This paper proposes a new vector quantization scheme which exploits high correlations among indexes in vector quantization. An optimal vector quantizer in the rate-distortion sense can be obtained, if it is designed so that the average distortion can be minimized under the constraint of the conditional entropy of indes, which is usually much smaller than the entropy of index due to the high correlations among indexes of neighboring vectors. The oprimization process is very similar to that in ECVQ(entropy-constrained vector quanization) except that in the proposed scheme the Viterbi algorithm is introduced to find the optimal index sequence. Simulations show that at the same bitrate the proposed method provides higher PSNR by 1.0~3.0 dB than the conventional ECVQ when applied to image coding.

The sense of touch has both objective and subjective characteristics. During hand evaluation of the fabrics. psycho physiological processes such as emotion and stimulation. On other site, the mode of touch (passive vs. active) is also capable to modulate somatosensory responses. I.e., suppress somatocensory perception during active electrocortical responses to passive and active touch of the textiles with different subjective emotional preference. The study was carried out on 36 female college students. Physiological signals were acquired by Grass and BIOPAC 100 systems with AcqKnowledge variables, namely heart rate (HR), respiratory sinus arrhythmia (RSA), pulse transit time (PTT), respiration rate (RSP) and skin conductance parameters (SCL, amplitude, risetime and number of SCRs) were analyzed for baseline and stimulation conditions. Analysis was manifested in a form of moderate HR acceleration. RSP increase, RSA decrease (lowered vagal tone), decreased PTT and increased electrodermal activity (increased SCL, several SCRs) that reflects general sympathetic activation. Parietal EEG effects (on contra-lateral side to stimulated hand)were featured by short-term alpha-blocking, slightly reduced theta, significantly increased delta and enhanced fast beta activity with few variations across stimuli. The main finding of the study was that most and least preferred textures exhibited significant differences in autonomic (HR, RSP, PTT, SCR, and at less extent in RSA and SCL) and electrocortical responses (delta, slow and fast alpha, fast beta relative power). These differences were recorded both in passive and active stimulation modes, thus demonstrating reproducibility of distinction between most and least emotionally preferred tactile stimuli, suggesting influence of psychological factors, such as emotional property of stimulus, on physiological outcome.

This study focused on the state that CMS(Content Management System) is not widely implemented in Korea and many companies lack a sense of the necessity. The author proceeded as follows. First of all, the definition of CMS was mentioned. Next, the history and current state of CMS in domestic and foreign nations were proposed. And the methodology and rationales were explained to use CMS effectively. The results may be summarized as follows. First, the appropriate design should be processed. Second, value-oriented management (not technology-oriented) should be aimed. Third, feedback by publicity and responses should be activated. When a content provider adopts CMS, the provider should take special care of long-term communications and trust building with non-technical users.

The term 'animation' derived from the Latin 'anima' meaning spirit, life, or vitality. Although its original meaning was somewhat related to creation of life or incorporation of vitality into an inanimate or nonexisting entity by providing mobility through artificial manipulation, it is now used in a rather narrow sense to define collectively the cartoon-based films or tape-recordings and specialists who are involved in animation production or related areas are called animators. The current worldwide market for animation production is progressing and expanding enormously. Although the domestic animation market is ranked as third in the world in terms of overall quantity, the reality is that there are few high quality products that can compete with foreign animation products in the global markets. This issue is further discussed in this paper along with the current status of the domestic animation technology and production. This investigation concerns the comparative analysis of literature data on foreign and domestic animation, which can be a basis for the production of internationally competitive animation work.

ESG Investment is emerging as a trend and common sense in the financial market. ESG Investment is an investment method that simultaneously pursue social sustainability and investment returns from a long-term perspective by reflecting non-financial factors such as environment, society and governance in addition to corporate financial performance in investment decisions. This study checked how the characteristics of ESG investment have been changed after Covid-19. Afterwards, it was confirmed that Covid-19 actually acted as a negative factor in the securities market by applying VAR model. At the same time, it was demonstrated that ESG indices of the US and Korea outperformed their benchmark in terms of return and risk during the pandemic regime. The result of this study hints that the importance of ESG investment will be unchanged after Covid-19. At the same time, it suggests that managers should avoid passive ESG management and engage in strategic ESG management based on knowledge management.

