North Korea's 4th nuclear test on Jan. 6 and following developments once again awakened the world into seriousness of the nuclear matters on the Korean peninsula. On March 2, UNSC adopted Resolution 2270 which is complemented by Seoul government's measures such as withdrawal from the Gaesung Industrial Complex (Feb. 9) and announcement of unilateral sanction (March 8). Seoul government also strongly urged the international community to strangle North Korea's 'financial resources.' The U.S., Japan, China, and other countries have issued unilateral sanctions to complement the UNSC measure. South Korea and the U.S. conducted their annual joint military drill (Resolve-Foal Eagle) in the largest-ever scale. North Korea, however, responded with demonstration of its nuclear capabilities and announcement of de facto 'nuclear-first' politics. North Korea test-fired a variety of delivery vehicles, threatened nuclear strikes against South Korea and the U.S., and declared itself as an 'invincible nuclear power armed with hydrogen bombs' at the 7th Workers 'Party Congress held in May, 2016. Considering the circumstantial evidences, the North's 4th nuclear test may have been a successful boosted fission bomb test. North Korea, and, if allowed to go on with its nuclear programs, will become a nuclear power armed with more than 50 nuclear weapons including hydrogen bombs. The North is already conducting nuclear blackmail strategy towards South Korea, and must be developing 'nuclear use' strategies. Accordingly, the most pressing challenge for the international community is to bring the North to 'real dialogue for denuclearization through powerful and consistent sanctions. Of course, China's cooperation is the key to success. In this situation, South Korea has urgent challenges on diplomacy and security fronts. A diplomatic challenge is how to lead China, which had shown dual attitudes between 'pressure and connivance' towards the North's nuclear matters pursuant to its military relations with the U.S, to participate in the sanctions consistently. A military one is how to offset the 'nuclear shadow effects' engendered by the North's nuclear blackmail and prevent its purposeful and non-purposeful use of nuclear weapons. Though South Korea's Ministry of Defense is currently spending a large portion of defense finance on preemption (kill-chain) and missile defense, they pose 'high cost and low efficiency' problems. For a 'low cost and high efficiency' of deterrence, South Korea needs to switch to a 'retaliation-centered' deterrence strategy. Though South Korea's response to the North's nuclear threat can theoretically be boiled down into dialogue, sanction and deterrence, now is the time to concentrate on strong sanction and determined deterrence since they are an inevitable mandatory course to destroy the North' nuclear-first delusion and bring it to a 'real denuclearization dialogue.'
This study was designed to examine Home Nursing Care in Hospital-based and Community-based programs. This study investigates actual conditions of nursing needs and demands of clients and their family and the state of home nursing services. We hope that this study will improve upon the current home nursing care system. In Korea Home-Nursing Care programs are still developing and only now becoming a part of the health care delivery system. The data was collected by a questionaire the clients developed and modified through literature review by this writer and through 10 nurses who are members of 4 hospital and 3 community- based agencies. In this study 173 clients were selected. The study lasted from Oct. 1997 to March of 1998. The results show that the average age was 64.3, years older than most women clients (63.0%), the average age of a caregiver was 50.9 years old and most were female(77%). Two types of agency clients with a significant difference between social conditions [25.7%] used some form of insurance; 54.3% had the spouse pay expenses; pay 58.5% son and daughters of Hospital-based agencies: patients of social workers were 24.0%, the highest in the community agency. The condition of patients was 63.2% of the foley and nelaton catheter insertion at hospital based agencies. The range of nursing services offered is one of the highest among the 34 kinds of servies including nasogastric tube management basic nursing, ROM exercise, bladder irrigation, wound and sore dressing. For an effective care service factors that disturb each program such as a non-cooperatative family as well as patients themselves need to be lessened. Further more, the following must be emphasized, supportive counsel 27.0%, steady care for patient, 13.3%maintain a sense of security(11.7%), dressing sores and nutrition(10.0%). Although there were a large number of home nursing care services in the community, policy changes have gathered momentum. Fortunately, the scope and level at legal support will be increased in the future. The program should intergrate and link the district or community together. A project to develop a community based home nursing system as soon as possible should be developed. In conclusion, home nursing care nurses training curriculum should be strengthened.
The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. As a result of calculating from six ITT transportation candidates, the priority was determined in order of monorail, Autocon, and so on as ITT transportation suitable for the Busan new port..

