비만(肥滿) CLINIC 내원환자(來院患者) 453 CASES에 대(對)한 임상적(臨床的) 고찰(考察)

  • In 1991, Obesity rate of South Korea has reached to 18.7%. Because of economical development, the pattern of diet is exchanged from carbohydrate to rich protein and fat. The more problem is not only obesity of adult but also one of little child. Obesity is induced to diabetes mellitus, hypertension, artherosclerosis, hyperlipoidemia. heart and C.V.A disease, etc. In Woman, special important ploblem is the complex of beauty about Woman's figure. In Oriental Medicine, the factor of obesity is mainly regarded as dampness. And there are many treatments and methods to body weight loss, but obesity patients dislike to use them because of their side effects and inconvenience, intolerance. Now ear acupuncture is applied on so many disease because of its easy handly, non-side effect and high efficiency in clinics. Here obesity acupuncture is used to ear and whole body acupuncture. Because they react eachother for lack point. Therefore, in order to investigate the effect of obesity acupuncture and develop non-drug, non-starvation etc, we analyzed 453 the cases of body weight loss patients treated with ear and whole body acupuncture in Oriental Medicine Hospital of Jeon-Ju Woo-Sug University from April.1.1992. to March.17. 1993. The results were summarized as follows. 1. Distribution of sex ; male (4.4%), Female(95.6%) 2. Distribution of age in descending order ; 30s, 20s, 40s, 10s, 50s, below 10s, abowe 60s. The 20s-30s are group made up 60.7% of the group. 3. Distribution of occupation in descending order; housewife, student, service, salaried, merchant, teacher, farmer, inoccupation. 4. Distribution of human coporal constitution in descending order : Tae-Eum-In, So-Eum-In, So-Yang-In. 5. Distribution of body height and weight, 155-164cm ; 71.1%, 60-70kg, 74.6% are majority. 6. Distribution of weight variation, 2-6kg(71.0%) is majority, also 13-14kg(0.4%). 7. Distribution of duration in descending order ; 1-3 years, 3-6 years, 1-12months, above 10 years but in success, 1-12 months, 1-3 years, 3-6 years, above 10 years. Therefore, we know that the shorter duration of obesity is, the more loss of body weight. 8. Past experiences to body weight loss; Yes(69.5%), No(30.5%). The success rate accordant with the past temporary experiences shows that the cases without experience is higher than the ones with experience. 9. In distribution of times(treatments), 10 times is top. The rate of body weight loss is the highest in 14 times. Therefore, I think that one would need at least 10 times. in order lose body weight 10. Distribution of body weight variation in treatments times is at 2 times(3-4kg loss), and surprisingly is 14kg loss at above 15 times. 11. Distribution of symptoms improvement, in descending order ; heavy sense in body, dec. of appetite, inc.of exercise, lumbago, edema, knee pain, inc.of urine, inc. of fullness sense, thirsty, disease of gynecology, white tung, chest burning, heart burning, dec.of tobacco, drink taste. motion sickness, allergy, water eczema, arthma, belching. 12. Distribution of snack; Yes(87.4%), No(78.6%) 13. Distribution of exercise; Yes(21.4%), No(78.6%) 14. Distribution of sleeping times, above 7 hours(79.0%) 15. Distribution of the reason to body loss, the complex of beauty(68.7%) is top. 16. Distribution of side effect in obesity acupuncture, constipation (17.4%) is top. 17. Distribution of method in body weight loss ; dietary treatment (31.1%), sauna(26.7%), exercise(19.7%), the center of body weight loss (15.0%) herb-med and starvation treatments (5.1%), hand-finger acupuncture (hand-foot acupuncture) is 1.6%, diet pill(0.3%), etc(0.6%).

