  • The Philippine government enacted the National Water Crisis Act in 1995, as a response to the burgeoning situation of water supply systems in the country. This act led to the privatization of Metropolitan Waterworks and Sewerage System (MWSS), sector having jurisdiction and control over all waterworks and sewerage systems in a service area including Metro Manila. Nowadays, the region's supply of water is still facing a lot of difficulties, both in quality and quantity. The unabated migration of people to the metro which increases its population, tapping from the aged pipelines, lack of water facilities and infrastructure, excessive groundwater withdrawal, environmental degradation, and surface and groundwater pollution are some of the issues that Metro Manila have to deal with. These situations lead to two primary water supply issues suffered by Metro Manila: water shortage and flooding. The purpose of this paper was to present water supply in Metro Manila with respect to the problems in its distribution, environmental implications and quality. In this paper, several technical reports, published literature, and news articles were consulted and became the major basis for identifying gaps and suggesting remedial measures.

  • Cloud computing is an emerging technology, which allows the user to fulfill his needs by outsourcing the resources. With the passage of time, cloud computing has become an essential part of our lives. But it still requires some sort of standardization, specially in terms of user's trust, privacy, and security related things. This study presents different types of cloud computing services and their working domains along with some key virtualization related issues that are encountered by the cloud service provider as well as the user. Those key issues, related with virtual network are discussed in this paper. This study provides a basis to work further on those issues, so that the key concerns are addressed as soon as possible and cloud computing could become standardized and more prevalent.

Issues to Expand the use of Presidential Records (대통령기록물의 이용 확대를 위한 현안과 쟁점)

  • This study examined the disclosure and utilization of presidential records by the Presidential Archives in order to expand the use of presidential records. In addition, as issues for the disclosure and expansion of the use of presidential records, the disclosure and provision of the original text, the cancellation and disclosure of designated records, the expansion and reinforcement of research and utilization support, and content were confirmed. In addition, as issues and implications for resolving these three issues, the redesign of the presidential records management work, the revision of the Presidential Records Act, expert collaboration and research, and the preparation of mid- to long-term work plans were suggested.

Study on comparison of quality factors, which effect on service satisfaction by passengers who use multi-airport (복수공항 이용객의 서비스 만족에 영향을 미치는 품질요인의 비교 연구)

  • The role of airports in the metropolitan area in Korea is very important which is located on the center of Northeast Asia considered as the highest potential growth continent in the world air transport market. This study includes comparison on service quality between Gimpo Airport and Incheon Airport which are indicated as multi-airport system in the metropolitan area appraised by passengers from Korea, Japan and China, and analysis on primary factors of airport service which affect the customer satisfaction and loyalty. The service quality appraised in the order of Chinese, Korean, and Japanese and the analysis result indicated that the service quality factors which influence on customer satisfaction and loyalty were all different among passengers from three countries. Information service was the priority factor for customer satisfaction to Chinese and Korean, but Japanese considered that personal service was the most important factor. This research paper tried to provide many current issues and guides to operational strategy including plan for the specialized routes of multi-airport system in domestic metropolitan area.

Information Technology Strategy for Postal Mail Acceptance Service (우편접수 서비스를 위한 정보기술 도입 전략)

  • Korea post delivers more than 4.7 billions of mails and parcels per year. Although postal service is invoked by mail acceptance from customers, mail acceptance service is not as mature as sorting or delivery service in terms of automation and informatization. In this paper, we reviewed current status and issues of the mail acceptance service, analyzed relavent technologies and foreign case-studies, and suggest an information strategy plan for better service. According to the strategies, we propose several action plans for applying adequate information technologies. In addition, we address important results of patents analysis for major technologies. The results of this study could contribute to determining the information strategy and the R&D plan for future postal service.

  • Large-scale urban developments with increasing population and expansion of industrial facilities have destroyed the ecosystem. Consequently, the importance of vertical farm as a form of urban agriculture is increasing. However, such problems of vertical farms as economy and lack of awareness of residents are being raised. Firstly, this study derived types of vertical farm that are applicable to residential spaces through an examination of vertical farm buildings, and then inferred assessment items for a questionnaire survey for the development of u-services. Secondly, based on the issues deduced from the survey, u-services needed in vertical farm buildings were derived to use them as the basic data when we plan for a ubiquitous vertical farm building in residential space in the future. As result, the following uservices of ubiquitous vertical farm were proposed: u-notification service about the condition of crops from the aspect of growth management based on ubiquitous technology, remote/automatic control u-services, harvest information u-service for harvest management, recipe information u-service, and indoor air quality monitoring u-service, indoor environment adjusting u-service, and farm environment control u-service. Considering that many new buildings in Korea are residential buildings and many high-rise buildings are being planned, studies on vertical farm buildings must be continued.

