Estimating Environmental Carrying Capacity of Seoul Metropolitan Area Using System Dynamics and Box Model

  • The purpose of this paper is estimating environmental carving capacity of Seoul Metropolitan Area for a sustainable city management using system dynamics model. A sustainable development requires a society to define sustainability constraints or environmental limits, environmental carving capacity. Environmental carving capacity can be defined as the level of human activity which a region can sustain at an acceptable quality of life level. This concept of environmental carving capacity has several important application to sustainable city planning and management. If the limitation of a human activity can be supported by a scientific data on carving capacity, the resulting decision and actions could more easily win public support for a sustainable development. However, one of the key issues is how to operationalize the carving capacity. In this paper, the environmental carving capacity was operationalized as a maximum number of industry structure, population, and housing that can sustain certain level of environmental quality of Seoul Metropolitan Area. The model developed in this paper consisted off sectors: population, housing, industry, land, and environmental sector. The model limits its main focus on the NO$_2$level of ambient air of Seoul. Carving capacity Seoul Metropolitan Area was estimated by figuring out the maximum number of population, industry structure, housing at an equilibrium point that sustain a desirable NO$_2$level. Based on the model estimation, several policy implications for a sustainable city management was discussed.

  • The Seoul subway line No.2 is the one of the busiest metro service line of the passenger transportation in Seoul metropolitan city. The number of the passengers served by the Seoul subway line No.2 is more than 1.9 million in a day according to the transportation reference of 2004, which is about $15\%$ of the whole population in Seoul metropolitan city. This is the reason why the Seoul Metropolitan Subway Corporation(SMSC) is implementing the refurbishment of the current ATS signalling system of Seoul Line No.2 into the most advanced ATO system with the continuous air-gap telegram transmission through the track circuit without any suspension of the train service either in when or in where, which is the first in the world in its attempt to refurbish the old signalling system under service without any suspension of the train operation.

Building Smarter City through Big Data - Best Practices in Seoul Metropolitan Gov.

  • Since 2013, Seoul Metropolitan Government (SMG) has introduced big data initiatively in administration and put into practices in transportation, safety, welfare in order to overcome limited resources and conflicting interests. For establishing a new midnight bus service, SMG prepared optimized midnight bus routes by analyzing big data from mobile phone Call Data Record (CDR) through collaboration with a telecommunication company. Despite of limited budget and resources, newly identified routes can cover over 42% of the citizen with 9 routes and less than 1% of buses compare with day time operation. In addition to solve transportation problem, SMG utilizes big data to resolve location selection problem for choosing new facility locations such as life double cropping centers and senior citizen leisure centers. As results, SMG demonstrates big data as a good tool to make policies and to build smarter city by overcome space-time limitation of resources, mediation of conflicts, and maximizes benefit of the citizen.

Where and Why? A Novel Approach for Prioritizing Implementation Points of Public CCTVs using Urban Big Data

  • Citizens' demand for public CCTVs continues to rise, along with an increase in variouscrimes and social problems in cities. In line with the needs of citizens, the Seoul Metropolitan Government began installing CCTV cameras in 2010, and the number of new installations has increased by over 10% each year. As the large surveillance system represents a substantial budget item for the city, decision-making on location selection should be guided by reasonable standards. The purpose of this study is to improve the existing related models(such as public CCTV priority location analysis manuals) to establish the methodology foranalyzing priority regions ofSeoul-type public CCTVs and propose new mid- to long-term installation goals. Additionally, using the improved methodology, we determine the CCTV priority status of 25 autonomous districts across Seoul and calculate the goals. Through its results, this study suggests improvements to existing models by addressing their limitations, such as the sustainability of input data, the conversion of existing general-purpose models to urban models, and the expansion of basic local government-level models to metropolitan government levels. The results can also be applied to other metropolitan areas and are used by the Seoul Metropolitan Government in its CCTV operation policy

Spatial Patterns of Migration in the Busan Metropolitan Area (부산권 인구이동의 공간적 패턴에 관한 연구)

  • This study intends to demonstrate that the population decrease in the City of Busan has been resulted from the move of the city's population towards suburbs as well as the out-migration towards the Seoul metropolitan area. To grasp the pattern in the spatial shift of the Busan's population, I analyze the change of population and households within the city and the migration at the inter-regional and intra-metropolitan scales. The major findings of the study are as follows: First, Busan has experienced population decline since 1995, as other large cities, such as Seoul and Daegu have done. Second, despite the population decrease, the number of households has been increased in Busan. Third, the residents of Busan have mostly moved not only to the Seoul metropolitan area but also to the suburban region of Busan. This finding may well contradict the long-standing belief that the continued decrease in the Busan population could be the result of the out-migration toward the Seoul metropolitan area. Fourth, the residential suburbanization in Busan can be interpreted as the extensive intra-metropolitan dispersion, which means the growth of the Busan metropolitan area.