치과용 레진 시멘트의 유변학적 성질 (Rheological properties of dental resin cements during polymerization)

  • 연구 목적: 본 연구의 목적은 중합 과정 중 치과용 레진 시멘트의 점탄성 성질의 변화를 관찰하기 위한 것이다. 연구 재료 및 방법: 6 종류의 레진시멘트(Clearfil SA luting, Panavia F 2.0, Zirconite, Variolink N, RelyX Unicem clicker, RelyX U200)가 이번 실험에 사용되었다. AR1500 stress controlled rheometer를 이용해 $32^{\circ}C$에서 동적 시간 경과 시험(dynamic oscillation time sweep test)이 시행되었다. 각각의 레진시멘트의 전단 저장 계수(G'), 전단 손실 계수(G"), 손실 탄젠트(tan ${\delta}$), 변위량을 20분 동안 3번씩 반복 측정하였다. 측정 결과는 일원배치분석 및 Tukey's hoc test로 사후 검정을 시행하였다(${\alpha}$=0.05). 결과: 모든 레진 시멘트는 혼합 후 시간에 따라 G' 값이 증가하였고, 최종적으로 안정상태에 도달하였다. 실험 종료 시점에서 RelyX U200은 가장 높은 G'값을 나타냈고, RelyX Unicem (clicker type)과 Variolink N이 가장 낮은 G'값을 나타냈다. Tan ${\delta}$와 변위량은 일정 수준의 값을 유지하다가 G'이 증가하기 시작하는 시점에서 0에 도달하였다. 이는 변위량이 0에 도달하는 지점과 거의 일치하였으며, 그 시간은 6분 내외였다. 결론: 본 연구에서 RelyX U200은 다른 레진 시멘트와 비교하여 가장 오랜 시간 동안 소성을 유지하고, 경화 완료 후 가장 높은 강도(rigidity)를 보였다. 따라서 여러 개의 보철물을 동시에 합착해야 하는 경우에 RelyX U200이 유용할 것으로 사료된다.

Oxidative Stress Induced Damage to Paternal Genome and Impact of Meditation and Yoga - Can it Reduce Incidence of Childhood Cancer?

  • Background: Sperm DNA damage is underlying aetiology of poor implantation and pregnancy rates but also affects health of offspring and may also result in denovo mutations in germ line and post fertilization. This may result in complex diseases, polygenic disorders and childhood cancers. Childhood cancer like retinoblastoma (RB) is more prevalent in developing countries and the incidence of RB has increased more than three fold in India in the last decade. Recent studies have documented increased incidence of cancers in children born to fathers who consume alcohol in excess and tobacco or who were conceived by assisted conception. The aetiology of childhood cancer and increased disease burden in these children is lin ked to oxidative stress (OS) and oxidative DNA damage( ODD) in sperm of their fathers. Though several antioxidants are in use to combat oxidative stress, the effect of majority of these formulations on DNA is not known. Yoga and meditation cause significant decline in OS and ODD and aid in regulating OS levels such that reactive oxygen speues meditated signal transduction, gene expression and several other physiological functions are not disrupted. Thus, this study aimed to analyze sperm ODD as a possible etiological factor in childhood cancer and role of simple life style interventions like yoga and meditation in significantly decreasing seminal oxidative stress and oxidative DNA damage and thereby decreasing incidence of childhood cancers. Materials and Methods: A total of 131 fathers of children with RB (non-familial sporadic heritable) and 50 controls (fathers of healthy children) were recruited at a tertiary center in India. Sperm parameters as per WHO 2010 guidelines and reactive oxygen species (ROS), DNA fragmentation index (DFI), 8-hydroxy-2'-deoxy guanosine (8-OHdG) and telomere length were estimated at day 0, and after 3 and 6 months of intervention. We also examined the compliance with yoga and meditation practice and smoking status at each follow-up. Results: The seminal mean ROS levels (p<0.05), sperm DFI (p<0.001), 8-OHdG (p<0.01) levels were significantly higher in fathers of children with RB, as compared to controls and the relative mean telomere length in the sperm was shorter. Levels of ROS were significantly reduced in tobacco users (p<0.05) as well as in alcoholics (p<0.05) after intervention. DFI reduced significantly (p<0.05) after 6 months of yoga and meditation practice in all groups. The levels of oxidative DNA damage marker 8-OHdG were reduced significantly after 3 months (p<0.05) and 6 months (p<0.05) of practice. Conclusions: Our results suggest that OS and ODD DNA may contribute to the development of childhood cancer. This may be due to accumulation of oxidized mutagenic base 8OHdG, and elevated MDA levels which results in MDA dimers which are also mutagenic, aberrant methylation pattern, altered gene expression which affect cell proliferation and survival through activation of transcription factors. Increased mt DNA mutations and aberrant repair of mt and nuclear DNA due to highly truncatred DNA repair mechanisms all contribute to sperm genome hypermutability and persistant oxidative DNA damage. Oxidative stress is also associated with genome wide hypomethylation, telomere shortening and mitochondrial dysfunction leading to genome hypermutability and instability. To the best of our knowledge, this is the first study to report decline in OS and ODD and improvement in sperm DNA integrity following adoption of meditation and yoga based life style modification.This may reduce disease burden in next generation and reduce incidence of childhood cancers.

