  • To prevent serious maritime accident and eliminate the cause of the potential maritime accidents, Maritime Safety Audit Scheme was formally institutionalized through amendment of Maritime Traffic Safety Act(May 27, '09). At the initial step of the enforcement of the law, it has risen the necessity of amending the present institution concerning with the range of applicable business, method of practice, detailed technical standards in the assessment articles, etc. Among them, the assessment of marine traffic congestion has been practiced as a mandatory assessment article, but it is analyzed that the assessment doesn't reflect current variation of ships' size and its speed. By analyzing the status of assessments on marine traffic congestion so far and collecting experts' opinion, this paper suggests draft amendments to improve technical standards on the assessment of marine traffic congestion.

  • By implementing epoch-making policies for industrial promotion, the national economy has made a remarkable development. As a result of such economic growth, industrial accidents and occupational diseases have become a serious problem in Korean society. In the presidential order for the execution of the Korean Labor Standard Law, neuritis and other diseases stemming from health impairments due to vibrations in industrial processes are designated to be dealt with as vibration diseases. In the case of vibration disease, industrial accident compensation is not effectively paid. In order to investigate the vibration hazards of rock-drill operation, the authors studied the subjective symptoms and performed physical function tests on a total of 79 persons (vibration exposed group) who used rock-drills, and 39 persons (control group) who did not use rock-drills at anthracite mines. The results of the physical function test were as follosws : 1. The right hand was more affected by white finger than the left hand. 2. Independent variables such as duration of rock-drill operation, age, drinking and smoking were indentified as statistically significant factors for the occurrence of white finger. 3. In the pain sense threshold, the group with Raynaud's phenomenon showed a statistically higher level than that of the control group. 4. The skin temperature of the group with Raynaud's phenomenon was lower than that of the control group. The recovery time of skin temperature aftr cooling was delayed compared with the value of the control group.

  • Injury in agriculture is a serious public health issue with a major impact on the lives of Korean farmers. It is one of the leading causes of death and is also a major cause of longand short-term disability. In 2001, the social cost of one accident in agricultural machinery was estimated as 97.7-97.8 million won that is 4 fold of farm household income in Korea. Effective prevention and control of injuries requires a system of surveillance that monitors the incidence of injuries, their causes, treatment and outcomes. This requires an integrated system of data collection, analysis and interpretation and communication. Creating effective injury surveillance system in Korea requires to establish a framework for a national agenda. Discussions regarding the development of the framework should address, but not be limited to issues related to Data Holdings and Linkages; Capacity and Skills; Communication; Interconnection; and Surveillance Products. Ideally, an injury surveillance system would meet the information requirements across all sectors, while allowing each to have the ongoing information it needs for its policy and programming needs. This study was carried out to develop a surveillance system of agricultural injuries in Korea. Study subjects were residents who lived in a typical agricultural area (Yangpyung area in Kyung-gi province). The main data sources were reports of village headmen, compared with data of 'National Emergency Management Agency', 'National Health Insurance Corporation', 'Insurance of National Agricultural Cooperative', and 'Emergency Medical Centers'. Each data were reviewed to validate the strengths and weaknesses.

  • An aircraft maintenance hangar is a building that stores, maintains, and inspects expensive aircraft. The frequency of fire occurrence is low, but the resulting human and material damage can be very serious. Therefore, in this study, we conducted a qualitative analysis of the fire safety of the currently operating fire suppression systems for aircraft maintenance hangars using the Fault Tree method, and then performed a quantitative analysis using the failure rate data for the derived basic events and analyzed the importance of the minimal cut sets. As a result of the qualitative analysis by the minimal cut set, it was found that there were 14 accident paths that could be expanded to a large fire, due to the fire control failure of the aircraft hangar fire suppression system. The quantitative analysis revealed that, the probability of the fire expanding into a large one is $2.08{\times}E-05/day$. The analysis of the importance of the minimal cut set shows that four minimal cut sets, namely the fire detector and foam head action according to the zone and blocking of the foam by the aircraft wing and the fire plume, had the same likelihood of causing the fire to develop into a large one, viz. 24.95% each, which together forms the majority of the likelihood. It was confirmed for the first time by fault tree method that the fire suppression system of aircraft maintenance hangars is not suitable for fires under the aircraft wings and needs to be improved.

