Lessons from Using Opioid to the Treatment of Chronic Pain: Focus on Experiences with the Organization for Economic Cooperation and Development Countries (통증완화를 위한 오피오이드 사용의 교훈: 경제협력개발기구 회원국의 경험을 중심으로)

  • The growing use of prescription analgesic opioids has rapidly escalated the treatment of chronic pain since the 1990s; however, it is also highly needed to control opioid-related issues, including opioids misuse, abuse, and addiction. In 2018, Organization for Economic Cooperation and Development (OECD) secretariat administered the survey on opioids use and policies to OECD countries and presented it at the Health Committee meeting of December 2018. This study aimed to review the opioids use in OECD countries and their policies to prevent and reduce associated harms, also seek the available policy lessons from OECD countries. More recently, opioids prescribing rate have been increased 14.7% between 2011-2013 and 2014-2016 and steadily focused on the main substance misused and abused in Korea. In addition, policy efforts have contributed to developing a guideline for prescribing opioids to steer the appropriate use of prescription analgesic opioids since 2000 in Korea, so it is not enough to control opioids compared with other OECD countries. Therefore, taking a people-centered and public health perspective, it will consider the health system policies and interventions at a national level to improve their preparation and approach to control opioid-related issues.

  • This research project is a program promoted to seek diversification of domestic radioactive waste analysis institutions, and seeks public development, win-win cooperation, and cooperation between the entrusted institution and the entrusted institution. Accordingly, the entrusted institution established a standard analysis procedure for establishing a quality control system for radioactivity analysis, establishing a radiation control zone, obtaining KOLAS accreditation, and performing proficiency tests, which are the performance ranges requested by the entrusted institution, and intersecting the radioactive isotope waste generated at the actual site. Verification was performed to confirm the analysis quality. In addition, facilities and equipment for radioactivity analysis were supplemented and expanded, and the basic technology foundation and technical skills were secured through securing professional technicians and education/training. It is judged that the entrusted institution will contribute to securing radiation safety through the smooth execution of treatment, disposal, and transportation through value creation and analysis of radioactive waste generated by radioactive isotope-using institutions (research institutes, hospitals, industries, etc.) by succeeding in this research project do.

Efficiency Optimization Control of SynRM Drive with HAI Controller (HAI 제어기에 의한 SynRM 드라이브의 효율 최적화 제어)

  • This paper is proposed an efficiency optimization control algorithm for a synchronous reluctance motor which minimizes the cower and iron losses. The design of the speed controller based on adaptive fuzzy-neural networks(AFNN) controller that is implemented using fuzzy control and neural networks. There exists a variety of combinations of d and f-axis current which provide a specific motor torque. The objective of the efficiency optimization controller is to seek a combination of d and q-axis current components, which provides minimum losses at a certain operating point in steady state. It is shown that the current components which directly govern the torque production have been very well regulated by the efficiency optimization control scheme. The proposed algorithm allows the electromagnetic losses in variable speed and torque drives to be reduced while keeping good torque control dynamics. The control performance of the hybrid artificial intelligent(HAI) controller is evaluated by analysis for various operating conditions. Analysis results are presented to show the validity of the proposed algorithm

Tobacco Control Law Enforcement and Compliance in Odisha, India - Implications for Tobacco Control Policy and Practice