119구급대원의 심폐소생술 성적 분석 - 병원전 심정지를 중심으로 - (Factors Affecting the Survivals of Out-of-hospital Cardiac Arrests by 119 Fire Service)

  • Background: Cardiac arrest is one of the most critical diseases which can likely lead to severe cerebral disability or brain death when the cases can not recover their circulation within 10 minutes. Saving out-of-hospital cardiac arrest cases is a recent concern in Korea. Resuscitation has become an important multidisciplinary branch of medicine, demanding a spectrum of skills and attracting a plethora of specialities and organizations. The best survival can be achieved if all the following links have been optimized : rapid access, and early CPR, defibrillation and ACLS, Since the "Utstein Style" was advocated in 1991, many reports about out-of-hospital cardiac arrest have been published based on this guideline. These differences prevent valid inter-hospital and international comparisons. However, it is not known how effective resuscitation has become to the patients. In other words, there are no guidelines for reviewing, reporting, and conducting research on resuscitation in Korea. This dissertation aims to provide the basic data for a unified reporting guideline of resuscitation in Korea and evaluating the out-of-hospital factors associated with survival discharge of out-of-hospital cardiac arrest. Methods: As for this study, uses the collected data about Out-of-hospital cardiac arrests at 4 area, from January, 2005 to April. 2005. With a retrospective study, 174 cases were analyzed. The data was recorded based on the Out-of-Hospital Utstein Style. Results: Resuscitation was performed on 174 out-of-hospital cardiac arrest cases at the 4 area 14 patients(8.1%) recovered their spontaneous circulation. Overall, the ROSC of the out-of-hospital cardiac arrest patients was 8.1%, which was poorer than that of western countries. Gender distribution was 50 females(28.7%) and 124 males(71.3%), approximately twice as many males as females. ROSC of witnessed arrests was found out to be 97.7%. The ratio of the witnessed arrest groups showed higher results than that of unwitnessed arrest groups in the above-examined cases. Cardiac etiology consisted of cardiac(33.5%), non-cardiac(45.7%), trauma(20.1%), and unknown(6.0%). Cardiac was the best performance. Initial rhythm showed Ventricular Tachycardia/pulseless Ventricular Fibrillation in 8 patients(6.0%), asystole in 100(75.2%) and unknown in 25(18.8%). The results of the Ventricular Tachycardia/pulseless Ventricular Fibrillation showed higher results than the others cases, The proportion of the cardiogenic cause was 33.5%, which was only half of western countries. Ventricular Tachycardia/pulseless Ventricular Fibrillation is relatively rare. These differences were due to the prevalent pattern of Out-of-hospital cardiac arrest as well as prematurity of the EMSS. Bystander CPR was practiced on 13 patients(7.52%). ROSC was shown in 46.2% cases. CPR by EMT was carried out on 167 cases(96.5%). ACLS by EMf was rare. From collapse, 4 cases(2.6%) arrived to ED within 6 minutes. 13 (8.6%) within 10 minutes, and 49(32.5%) over 31 minutes. The sooner the patients arrived, the greater the ratio of ROSC and discharged alive became, and the same with collapse time to ROSC. As the results of the logistic regression analysis, ROSC was found out to be highly influenced by the time of ED arrival from collapse and Ventricular Tachycardia/pulseless Ventricular Fibrillation. Therefore, the ratio of ROSC depends on not any single factor but various intervention factors. Conclusion: This dissertation presents the following suggestions and directions of the study hereafter. First, the first step for a chain of survival should be taken to activate EMSS early with a phone as soon as cardiac arrests are witnessed. Second, it is keenly needed that emergency medical technicians should be increased through emergency education for living. Third, it is necessary to establish the emergency transportation system. Fourth, most of the Koreans have little understanding of EMT and the present operation systems have many problems, which should be fundamentally changed. Fifth, it is required to have an active medical control over Out-of-hospital CPR, And proper psychological supports should be given not only to patients themselves and their family but also individuals who are engaged in emergency situation. Finally, through studies hereafter on nationwide, comprehensive, and standard forms, it is needed to examine into the biological figures of human body, causes and trends of cardiac arrests, and then, to enhance the survival rate of Out-of-hospital cardiac arrests. Korean guidelines for Cardiopulmonary resuscitation need to be made.

