It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.

When considering the use of rapid prototyping (RP), there are many issues a designer has to address for handling an STL model, the de facto standard fur RP. Today designers can skip all these issues by visiting web-based service bureaus that readily supply needed information for the RP services. Since orders are taken for RP parts through the web page of service providers designers are now asked to upload their STL files to the company server either by direct upload, ftp file transfer, or as an e-mail attachment. If the service bureau, however, fixes or edits an STL filceto optimize the RP process but neglects to tell its customer about the rework in detail, it may cause problems down the line in processing of the original CAD data for other applications. In this paper, we propose a framework for a collaborative virtual environment between CAD designers and RP processes on the internet which directly provides designers with an advanced preprocessor functionality, design visualization, as well as model display, repair, and slicing over the network. This can help smooth data transfer from CAD to RP process with minimum inconsistency in CAD.

Public service provision through internet is one of major parts for e-government implementation. It is essential to link the internal administrative network with internet to provide the services through internet and to support kiosks through internet, which should result in critical issues for security. A relay server, as a front server for the public service processing system and a web server, a control server for kiosks, are placed between the public service processing system and kiosks to solve those security issues. It is the way to solve security issues through protecting direct communication between the public service processing system and a web server and authenticating a relay server and a web server through authentication process. In the implementation of the system this paper provide a design for an architecture model of the public service processing system through internet, which are aiming to develop high level of the quality system effectively, to reduce the risk of initial stage of development, and to reduce the incurring cost due to reworks.

The present research aims to identify the issues that occurred when uploading stock photos to the internet-based stock image agencies and to develop technical solutions based on web service technologies. We identify the issues by examination of previous studies and stock photo uploading systems of major three agencies currently in service. As such, we develop web service technology by focusing on the following matters. First, we apply an automatic tag system to ensure convenience. Second, to ensure safety, we apply a technology that easily enables prevention of portrait rights violations and trademark infringements. We also prepare for measures against possible harmfulness. Third, to ensure completeness, we apply a method which resolves upload failure issues that frequently occurred in the past. In particular, the present research is significant as it applies an automatic image analysis system based on Google Cloud Vision API as the artificial intelligence-based image processing technology. In addition, we develop a web service program which improves user access by using SNS-type screen composition.

This article suggest a research method to extract user needs for designing social interface of a service robot. We first discuss social design issues for the service robot. Then we present a novel survey method for the service robot based on the social design issues and robot characteristics. Finally we discuss survey results, answered by Korean customers, of functional needs, social characteristics, product design for a home service robot. It is analyzed that Korean customers expect the image of home service robot as “a late teenager female who helps household work effectively”

Since the introduction of block chain technology, its potential use in financial service area have been increasing, and financial firms are seeking ways to take advantage of the benefits of it. The purpose of this study is to present an approach to prioritize block chain-based services for bank. Toward this, we picked out potential financial services through focus group interview and derived the criteria that can be used in evaluating the priorities of block chain-based banking services in the same way. Then, we propose an analytic hierarchy process model to help decision makers prioritize the banking services while considering multiple criteria of technology issues, governmental regulations in the financial industry, cost, managerial issues, customers' needs, and the business opportunity for the bank. By using the analytic hierarchy process model, we can estimate the weighting coefficients to be assigned to each criteria and determine the order of priority in determining the best block chain-based service for the case study bank. The results show that banking login authentication would be forefront service, followed by money transfer, document notarization, and trade financing service in the order, and the trade financing could be most important service in terms of the business profitability for the bank in the future.

The purpose of this study was to investigate current status of 19 general hospitals which performed the hospital social responsibility (HSR) to global health issues. The survey focused on the global healthcare supporting system & activity (including the administration, information, materials, finance, and human resources, et al.), and the government's policy in Korea. Based on the analysis of survey data, the main global health issues of general hospitals were activities of overseas volunteers (56%) and aids of the developing countries (19%). Also, general hospitals have mainly supported into eastern Asia (49%). And then, the most important goal of general hospitals related these activities kept the founding principle of a hospital for global health issues (53%). The second ranking was the social responsibility (32%) and the interchange between Korean and foreign hospitals (32%). There were many differences between general hospitals about the global healthcare supporting system & activities for HSR to global health issues. In conclusion, we suggest that most of general hospitals in Korea would be gotten prior setting the global issues for unmet-need of the developing countries around the world in the near future. This study also served as the effective way by partnership on global health issues of general hospitals for recognizing the HSR as hospital governance.

The introduction of the BIM into the architectural service industry is currently not being conducted smoothly. The purpose of this research is to, considering the current state of the market, establish long-term strategies that will enable the BIM to successfully settle. The survey has been conducted in target of architects in order to understand pending issues. Additionally, the articles regarding BIM have been researched for the purpose of better understanding the current societal demands. Indicated by survey results, the architects agree to a certain extent upon the need of BIM for architectural designs, yet also express concerns that the BIM introduction does not guarantee betterment in efficiency. The problematic aspects of BIM introduction that have already been discussed in some policy-related studies include a multitude of complicated issues that are unable to be resolved within a short period of time: underdeveloped BIM infra, the limit of BIM software itself, political issues regarding licensing and lack of social awareness. Based on the issues mentioned above, three main areas of focus along with their respective practical strategies and tasks have been designated. Finally, this research has analyzed the current situation and its issues along with the political solutions of 12 projects, amongst which include the standard for plan drawings, licensing system improvement, cost standard and BIM introduction support. This paper is to review and organize performance strategies, issues, and measures for the efficient operation of order picking function. Order picking is the process of retrieving items from storage to meet a specific customer order, which is known to be the most labor-intensive and costly function among all the warehouse functions. This function is also important in that it has a critical impact on downstream customer service. For understanding the background of order picking and related performance issues, we will briefly introduce warehousing functions. Then we will introduce material handling within a warehouse and order picking strategies. Lastly, we will discuss about performance issues and measures in the domain of order picking operations. Productive and quality measures will be reviewed in more detail.