  • Introduction: Tobacco use is a leading cause of deaths and disabilities in India, killing about 1.2 lakh people in 2010. About 29% of adults use tobacco on a daily basis and an additional 5% use it occasionally. In Odisha, non-smoking forms are more prevalent than smoking forms. The habit has very high opportunity cost as it reduces the capacity to seek better nutrition, medical care and education. In line with the WHO Framework Convention on Tobacco Control (FCTC), the Cigarettes and Other Tobacco Products Act (COTPA) is a powerful Indian national law on tobacco control. The Government of Odisha has shown its commitment towards enforcement and compliance of COTPA provisions. In order to gauge the perceptions and practices related to tobacco control efforts and level of enforcement of COTPA in the State, this cross-sectional study was carried out in seven selected districts. Materials and methods: A semi-structured interview schedule was developed, translated into Odiya and field-tested for data collection. It mainly contained questions related to knowledge on provisions of section 4-7 of COTPA 2003, perception about smoking, chewing tobacco and practices with respect to compliance of selected provisions of the Act. 1414 samples were interviewed. Results: The highest percentage of respondents was from the government departments. 73% of the illiterates consumed tobacco as compared to 34% post graduates. 52.1% of the respondents were aware of Indian tobacco control laws, while 80.8% had knowledge about the provision of the law prohibiting smoking in public places. However, 36.6% of the respondents reported that they had 'very often' seen tobacco products being sold 'to a minor', while 31.2% had seen tobacco products being sold 'by a minor'. In addition, 24.8% had 'very often' seen tobacco products being sold within a radius of 100 yards of educational institutions.

  • Optimal efficiency control of synchronous reluctance motor(SynRM) is very important in the sense of energy saving and conservation of natural environment because the efficiency of the SynRM is generally lower than that of other types of AC motors. This paper is proposed an efficiency optimization control for the SynRM which minimizes the copper and iron losses. The design of the speed controller based on fuzzy-neural networks (FN)-PI controller that is implemented using fuzzy control and neural networks. There exists a variety of combinations of d and q-axis current which provide a specific motor torque. The objective of the efficiency optimization control is to seek a combination of d and q-axis current components, which provides minimum losses at a certain operating point in steady state. Congenital systemic melanosis in a black mongrel pig (흑돼지에서의 선천성 전신 멜라닌증 발생 증례)

  • Four 3-day-old piglets with retarded growth were submitted to the Animal and Plant Quarantine Agency for diagnosis. Necropsy showed that one piglet had black spots ranging from 2 mm to 1 cm in diameter in the cerebellum, lungs, regional lymph nodes, and cecum. Histological findings were consistent with the gross appearance in which melanin pigmentation was observed in the organs mentioned above. Based on Fontana-Masson staining, we diagnosed this animal with systemic melanosis. To the best of our knowledge, this is the first case of systemic melanosis in black breeds of swine in Korea.

The optimal current ratio between torque current and exciting current is analytically derived to drive SynRM at maximum efficiency.   • This paper provides an evaluation of an optimization-based, multiple-input double-output (MIDO) run-to-run (R2R) control scheme for general semiconductor manufacturing processes. The controller in this research, termed adaptive dual response optimizing controller (ADROC), can serve as a process optimizer as well as a recipe regulator between consecutive runs of wafer fabrication. In evaluation, it is assumed that the equipment model could be appropriately described by a pair of second-order polynomial functions in terms of a set of controllable variables. Of practical relevance is to consider a drifting effect in the equipment model since in common semiconductor practice the process tends to drift due to machine aging and tool wearing. We select a typical application of R2R control to chemical mechanical planarization (CMP) in semiconductor manufacturing in this evaluation, and there are five different CMP process scenarios demonstrated, including mean shift, variance increase, and IMA disturbances. For the controller, ADROC, an on-line estimation technique is implemented in a self-tuning (ST) control manner for the adaptation purpose. Subsequently, an ad hoc global optimization algorithm based on the dual response approach, arising from the response surface methodology (RSM) literature, is used to seek the optimum recipe within the acceptability region for the execution of next run. The main components of ADROC are described and its control performance is assessed. It reveals from the evaluation that ADROC can provide excellent control actions for the MIDO R2R situations even though the process exhibits complicated, nonlinear interaction effects between control variables, and the drifting disturbances.

A Study on the Ways to Joint Marine Development and Joint Marine Environmental Protection in Northeast Asia (동북아 해역 권원중첩수역 공동개발합의와 공동환경보호합의 도출 방안)

  • China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.
