Building the new administration capital city, one of presidential candidate Moo-Hyun Rho's election pledges, is now listed as a priority national policy agenda of the Participation Government. However, so many people's negative attitudes ranging from cynical skepticism to firm objections against the national policy agenda may threaten its smooth policy actualization. At this juncture, this paper attempts to present persuasive arguments and discuss some critical issues to be considered for building the new administration capital city successfully. The paper begins with taking a look at the current state of hyper-concentration of Seoul agglomeration area and its harmful effects, paints a vision of 'an evenly developed country as a whole' via illustrating the vision from the Swiss case, and reviews the performance of the precedent governments' reform measures for rectifying the hyper-concentration of Seoul agglomeration area. And then, the paper argues for building the new administration capital city as a potent solution to the problem of excessive concentration of activities in Seoul agglomeration area, as well as a driving force to spur the government to realize the Participation Government' enthusiastic vision: 'a decentralized and evenly developed country as a whole' and 'the hub country in the Northeast Asia'. In addition, the paper discusses the location of the new administration capital city in connection with the forthcoming national unification. Lastly, the paper deals with the important issues such as the procedure of people's approval, the population size and legal status of the new administration capital city, the relationship between building the new administration capital city and decentralization reform, etc.

As the power demand has increased, it is expected that the transmission system will have more complicated problems under the influence of investment reduction for overall power system. The route length per MW demand will be reduced gradually from 0.6[C-km/㎿] to 0.53 [C-km/㎿] in 2010. This comes up to a real serious problem of system planning and operation viewpoints HTS power technologies have properties to solve these complex transmission and distribution constraints, especially for metropolitan area, in the future. As the HTS technology has developed, the HTS cable technology can be the most effective alternative to solve the future expected transmission constraints as compared with other countermeasures in terms of economics, environments and system operation. This paper describes the general application methodology of developing 22.9 ㎸ HTS cable by CAST for practical distribution system, particularly, step-by-step application methodology of 22.9 ㎸ HTS cable to substitute the existing and planning 154 ㎸ cable. In this scheme, almost of the downtown 154 ㎸ substation of metropolitan city such as Seoul will be changed into 22,9 ㎸ switching station.
Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.
Objectives: This study measured the extent of local legislators' support for tobacco control policies and identified the predictors of that. Methods: Local legislators, from 21 Gu in Seoul Metropolitan City, underwent a self-administrated questionaire during the 6-week period from December 1, 2004 to January 15, 2005. Multiple linear regression model was used to assess relationships between five groups of variables(political factors including political ideology, personal characteristics, tobacco experiences, tobacco knowledge, contact with local health officers) and support for tobacco control policies based on an 11-item scale. Results: The rates of support for 'penalizing merchants who sell cigarettes to minors' and 'instituting a law mandating that parents should not smoke in a car when children are present' were highest as 87.5% and 82.0% respectively, and those for 'increasing price of cigarettes' and 'regulating stores that sell cigarettes' were lowest as 52.2% and 51.7% respectively. Support was higher among local legislators who thought government had a duty to promote healthy life styles, knew second-hand smoke could cause lung cancer, knew tobacco caused more deaths than alcohol. Support among ex-smokers and nonsmokers was higher than current smokers. Conclusions: The findings indicate that local legislators who oppose tobacco control measures may not be opposed to tobacco control per se, but are more generally opposed to a government role in health promotion, Thus, Tobacco control advocates need to be more attentive to the way tobacco control issues are framed for particular legislators. Further, they could work to increase tobacco knowledge among local legislators.
This study was done in order to analyze the factors which influenced the performance level of urban family planning health personnels' task. Interview survey was done during the period May, 1989. Interviewee were 130 family planning health personnels among total of 140 family planning health personnels in Seoul metropolitan city area. The internal consistency reliability was tested by Cronbach’s Alpha and the construct validity of the survey tool was tested by Factor analysis. Multiple stepwise regression analysis was used to identify major factors influenced to perform family planning health personnels' task. The results of this study were summarized as follows: 1. The internal consistency reliability was high and very significant (Cronbach's Alphs=0.8445, p<0.0000). 2. The construct validity was high and very significant. This analysis was contained 5 factors; registering and keeping of eligible woman records, health educating for FP & MCH, referral for vasectomy and tubal ligation and loop, supplying contraceptive appliances, sending moved-out eligible woman records. 3. Among a total of 15 contents of their functions recording of daily report and monthly report (76.2%), classifying and keeping of records(66.2%), registering of eligible woman records(60.85ti), distribution of leaflets and pamplets(54.6%), counselling & supervision about family planning(53.8%) were actively performed. Sending moved-out eligible woman records(60.8%), health education for community people(49.2%), referring contraceptors' side-effects were poorly performed. 4. The factors which influenced the performance level of urban family planning health personnels' function were age, marital status, educational level, certification, number of residents, number of eligible women, job car-eer, work responsibility, job satisfaction knowledge, position, cooperation of community people, cooperation of Dong Office, cooperation of Health Center. These 14 variables were able to explain job function from 21.4% of follow-up care of contraceptor to 9.1% of classifying & keeping of eligible woman records.
Urban agriculture, which can be defined as agriculture performed in a city, is suggested as an alternative solution to restore deserted community and expand green land in city area through cultivation activities. In Korea, 'Urban Agriculture Promotion and Support Act' was enforced from May 2012. In addition, in the same year, Seoul Metropolitan Government declared 'the beginning of urban agriculture era,' established municipal ordinance, and increased budget to actively support urban agriculture. As a result, urban agriculture practices have been increasing every year. Yet, the way of developing urban agriculture in a uniform way of expanding green land has led to difficulties of securing proper spaces. Accordingly, 'roof top' spaces have gained attention. This study analyzes rooftop garden, one of the spaces of carrying out urban agriculture, from the publicness perspective. The study selected a case study of a public rooftop garden in Mullae-dong, Yeongdeungpo-gu, investigated present conditions and usage features of the garden, and explored the conditions to be a 'public' roof top garden. Through theoretical analysis, both physical and non-physical indicators were derived for analysis framework; physical aspects- accessibility, locality, openness, comfortness, and non-physical aspects- subjectivity, cooperativeness, and a sense of community. The results of this study are as follows. First, openness and locality scores were the highest, and comfortness scored the lowest, in ensuring the publicness of Mullae roof top garden. Second, non-physical indicators had stronger effect than physical indicators on rooftop garden users' awareness on publicness and building a garden community. In conclusion, in order to vitalize roof top garden, users should be engaged from the very first planning stage of building a garden, opening hours should not be limited, and more importance should be put on users to subjectively manage the operation of rooftop garden than merely creating a physical environment.
This study looks into travel behavior differences by sex, gender role and economic status. Source for analysis in this study is from Time Use Survey conducted by Korea National Statistical Office in 2004. The sample considered of 3,122 women's time diaries and 2,678 men's, whose age range from 20-59. The results of the study show that married women, women with child under age 6 and unemployed women have less travel time quantity, travel during the daytime and use mass transportation than men and single women. However single women and working women, especially working women having high income level, show more similar patterns of travel behavior with men's which are quite unvarying regardless of marital, parental and economic status.

