  • Korea is increasingly vulnerable to disasters due to changes in economic and social structure. In particular, there are a number of disadvantaged people, such as elderly people, disabled people, basic livelihood recipients, foreigners, multicultural families, etc. who are vulnerable to social problems due to aging, polarization and internationalization. These vulnerable people to disaster have difficulties in acquiring disaster information and to respond promptly by self-help. Of course, recent studies on vulnerable people to disaster have been steadily increasing, but discussions about foreigners have been relatively inadequate. This has led to a lack of understanding about the actual situation of disaster and coping methods. Once general situations set in, foreigners staying in Korea will suffer from a vicious cycle of policy-making from the viewpoint of Korean and difficulties in obtaining relevant information. In this study, we conducted in-depth interviews on the recognition and acquisition path of disaster information for foreign workers living in Korea. Based on the results of the interviews, we derived implications for practical information, such as ways to understand and actively utilize information media frequently visited by foreign workers in Korea.

  • Modern technology drives the world, increasing performance while reducing labor and time expenses. Tanzania Atomic Energy Commission (TAEC) tracks employee's levels of exposure to radiation sources using dosimeters. According to legal compliance, workers wear dosimeters for three months and one month at the workplace. However, TAEC has problems in tracking, issuing and returning dosimeters because the existing tracking is done manually. The study intended to develop a Personal Dose Management System (PDMS) that processes and manages the data collected by dosimeters for easy and accurate records. During the requirements elicitation process, the study looked at the existing system. PDMS' requirement gathering included document reviews, user interviews, and focused group discussions. Development and testing of the system were implemented by applying the evolutionary prototyping technique. The system provides a login interface for system administrators, radiation officers, and Occupational Exposed Workers. The PDMS grants TAEC Staff access to monitor individual exposed workers, prints individual and institutional reports and manages workers' information. The system reminds the users when to return dosimeters to TAEC, generate reports, and facilitates dispatching and receiving dosimeters effectively. PDMS increases efficiency and effectiveness while minimizing workload, paperwork, and inaccurate records. Therefore, based on the results obtained from the system, it is recommended to use the system to improve dosimeter data management at the institution.

  • This study purports to investigate the determinant of job satisfaction among workers working at Long-term care hospitals. The independent variables contain three groups of determinants: organizational characteristics variables(job autonomy, job variety, distributive justice, role conflict, supervisor support, job suitability, job significance, job security, organizational support, job growth, promotional opportunity), environmental variables(job opportunity), and psychological variables (met expectation, job efficacy, positive affectivity, and negative affectivity). The sample used in this study consisted of 250 workers from 4 Long-term care hospitals nationwide. Data were collected with self-administered questionnaires and analyzed using multiple regression analysis. The results of the study are as follows: 1) the following variables, listed in order of size, have significant effects on job satisfaction: negative affectivity(-), job significance(+), job growth(+), age(+), positive affectivity(+), organizational support(+), job opportunity(-). 2) the variance of job satisfaction explained by the variables used in the study are 53.8%. When demographic variables added to Model I, job satisfaction explained by variables are 55.4%. 3) the results of this study indicate that three variables of negative affectivity, job significance, job growth are especially important for improving the level of job satisfaction among workers at Long-term care hospitals.

  • The mandatory police system, which plays a pivotal role in securing security and securing social safety as a security assistant, is expected to face difficulties in supplying the mandatory police manpower and securing absolute police manpower in the future according to the Ministry of Defense's abolition of the conversion service system. In this situation, this study intends to provide a concrete plan to replace the mandatory police officers as security assistants, recruiting contractors from civilians who are not military service resources or regular police officers, and using them for security assistance. More ultimately, this study goes beyond securing obligatory police to reduce or abolish mandatory police, which has been dealt with in previous studies. It aims to present the rescue and operation directions so that the police can provide quality public security services. In order to achieve the purpose of this study, this study 1) analyzes the current situation of police personnel, derives the necessity and justification of securing the police personnel or increasing the number of police personnel due to changes in security demand and security environment, and 2) After discussing the necessity and direction of reorganization, 3) deriving policy implications through analysis of foreign cases operating similar systems to derive specific plans for the introduction of security contractors for private contract workers in Korea. • Both access to healthcare services and income security in case of personal illness are being needed to achieve universal health coverage, which is enshrined in the human rights to health and social security and international standards on social protection. Income security acts on both the social determinants and the adverse consequences of ill health and thus would break the vicious disease-poverty cycle. The government is supposed to implement a demonstration project of sickness benefit in 2022 and to publicize its more specific blueprint for all workers. This study is to suggest basic principles and a framework to design a new sickness benefit for universal health coverage, which is based on reviews on previous studies, related issues, and institutional conditions. This is to provide a theoretical basis to promote further discussion and to support its decision-making.

  • The objectives of this study were to inspect how the law effected on hospital employment system and which policy and strategy are needed to cope with the present situation as the law regarding irregular workers law has enacted for a year. To grasp the changes of employment style in hospital, 56 hospitals among 311 general hospitals were questioned in this study. And employment policy and strategy were developed by referencing examples of developed nations and other industries. The survey showed that the wage and welfare level of irregular workers in hospitals was improved compared to that in the other industries. But there were still much discrimination between regular and irregular workers. The policy direction of government is, first of all, to follow the principle of equal treatment to equal value of labour. The first feasible policy is to enforce social security. The second one is an employment promotion policy which reduces or exempts hospitals employing irregular workers from tax and insurance fee. The third one is to extend employment contract period to 3 years. and finally there are policies to permit more dispatched jobs and to expand the social insurance coverage. The strategies to solve the problem of irregular workers are as follows; 1) performance wage system, 2) guaranteeing employment by unlimited contract, 3) creating new category of workers, 4) the wage system of management by object, 5) the method of job classification. This study has a meaning in the point that it was studied on hospital which is special industrial part and analyzed the changes after enacting irregular workers law and presented management strategy for countermeaure program. In this study, it was expected to contribute to decisions-making in hospital management, especially when using human resources.

  • Occupational safety accidents are caused by various factors, and it is difficult to predict when and why they occur, and it is directly related to the lives of workers, so the interest in safety accidents is increasing every year. Therefore, in order to reduce safety accidents at industrial fields, workers are required to wear personal protective equipment. In this paper, we proposes a method to automatically check whether workers are wearing safety helmets among the protective equipment in the industrial field. It detects whether or not the helmet is worn using YOLOv5, a computer vision-based deep learning object detection algorithm. We transfer learning the s model among Yolov5 models with different learning rates and epochs, evaluate the performance, and select the optimal model. The selected model showed a performance of 0.959 mAP.