CFD 시뮬레이션을 이용한 시설원예단지 여름철 외부 열환경 특성 및 개선방안 (A Characteristics and Improvement of Thermal Environment in Summer of Protected Horticulture Complex Using CFD Simulation)

  • Agricultural or rural landscape provides various ecosystem services. However, the ecosystem services function is declining due to various environmental problems such as climate change, land use change, stream intensification, non-point pollution and garbage. The A1B scenario predicts that the mean air temperature of South Korea will rise $3.8^{\circ}C$ degrees celsius in 2100. Agricultural sector is very vulnerable to climate change, so it must be thoroughly predicted and managed. In Korea, the facility horticulture complex is 54,051ha in 2016 and is the 3rd largest in the world(MAFRA, 2014). Facilities of horticultural complexes are reported to cause problems such as groundwater decrease, vegetation and insects diversity reduction, landscapes damage and garbage increase, compared with the existing land use paddy fields. Heat island phenomenon associated with climate change is also accelerated by the high heat absorption of horticultural sites. Therefore, we analyzed the heat island phenomenon occurring in the facility of horticultural complex in Korea. As an improvement measurement, I examined how much air temperature is reduced by putting the channel and the open space. In the case of the Buyeo area, the Computational Fluid Dynamics (CFD) simulation was analyzed for the average summer temperature distribution in the current land use mode at $38.9^{\circ}C$. As an improvement measurement, CFD simulation after 10% of 6m water channel was found to have an effect of lowering the summer temperature of about $2.7^{\circ}C$ compared with the present average of $36.2^{\circ}C$. In addition, CFD simulations after analyzing 10% of the open space were analyzed at $34.7^{\circ}C$, which is $4.2^{\circ}C$ lower than the present. For the Jinju area, CFD simulations were analyzed for the average temperature of summer at $37.8^{\circ}C$ in the present land use pattern. As an improvement measure, CFD simulations after 10% of 6m water channel were found to have an effect of lowering the summer temperature of about $2.6^{\circ}C$ compared to the current average of $35.2^{\circ}C$. In addition, CFD simulations after analyzing 10% of the open space were analyzed at $33.9^{\circ}C$, which is $3.9^{\circ}C$ lower than the present. It can be said that the effect of summer temperature drop in open space and waterway has been proven. The results of this study are expected to be reflected in sustainable agriculture land use and used as basic data for government - level policy in land use planning for climate change.

농촌지역 초중고 학생들의 김치 섭취실태 및 기호도 분석 - 충청북도에 위치한 학교를 중심으로 - (Kimchi Intake Patterns and Preferences among Elementary School, Middle School, and High School Students in Rural Areas - Focusing on the School in Chungbuk Province -)