  • Government organizations (including police, prosecutor, and Financial Supervisory Service) and programs to uncover or prevent from insurance crime are not well developed. However, insurance crime are increasing among not only private insurances such as life insurance, indemnity insurance, and auto insurance but also public insurances including national health insurance and industrial accident compensation insurance. The damages of crimes are serious in both economical and ethical perspectives. Insurance crime deteriorates a current account of insurance companies and the leakages due to insurance fraud worsen loss ratio. Consequently, insurance crime increases customers' costs of insurance. For this reason, insurance companies stated to establish Special Investigation Unit(SIU) to detect insurance crime and fraud by themselves. However, organizational and operational efficiencies are limited. The purpose of this study is to examine the relationship between work environment factors, perception of insurance crime and job satisfaction among Special Investigation Units. Therefore, this study investigated the perception of work environments of Special Investigation Units. In addition, this study examined how their work environments and general perception of insurance crime influence their job satisfaction. In order test the purpose of this study, reliability test, exploratory factor analysis(EFA), multiple regression were employed. • Hydrogen gas is a green energy sources because it features no emission of pollutants during combustion. But hydrogen gas is very dangerous, being flammable and very explosive. Hydrogen gas detection is very important for the safety of a nuclear power plant. Hydrogen gas is generated by oxidation of nuclear fuel cladding during a critical accident, and leads to serious secondary damage in the containment building. This paper discusses the development of a Raman lidar system for remote detection and measurement of hydrogen gas. A small, portable Raman lidar system was designed, and a measurement algorithm was developed to quantitatively measure hydrogen gas concentration. To verify the capability of measuring hydrogen gas with the developed Raman lidar system, experiments were carried out under daytime outdoor conditions by using a gas chamber that can adjust the hydrogen gas density. As results, our Raman lidar system is able to measure a minimum density of 0.67 vol. % hydrogen gas at a distance of 20 m.

  • Fracture of frontal bone is infrequent, but may have serious complications because of their proximity to the brain, eyes and noses. Fractures of the frontal area range from 5% to 15% of all facial bone fracture and include supraorbital rim and frontal sinus. As frontal bone fractures most frequently occur in the multiply injured patient, a thorough clinical and radiological examination of the patient is required before diagnosis and treatment plans are established. Sometimes coorperative treatment with other department is required. It is specially considered that incision for access to frontal region and surgical methods for open reduction, cranialization, cannulization, sinus obliteration. After surgical or conservative treatment, it may have complication. Complication of frontal bone injury vary in severity and may occur at several years after the incidents. The major types of complications are those that occur directly at the time of injury, infection and chronic problems. This is clinical study on 31 patients with frontal bone fracture, at department of oral and maxillofacial surgery in dental hospital of Wonkwang university during past ten years. The results were as follows; 1. The sex ratio of all patients is 29 (94%) male to 2 (6%) female, the average age is 33 and the prominent groups are 2nd, 3rd decade age. 2. The causative factors are mostly traffic accident 22 cases (70%) and fall dawn, industrial accidents, so on. 3. The 17 cases has shown alert mental status, but neurologic problems is in 14 (45%) cases in initial accessment. 4. Associated facial bone fractures are prominent in the maxilla (42%) and panfacial fracture (39%). 5. Involved general problems are in department of neurologic surgery problems (65%), orthopaedic problems (23%) and ophthalmologic problems (19%) in order. 6. Open reduction has done in 15 cases and 16 cases with conservative management. 7. • As vehicle started to contain many different communication devices, collecting external information became possible in IoT environment. In such environment, remotely controling vehicle is possible when vehicle information is obtained by looking in to vehicle network through smart device. However, android based smart device applications are vulnerable to malicious modulation and redistribution. Modulated android application can lead to vehicle information disclosure that could bring about vehicle control accident which becomes threat to drivers. furthermore, since vehicles today does not contain security methods to protect it, they are very vulnerable to security threats which can cause serious damage to users and properties. In this paper, many different vehicle management android applications that are sold in Google Play has been analyzed. With this information, possible threats that could happen in vehicle management applications are being analysed to prove the risks. the experiment is done on actual vehicle to prove the risks. Also, access control method to protect the vehicle against malicious actions that could happen through external network in IoT environment is suggested in the paper.