In this study, the 2011 elementary school mathematics curriculum was analyzed compared to the 2007 elementary school mathematics curriculum with a focus on changes in specified learning topics. First, the topics which are dealt with in the 2011 curriculum were critically discussed. Second, prominent features which can be found in learning topics in 2011 curriculum were found. The following three conclusions which can be obtained from above analyzed results were presented. First, system for curriculum development is necessary to supplement. The process of draft development for public hearing and final curriculum development is not exposed anywhere. It is necessary to clean up and disclose this process in order to study and develop next curriculum. Second, it is necessary to modify the way of stating in curriculum. it is necessary to specify and use the expressions to some extent the meaning of which are not sufficiently established and the meaning of which are ambiguous. Third, the achievement standards set by 2011 curriculum needs to be consistent. The principles for stating achievement standards are necessary. it is necessary to review the link between elementary and middle school curriculum is well-made.

IT skills might be just a product for people without disabilities; however it can be "another sense" that is able to give the disabled the same social abilities as non-disabled people. Library services are necessary to help disabled people have access to information. The effectiveness of the library services for the disabled depends on the level and the size of library. If 10% of the total domestic population couldn't participate in their social activities, it must be a huge individual at the same time national loss. This paper will look into supporting technologies and services for the reading disabled through literature researches and visiting domestic and international libraries. Based on this analysis, this paper suggests development plans for enhancing domestic situation. We are sure that our suggestions can contribute to give a long-term service development strategy for improving the reading disabled people's information accessibility.

This study finds that the South Korean government's public diplomacy efforts have focused on promotional activities such as the "K-wave" or responses to controversial historical issues. However, the South Korean government needs to be more prepared for strategic responses to unexpected crises and subsequent communications. This paper attempts to apply crisis communication research developed in the field of public relations to public diplomacy. To do so, this research reviewed theories in crisis communication, an essential area of public relations, and developed a crisis communication model. The model was then applied to several crisis case studies to suggest how to develop response strategies and conduct communications. As a result, this research developed an Ongoing Public Diplomacy Crisis Communication Model (PDCCM) that can be applied to public diplomacy research and practice. The model identifies four crisis communication principles (be quick, be open, be consistent, be authentic) that should be applied in six phases. Following continuous social listening and monitoring, governments should analyze crisis situations using sense-making, develop short- and long-term crisis response objectives, response strategies, and communication messages depending on the level of responsibility, implement crisis communication, and conduct post-crisis evaluation.

Landscape planning system established in 2007. It is necessary that forest landscape management will be established based on the long-term and wide scope plan for forest management. This study suggested the considering factor while the establishing forest landscape plan for forest characteristics. Forest landscape type was consisted of 4 medium classification(geographical resources, waterscape, forest resources, cultural resources) and 12 small classification(geographical resources: panorama of ridge, ridge of curious rock peaks, waterscape: waterfall, valley, lake, forest resources: crown layer scenery, royal azaleas of main ridge, autumnal tints of ridge slope, flowers in herbaceous plants, inside of forest, forest trail scenery, cultural resources: facilities). This study suggested that consideration on 6 functions of forest in landscape zone planning and forest landscape management plan each classification (main ridge, sense of season, waterscape, rock resources).

Cross-Language Information Retrieval (CLIR) deals with the documents in various languages by one language query. A user who uses one language can retrieve the documents in another language through CLIR system. In CLIR, query translation method is known to be more efficient. For the better performance of query translation, we need more resources like dictionary, ontology, and parallel/comparable corpus but usually not available. This paper proposes a new concept called the Common Base Axis which is adapted to Korean-English Query translation ann a new weighting method in dictionary based query translation. The essential idea is that we can express Korean and English word in one vector space by Common Base Axis and use it in calculating sense distance for query weighting. The experiments show that Common Base Axis gives us good performance without ontology and is especially good for one word query translation.