  • 본 연구의 목적은 농촌지역의 초중고 학생들을 대상으로 김치에 대한 인식 및 기호도와 섭취 실태를 조사하는 것이다. 이를 위해 충북지역에 살고 있는 400명의 초중고 학생을 대상으로 설문조사를 실시하였으며 사용가능한 총 366부를 분석자료로 사용하였다. 수집된 데이터는 SPSS 10.0을 이용하여 통계적 분석을 실시하였다. 분석결과를 살펴보면 다음과 같다. 첫째, 김치에 대한 인지도에 대해 한국의 전통식품(24.3%), 영양식품(20.5%), 발효식품(19.2%), 건강식품(16.1%)으로 인식하는 것으로 나타났다. 둘째, 김치를 좋아하는 이유에 대해 "매운맛"(25.4%), "아삭아삭한 씹는 질감"(17.4%), "신맛"(14.0%)의 순으로 나타났으며, 김치의 선호도에 있어 "보통 매운맛", "약간 짠맛", "잘 익은 김치", "보통 양념 양", "부위상관없이" 김치를 선호하는 것으로 나타났다. 셋째, 김치섭취실태의 경우 전체응답자의 75.4%가 "하루 2번 이상", 78.0%가 한 끼 식사 시 "3조각 이상"($2.5cm{\ast}3.0cm$) 섭취하는 것으로 나타났다. 넷째, 학교급식 김치개발을 위해 초등학생의 경우 "크기가 작아서 한입에 먹기 좋게", 중학생의 경우 "내가 좋아하는 배추부위 이용"과 "젓갈 같은 비린내가 나지 않게", 고등학생의 경우 "차갑고 시원하게"가 높게 나타났다. 마지막으로 김치에 첨가하고 싶은 과일의 경우 배(48.9%), 사과(34.2%), 파인애플(30.0%)이 높게 나타났다. 채소의 경우 열무(44.9%), 무(37.5%), 깻잎(34.9%)이 높게 나타났다. 본 연구를 토대로 김치의 섭취 증가를 위해 지속적인 전통음식문화 교육, 배식종류 다양화와 방법의 변화 및 새로운 학교급식용 김치개발이 필요한 것으로 생각된다.

경기도에서 분리한 병원성대장균의 역학적 특성 및 PFGE, 항생제 내성 연구 (Analysis of Epidemiological Characteristics, PFGE Typing and Antibiotic Resistance of Pathogenic Escherichia coli Strains Isolated from Gyeonggi-do)

  • 병원성 대장균은 최근 3년간 경기도에서 발생한 학교급식식 중독의 주된 원인균으로서 그 역학적 특성을 정리하고 PFGE typing과 항생제 감수성 시험으로 분리균주의 특성을 알아보고자 하였다. 2010년부터 2012년까지 19건의 학교급식 식중독에 대한 역학조사보고서를 분석한 결과, 급식의 주된 운영방식은 직영(18건, 95%)이며, 고등학교에서 주로 발생하였다. 계절적 요인으로는 13건(65%)이 6월부터 9월에, 특히 여름방학 후 학기 초인 8월말부터 9월에 더 많이 발생하였다. 수요일(7건, 37%)과 목요일(7건, 37%)에 최초환자가 발생되어, 목요일 7건(37%) 금요일 5건(26%)에 주로 신고가 이루어 졌다. 추정위험에는 월요일(4건, 21%), 화요일(7건, 37%), 수요일(4건, 21%)에 노출되었고, 추정원인체로서 가능성이 높은 식품은 김치류가 50%(5건)를 차지하였다. 분리된 98균주는 EPEC, ETEC, EAEC, EHEC가 각각 50%, 34%, 15%, 1%이며, 항생제 감수성 시험 결과 ampicillin, nalidixic acid, sulfamethoxazole/trimethoprim, tetracycline에 대하여 각각 40%, 37%, 24%, 19%의 내성을 나타내었고, 2, 3세대 cephalosporins계, cabarpenem계, aminoglycosides계, 2세대 quinolones계 항생제에는 감수성이 있었으며, cefalotin, ampicillin/sulbactam, chloramphenicol에는 각각 29%, 25%, 6%가 중간내성을, 그리고 70%에서 한 가지 이상의 항생제에 내성이 관찰되었다. PFGE 분석결과, 57.6%의 similarity로 8개의 group과 32개의 profiles로 분류되었다. 개별적인 소규모 식중독에서 항생제 감수성과 유전자형의 연관성을 찾기가 어려웠으며, 동시에 발생한 대규모 식중독의 경우, 항생제 내성과 PFGE 유형이 매우 유사하여 동일 기원으로부터 유래한 병원성대장균에 의해 식중독 사고가 발생한 것으로 추정이 가능하였다.