Recently, the changes of industrial location can be explained as the concentration of small and medium manufacturing firms or high technology industries by industrial restructuring in Seoul metropolitan area, and the dispersion of large companies'branch plant into the peripheral region in Korea. Particularly deindustrialization is progressing in the inner city and manufacturing firms disperse into the outer city in Seoul metropolitan area. This study reviews on the structural perspectives for the changing industrial location factors. The development of capitalism organizes economic spacial structures and Its characteristics can be reasons which can raise changes in industrial location. Korean economy rapidly grew in the movement process of international capital. And capital accumulation by continuous economic growth is raising the spatial division of labor or the spatial difference and inequality on land price, wages. the base of labor reproduction. Therefore, these factors are the most reasons to raise the changes of industrial location in Korea. Hereafter the study on these factors, that is, in relation to sociocultural structure and land use structure have to be progress more concretely.

Tailored nutritional education is generally found to be more effective in changing behaviors and to be more fully implemented than a non-tailored equivalent. This study was conducted in order to develop tailored nutritional education materials on food additives in processed foods based on need and levels of knowledge of educational targets of elementary-school students in Seoul Metropolitan City. The focus group interview was conducted with six elementary-school nutrition teachers in order to gather information and to develop a tailored quantitative questionnaire for the survey. Based on the results from 138 nutrition teachers, all answered that education on food additives in processed foods for students is necessary and both teachers and students need to receive education regarding definition, safety, and use of food additives for each processed food, in the form of video, PPT, and teaching-learning plan. Nutritional education materials for two classes were developed using video clips (grocery shopping and cooking class) about food additives in processed foods, PPTs with activity papers, two teaching-learning plans, and school newsletters to parents. In conclusion, the current study warrants conduct of further studies short-term and long-term impacts and efficacy of tailored need-based nutrition education in promotion of healthy nutrition by conveying proper scientific knowledge regarding food additives in processed foods for elementary-school students.

The present study aims to examine job satisfaction and stress in relation to features of jobs taken by nursing assistants. The subjects for study are 469 nursing assistants active at work in various medical clinics and hospitals in Seoul Metropolitan City, engaged in a study conducted from May 1, 2013 through September 4, 2013. The positive analysis was verified at a significance level of five percent, and SPSS/WIN18.0 was used for statistics process. The analysis of frequency, t-test, one-way analysis of variance, and multiple regression analysis were conducted, and was then analyzed by multiple range test for statistics. The analysis reveals that job satisfaction level marks significant variance in accordance to the year of nursing assistant certificate acquired, age, and their final academic backgrounds. As to the job satisfaction variances in accordance to job features, the location of working places, fields of jobs, and the mode of jobs mark the highest. The study indicates that standardized directions for tasks in specific fields of jobs and education programs should be implemented for consistent management are requisite for improved efficiency of nursing assistants and professional nursing workforce.