Investigation of N-nitrosamines using GC-MS/MS in Han-river Water Supply Systems (GC-MS/MS를 이용한 한강수계 및 상수도계통에서 N-nitrosamines 조사)

  • This study was conducted to improve the analysis method used for N-nitrosamines and to investigate the occurrences of N-nitrosamines in tributaries of the Han-river, intake stations, water treatment plants and tap water used within the city of Seoul. The samples were pretreated through a solid phase extraction and analyzed using a gas chromatography tandem mass spectrometer (GC-MS/MS). The GC-MS/MS in CI mode was compared with the GC-MS/MS in EI mode by the method detection limits (MDLs). MDLs by GC-CI/MS/MS and GC-EI/MS/MS were 0.2 ~ 1.1 ng/L and 0.2 ~ 1.4 ng/L, respectively. Samples were collected from ten tributaries of the Han-river (T1 ~ T10), six intake stations (I1 ~ I6), six water treatment plants (P1 ~ P6) and 25 taps in Seoul city. The maximum levels of N-nitrosodimethylamine (NDMA) were 0.013 μg/L, 0.008 μg/L, 0.006 μg/L and 0.002 μg/L in tributary water, raw water, finished water and tap water samples, respectively. Detected levels were much lower than 0.1 μg/L corresponding to the guideline value of WHO.

Spatial Pattern Analysis of CO2 Emission in Seoul Metropolitan City Based on a Geographically Weighted Regression (공간가중회귀 모형을 이용한 서울시 에너지 소비에 따른 이산화탄소 배출 분석)

  • Effort to reduce energy consumptions or CO2 emissions is global trend. To follow this trend, spatial studies related to characteristics affecting energy consumptions or CO2 emissions have been conducted, but only with the focus on spatial dependence, not on spatial heterogeneity. The aim of this study is to investigate spatial heterogeneity patterns of CO2 emission based on socio-economic factors, land-use characteristics and traffic infrastructure of Seoul city. Geographically Weighted Regression (GWR) analysis was performed with 423 administrative district data in Seoul. The results suggest that population and employment densities, road density and railway length in most districts are found to have positive impact on the CO2 emissions. Residential and green area densities also have the highest positive impact on CO2 emissions in most districts of Gangnam-gu. The resulting model can be used to identify the spatial patterns of CO2 emissions at district level in Seoul. Eventually it can contribute to local energy policy and planning of metropolitan area.

Regional Suicide Mortality Rate in Korea (지역별 고의적 자해에 의한 사망수준에 관한 연구)

  • The aim of this study was to compare the regional difference of death from intentional self-harm. The analysis was based on data of intentional self-harm deaths (31,450) from the 2010-2011 vital statistics of Korea. The suicide rate (per 100,000 population) was 46.2 in male and 22.3 in female. Gender ratio (male / female) of suicide rate was 2.07, and Jeju province had the lowest gender ratio (1.82), and Chungbuk province had the highest gender ratio (2.42). In the age-gender standardized death rate (per 100,000) of self-harm by region, the highest suicide rate was observed in Gangwon province (44.8) and Chungnam province (44.3), and the lowest in Seoul metropolitan city (28.9) and Ulsan metropolitan city (29.2). There was a significant increase in the rate of suicide in city areas (odds ratio: 1.11, 95% CI: 1.08-1.13), county areas (1.62, 1.56-1.67) as compared with the rate of suicide in metropolitan areas. The commonest methods of suicide were hanging (53.7 percent), self-poisoning by pesticides (16.8 percent) and jumping from a height (14.3 percent). The methods used for suicide differed between rural (county) and urban areas (metropolitan city and city). In county areas, 43 percent of suicides used pesticides as compared to only 7-18 percent of those in urban areas. In urban areas, jumping was more common (13-17 percent vs. 6 percent). There were no difference in hanging between urban and rural areas. The odds ratio of death by pesticides was 9.86 in rural areas compared with death rate of metropolitan areas. The odds ratio of death by jumping was 0.59 in rural compared with death rate of metropolitan areas.

Global City-Regions Theory and its Implications for Regional Development Policy in Korea (세계도시지역론과 그 지역정책적 함의)

  • This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.

The Effect of the Characteristics of the Urban Area on the Apartment Price Level of the Area (연담도시권 특성이 지역 아파트가격 수준에 미치는 영향)

  • This study was conducted with the aim of confirming the relevance and effect of the characteristics of the cities and cities in the neighborhood area, focusing on the sale price per square meter of apartment. Specifically, it was intended to determine whether cities in the relevant city and neighborhood area have differential characteristics between the metropolitan area and the non-metropolitan area, whether industrial characteristics, urban planning and development project characteristics, and location characteristics. Comparing the research results of the city and metropolitan area, it was found that there was a correlation in all areas of population characteristics. Industrial and urban planning projects and development project characteristics sectors are not significant in the city, but they appear significant when analyzed in the urban area of the year. When classifying and analyzing the metropolitan area and the non-metropolitan area, both the metropolitan area and the non-metropolitan area were significant in the population sector, and only the distance from Gangnam-gu was significant in the local sector. Since the population is concentrated in the Seoul metropolitan area now, the sale price per square meter of apartments is also concentrated in the Seoul metropolitan area, which is believed to result in such a result. This is judged to be an analysis that appears because the characteristics of the developable status of the metropolitan area and the non-metropolitan area are different. Accordingly, this study shows that the characteristics of neighboring areas as well as the city should be analyzed when analyzing the factors affecting the sale price per square meter of apartment, and suggests that housing market monitoring needs to be carried out together.
