Comparison Study between Institutional Response to Security Risks of the EU's Revised Payment Services Directive and Domestic Electronic Finance Regulation (개정된 유럽연합 지급결제서비스지침의 보안위험에 대한 제도적인 대응과 관련 국내 전자금융 규제와의 비교 연구)

  • Traditionally banks and other financial institutions use customers' accounts and information managed by them and provide payment services in dominant positions. Recently, EU amends Payment Services Directive to institutionally guarantee access to customers' accounts and use of account-related information even to third parties, which facilitates competition in financial markets and promotes innovation. However, this kind of change can increase potential security risks and therefore institutional responses from financial authorities are required so that all participants in financial markets can properly respond to security risks. In this study institutional responses to the security risks in the EU's new Payment Services Directive (PSD2) are analyzed, comparisons between this and domestic electronic financial regulations are analyzed, and implications for the direction of improving domestic electronic financial regulations will be suggested.

  • In this paper, we propose a device identification system for network visibility that can maintain the secure internal network environment in the IoT era. Recently, the area of enterprise network is getting huge and more complicated. Not only desktops and smartphones but also business pads, barcode scanners, APs, Video Surveillance, digital doors, security devices, and lots of Internet of Things (IoT) devices are rapidly pouring into the business network, and there are highly risk of security threats. Therefore, in this paper, we propose the device identification system that includes the process and module-specific functions to identify the exploding device in the IoT era. The proposed system provides in-depth visibility of the devices and their own vulnerabilities to the IT manager in company. These information help to mitigate the risk of the potential cyber security threats in the internal network and offer the unified security management against the business risks.

A Comparative Study on Type Approval of Maritime Cyber Security and RMF in the View of System Development Lifecycle (개발 전주기 사이버보안 관점에서의 해상 사이버보안 형식 승인과 RMF 비교 연구)

  • With the advancement of cyber threats and the development of hacking technologies, cyber security is being emphasized in various fields such as automobiles and ships. According to this trend, various industrial fields are demanding cybersecurity, and related certifications. In this paper, cybersecurity type approval is compared with the RMF stage under the premise that there are common elements with RMF in that cybersecurity elements must be reflected in the entire system development cycle. For comparison, type approval of maritime cyber security of the Korean Register of Shipping was selected. In conclusion, although type approval of maritime cyber security acquisition procedure is not divided by development stage like the RMF, there are the commonalities in the procedure to apply the cybersecurity element to the System development lifecycle like the RMF. Accordingly, the possibility of determining that the cybersecurity element was applied to the entire development cycle was confirmed.

  • Security administrators of companies and organizations need to come up with proper countermeasures against cyber-attacks considering infrastructures and security policies in their possession. In order to develop and verify such countermeasures, the administrators should be able to reenact both cyber-attacks and defenses. Simulations can be useful for the reenactment by overcoming its limitations including high risk and cost. If the administrators are able to design various scenarios of cyber-attacks and to develop simulation models from their viewpoints, they can simulate desired situations and observe the results more easily. It is challenging to simulate cyber-security issues, because there is lack of theoretical basis for modeling a wide range of the security field as well as pre-defined basic components used to model cyber-attacks. In this paper, we propose a modeling method for cyber-security simulations by developing a basic component and a composite model, called Abstracted Cyber-Security Unit Model (ACSUM) and Abstracted Cyber-security SIMulation model (ACSIM), respectively. The proposed models are based on DEVS(Discrete Event systems Specification) formalism, a modeling theory for discrete event simulations. We develop attack scenarios by sequencing attack behaviors using ACSUMs and then model ACSIMs by combining and abstracting the ACSUMs from a security perspective. The concepts of ACSUM and ACSIM enable the security administrators to simulate numerous cyber-security issues from their viewpoints. As a case study, we model a worm scenario using ACSUM and simulate three types of simulation models based on ACSIM from a different security perspective.

  • With the terrorist attacks on 11 September 2001, the ships and their crew' safety and security have become a major issue in the maritime industries, In high-risk terrorism, not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. In this paper, the vulnerability and essential elements in overall security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security management. And then, ship's security model and security system to reduce security rish and to minimize damage are proposed.

  • In recent years, the labor consciousness is gradually valued. During the process of pursuing sustainable operation, the enterprises treat occupational hazard risk as the waste of cost. The purpose of OHSAS 18000 occupational security and health management system is to systematically establish the business managerial measures in terms of occupational security and calamity prevention. This research proceeded with questionnaire analysis with respect to the relationship between the OHSAS 18000 system implementation and competitiveness in Taiwan's industries. The research result revealed that there was significant relationship between Taiwan firms' execution of OHSAS 18000 system and industry competitiveness. Thus, the enterprises can decide the proper managerial plans according to the result of their own risk evaluation to prevent the happening of accidents and reduce the operational cost. They can thus completely control business occupational hazard risk through "systematic" management.

  • A buffer overflow attack is carried out to subvert privileged program functions to gain control of the program and thus control the host. Buffer overflow attacks should be prevented by risk managers by eradicating and detecting them before the software is utilized. While calculating the size, correct variables should be chosen by risk managers in situations where fixed-length buffers are being used to avoid placing excess data that leads to the creation of an overflow. Metamorphism can also be used as it is capable of protecting data by attaining a reasonable resistance level [1]. In addition, risk management teams should ensure they access the latest updates for their application server products that support the internet infrastructure and the recent bug reports [2]. Scanners that can detect buffer overflows' flaws in their custom web applications and server products should be used by risk management teams to scan their websites. This paper presents an experiment of buffer overflow vulnerability and attack. The aims to study of a buffer overflow mechanism, types, and countermeasures. In addition, to comprehend the current detection plus prevention approaches that can be executed to prevent future attacks or mitigate the impacts of similar attacks.

  • Physical security protecting people from physical threats, such as a person or vehicle, has received a great attention. However, it has many risks of hacking and other security threats because it is highly dependent on automated management systems. In addition, a representative system of physical security, a CCTV control system has a high risk of hacking, such as video interceptions or video modulation. So physical security needs urgent security measures in accordance with these threats. In this paper, we examine the case of security threats that have occurred in the past, prevent those from threatening the physical security, and analyze the security problem with the threats. Then we study the countermeasures to prevent these security threats based on the problems found in each case. Finally we study for the method to apply these countermeasures.