Interest in the Quality of working life is spreading rapidly and the phrase has entered the popular vocabulary. That this should be so is probably due in large measure to changes in the values of society, nowadays accelerated as never before by the concerns and demands of younger people. But however topical the concept has become, there is very little agreement on its definition. Rather, the term appears to have become a kind of depository for a variety of sometimes contradictory meanings attributed to it by different groups. A list of all the elements it if held to cover would include availability and security of employment, adaquate income, safe and pleasant physical working conditions, reasonable hours of work, equitable treatment and democracy in the workplace, the possibility of self-development, control over one's work, a sense of pride in craftsmanship or product, wider career choices, and flexibility in matters such as the time of starting work, the number of working days in the week, Job sharing and so on altogether an array that encompasses a variety of traditional aspirations and many new ones reflecting the entry into the post industrial era. The term "quality of working life" was introduced by professor Louis E. Davis and his colleagues in the late 1960s to call attention to the prevailing and needlessly poor quality of life at the workplace. In their usage it referred to the quality of the relationship between the worker and his working environment as a whole, and was intended to emphasize the human dimension so often forgotten among the technical and economic factors in job design. Treating workers as if they were elements or cogs in the production process is not only an affront to the dignity of human life, but is also a serious underestimation of the human capabilities needed to operate more advanced technologies. When tasks demand high levels of vigilence, technical problem-solving skills, self initiated behavior, and social and communication skills. it is imperative that our concepts of man be of requisite complexity. Our aim is not just to protect the worker's life and health but to give them an informal interest in their job and opportunity to express their views and exercise control over everything that affects their working life. Certainly, so far as his work is concerned, a man must feel better protected but he must also have a greater feeling of freedom and responsibility. Something parallel but wholly different if happening in Europe, industrial democracy. What has happened in Europe has been discrete, fixed, finalized, and legalized. Those developing centuries driving toward industrialization like R.O.K, shall have to bear in mind the human complexity in processing and designing the work and its environment. Increasing attention is needed to the contradiction between autocratic rule at the workplace and democratic rights in society.n society.

This paper discusses income replacement ratios of national pension, retirement pension and individual annuities in Korea. These ratios are useful indicators for the assessment of retirement income security of workers. This paper projects income replacement ratios, using the pension entry rate, decrement rates, and life tables of the National Statistical Office. The result of the actuarial projection is that the income replacement ratio of national pension is approximately 21.0 to 22.7%, that the income replacement ratio of retirement pension is about 5.8 to 9.7%, and that the income replacement ratio of an individual annuity is about 13.5 to 21.0%, respectively. The income replacement ratio by income varies due to the effects of income redistribution in national pension and retirement pension, but the income replacement ratio of an individual annuity is constant, regardless of income.
As the using rate of an explosive gas has been increased in the industrial site, the regional residents adjacent to the site as well as the site workers have frequently fallen into a dangerous situation. Damage caused by accident in the process using hydrogen gas is not confined only to the relevant process, but also is linked to a large scale of fire or explosion and it bring about heavy casualties. Therefore, personnel in charge should investigate the kinds and causes of the accident, forecast the scale of damage and also, shall establish and manage safety countermeasures. We, in Anti-Calamity Research Center, forecasted the scope of danger if break out a fire or/and explosion in hydrogen gas facilities of MLCC firing process. We selected piping leak accident, which is the most frequent accident case based on an actual analysis of accident data occurred. We select and apply piping leak accident which is the most frequent case based on an actual accident data as a model of damage forecasting scenario caused by accident. A jet fire breaks out if hydrogen gas leaks through pipe size of 10 mm ${\Phi}$ under pressure of 120 bar, and in case of $4kw/m^2$ of radiation level, the radiation heat can produce an effect on up to distance of maximum 12.45 meter. Herein, we are going to recommend safety security and countermeasures for improvement through forecasting of accident damages.

Recently BIM technology has been expanded for using in construction project. However its spread has been delayed than the initial expectations, due to the high-cost of BIM infrastructure development, the lack of regulations, the lack of process and so forth. In design phase, especially, collaboration based on BIM system has being a key factor for successful next generation building project. Through the analysis of current research trend about IT technologies, virtualization and BIM service, data exchange such as drawing, 3D model, object data, properties using cloud computing and virtual server system is defined as a most successful solution. In various industrial fields, cloud computing technology is utilized as a promising solution which can reduce time and cost of hardware infrastructure. Among the cloud computing technology, VDI is receiving a great deal of attention from it market as an essential part cloud computing. VDI enables to host multiple individual virtual machines by using hypervisor. It has an advantage to easy main device management. Therefore, this study implements a step-by-step user's DaaS by analyzing the desktop resource data of the workers from Pre-design phase to Schematic design, Design develop and Construction design phase. It also develops BIM environment based on test of BIM modeler and designers in architectural design firm. The goal of the study is to enable the cloud computing BIM server. It provides cost saving, high-performance quality of working environment and cooperation's convenience and high security when doing BIM work in small and medium sized architectural design firm.