생물무기 특성과 사례연구 (Characteristics of Biological Agent and relavent case study)

  • 생물테러에 사용되는 생물무기는 세균과 바이러스, 리켓치아, 곰팡이 등을 가공하여 만들어지며, 화학작용제, 방사능작용제와 함께 대량살상무기(Weapons of Mass Destruction, WMD)로 분류되어진다. 생물무기는 다른 대량살상무기들에 비하여 개발과 생산의 용이성, 저렴한 비용, 은닉살포가 가능하다는 운용상 이점들이 존재한다. 본 논문은 생물무기 개발이 이루어진 역사와 현존하는 생물학적 위협에 대해 분석하고, 생물작용제의 물리적 특성과 인체내 감염기작을 기초로 생물무기 공격으로 인한 사회적 영향을 예측하였다. 스벨드롭스크 탄저균유출사고, 아랄스크 두창발생, 2001년 탄저테러 등 생물무기관련 역사적 사례들에서 사고 인지형태, 작용제 오염확산범위와 피해자의 질병특성을 분석한 결과, 생물테러는 공격 즉시 인지가 어렵고, 광범위한 확산이 가능하여 대규모 노출자를 발생시키며, 호흡기관련 중증질환을 일으켜 보건 의료기관에 막대한 부담을 일으킬 것이라는 사실을 발견하였다. 이를 토대로 생물테러에 효과적으로 대응하기 위해서 요구되는 보건대응역량을 제시하였다. 효과적인 증후군감시체계 및 관련질병 보고체계를 운영하여 신속히 이상징후를 파악해야하며, 실험실진단체계를 통해 병원체의 확진을 실시하여야한다. 또한 보건기관은 역학조사 시 수사기관과의 공조를 통해 잠재적노출자를 명확히 규명하여야 하며, 마지막으로 인적 물적 자원을 효율적으로 운용하여 집단예방조치가 효과적으로 이루어지도록 되어야할 것이다. 이러한 보건대응역량을 지속적으로 강화한다면 생물테러위협에 성공적으로 대응할 수 있을 것이다.

1930년대 중국 문서당안 행정개혁론의 이해 (The Records and Archives Administrative Reform in China in 1930s)

  • Historical interest in China in 1930s has been mostly focused on political characteristic of the National Government(國民政府) which was established by the KMT(中國國民黨) as a result of national unification. It is certain that China had a chance to construct a modern country by the establishment of the very unified revolutionary government. But, it was the time of expanding national crises that threatened the existence of the country such as the Manchurian Incident and the Chinese-Japanese War as well as the chaos of the domestic situation, too. So it has a good reason to examine the characteristic and pattern of the response of the political powers of those days. But, as shown in the recent studies, the manifestation method of political power by the revolutionary regime catches our attention through the understanding of internal operating system. Though this writing started from the fact that the Nationalist Government executed the administrative reform which aimed at "administrative efficiency" in the middle of 1930s, but it put stress on the seriousness of the problem and its solution rather than political background or results. "Committee on Administrative Efficiency(行政效率委員會)", the center of administrative reform movement which was established in 1934, examined the plan to execute the reform through legislation by the Executive Council(行政院) on the basis of the results of relevant studies. They claimed that the construction of a modern country should be performed by not political revolution anymore but by gradual improvement and daily reform, and that the operation of the government should become modern, scientific and efficient. There were many fields of administrative reform subjects, but especially, the field of records and archives adminstration(文書檔案行政) was studied intensively from the initial stage because that subject had already been discussed intensively. They recognized that records and archives were the basic tool of work performance and general activity but an inefficient field in spite of many input staff members, and most of all, archival reform bring about less conflicts than the fields of finance, organization and personnel. When it comes to the field of records adminstration, the key subjects that records should be written simply, the process of record treatment should be clear and the delay of that should be prevented were already presented in a records administrative meeting in 1922. That is, the unified law about record management was not established, so each government organization followed a conventional custom or performed independent improvement. It was through the other records administrative workshop of the Nationalist Government in 1933 when the new trend was appeared as the unified system improvement. They decided to unify the format of official records, to use marker and section, to unify the registration of receipt records and dispatch records and to strengthen the examination of records treatment. But, the method of records treatment was not unified yet, so the key point of records administrative reform was to establish a unified and standard record management system for preventing repetition by simplifying the treatment procedure and for intensive treatment by exclusive organizations. From the foundation of the Republic of China to 1930s, there was not big change in the field of archives administration, and archives management methods were prescribed differently even in the same section as well as same department. Therefore, the point at issue was to centralize scattered management systems that were performed in each section, to establish unified standard about filing and retention period allowance and to improve searching system through classification and proper number allowance. Especially, the problem was that each number system and classification system bring about different result due to dual operation of record registration and archives registration, and that strict management through mutual contrast, searching and application are impossible. Besides, various problems such as filing tools, arrangement method, preservation facilities & equipment, lending service and use method were raised also. In the process this study for the system improvement of records and archives management, they recognized that records and archives are the identical thing and reached to create a successive management method of records and archives called "Records and Archives Chain Management Method(文書檔案連鎖法)" as a potential alternative. Several principles that records and archives management should be performed unitedly in each organization by the general record recipient section and the general archives section under the principle of task centralization, a consistent classification system should be used by classification method decided in advance according to organizational constitution and work functions and an identical number system should be used in the process of record management stage and archive management stage by using a card-type register were established. Though, this "Records and Archives Chain Management Method" was developed to the stage of test application in several organizations, but it was not adopted as a regular system and discontinued. That was because the administrative reform of the Nationalist Government was discontinued by the outbreak of the Chinese-Japanese War. Even though the administrative reform in the middle of 1930s didn't produce practical results but merely an experimentation, it was verified that the reform against tradition and custom conducted by the Nationalist Government that aimed for the construction of a modern country was not only a field of politics, but on the other hand, the weak basis of the government operation became the obstacle to the realization of the political power of the revolutionary regime. Though the subject of records and archives administrative reform was postponed to the future, it should be understood that the consciousness of modern records and archives administration and overall studies began through this examination of administrative reform.

