score and price satisfaction score. 3. Perception regarding the factors improved of thirteen factors to be improved except operating hours, waiting time, price, food quantity were perceived as better by students. 4. Perception regarding the factors improved have correlation with foodservice qualify attribute's performance. 5. According to multiple regression analysis, 92.05% of the variance in respondents' satisfaction score could be explained by procedure after meal, purchasing procedure, operating hours, availability of breakfast, waiting time, atmosphere, price, facilities, service endeavor to survey satisfaction in foodservice, availability of kitchen and wall space, portion size, taste of food, change of cafeteria name, the number of seats, and variety of menu.

Traffic classification for application services in military communication networks is one of the core requirements to provide efficient resource management for NCW operations. Though several standards and organizations provided their own traffic classification methods, the methods have been mainly focused on commercial services, but not reflected military specifics. In addition, though various military application services have been emerged, some of those services have been classified into different traffic classes due to implicit criteria for the classification among organizations. In this paper, we propose a methodology to classify traffic classes and to determine delivery requirements for military application services based on various standards by DoD as well as several commercial standards based on Y.1541. The validation of the proposed methodology was carried out by comparing the results by proposed one with the traffic classification suggestions by existing commercial standards, DoD and FCS. We expect that the proposed methodology can contribute to achieve efficient operations of limited military network resources, since the proposed method can provide systematic and consistent way to assign traffic classes for new and existing military applications services.