Mystery Shopping and Well-Being of Service Workers in South Korea

  • Background: Mystery shopping is a method in which a company monitors quality of service and employee conduct and compliance with regulations using an evaluator posing as a customer. It is a typical tool of customer-centered bureaucratic control insofar as it provides overall and standardized evaluation of intangible elements of customer service as well as physical elements of service environments. The purpose of this study is to examine how mystery shopping is related to the health status of service workers in South Korea. Methods: Data from semistructured interviews with 15 workers were collected from January to April 2019 to obtain information on service worker experiences with mystery shopping. Data were analyzed using the constant comparison method. Results: Mystery shopping limits worker autonomy and stiffens the workplace environment by standardizing and monitoring labor processes for service workers. In addition, mystery shopping heightens work stress through increased labor intensity. Five mechanisms by which mystery shopping affects service worker health are identified and comprise (1) multifaceted and multilayered surveillance, (2) evaluator subjectivity and irrational requirements, (3) standardized rules combined with high pressure to achieve sales, (4) self-esteem degradation because of evaluator results, and (5) musculoskeletal disorders because of strict adherence to labor processes based on evaluator results. Conclusion: Mystery shopping as an evaluation method should be reconsidered not only in terms of health problems but also in terms of organizational efficiency and issues of human rights.

A Negotiation Framework for the Cloud Management System using Similarity and Gale Shapely Stable Matching approach

  • One of the major issues in emerging cloud management system needs the efficient service level agreement negotiation framework, with an optimal negotiation strategy. Most researchers focus mainly on the atomic service negotiation model, with the assistance of the Agent Controller in the broker part to reduce the total negotiation time, and communication overhead to some extent. This research focuses mainly on composite service negotiation, to further minimize both the total negotiation time and communication overhead through the pre-request optimization of broker strategy. The main objective of this research work is to introduce an Automated Dynamic Service Level Agreement Negotiation Framework (ADSLANF), which consists of an Intelligent Third-party Broker for composite service negotiation between the consumer and the service provider. A broker consists of an Intelligent Third-party Broker Agent, Agent Controller and Additional Agent Controller for managing and controlling its negotiation strategy. The Intelligent third-party broker agent manages the composite service by assigning its atomic services to multiple Agent Controllers. Using the Additional Agent Controllers, the Agent Controllers manage the concurrent negotiation with multiple service providers. In this process, the total negotiation time value is reduced partially. Further, the negotiation strategy is optimized in two stages, viz., Classified Similarity Matching (CSM) approach, and the Truncated Negotiation Group Gale Shapely Stable Matching (TNGGSSM) approach, to minimize the communication overhead.

Analysis and Improvement Schemes for Evening Circulation Service of Public Libraries in Korea (공공도서관 야간대출서비스의 분석과 개선방안)

  • The Korean government is pursuing the policy of broadening easy access to information by local residents and the range of public services provided to them. One of the most recent prominent examples is the evening circulation service offered by public libraries. In a sense of addressing issues facing the newly implemented service, this study aimed to present an improvement scheme on the basis of the results from analyzing the data such as background motivation, ways of publicity, service open time, service content, the present status of use of materials, satisfaction of users, and operating difficulties experienced, which were attained from the public libraries implementing the service as of June 2009 and the service users.

  • Korea Postal Service(KPS) nowadays lies in competitive environment with alternative business such as door-to-door delivery service. Customers began to complain about postal service quality and ask the government to reform a public firm through management innovation. But, Korea Postal Service has not met the break-even point between it's revenue and expenditure because the service is under the government system and cannot independently make major decisions on products, pricing, services, personnel management, financial policies and etc. The objective of this study is to provide marketing planners and practitioners with some guidelines when they establish marketing strategies and to help marketers on theories and practical instructions about postal service marketing when they interact with customers. I. A field survey on both customer satisfaction and internal staff satisfaction was conducted to get some ideas for the marketing strategy planning. II. Practical guidelines and instructions were made for marketers to communicate with customers in various areas such as pricing, product, service demand, marketing channel, promotion, and etc. III. Some suggestions on marketing policies for planners and mangers in the marketing strategy were described including personnel resource as well as physical resource. IV. Special issues on small packet market and direct mail market were discussed and some alternative solutions were proposed. V. Database marketing strategy was emphasized to get new business opportunities such as direct mail, and to provide differential services to customers as much as their contribution into the profitability for KPS. VI. Cyber Post Office should be constructed on Internet to provide new services which are combined with physical material flow and information technologies.