기록학의 도입과 기록관리혁신(1999년 이후) (The Introduction of archival science and the renovation of records Management(since 1999))

  • 이 글에서는 1999년 기록관리법이 제정된 이후 현재에 이르기까지 기록관리가 어떻게 발전해왔고 기록학 분야의 성장은 어떠하였는지를 다루고 있다. 특히 기록관리와 관련된 주체를 기록생산기관, 기록관리기관, 기록 전문가 집단, 시민사회로 설정하고 각 주체들의 시기별 변화의 특징을 조망하는 데에 역점을 두었다. 그 결과 기록관리기관과 전문가 집단의 성장에도 불구하고 아직 기록생산기관과 시민사회 영역이 아직도 불균형 발전하고 있는 현상을 지적하였다. 기록관리법 제정 시기의 한국의 기록관리는 국가기록원과 전문가 집단의 일부 선도적 인물들에 의해 기록관리가 비약적으로 발전하였다. 그러나 이 시기는 전형적인 엘리트 모델에 의한 성장 시기로, 결과적으로 기록관리법의 제정이라는 역사적 성과를 이루어 냈음에도 불구하고, 각 주체의 기형적 발전 양상이 두드러졌다고 평가된다. 참여정부 시기의 한국의 기록관리는 기록관리 혁신이 강력하게 추진됨으로써 이전 시기와는 구별되는 발전의 양상을 나타내었다. 이를 추동한 힘은 기록관리기관과 기록 전문가 집단의 성장이 보다 보편화 되어 엘리트 모델을 일정 부분 극복할 수 있었던 데서 찾아진다. 특히 대학원 교육을 통해 성장한 전문가 집단이 양질적으로 성장하여 기록관리기관과 전문가 집단이 협력하는 패턴이 정착되기 시작하였다. 국가기록관리 혁신 로드맵이 만들어지고 이것이 실천됨으로써 한국의 기록관리는 점차 안정적이고 지속적인 발전의 단계로 들어설 수 있었다. 그러나 아직도 기록생산기관과 시민사회 영역에서의 기록관리의 발전은 제한적인 수준에 머무르고 있다. 따라서 전문 교육의 정상화와 전문적 교육을 통해 배출되고 각 기관에 배치된 기록연구사들의 역할은 매우 중요한 의미를 지닐 것으로 예상된다. 또한 각급 기관에 기록관리기관을 서둘러 설치하고 기록연구사를 조기 배치하여 기록생산기관의 미발달 상황을 조속히 극복하지 않으면 안될 것이라고 생각된다.