Objective : This study is an experimental study which is designed to examine the differences between knowledge and self-confidence before and after theory education(CPR PPT material) based on guidelines of CPR and emergency cardiac treatment of American Heart Association(AHA, 2005) and video self-instruction program for the general public by Korean Association of Cardiopulmonary Resuscitation(KACPR), trace CPR performance ability after CPR and AED education and investigate the accuracy of artificial respiration and chest compression, and know the difference in CPR performance abilities including AED. Methods : Subjects of this study include ground crews and staffs at M airport in G province equipped with emergency equipments for CPR according to Art. 47, Sec. 2 of Emergency Medical Law, airport police, rent-a-cops, security guard, quarantine officer, custom officer, and communication, electricity, civil engineering, facility management staff, airport fire fighting staff, air mechanic, traffic controller, and airport management team among airport facility management staffs. They were given explanation of necessity of research and 147 of 220 subjects who gave consent to this research but 73 who were absent from survey were excluded were used as subjects of this study. of 147 subjects, there were 102 men and 45 women. Results : 1) Knowledge score of CPR was $6.18{\pm}0.87$ before instruction and it was increased to $15.12{\pm}1.78$ after instruction, and there was statistically significant difference. 2) Self-confidence score in CPR was $3.16{\pm}0.96$ before instruction and it was increased to $7.05{\pm}0.75$ after instruction, and there was statistically significant difference. 3) Total average score in CPR performance ability after instruction was 7.46 out of 9, performance ability was highest in confirmation of response as 144(97.95%), follwed by request of help as 140(95.25%) and confirmation of respiration as 135(91.83%), and lowest in performing artificial respiration twice(gross elevation of chest) as 97(65.98%). Accuracy of artificial respiration(%) was $28.60{\pm}16.88$ and that of chest compression(%) was $73.10{\pm}22.16$. 4) Performance ability of AED after instruction showed proper performance in power on by 141(95.91%) and attaching pad by 135(91.83%), hand-off for analyzing rhythm showed 'accuracy' in 115(78.23%) and 'non-performance' in 32(21.77%), delivery of shock and hand-off confirmation showed 'accuracy' in 109(74.14%) and 'inaccuracy' in 38(25.86%), and beginning chest compression immediately after AED was done by 105(71.42%).
Background: The selection of an occupation is typically based on individuals' personalities and the characteristics of occupations, which significantly affect occupational consciousness. The present study aimed to enhance the occupational achievement level of and provide fundamental data for student counseling in order to develop competitive professional workers by understanding the occupational consciousness of freshmen and motivating them as dental hygienists with career development plans, as freshmen majoring in dental hygiene eventually play a significant role in the field of dentistry as dental hygienists. Methods: The surveys were distributed to 160 freshmen in the dental hygiene department and were subsequently collected. The data from 142 surveys were used for analysis, as 18 surveys were excluded due to insincere responses. The survey contents included questions related to major selection and satisfaction, including motives for selecting a dental hygiene major, prior knowledge on a dental hygiene major and a career as a dental hygienist, satisfaction level of the major, and reasons for dissatisfaction in cases if applicable, as well as questions related to occupational consciousness, including career prospects for dental hygienists, opinions on the occupation, and conditions of job selection. Results: High employment rate with good salary level ranked highest (43.7%) among motives to apply the dental hygiene major, followed by the desire to be a professional worker (21.1%) and recommendation by acquaintances. Of those who responded, 50.7% indicated a normal level of satisfaction with the major, and 69.9% responded that they had prior knowledge regarding the dental hygiene major and/or field of dental hygiene. These results may be due to youth unemployment and the occurrence of job preparation immediately after students enter university, which is a result of the difficulty in job seeking. In terms of career prospects, 48.6% of students responded with "growing a little bit," followed by "growing a lot" (28.9%), "no difference from now" (21.1%), and "other" (1.4%). Regarding opinions on the occupation, 65.5% responded that occupation was an tool with which to make and income or a living, 23.2% responded that occupation was for dreams and self-realization, and 11.3% responded that occupation was for success in life and maintaining social status. Regarding the conditions of job selection, the responses included that the workplace had good working conditions (39.4%), good interpersonal relationships (21.8%), and a higher salary (18.3%). This may reflect the change in work ethics among university students, according to the trend of the times. Conclusion: Based on the results of the present study, we found that educational guidance to enhance the level of satisfaction with the major, and career guidance to understand and apply the clear vision and long-term job security are necessary.
As information is recognized as an important asset of an organization, organizations are increasing their resource input for knowledge management. In particular, the enterprise content management system(ECMS) is a solution for organization-oriented content management, and it has high utility by helping to achieve business performance through systematic utilization of content and improve the level of internal information security. The purpose of this study is to suggest a plan to improve the intention to use organizational employee's ECMS and to suggest the effect of the relationships between information system quality characteristics and work environment characteristics on intention to use. In this study, a research hypothesis was presented based on previous studies, a questionnaire was conducted on workers of organizations that adopted an ECMS, and the hypothesis was verified by applying structural equation modeling. As a result of the analysis, information and service quality of the ECMS and task interdependence increased the intention to use, but task conflict decreased the intention to use. In addition, task interdependence and task conflict moderated the positive relationship between the quality factors of the ECMS and the intention to use it. This study has implications in terms of suggesting the direction of the organization's behavior through factors that increase the use of ECMS.
